GFFA 2020 Outcome: Achieving Delivery on SDGs Pledge in each specific Community, Country, Continent location context, in less than 11 years remaining to end 2030 target date - Call for Development Cooperation Rapid/Fast and Radical/Fundamental Change in all 193/306 UN Member States Governments – Executive, Legislature, Judiciary in all Tiers as well as in all UN System: UNO, WBG, IMF, WTO (ITO) Entities – Headquarters, Regional Offices, Sub-regional Offices, Country Offices and Sub-Country Offices and their National and International Partners sides – Beyond Slogan.


Introduction

The German Government Convened the Global Forum for Food and Agriculture, GFFA, Berlin Germany 16 – 18 January 2020. The Technical Expert Sessions held on 16 and 17 January 2020 with focus on the Technical Process Discussions while the Ministers Sessions held 18 January 2020 with focus o the Political Process Discussions. 

At the end of the Ministerial Session of 18 January 2020, the GFFA 2020 Communiqué was released. We note that the Communiqué promised to “discuss Progress made regarding the commitments in the 2020 Communiqué at the GFFA 2022 . We do not know if this was typographical error, suggesting GFFA 2021 was intended, that is next GFFA or if this is the intention, that is to give 2 year Implementation time frame before discussing Progress at GFFA 2022.

We observe that the only small fraction of commitments made at GFFA 2019 had been implemented and Reported on at GFFA 2020; that GFFA 2020 Communiqué like Past GFFAs’ Communiqués did not include ways and means of tackling Implementation and Evaluation Challenge; that the GFFA 2020 Outcome did not appreciate that all 193/306 UN Member States are Off Track achieving SDGs Pledge Delivery in less than 11 years remaining to end 2030 target date; that for all 193/306 UN Member States to get DONE the much that remain to be DONE to achieve SDGs Pledge Delivery by 2030 there is Urgent need for National and International Development  Cooperation Rapid/Fast and Radical/Fundamental Change and that ultimate consequences of failure to achieve SDGs Pledge Delivery by 2020 will be catastrophic for our Fragile Planet and the 193/306 UN Member States.

It is against this background that we wish to make comment on the GFFA 2020 Communiqué

Deep Concern

The 71 Ministers of Agriculture present at GFFA 2020 expressed deep concern about the level of Hunger, Malnutrition and Poverty in our World today and Called for Change, yet these Ministers including the German Minister of Food and Agriculture, in reality, keep resisting Needed Change.

FAO the Apex UN Agency Saddled with responsibility for Food, Nutrition and Agriculture Dimension of SDG Pledge Delivery by 2030 appear more interested in lamenting the real and complex problems on the ground rather than being proactive and taking the lead in finding National and International Integrated Innovative Sustainable Solutions to real and complex Food, Nutrition and Agriculture problems on the ground as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent and Continent location context.

We are concerned by that there was segregation between the technical process discussions and the political process discussions; that issue of Globalization as Force for Evil Leaving Vulnerable Individuals and Communities behind in Arithmetic Progression in both North and South Countries and Digitization as Force for Evil Leaving Vulnerable Individuals and Communities behind in Geometric Progression in both North and South Countries was essentially glossed over at GFFA 2020; that Globalization and Digitization as Force for Good is One of the Master Keys for ensuring SDGs 2 Concepts – Work Together to Benefit Together and Leave No One Behind need to go Beyond Slogan if all 193/306 UN Member States are to achieve SDGs Pledge Delivery by 2030 and that without operationalized in practice the SDGs 2  Concepts as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent and Continent location context and in ways that ensure all 193/306 UN Member States get DONE the much that remain to be DONE to achieve SDGs Pledge Delivery in less than 11 years remaining to end 2030 target date, 193/306 UN Member States and our Fragile Planet will be unable to avoid catastrophic consequences of failure to achieve SDGs Pledge Delivery by end 2030 target date.

We are further concerned that GFFA 2020 Communiqué has made the same ERROR as Past GFFAs’ Communiqués as it remain Vision and Words without Action despite German Government and GFFA Organization Team being warned that this would be the case and their being in the Know of Alternative Way of Organizing GFFA 2020 to avoid this ERROR. The Result is that GFFA 2020 like Past GFFAs’ again Generated Knowledge while avoiding or evading Knowledge Application. Yet, what is needed is GFFAs’ that Generate Relevant Knowledge and ensure that the Relevant Knowledge is effectively Applied as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent and Continent location context. This underlines the need to Change for the existing Exclusive Technical and Political Process Discussion Model of Past GFFAs up to GFFA 2020 to New Inclusive Technical and Political Process Discussion Model of 2021 GFFA and Future GFFAs’.

4 Point Call for Action

GFFA 2020 Communiqué set out 4 Point Call for Action. The Big Issue is HOW are the Provisions in the 4 Point Call for Action being Implemented and Evaluated in the next 1 year to GFFA 2021 and Beyond and in ways that help get DONE the much that remain to be DONE if all 193/306 UN Member States are to achieve SDGs Pledge Delivery in less than 11 years remaining to end 2030 target date?

It is now clear to 193/306 UN Member States and UN System: UNO, WBG, IMF, WTO that as long as they keep finding answer to easy What Questions rather than the especially difficult HOW Questions, all 193/306 UN Member States would remain Off Track achieving SDGs Pledge Delivery by 2030 target date and ultimate catastrophic consequences of failure to achieve SDGs become inevitable.

EAG has no Power or Intention to Force any of the 193/306 UN Member States Governments or any of the UN System: UNO, WBG, IMF, WTO Entities to accept our Model for answering SDGs Pledge Delivery by 2030 HOW Questions. However without an Alternative Model that is sufficiently All Inclusive, All Embracing and Ambitious, it is inevitable that our World will keep accelerating to ultimate catastrophic consequences of failure to achieve SDGs Pledge Delivery by 2030.  

Involving Original Ideas Creators 

GFFA 2020 Communiqué is evidence that German Government, GFFA Organization Team and FAO harvested many good ideas and pertinent suggestions from EAG Submissions and deployed these in responding to issues as they arose during GFFA 2020.

However, German Government, GFFA Organization Team and FAO cannot Implement harvested good ideas and pertinent suggestions without meaningfully involving the Original Ideas Creator and get Good Results. This explains why GFFA 2020 Communiqué is again like Past GFFAs’ Communiqués Vision and Words without Action and repeated Past GFFAs’ ERROR.

SDGs 2 Concepts

Globalization as Force for Evil leaves Vulnerable Individuals and Communities in both North and South Countries Behind within Arithmetic Mode. This is Bad.

Digitization as Force for Evil leaves Vulnerable Individuals and Communities in both North and South Countries Behind within Geometric Mode. This is Worse.

Yet Globalization and Digitization as Force for Good is a Requirement for operationalizing in practice SDGs 2 Concepts – Work Together to Benefit Together and Leave No One Behind, that is Leave No Vulnerable Individuals and Communities in both North and South Countries Behind within Geometric Mode that Drive Whole of Government, Whole of Society etc Approaches to achieve SDGs Pledge Delivery in all 193/306 UN Member States in the less than 11 years remaining to end 2030 target date.

UNDESA, FAO, UNFCCC, UNEP and other UN System: UNO, WBG, IMF, WTO Saddled with responsibility for supporting 193/306 UN Member States do not have Experts with required Hard and Soft Competencies to support 193/306 UN Member States in the Design and Delivery of Globalization and Digitization as Force for Good and that operationalizing in practice SDGs 2 Concepts – Work Together to Benefit Together and Leave No One Behind.

We urge the 193/306 UN Member States Governments to genuinely appreciate that converting GFFA 2020 Communiqué from Vision and Words without Action to Vision and Words with Action is matter of Know How; that this Know How is scarce commodity; that without Technical Advice and Reform Consultant Support for Firm with adequate Hard and Soft Competencies, 193/306 UN Member States Governments will be unable to make the conversion and that without the conversion 193/306 UN Member States Governments effort at achieving Country Sustainability Strategy, SDGs in Country , EU Project and other Regional Projects Visions within New Country National Development Vision and New Country International Development Vision will be FLUKE.

The Point we are making is that the GFFA 4 Point Call to Action cannot be Implemented and Evaluated to achieve SDGs Pledge Delivery in 11 years remaining to end 2030 target date, as applicable or appropriate  in each specific Community, Sub-Country, Country, Sub-Continent and Continent location context without operationalizing in practice SDGs 2 Concepts – Work Together to Benefit Together and Leave No One Behind and this cannot be in practice without answer to SDGs Pledge Delivery in less than 11 years remaining to end 2030 target date How Questions.

GFFA 2020 Outcome again provide evidence that EAG is the only Organization in our World today that has answer to SDGs Pledge Delivery in less than 11 years remaining to end 2030 target date.

Change Course Now

We again urge German Government and GFFA Organization Team to genuinely appreciate that Pre-Conference Days, Conference Days and Post Conference Days as One Events and Activities whose Design and Delivery effectively support all 193/306 UN Member States getting  DONE the much that remain to be DONE if all 193/306 UN Member States are to achieve SDGs Pledge Delivery in less than 11 years remaining to end 2030 target date, is necessary if Germany, EU and our World is/are to avoid the looming catastrophic consequences of failure to achieve SDGs Pledge Delivery by 2030.

The reality is that our World does not have 11 years remaining to achieve SDGs Pledge Delivery. 193/306 UN Member States and all UN System: UNO, WBG, IMF, WTO and their National and International Partners need to face New Direction and Adopt New Priorities within the 5 Critical Quarters – October 2019 – December 2020, if our World is to avoid the looming catastrophic consequences of failure to achieve SDGs Pledge Delivery by 2030.

1 of 5 Critical Quarters ending December 2019 has been lost. With GFFA 2020 being Business as Usual, 2 of 5 Critical Quarters ending March 2020 may be Lost if MSC February 2020, Munich Germany is also Business as Usual. Should 3 of 5 Critical Quarters ending June 2020 be lost, all 5 of 5 Critical Quarters have been lost as it will to too late to recover lost time. No amount of Final PUSH to achieve SDGs by 2030 starting 2 – 5 years to end 2030 target date will be enough to ensure all 193/306 UN Member States achieve SDGs Pledge Delivery by 2030.

This underlies the urgent need for all 193/306 UN Member States and all UN System: UNO, WBG, IMF, WTO Entities to Change Course Now.

Work SMARTer not HARDer

FAO should stop lamenting Global Food, Nutrition and Agriculture Dimension of SDGs real and complex problems on the ground as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent and Continent location context, which FAO has Statutory Responsibility to Provide National and International Integrated Innovative Sustainable Solutions to in All 193/306 UN Member States.

It is clear to 193/306 UN Member States Governments; FAO and other UN System: UNO, WBG, IMF, WTO Entities that without adequate level of Systems, Structures, Policies, Procedures, Rules, Standards, Communication, Culture, Competencies Change as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent and Continent location context, Converting GFFA 2020 Communiqué from Vision and Words without Action to Vision and Words with Action; Fully Implementing the Converted GFFA 2020 Communiqué as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent and Continent location context and in ways that achieve SDGs Pledge delivery in all 193/306 UN Member States in the less than 11 years remaining to end 2030 target date will be FLUKE.

Records show that Past FAO/other UN Entities and Intergovernmental Global Forums like GFFA on Food, Nutrition and Agriculture; Peace and Security; Finance for Development; Technology for Development and other Dimensions of SDGs Pledge delivery by 2030 remain Good Ideas – Vision and Words without Action at Global/Headquarters and Regional Offices level; hardly getting down to Country and Community – Rural and Urban levels as Information not to talk of the Good Ideas being Implemented and in ways that effectively meet the real needs of Ordinary Citizens in both Rural and Urban Communities. This is largely due to Governments and FAO/other UN Entities Refusal to answer SDGs Pledge Delivery by 2030 How Questions.

Phase 1 Pilot Program on Answer to SDGs Pledge Delivery by 2030 How Questions

20 of 90/180 Days have been lost in the 2/3 of 5 Critical Quarters ending March 2020 and June 2020.

If 193/306 UN Member States Governments and FAO/other UN Entities are serious about getting DONE the much that remain to be DONE if all 193/306 UN Member States are to achieve SDGs Pledge Delivery in less than 11 years remaining to end 2030 target date and in ways that help avoid looming ultimate catastrophic consequences of failure to achieve SDGs Pledge Delivery by 2030; 193/306 UN Member States Governments and FAO/other UN Entities need to take all necessary measures to Mobilize GFFA Member States and Non GFFA Member States to participate in Phase 1 of Pilot Program on Answer to SDGs Pledge Delivery in less than 11 years to end 2030 target date and on UN System: UNO, WBG, IMF, WTO  Change Must Start from FAO and on UN Member States sides Change must start from Germany; otherwise GFFA Vision lack Credibility and is Annual Empty Ritual, Annual Razzmatazz and Annual Political Gimmick.

Heads of Government on both North and South Countries sides should not look on powerless as our World accelerates to DOOM should our World Fail to achieve SDGs Pledge Delivery by 2030. One Day Delay to take require Remedial Action may be One Day too late to avoid looming catastrophe of failure to achieve SDGs Pledge delivery by 2030.

FAO/other UN Entities and 193/306 UN Member States Governments cannot on their own Design and Deliver Needed Change in their respective Internal Publics and External Publics Sides.

FAO/other UN Entities and 193/306 UN Member States Governments need to stop working HARDer doing the same old things in the same old ways and getting the same old flawed and failed Results.

FAO/other UN Entities and 193/306 UN Member States need to start working SMARTer doing new things in new ways to get good results and at levels adequate to support all 193/306 UN Member States to get DONE the much that remain to be DONE if all 193/306 UN Member States are to achieve SDGs Pledge Delivery in the less than 11 years remaining to end 2030 target date.

To achieve this FAO/other UN Entities and 193/306 UN Member States need to participate in Pilot Program on Answer to SDGs Pledge Delivery in less than 11 years remaining to end 2030 target date.


Conclusion

It is a puzzle that FAO and German Government are looking for National, Regional and Global Sustainable Solutions to National, Regional and Global Food, Nutrition and Agriculture Challenge yet ignore the most Advance National, Regional and Global Integrated Innovative Sustainable Solutions to Food, Nutrition and Agriculture Dimension of SDGs as well as remaining Dimensions of SDGs Communiqué as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent and Continent location context

If all past and present GFFA, MSC, OEDC, GPEDC, UNEMG, UNDESA, DCF, FAO, UNDP and other UNO Entities Study Reports; Conferences/Meetings including Intergovernmental Negotiation Meetings Outcome Documents: Conclusions and Recommendations were/are Words and Vision with Action that effectively answered HOW Questions, at end 2019 Year 4 of Implementation, all 193/306 UN Member States will not be Off Track achieving delivery on SDGs Pledge in less than 11 years remaining to end 2030 target date. 

Our Fragile Planet is now at a decisive moment. If we do not urgently reverse to 2014 Cross Roads (Onset MDGs), if we do not STOP pretending that only South Countries have problems achieving delivery on SDGs Pledge, if we do not speedily change from MDG Mode to SDG Mode alongside complementary Paradigm Shifts, if we do not STOP seeking Sustainable Solutions to SDGs Pledge How Questions and related How Questions in Places where they cannot be found, even though they are the traditional Go To Places for Such answers, if we do not urgently seek Right Sustainable Solutions to SDGs Pledge Delivery in less than 11 years remaining How Questions and related How Questions, anywhere in our World today that these may be found, we will suddenly discover that by end 2030 Wrong Choices have been made and SDGs Pledge has not been achieved. Should this be the reality in 2030, ultimate consequences will be catastrophic for all on both North and South Countries sides.

Should relevant authorities on 193/306 UN Member States and UN System: UNO, WBG, IMF, WTO (ITO) sides return to 2014 Cross Roads, take Right Turn to MAPing Road to BOOM and start accelerating at Pace and Sequence sufficient to achieve delivery on SDGs Pledge in all 193/306 UN Member States in less than 11 years remaining to end 2030 target date, there are WIN – WIN Sustainable Benefits for all Stakeholders in our Fragile Planet.  

However, should it be Business as Usual by end 3 of 5 Critical Quarters, June 2020, the reality is that our World will keep accelerating on MADning Road to DOOM as we all await ultimate catastrophic consequences of failure to achieve SDGs Pledge Delivery by 2030.

To avoid this, we invite interested North and South Countries Governments as well as UN System: UNO, WBG, IMF, WTO Entities to Request for Information on answering HOW Questions.
