Rethinking War on COVID-19; War on Climate Change Mistakes; War on Hunger, Malnutrition and Poverty and Task to Achieve SDGs in All Countries by 2030 to avoid Imminent Perishing of our Fragile Planet

Foreword  

The ILO Global Summit 1-2 and 7-9 July 2020 intended to be ILO’s Comprehensive Response to COVID-19 linked to achieving 5 Global Goals – SDGs 2015; AAAA 2015, Finance for Development Dimension of SDGs; COP 21 2015, Climate Change Dimension of SDGs, Agenda 21, Rio 1992 and Rio + 20, 2012, Development and Environment Dimension of SDGs and NIEO (New International Economic Order) 1974, Political Economy Dimension of SDGs, in all 193 UN Member States and by end 2030 target date to achieve the SDGs has ended.

In the build up to and during the Event, EAG warned that the ILO Global Summit Program should not be Business as Usual repeating Past ERRORS of Past similar UN Events and that the Summit needed Rethinking to Right these known ERRORS. The warning regretfully was ignored.

The Result is that at the End of the Summit, it is now clear that the known Past ERRORS have become Re-occurring Decimal, as the ILO Summit Outcome contribute NOTHING Tangible towards helping entire UN Membership including ILO itself; North and South Countries Governments and their National and Global Partners including Business, Industry, Academia to fill identified Information, Knowledge, Research, Innovation and Ambition Gaps Fighting and Winning War on COVID-19; War on Climate Change Mistakes; War on Hunger, Malnutrition and Poverty and Getting DONE the much that remain to be DONE if all 193 UN Member States are to achieve SDGs in the barely 10 years remaining to end 2030 target date.  

The UNDESA HLPF 7-16/17 July 2020 is intended to be another of UNDESA’s Comprehensive Response to COVID-19 linked to achieving 5 Global Goals – SDGs 2015; AAAA 2015, Finance for Development Dimension of SDGs; COP 21 2015, Climate Change Dimension of SDGs, Agenda 21, Rio 1992 and Rio + 20, 2012, Development and Environment Dimension of SDGs and NIEO (New International Economic Order) 1974, Political Economy Dimension of SDGs, in all 193 UN Member States and by end 2030 target date to achieve the SDGs.

In the build up to and during the Event, EAG warned that the UNDESA HLPF Program suggested it would be Business as Usual repeating Past ERRORS of Past similar UN Events and that the HLPF needed Rethinking to Right these known ERRORS.

It appeared UNDESA took the warning serious this time, given the scheduling of Event to discuss 2020 Targets: Renewing Commitments and Galvanizing Action had been scheduled for 6 July 2020 and similar Events scheduled in Week 1.  However, the outcome of these Events was Business as Usual underlining Repeat of the known Past UN Events ERRORS as Re-occurring Decimal.

In this Week 2, that is Ministerial Meeting from today 14 – 16 July 2020 and Event scheduled for 17 July 2020 that is likely to be Heads of Government Meeting, the outlook is that unless Leaders on UN System and Governments Change Course, the outcome of these Events by end of 17 July 2020 will also be Business as Usual underlining Repeat of the known Past UN Events ERRORS as Re-occurring Decimal. 

As COVID-19 continue to wreck increasing havoc and devastation in the Multiple Areas Hit, Multiple Dimensions Affected and Multiple Impacts Made, it is clear that the entire UN System: UNO, WBG, IMF, WTO, UNWTO Membership; all 193 UN Member States Governments; Business and Academia, Individually and Jointly Need to Do More, if War on COVID-19 is to be Won and in Ways that Help Get Done the much that remain to be Done, if all 193 UN Member States are to achieve SDGs Pledge Delivery in the barely 10 years remaining to end 2030 target date, Leaving No One Behind.

To achieve this, Information, Research, Knowledge, Innovation and Ambition Gaps need to be Urgently Filled, if there is to be increasing Convergence between entire UN Membership Comprehensive Response to COVID-19 linked to achieving 5 Global Goals Vision Intention and Reality in all 193 UN Member States.

We had noted the Urgent Need for World Leaders on UN, Governments, Business and Academia sides to Change Course by 31 July 2020, as Final Final Deadline, if the identified Gaps are to be Filled and on time to avoid looming Ultimate Global Colossal Catastrophic Consequences of Failure to Win War on COVID-19 and Failure to achieve SDGs Pledge Delivery by 2030 in all 193 UN Member States.

The rapidly closing COVID-19 Short Window of Opportunity to Build Back Better and Build Back Greener underline NEED for World Leaders on UN, Governments, Business and Academia sides to Change Course and on time to avoid looming Ultimate Global Colossal Catastrophic Consequences of Failure to Win War on COVID-19 etc and Failure to achieve SDGs Pledge Delivery by 2030 in all 193 UN Member States.

It is against this background that we wish to share our thoughts on Priorities and Direction Moving Forward in URGENT Global Interest.

Leaders Now Know

It is now clear to Leaders on entire UN Membership and North and South Counties Governments and Media sides that:-
1.   COVID-19 expose soft underbelly of Decayed Systems and Services in UN System: UNO, WBG, IMF, WTO, UNWTO – Headquarters, Regional-Offices, Country Offices.
2.    COVID-19 expose soft underbelly of Decayed Systems and Services in All Arms of All Tiers of Government in all 193 UN Member States.
3.    COVID-19 expose soft underbelly of Decayed Systems and Services in All Arms of All National and Global Media in all 193 UN Member States.
4.      Effectively Addressing Multiple Areas, Multiple Impacts and Cleaning Up the Multiple Mess Hit/Created by COVID-19 and On Time is Task that Must be Done, if our World is to avoid looming Global Colossal Catastrophic Consequences of Failure to Win War: on COVID-19; War on Climate Change Mistakes, War on Hunger, Malnutrition and Poverty and Failure to achieve Global Goals – SDGs, AAAA, COP21, Agenda 21 Rio and Rio+20 and NIEO by end 2030 target date.
5.    As long as entire UN Membership; all 193 UN Member States Governments and all National and Global Media in all 193 UN Member States, Keep avoiding or evading answer to How Questions, War on COVID-19; War on Climate Change Mistakes and War on Hunger, Malnutrition and Poverty cannot be Won and Global Goals cannot be achieved by target date.
6.  Failure to Win War on COVID-19; War on Climate Change Mistakes and War on Hunger, Malnutrition and Poverty and Failure to achieve Global Goals SDGs etc by 2030 Guarantee Global Colossal Catastrophic Consequences at its extreme, People Dying 1st, Businesses dying 2nd and Planet Dying 3rd.

Integrated Actions for Results
Our experience is that TCFD, UNFCCC, UNEP, UNGC, UNDESA, ILO, WHO, other UN Members and Governments North and South Individually and Jointly Implementing relevant existing Good UN Report’s Conclusions and Recommendations for Results and in ways that make meaning in the daily lives of 5 Billion Poor Children, Youth, Women, Men and Elders out of the 8.5 Billion People in our World of 2030 DEMAND Joint focus of UN, Governments, Business and Academia on National and Global Integrated Innovative Sustainable Solutions to both Climate Related Financial Disclosures and Beyond Climate Related Financial Disclosures real and complex issues on the ground as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location action.  
The above needs to be done within Integrated 4 in 1 Actions:-

3.      Fail in 1 is Fail in remaining 3.
4.      TCDF, UNGC, UNFCCC, UNEP, UNDESA, other UN Members and Governments North and South National and Global Recommendations Implementation that address Technical Issues in Silos not helpful. Technical Issues and Political Issues Needs to be effectively addressed in Synergy.
5.      TCDF, UNGC, UNFCCC, UNEP, UNDESA, other UN Members and Governments North and South National and Global Recommendations Implementation that focus on Technical Process Discussions not helpful. Technical Process and Political Process Discussions as One.
6.      TCDF, UNGC, UNFCCC, UNEP UNDESA, other UN Members and Governments North and South National and Global Recommendations Implementation Technical Solutions without Political Solutions, not helpful. Once Political Solutions that compliment Technical Solutions are found, all remaining Solutions – Economic Solutions, Financial Solutions, Social Solutions, Security Solutions, Environmental Solutions and all remaining Solutions will emerge.
7.      There is urgent need for Central Coordination Jurisdiction with a specific UN System Entity being saddled with Domestic and Global Response Central Coordination Responsibility as follows:-

War on COVID-19 etc and 5 Global Goals: Tackling Implementation and Evaluation Challenge for Results at National and Global Levels

Some of the Highlights of the November 2019 UNFCCC Report are:-

1.   It is striking, and disturbing, that so little political and industrial effort has been mobilised for deep decarbonisation despite three decades of international talks on climate change.
2.      In many sectors, the institutions that are needed to support coordination are still nascent or do not exist at all. Those that do exist desperately need to be strengthened: through a focus on coordinated action that goes far beyond the mere sharing of information; serious funding and much stronger engagement from governments; and broader participation, to move from coalitions of first movers to the critical mass that can reconfigure the global market in each sector. This is an urgent priority. It is not merely a matter of filling some gaps in the institutional landscape. It is a strategic shift toward more effective methods of international cooperation – to complement the economy-wide commitments of many nations and the multilateral climate negotiations.
3.      This strategic shift must focus on mobilising and applying the resources needed to solve practical problems and scale up the processes of deep decarbonisation.
4. Alongside the policy actions for decarbonisation, a strategic commitment to institution-building is therefore the single most important activity that can be undertaken by any government wishing to lead the global response to climate change.
5.      In creating much more capable institutions for deep decarbonisation one of the most vital strategic challenges will be understanding when new institutions must be built, and when existing ones must be strengthened.
6.  If Countries and UN coordinate testing and deployment of new ideas and innovation, the incentives for industry to invest will be greater, and the process of learning will be accelerated.
7.   Governments North and South and UN will then be able to support deployment on a larger scale. A delicate, strategic process must be followed, so that coordination helps to ensure exploration of a wide landscape even as competition between firms and countries creates incentives for improving performance.

COVID-19 Response Mistakes

It is Denial, Deception or/and Delusion for Leaders on entire UN System Membership and 193 UN Member States Governments to Claim that there are no Mistakes in WHO, UNDESA, ECOSOC, other UN Members Response to COVID-19 and no Mistakes in UK, Germany, other EU Countries, other European Countries; China, other Asian Countries, Pacific Countries; US, LAC, Countries in other Continents Response to COVID-19.

The Time for focus on Problems and Blame is over with Pre COVID-19 Era.

This is Time for focus on Solutions and Opportunities, if Post COVID-19 Era is to Deliver Build Back Better and Build Back Greener as Domestic and Global Stakeholders in All North and South Countries Work Together to Succeed Together and in Ways that Leave No One Behind in Post COVID-19 Era.

Although Step 4 has been overtaken by events as the ILO Global Summit has ended as Business as Usual, the UNSG Directive is still relevant as it will spur ILO Leadership to Decide to Change Course and on Time in Urgent Global Interest.

All remaining Steps remain relevant. We therefore urge UNSG Antonio Guteress to issue relevant Directives rather than keep repeating mere Words that are clearly not Working.

Warning / Puzzle

We sent warning below to UN Regional Commission New York Office, RCNYO, given its Statutory Responsibility and expressed Aims of its Event at UNDESA HLPF Week 1 (see below), as part of EAG Submissions to help RCNYO avoid the Event Repeating Past ERROR as Re-occurring Decimal.

“Our view is that Implementing above 7 Step Action would be of genuine interest to RCNYO; that ways and means of moving forward this Implementation would be a Major Outcome of the RCNYO Event at ongoing UNDESA HLPF 2020, starting in less than 3 hours time.

Should this be the case, we do look forward to a very productive meeting. Otherwise, the probability is meeting is Business as Usual and mere Interesting Professional Dialogue contributing little or NOTHING towards effectively addressing the Major Points made in the above UNSG 2 Tweets. The implication is that RCNYO will be knowingly or unknowingly helping to Guarantee Global Colossal Catastrophic Consequences of failure to Win War on COVID-19 and Failure to achieve SDGs, other Global Goals 2030 and Global Goals 2050 – that is if our World has Not Perished by then should the Global Catastrophe by 2030 be extreme with People Dying 1st, Businesses Dying 2nd and Planet Dying 3rd.”

It is a puzzle that RCNYO shabbily blocked the link sent to us to participate in the Event. We made this unfortunate development known to wider UN Audience. They have all been silent.

RCNYO is the 1st UN Member to treat us this shabbily but virtually all UN Members, including DCF, DSDG, UNDESA; FAO; ILO; WHO; UNIDO; UNGC; UNFCCC etc we have been constructively engaging have Refused to Do Needful on EAG Submissions.  

2020 RCNYO Lab’s 3 Point Aims

We read with interest the RCNYO Lab at UNDESA HLPF July 2020 Background Document and Concept Note.

We note that the Lab’s Aims are:-
1. Facilitating a cross-regional learning of experiences in support of accelerated implementation of the 2030 Agenda at the country and regional levels.
2.     Exchange experiences and recommendationsin implementing these approaches in (1), and
3.    Share HOW efforts to bring countries together at the regional level have been useful and will continue to be relevant in the context of the Decade of Action, that is, in Post COVID-19 Era.

Answering How Questions is a Big Problem for entire UN Membership. Records show our Organization has the Most Advance Model for Answering How Questions available anywhere in our World today.

Design and Delivery on RCNYO Responsibility for Results in Post COVID-19 Era

We have visited your website and learned about what RCNYO, especially what RCNYO Do, including:-
1.      Serving as joint office for policy advice and representation at the global level for the five UN Regional Commissions (ECA, ESCAP, ECLAC, ECE and ESCWA).
2. Providing substantive and representational functions to the global UN intergovernmental bodies, notably GA and ECOSOC, under agenda items relevant to the work of the Regional Commissions.
3.      Monitor, Analyze, Reports and Provide Policy Recommendations to the Commissions on global substantive deliberations and legislative processes with a bearing on their programme of work, individually and/or collectively.
4.      Assist in identifying global trends, challenges and opportunities with a bearing on the work and positioning of the Regional Commissions and Provide Strategic Advice in this regard.
5.     Serve as the Focal Point for substantive and coordination activities of the five Regional Commissions with departments, offices and funds and programmes at the United Nations Headquarters, New York.  
6.      Represents the Commissions in Interagency and Inter-secretariat meetings including at the CEB machinery, notably its policy and operational pillars through HLCP and UNDG respectively, their subsidiary bodies, as well as EC-ESA, to ensure coherent, efficient and cost effective representation of all the Commissions, as well as improved harmonization and cooperation between the Regional Commissions and relevant UN organizations.
7.   Provide the Commissions with analysis and synthesis of developments within the global interagency machineries, as well as policy recommendations relating to these developments.
8.      Maintain regular contact with the permanent missions of Member States to the United Nations, relevant intergovernmental and nongovernmental organizations, liaison offices of organizations of the UN system and the public in New York, as part of its outreach role on behalf of the Commissions
9.    Play a Catalyst Role for Promoting Interregional Cooperation among the Five Regional Commissions.
The Director of the Office is the Secretary of the regular annual Meetings of the Executive Secretaries of the Regional Commissions, the highest instance of coordination among the Commissions.
RCNYO is also an ex-officio member of the Meetings of the Chiefs of Programme Planning of the Commissions, the network seeking programmatic coordination and cooperation, as well as harmonization of business practices and exchange of best practices among the Commissions.
RCNYO holds regular coordination meetings, through VTC or teleconferences, among a number of substantive focal points of the Commissions.
 RCNYO plays a clearing house role for the Commissions in their initial submissions of Development Account projects with a view to identify opportunities for synergies and interregional cooperation through the Commissions’ projects.
RCNYO prepares, initiates and/or coordinates joint policy papers and publications for the Commissions, as appropriate.
The implication of the above Statutory Responsibility of RCNYO, is that while UNDESA is the Brain Box of UNO External Publics, RCNYO is the Brain Box of UNO Internal Publics. This underlines Urgent Need for Ways and Means of Design and Delivery on RCNYO Responsibility for Results in Post COVID-19 Era to be Major Outcome of this 2020 Lab.

We have read the 3 June 2020 Report of the UN Secretary General on Regional Cooperation in the Economic, Social and Related Fields that is the Main Working Document guiding Discussion at the Lab.
We wish to put forward these 2 Blogs as other Stakeholder Contribution towards achieving the 3 Point Aim of the Lab:-
These Submissions set out Ways and Means of Design and Delivery of Unprecedented Global Response to Unprecedented COVID-19 Crisis for Delivery on Global Goals 2030 and 2050 and Underlines Central Role for RCNYO and UNDESA, thus ensuring 2020 Lab Outcome indeed achieve Great Positive Results Globally.
In refusing Good Ideas, RCNYO, DCF, DSDG, UNDESA, other UN Member Entities will not be able to Design and Delivery UN Innovation and Non UN Innovation as One that Help Win identified Wars and achieve Known Global Goals and O Time.
National and Global Integrated Innovative Sustainable Solutions

The worsening COVID-19 havoc and devastation Globally resulting in increasing Pain and Misery for Ordinary Citizens and Businesses is evidence Ordinary Citizens and Ordinary Businesses Reality is the Different from UN and Governments North and South Reality. But this simply underlines the problem.

UN and Governments North and South need to find National and Global Integrated Innovative Sustainable Solutions and On Time to avoid Ultimate Global Colossal Catastrophic Consequences of Failure to Win War on COVID-19 and Failure to achieve 5 Global Goals by 2030.

It is pertinent to note that Governments and UNO are diverting scarce resources from other communicable diseases and other health issues to fund COVID-19 Response. This is worsening COVID-19 Hit on Health, Education, Food, Labor, Finance, Security etc. Yet there are Better Alternatives for Build Back Better and Build Back Greener including DOING More with LESS and mobilizing the over US$700 Trillion required to Fight and Win War COVID-19 linked to achieving 5 Global Goals by 2030.    

It is pertinent to note further that as lockdown is increasingly eased, the full impact of COVID-19 Hit in these Multiple Areas will become increasingly more visible.

We urge World Leaders on UN System, Governments and Media sides to remember that our World is in Crises-Multiple Crises made Worse by COVID-19 Crisis; that Fear of COVID-19 could be harnessed for Public Good, thus making it easier to achieve National and International Development Cooperation Results in 5 Years that could have taken over 100 years to achieve, in all 193 UN Member States.

We further urge World Leaders on UN System, Governments and Media side to genuinely recognize that without Rethinking War on COVID-19; War on Climate Change Mistakes; War on Hunger, Malnutrition and Poverty and Task to Achieve SDGs in All Countries by 2030 to avoid Imminent Perishing of our Fragile Planet; UN System, Governments, Business and Academia cannot answer How Questions underlining Implementation of UNSG Points set out earlier in this Paper and that without the Organization, Orientation and Discipline of Citizens in all Counties to be the Moving Force Driving TRANSFORMATION of Society at each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context, our World will Fail to Win: War on COVID-19; War on Climate Change Mistakes; War on Hunger, Malnutrition and Poverty and Fail to Achieve SDGs in All Countries by 2030, Guarantee Global Colossal Catastrophic Consequences and at its extreme resulting in People Dying 1st, Businesses Dying 2nd and Planet Dying 3rd.

Mutual Collaboration between UN System, Governments and Organizations who are Original Ideas Creators will Help achieve Amazing Transformation in America, Europe and rest of the World and On Time for save America, Europe and World from looming Guaranteed Global Colossal Catastrophic Consequences of Failure to Win War on COVID-19, Failure to Win War on Hunger, Malnutrition and Poverty, Failure to achieve Climate Change Action Ambition and Failure to achieve SDGs in all 193 UN Member States.

In view of the above, it is our hope that World Leaders will not Squander Bright Prospects of Success, that is, World Leaders would Change Course Decide to DO Right Thing and On Time.
