Foreword
The ILO Global Summit 1-2 and 7-9 July 2020 is
intended to be ILO’s Comprehensive
Response to COVID-19 linked to achieving 5 Global Goals – SDGs 2015; AAAA 2015,
Finance for Development Dimension of SDGs; COP 21 2015, Climate Change
Dimension of SDGs, Agenda 21, Rio 1992 and Rio + 20, 2012, Development and
Environment Dimension of SDGs and NIEO (New International Economic Order) 1974,
Political Economy Dimension of SDGs, in all 193 UN Member States and by end
2030 target date to achieve the SDGs.
EAG
warned that the ILO Global Summit Program suggested it would be Business as
Usual repeating Past ERRORS of Past similar UN Events and that the Summit
needed Rethinking to Right these known ERRORS. The warning was ignored. At the
end of the Summit 5 Regional Sessions 1-2 July 2020, it is now clear that the
known Past ERRORS have become Re-occurring Decimal.
The UNDESA HLPF 7-19 July 2020 is intended to be
another of UNDESA’s Comprehensive
Response to COVID-19 linked to achieving 5 Global Goals – SDGs 2015; AAAA 2015,
Finance for Development Dimension of SDGs; COP 21 2015, Climate Change
Dimension of SDGs, Agenda 21, Rio 1992 and Rio + 20, 2012, Development and
Environment Dimension of SDGs and NIEO (New International Economic Order) 1974,
Political Economy Dimension of SDGs, in all 193 UN Member States and by end
2030 target date to achieve the SDGs.
EAG
warned that the UNDESA HLPF Program suggested it would be Business as Usual
repeating Past ERRORS of Past similar UN Events and that the HLPF needed
Rethinking to Right these known ERRORS.
It
appears UNDESA is taking the warning serious this time. An Event to discuss
2020 Targets: Renewing Commitments and Galvanizing Action has been scheduled
for 6 July 2020. This is Good but Not
Good Enough, if the known Past UN Events ERRORS are not to again become Re-occurring
Decimal at the end of UNDESA HLPF July 2020.
The entire UN System: UNO, WBG, IMF, WTO, UNWTO
Membership; all 193 UN Member States Governments; Business and Academia, Individually
and Jointly Need to Do More, if War on COVID-19 is to be Won and in Ways that
Help Get Done the much that remain to be Done, if all 193 UN Member States are
to achieve SDGs Pledge Delivery in the barely 10 years remaining to end 2030
target date, Leaving No One Behind.
To achieve this, Information, Research, Knowledge,
Innovation and Ambition Gaps that need to be Urgently Filled, if there is to be
increasing Convergence between entire UN Membership Comprehensive Response to
COVID-19 linked to achieving 5 Global Goals Vision Intention and Reality in all
193 UN Member States.
We had noted the Urgent Need for World Leaders on UN,
Governments, Business and Academia sides to Change Course by 30 June 2020, if
the identified Gaps are to be Filled and on time to avoid looming Ultimate
Global Colossal Catastrophic Consequences of Failure to Win War on COVID-19 and
Failure to achieve SDGs Pledge Delivery by 2030 in all 193 UN Member States.
This Deadline Date was not met. Yet things keep moving from Bad to Worse.
The rapidly closing COVID-19 Short Window of Opportunity to
Build Back Better and Build Back Greener extend the Final Final Deadline for
World Leaders on UN, Governments, Business and Academia sides to
Change Course and
on time to avoid looming Ultimate Global Colossal Catastrophic Consequences of
Failure to Win War on COVID-19 and Failure to achieve SDGs Pledge Delivery by
2030 in all 193 UN Member States, to 31 July 2020.
It is against this background that we wish to share
our thoughts on Priorities and Direction Moving Forward in URGENT Global
Interest.

Course may be One Day too late to avoid looming Ultimate Global Colossal
Catastrophic Consequences, at its extreme People Dying1st, Businesses Dying 2nd

31 July 2020 is Final D Day. The Choice World Leaders
on UN, Governments, Business and Academia sides Make to Change Course Making New
Paradigm Shifts including Unprecedented Global Response to Unprecedented Global
COVID-19 Crisis linked to achieving 5 Global Goals that Work; Business as Usual
is Obsolete that Work, Working SMARTer Doing New Things in New Ways and Getting
New Results etc, or Refuse to Change Course Maintaining Old Paradigms including
Unprecedented Global Response to Unprecedented Global COVID-19 Crisis linked to
achieving 5 Global Goals that is Not Working; Business as Usual is Obsolete
that is Not Working, Working HARDer Doing Old Things in Old Ways and Getting
Same Old, Flawed and Failed Results etc, at the end of Business on 31 July
2020, will Greatly Determine the Future of our World in Years ahead.
Technically so much time has been lost. It will be
recalled that we warned in October 2019 that World Leaders have 5 Critical
Quarters: October 2019 – December 2020 to Change Course, if SDGs Pledge
Delivery is to be achieved by 2030 and War on COVID-19, which as from early
2020 made Bad Situation Worse, is to be Won.
Sadly, the reality at the end of 3 of 5 Critical
Quarters and 18 of 60 Quarters of SDGs Implementation on 30 June 2020, was that
not only are all 193 UN Member States Off Track achieving SDGs by 2030, Gains
made over the years Winning War on Hunger, Malnutrition and Poverty are being
lost.
The implication of World Leaders Failing to Change Course
at the end of Business on 31 July 2020, is that all 5 of 5 Critical Quarters
have been lost, as it is almost humanly impossible to recover lost ground by 31
December 2020 and then press forward to do all that remain to be done to Win
War on COVID-19 and achieve SDGs (all 5 Global Goals) Pledge Delivery in all
193 UN Member States, in barely 10 years remaining to end 2030 target date,
given the present level of Orientation, Organization and Discipline of Leaders
and Followers on UN, Governments, Business and Academia Sides.
There is still COVID-19 Short Window of Opportunity:
Utilized before it close, the Impossible can still be Possible, as World
Leaders Change Course by End July 2020 and achieve Extra Ordinary Mobilization
of all National and Global Stakeholders on UN, Governments, Business and
Academia Sides and their National and International Partners to take all
necessary measures to Work Together to Succeed Together Fighting and Winning
War on COVID-19 linked to achieving SDGs (all 5 Global Goals) by 2030 in All Countries
and in Ways that Leave No One Behind.
Should this COVID-19 Short Window of Opportunity be
Squandered, Failure to Win War on COVID-19 is Guaranteed and this in turn
Guarantee Ultimate Global Colossal Catastrophic Consequences in all Countries, in
its extreme People Dying 1st, Businesses Dying 2nd and
Planet Dying 3rd.
If the extra 31 Days to end July 2020, is also
Squandered, then World Leaders on UN, Governments, Business and Academia simply
live with Ultimate Global Colossal Catastrophic Consequences of Choices they
have Individually and Jointly FREELY and Knowingly made.
National and Global Integrated Innovative
Sustainable Solutions
The worsening COVID-19 havoc and devastation Globally resulting in
increasing Pain and Misery for Ordinary Citizens and Businesses is evidence
Ordinary Citizens and Ordinary Businesses Reality is the Different form UN and
Governments North and South Reality. But this simply underlines the problem. UN
and Governments North and South need to find National and Global Integrated
Innovative Sustainable Solutions and On Time to avoid Ultimate Global
Colossal Catastrophic Consequences of Failure to Win War on COVID-19 and Failure to achieve 5 Global
Goals by 2030. This underlines the import of Ms Largarde’s statement.
It is pertinent to note that Governments and UNO are diverting scarce
resources from other communicable diseases and other health issues to fund
COVID-19 Response. This is worsening COVID-19 Hit on Health, Education, Food,
Labor, Finance, Security etc. Yet there are Better Alternatives for Build Back
Better and Build Back Greener including DOING More with LESS and mobilizing the
over US$700 Trillion required to Fight and Win War COVID-19 linked to achieving
5 Global Goals by 2030. This again underlines the import of Ms Largarde’s
statement.
It is pertinent to note further that as lockdown is increasingly eased,
the full impact of COVID-19 Hit in these Multiple Areas will become
increasingly more visible. This again underlines the import of Ms Largarde’s statement.

Discipline its Internal and External Publics to Individually and Jointly
answer Global Goals - SDGs 2015; AAAA 2015- Finance for Development Dimension
of SDGs; COP21 2015, Climate Change action Dimension of
SDGs; Agenda 21 - Rio 1992 and Rio+20 2012 Environment and Development
Dimension of SDGs and NIEO 1974 (New International Economic Order)
Political Economy Dimension of SDGs Targets How Questions. The remainder
of ILO Global Summit, the 6 July 2020 Event at UNDESA HLPF 2020 and all
remaining UNDESA HLPF 7 – 19 July Events need to meaningfully address all fundamental
issues raised in EAG submissions, if these UN Events are to meaningfully
address issues relating to answering How Questions.

that to meaningfully contribute its Quota in the Implementation of the Paper, TCFD,
UNFCCC, UNEP, UNGC, UNDESA, ILO, WHO, other UN Members and Governments North
and South Individually and Jointly need to focus on National and Global
Integrated Innovative Sustainable Solutions to both Climate Related
Financial Disclosures and Beyond Climate Related Financial
Disclosures real and complex issues on the ground as applicable or
appropriate in each specific Community, Sub-Country, Country,
Sub-Continent, Continent and Global/Planet location action.

War on COVID-19 and 5 Global Goals: Tackling Implementation and Evaluation Challenge for Results at National and
Global Levels
Some of the Highlights
of the UNFCCC Report are:-
1. It
is striking, and disturbing, that so
little political and industrial effort has been mobilised for deep
decarbonisation despite three decades
of international talks on climate change.
2.
In
many sectors, the institutions that are
needed to support coordination are still nascent or do not exist at all.
Those that do exist desperately need to be strengthened: through a focus on coordinated action that goes far
beyond the mere sharing of information; serious funding and much stronger
engagement from governments; and broader participation, to move from coalitions
of first movers to the critical mass that can reconfigure the global market in
each sector. This is an urgent priority.
It is not merely a matter of filling
some gaps in the institutional landscape. It is a strategic shift toward more effective methods of international
cooperation – to complement the economy-wide commitments of many nations
and the multilateral climate negotiations.
3. This
strategic shift must focus on mobilising
and applying the resources needed to solve practical problems and scale up the
processes of deep decarbonisation.
4. Alongside
the policy actions for decarbonisation, a strategic
commitment to institution-building is therefore the single most important
activity that can be undertaken by any government wishing to lead the
global response to climate change.
5. In creating much more
capable institutions for deep decarbonisation one of the most vital strategic challenges will be understanding when
new institutions must be built, and when existing ones must be strengthened.
6. If Countries and UN coordinate
testing and deployment of new ideas and innovation, the incentives for industry
to invest will be greater, and the process of learning will be accelerated.
7. Governments North and South and UN will then be able to
support deployment on a larger scale. A
delicate, strategic process must be followed, so that coordination helps to
ensure exploration of a wide landscape even as competition between firms and
countries creates incentives for improving performance.

The Way Forward
We are glad
that DSDG has responded to our message and noted that we will have opportunity
to pose Questions in the Chat Box during the 6 July 2020 Event on 2020 Targets: Renewing Commitments and Galvanizing Action.
This is
good and welcome but more is needed. All 7 Highlights above Apply. Highlight 2
underline Urgency, since November 2019 and Not much has been done 7 months
later. Our World is being urged to wait till November 2020 to then decide what
line of action the Urgency will take. Our World cannot wait this long. Our
World has already Squandered 3 of 5 Critical Quarters, that is if by 31 July
2020, World Leaders on UN, Governments North and South, Business and Academia
sides still refuse to Change Course, all
5 of 5 Critical Quarters to Put all 193 UN Member States back On Track to
achieve SDGs by 2030 has been Squandered and Global Colossal Catastrophic Consequences is Guaranteed.
COVID-19
Short Window of Opportunity is rapidly Closing. This underlines point made by
Ms Largarde in quoted Statement as well as need to hold 3 Day EAG HLPF before
end July 2020.
In view of
the above we wish to make the following suggestions for Moving Forward in
Global Interest:-
1.
DSDG already has more than enough questions to put to 6 July 2020
Event Speakers, urging them to adjust their Presentations to meaningfully address
answer to the Questions. Same goes for ILO in ILO Global Summit remaining 7-9
July 2020 Event and UNDESA in remaining 7 – 19 July 2020 Event. If DSDG need
help, we are willing to help condense the many questions in EAG Submission to 2
Overarching Questions that DSDG could advise all Speakers to meaningfully
address in their Presentations. The same goes for ILO and UNDESA.
2. As DSDG/ILO/UNDESA avoided or evaded Integration, Alignment and
Harmony of ILO Global Summit, UNDESA HLPF and EAG HLPF, the Benefits have been
lost as merely asking questions in (1) is not enough. The Next Step is for
DSDG, UNDESA, UNGC, UNFCCC, UNEP, TCDF, ILO, WHO, other UN Members and
Governments North and South, if genuinely serious about meaningfully addressing
all serious issues of serious business DEMANDING their Individual and Joint
Attention raised in EAG Submissions and if genuinely appreciate that DOING this
is of utmost Global Importance and in Overall Global Interest, then they would
Individually and Jointly take all necessary measures to ensure the 3 Day EAG
HLPF hold before end July 2020.
3. Economy wide Approach is another variant of One Worldwide
Approach: Whole of Government and Whole of Country; Whole of Community and
Whole of Society; Whole of Agenda and Whole of UN Approach. The UN is now aware
of who the Original Idea Creator is, and that Original Ideas cannot be
successfully Implemented without meaningfully involving Original Idea Creator.
4. Economy wide Approach will remain mere Slogan, should UNFCCC,
TCDF, UNGC, UNDESA,UNDSDG, ILO, WHO, other UN Members and Governments – North
and South Countries keep trying to Implement Climate Change Action
Dimension/Climate Related Financial Disclosures Dimension of Winning War on
COVID-19 linked to achieving Global Goals – SDGs, AAAA, NIEO without
meaningfully involving Original Ideas Creators.
5. Seeking to get things DONE entirely FREE, Refusing to allow
Private Sector and or Professional Services make Profit or Thinking that
Political Appointees as Special Advisers will be able to provide all the Technical
Advisory Support that Governments North and South Need to Fight and Win War on
COVID-19 linked to achieving 5 Global Goals is mere Wishful Thinking. The
Special Advisers cannot give Know How they Do Not Have.
6. UN and Governments North and South need to Stop looking for
Comprehensive Innovative Sustainable Solutions to Huge and Complex Problems
they face Individually and Jointly while Ignoring, Avoiding or Evading Adoption
of National and Global Integrated Innovative Sustainable Solutions to National
and Global Challenges facing UN, Governments North and South, Business and
Academia set out in EAG Submission.
7.
UN and Governments North and South need to genuinely recognize
that COVID-19 is not a respecter of Individuals, Institutions and Governments
North and South. COVID-19 Rewards Good Unprecedented Global Response to
COVID-19 and Punishes Bad Unprecedented Global Response to COVID-19. Should
World Leaders on UN, Governments North and South, Business and Academia sides
Refuse to take all necessary measures to ENJOY Rewards of Good Unprecedented
Global Response to COVID-19, it is inevitable that our World will SUFFER the
Punishments of Bad Unprecedented Global Response to COVID-19.
In Sum,
Our World is in COVID-19 Crisis worsening other Crises.
We have raised serious issues of serious business demanding serious attention
of entire UN System and all 193 UN Member States and in Urgent Global Interest.
As No One
Know when irreversibility point will be passed to tip our World to Global Catastrophe
as warned by Ms Largarde, One Day Delay Implementing Good Ideas in EAG
Submissions, may be One Day too late to Save or Fragile Planet from looming
Peril.
In view of the above, we urge entire
UN System Membership and Powerful North and South Countries Governments to genuinely recognize that:-
1.
Time
for Rhetoric and Excuse is Over.
2.
Now
is Time for Practice and Action.
3.
The
Consequences of Failure to Win War on COVID-19 and Failure to achieve SDGs in
All Countries by 2030 are Catastrophic at National and Global levels.
4. The
Rewards of Win War on COVID-19 and achieving SDGs in All Countries by 2030 are
Massive at National and Global levels.
5. Entire
UN System Membership Timely Action Ultimately Determine (3) or (4) as Reality
in 2030.
6. Powerful
North and South Countries Government have Central Role to Play if (4) is to be
the Reality in 2030.
We
await UN System and Powerful Governments early response this time –
if Positive, Amazing World Transformation Driving Winning War on COVID-19
linked to achieving SDGs by 2030 in all 193 UN Member States will unfold before
our very eyes.
Who will be the first to pick up the Gauntlet……
