Open Letter to World Leaders on Winning War on COVID 19 and achieving SDGs by 2030 (4)

Your Excellencies,

My name is Lanre Rotimi and I am honored to send this Fourth Open Letter to World Leaders on the topic of “Winning War on COVID 19 and achieving SDGs by 2030 (4)” on behalf of the International Society for Poverty Elimination / NEHMAP / Economic Alliance Group as well as the 5 Billon Poor Children, Youth, Women, Men and Elders in all 193 UN Member States.

I am six months after the First Open Letter, the Second Open Letter two weeks later in May 2020; the Third Open Letter two weeks ago, this November 2020, sending this Fourth Open Letter, to Your Excellencies, in these trying times in the Whole World, as a Citizen of the World.

I note with concern that many World Leaders on Governments and UN System: UNO, WBG, IMF, WTO – Trade and WTO – Tourism Membership sides read the First Open Letter; the Second Open Letter two weeks later, in May 2020, as well as the Third Open Letter two weeks ago in this November, yet Business as Usual remain despite UN Promise to ensure Business as Usual is Obsolete.

Your Excellencies, UN Unprecedented Global Response to Unprecedented Global COVID19 remain essentially inadequate, resulting in COVID19 continuing to wreck increasing havoc Worldwide, with increasing probability of worse to come, given National and Global Reality of COVID19: Multiple Areas Hit -Health, Education. Food, Livelihood etc; Multiple Impacts Made – Political, Economic, Social, Cultural etc  and Multiple Dimensions Affected –Governance, Globalization, Solidarity, Public Goods etc. this explain our sending this Fourth Open Letter, in the hope that World Leaders will take determined and purposeful action on the Open Letter’s contents.

Your Excellencies, I am deeply concerned that UN Leaders and World Leaders in both North and South Countries are concerned with COVID19 Mis-Information and Dis-Information yet they are not tackling root cause or primary cause of Mis-Information and Dis-Information on one hand and the National and World Media keep promoting COVID 19 and Brexit as Force for Evil rather than be inspired by Insights in the First, Second and Third Open Letters to Change Course and start promoting COVID 19 and Brexit as Force for Good and in Urgent Global Interest.

I am more deeply concerned that while the UN and Governments keep avoiding or evading implementing EAG Innovation Submissions, inclusive of answers to How Questions, the UNPGA is convening the 31st Special Session focusing on UN and Governments Global Response to COVID19 to answer some What and How Questions, knowing full well that the event is Business as Usual and will end up answering What Questions, as UN and Governments do not at present have the Competencies to answer How Questions, yet Organizations that could help have been technically prevented from participating at the Special Session on COVID19 3 – 4 December 2019.

The result at the end of the Special Session is Guaranteed to be Business as Usual contributing nothing to help in Design and Delivery of Unprecedented Global Response that Work for World Poor to effectively overcome Huge and Complex Domestic and Global Challenges including COVID19, Climate Action, Hunger, Malnutrition and Poverty etc Crises; achieving SDGs as soon as possible after 2030 and reach Global Goals 2050 by end 2050 as applicable or appropriate in each specific Community, Sub-Country, Country and Global level or location context within National and Global Integrated Innovative Sustainable Solutions that Work for Poor: 5 Billion Children, Youth, Men, Women and Elders in each of the identified location context or level.

To avoid this, UNPGA needs to get urgent approval of all Member States Governments and all UN Headquarters to change the status of the event from closed Event with only cleared CSOs, Businesses and Consultants attending with few them are allowed to make Statements, if Time permits out of the 11 hours devoted to Interactive Dialogue on Day 2 of the Event.

Your Excellencies, there is strong need to ensure that the 4 December 2020 Event is Open Event and use the most Advanced Virtual Meeting Platform such as Hopin.

Your Excellencies, if the Special Session on COVID19 event is to indeed answer COVID19, SDGs and Global Goals 2050 How Questions, all willing and able to contribute should not be denied opportunity to have their Say and All UN System Membership and All Governments need to open their Minds to receive New Ideas rather than Close their Minds to New Ideas, noting that it is UN and Non UN Innovation as One Promoting and Protecting: New Ideas, New Thinking, New Ways of DOING Things, New Partnerships, New Cooperation and New Collaboration that can effectively generate the much needed National and Global Integrated Innovative Sustainable Solutions.

I again urge the World Media to this time do their part towards helping to Win War on COVID 19,  Win identified additional 4 Wars linked to achieving SDGs as soon as possible after 2030 (any Individual, Institution or Government still seeking to achieve SDGs by 2030 is in Denial, Deception or Delusion) and pressing forward to reach Global Goals 2050 by end 2050, in all North and South Countries, by effectively putting substantive issues raised in this Open Letter in the Front Burner of Global Public Arena.

The World Leaders to whom the Open Letter is addressed are Leaders of:-

1.  The entire UN System: UNO, WBG, IMF, WTO – Trade and WTO – Tourism Membership at Headquarters, Regional Offices and Country Offices;

2.      All Arms of All Tiers of Government in all 193 UN Member States

3.      National and Global Media   


Special Session on COVID19 – Matters Arising

 

Your Excellencies, we have read the Concept Note on the 31st Special Session on COVID19.

 

We note with interest that:-

1.      The first day of the Session on 3 December, consisting of an opening segment followed by a general debate, will focus on the experiences of Member States in addressing the impacts of the pandemic. The UNPGA is confident that we (Speakers and Participants) will benefit from hearing from one another’s practices and lessons learned.

2.      The second Day of the Session on 4 December is interactive dialogue entailing a series of moderated panels covering key aspects of the impact of, and response to, the COVID-19 pandemic, including the UN system’s health and humanitarian response to date; the road to a COVID-19 vaccine; and the socio-economic impact and recovering better.

 

We further note with interest that UNPGA agrees:-

 

1.      The COVID-19 pandemic is not only the greatest global health crisis since the creation of the United Nations 75 years ago, it is also a humanitarian crisis, a socio-economic crisis, a security crisis, and a human rights crisis. It has claimed more than 1.3 million lives, infected more than 54 million people, and upended the livelihoods of even more all over the world. It could result in the worst global recession since the Great Depression. The pandemic has exposed vulnerabilities and exacerbated inequalities within and between developing and developed countries, hitting the poorest and most vulnerable people particularly hard. With entire continents experiencing a resurgence in cases, living with and managing the impact and consequences of COVID-19 is the new global reality that no one can escape.

UN and Governments now publicly Recognize COVID19 has created Multi Crises. But UN and Governments avoid or evade implementation of All Governments and All UN New Comprehensive Response to Fighting and Winning War on COVID19, War on Climate Change Mistakes, Inequality, Injustice and Conflicts; War on Hunger, Malnutrition and Poverty; War on Corruption, Indiscipline and Impunity; achieving SDGs as soon as possible after 2030 and reaching Global Goals 2050 by end 2050.

 

UN and Governments now know that without Fighting and Winning War on COVID19 in All Countries, No Country is Safe from COVID19 havoc and devastation.

 

It is therefore incomprehensible that UN and Governments will turn blind eye to promising National and Global Central Coordination of Comprehensive Response to COVID19, other Pandemics, other National and Global Challenges including National and Global Central Coordination of Domestic and Global Response to achieving SDGs as soon as possible after 2030 and reaching Global Goals 2050 by end 2050 target date.

 

2.      The United Nations system-wide response to COVID-19 is based on three pillars: a large scale, coordinated, comprehensive health response; a wide-ranging effort to safeguard lives and livelihoods; and a transformative recovery process.

Your Excellencies, it will be recalled that H.E. UN Secretary General launched UN New Comprehensive Response to COVID19 in July 2020 and upgraded UN New Comprehensive to COVI19 in September 2020.

 

The Big issue that All CSOs, All Businesses, All Academia/Higher Education Institutions and All Governments need to ask UN Headquarters and WHO is Why is COVID19 Havoc and Devastation is increasing in Powerful North and South Countries, that is all UN Member States, including affecting the few remote Countries the pandemic is yet to reach, at the Global level?

 

These Countries even if they have no COVID19 at Domestic level, are they not suffering due to Global Effects of COVID19 – the Multiple Aras Hit – Health, Education, Food, Finance, Livelihoods etc; Multiple Impacts made – Political, Economic, Social, Cultural ,Security etc and Multiple Dimensions Affected: Governance, Corruption, Globalization, Justice, Dignity etc, noting that Fail in One is Failing All?

 

A New UN Comprehensive Response to above fundamental issues is urgently needed to better support UN System Membership: UNO, WBG, IMF, WTO – Trade and WTO – Tourism Delivery Headquarters, Regional Offices and Country Offices Delivery as One, DaO that work for World Poor, as All UN and All Governments Deliver on Original UN Charter Vision interlinked, interdependent, interconnected and interrelated with Design and Delivery of National and Global Integrated Innovative Sustainable Solutions to all problems identified above.

 

In Delivery on Original UN Charter Vision linked to World Transformation Agenda Vision, including Winning War on COVID19 etc; All UN and All Governments need to Change Course before our World race past irreversibility point in ongoing acceleration on MADning (Mutually Destroyed Destruction) Road to DOOM.

 

3.      The United Nations system-wide response to COVID-192 is based on three pillars: a large scale, coordinated, comprehensive health response; a wide-ranging effort to safeguard lives and livelihoods; and a transformative recovery process.

Your Excellences, Records show that only One Organization has answers to Implementing Systems wide approach in All UN and All UN Member States level. Relevant UN Entities and Government of North and South Countries select Heads of Governments / Institution are aware of the work of this Organization but Chose to turn blind eye to the Organization’s Innovation that Work.

 

Your Excellences, All UN Membership need to accept that there is no Central Coordination of the Implementation of UN New Comprehensive Response to COVID19 that meaningfully address Domestic and Global Response to COVID19; their Pandemics identified above linked to achieving SDGs as soon as possible and reaching Global Goals 2050 or Race to Zero by end 2050, the probability that our World will reach irreversibility point in ongoing acceleration on MADning Road to DOOM.

 

A UN System wide approach is beyond Words, Wishes, Slogan and Rhetoric. It is matter of Theory and Thoughtful Conceptualization with Practice and Action as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global / Planet location context. Its Fail One Fail in All.

 

If UN had responded positively to EAG Submissions with its Valuable Inputs and Suggestions such UN System wide approach will be operational by now in all UN System: UNO, WBG, IMF, WTO – Trade and WTO – Tourism: Headquarters, Regional Offices and Country Offices in our World today

 

It is pertinent to note that No Individual, Institution or Government know when our World will race past irreversibility point in ongoing acceleration on MADning Road to DOOM; with Guaranteed Global Colossal Catastrophic Consequences at its extreme resulting in all Peoples in All UN Member States Dying 1st; All Businesses in All UN Member States and entire Globe / Planet Earth Dying 3rd.

 

To avoid this, the only alternative is to Reset Re-Configuring our Fragile Planet to meaningfully support Original Ideas Creators of UN Innovation and Non UN Innovation that is sufficiently robust to help overcoming National and Global Challenges identified above. UN Headquarters and Powerful Governments on both North and South sides have much to do in this regard and in very limited time, if looming Guaranteed Global Colossal Catastrophe is to be avoided.

 

4.      Following the public health response, led by the World Health Organization, the United Nations launched a coordinated global humanitarian response plan to mitigate the immediate impacts of COVID-19 in some of the world’s most vulnerable countries.

Your Excellencies, seeking to coordinate humanitarian response without simultaneous Central Coordination of all OVID19 Multiple Areas Hit, Multiple Impacts Made and Multiple Dimensions Affected as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global / Planet location context is No Issue or amount to No Issue.

 

Your Excellencies, National and World Leaders as well as UN System Membership Leaders at Country, Continent and Global levels need to speedily and genuinely appreciate the urgent need to Rethink Capitalism, Rethink Social Welfare, Rethink Human Rights and Rethink Development Rights alongside other Rethinkings including Rethinking Globalization, Rethinking Governance, Rethinking Digitization, Rethinking 4th Industrial Revolution and Rethinking 4th Agricultural Revolution etc to be Fit for 21st Century and as appropriate or applicable in each specific North or South Country National and Global Context and in ways that Best Support Domestic and Global Stakeholders in the North or South Country location context Working Together to Succeed Together Fighting and Winning identified 5 Wars linked to achieving SDGs as soon as possible after 2030 and reaching Global Goals 2050 and in ways that ensure No One is Left Behind by end 2050 within Framework of UN Fit for 21st Century and UN Fit for 22nd Century.

 

Your Excellencies, National and World Leaders as well as UN System Membership Leaders at Country, Continent and Global levels need to also genuinely appreciate urgent need to Rethink Health and Wellbeing; Rethink Inclusive Education, Rethinking Inclusive Communication; Rethinking Development Finance; Rethinking Global Economy; Rethinking Evaluation; Rethinking Development, Diplomacy, Defence, Democracy, Data and Digitization; Rethinking Communication and Rethinking Multi Stakeholder Partnerships / Platforms, MSPs and Lobbying as Force for Good as Foundation for Achieving increasing Convergence between 2030 Transformation Agenda – AAAA, SDG, COP21, Agenda 21 Vision Intention ad Reality in each Community in each of 193 UN Member States by end 2050 Target Date.

 

5.      The COVID-19 Global Humanitarian Response Plan is being implemented by UN agencies in partnership with vital local and international partners on the frontlines of the response. Complementing the UN humanitarian efforts, to help countries recover better, the United Nations has also developed a global framework for the immediate socio-economic response to the pandemic. This is supported by the COVID-19 Response and Recovery Fund. To date, over 100 UN country teams are supporting government efforts through dedicated country specific socio-economic response plans.

 

Your Excellencies, if UN Headquarters and National Governments on both North and South Countries, do not know why COVID19 havoc and devastation described above is proving insurmountable challenge underlining the reality that ongoing UN and Governments do not have All Inclusive, All Embracing and Ambitious National and Global Integrated Innovative Sustainable Solutions to real and complex National and Global COVID19 etc, achieving SDGs as soon as possible after 2030 and reaching Global Goals 2050, Race to Zero, UN and Governments will not know How to Design and Deliver New Comprehensive Response to COVID19 etc; achieving SDGs as soon as possible after 2030 and reaching Global Goals by 2050.

 

6.     The international community can turn this crisis around through collective, coordinated action in pursuit of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals. Through this framework countries can craft strategies to mitigate the effects of COVID-19, recover better, build forward and on track to achieving the objectives of the 2030 Agenda while ensuring no one is left behind.

The UN and Governments lack the Institutional and Architectural Frameworks using One Worldwide Approach: Whole of Government, Whole of County; Whole of Agenda, Whole of Institution; Whole of Community, Whole of UN; Whole of Health, Whole of Education, Whole of Communication etc as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global / Planet location context. Its Fail One Fail in All.

 

To build and implement these National and Global Integrated Innovative Sustainable Solutions, all genuine Innovators on UN and Non UN sides as well as Governments, Major Groups, Political Groupings of UN Member States, Political Grouping of Commonwealth Member States and other relevant Stakeholders – People and Professionals who through their unadulterated struggle and commitment use their God given Talents to seek True Sustainable: Peace, Security, Equality, Inclusion, Participation, Justice and Dignity  as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global / Planet location context need to be identified, promoted and protected. Its Fail One Fail in All.

 

7.   The United Nations General Assembly Special Session on COVID-19 provides the opportunity for the international community to assess and hone its collective response to this pandemic. World leaders, United Nations principals, and other relevant stakeholders will be able to engage in dialogue on the impacts of the pandemic on people, societies and economies and discuss the multifaceted, coordinated response required to address this crisis. The two-day Special Session will allow many stakeholders to share their experiences in fighting the pandemic, reflect on the global response to date, and forge a united, coordinated, and people-centered path forward.

Your Excellencies, We speak from experience participating in UN Events on Response to OVID19 from April 2020 to date. We do not see How this 31st Special Session on COVID19 is different from past and present UN Events convened to address COVID19 Response alone or COVID19 Response and related issues.

 

Your Excellencies, it is a Puzzle that UN and Governments are aware that without Winning War on COVID19 in all the Multiple Areas Hit; Multiple Impacts Made and Multiple Dimensions Affected, COVID19 is already catalyzing Global Depression that promise to have the worst havoc and devastation in recent Centuries, not just the 1930s Global Depression.

 

Your Excellencies, Domestic to Global Central Coordination of COVID19 Response cannot be built by Words, Wishes, Slogan or Rhetoric as well as avoiding or evading answer to How Questions.

 

Your Excellencies, Domestic and Global Central Coordination of Governance, Solidarity – Political, Science and Public Goods will be achieved only if UN and Governments make required Paradigm Shifts driving Design and Delivery of Unprecedented Global Response to Unprecedented COVID19 Crisis, other Global Crises linked to achieving SDGs as soon as possible after 2030 ad reaching Global Goals / Race to Zero 2050 by end 2050 target date that Work for World Poor.

 

8.      Day 2 Panel 1 AM discussion will take stock of the UN system’s response to the COVID-19 pandemic. It will examine comprehensive and coordinated responses of the UN system and partners, focusing on the most vulnerable people and those disproportionally impacted in different operational contexts, including those in low-resource settings, conflict situations, and displaced communities.

The existing updated UN Comprehensive Response to COVID19 September 2020 answers only What Questions despite being aware the earlier UN Comprehensive Response to COVID19 July 2020 did not answer How Questions.

 

Your Excellencies, It is incomprehensible that updated UN Comprehensive Response to COVID19 still avoided or evaded release of UN Comprehensive Response to COVID19 that Work through effectively answering How Questions.

 

Your Excellencies, If Time for Action indeed mean Time for Action on All UN and All Governments sides, then all UN and All Governments need to pick up the gauntlet and support effective Implementation of EAG Submissions Valuable Inputs and Suggestions Now and Kick Start their Changing Course by Convening the suggested 3 Day HLPF/HLVM High Level Political Forum / High Level Virtual Meeting in Mid December that is marathon 73 hours of Global Re-Orientation Workshop, the outcome of which provide answers to How Questions the Special Session on COVID19 seek to find but cannot find due to all UN, including UNGA being in Repeat Past ERRORS Default Mode.

 

Should points made resonate positively with UN Secretary General; UNGA President and ECOSOC President, the Pre Summit Days, Summit Days and Post Summit Days need to start immediately and in ways that effectively enrich the 3 – 4 December Special Session on COVID19 with its Outcome Document being included as one of the Working Documents for the suggested 3 Day HLPF/HLVM.

 

9.     Day 2 Panel II PM discussion will focus on our world being at a critical acceleration point in the vaccine development and deployment timeline, poised to turn the corner into the vaccine era of the COVID-19 pandemic. The objective of this dedicated discussion on a COVID-19 vaccine is to breakdown the process of vaccine development and address the ‘infodemic’ around it in publicly digestible terms. How many vaccines are currently being tested and at which stages in the process is each one? How will vaccines be produced and distributed? The How is the multilateral system working with governments and private sector partners to ensure the equitable distribution of, and access to, a COVID19 vaccine as a global public good? How are the financial resources required to ensure equitable access to COVID-19 tools, including a vaccine, being mobilized? What other testing and treatments need to be readily accessible, pending the universal access to vaccines?

 

Comment

 

In accordance with A/RES/75/4, statements during the general debate are to be delivered by Heads of State or Government, head of delegation or other dignitary of Member and Observer States, the European Union, and, time permitting, a limited number of representatives from relevant organizations attending the special session, in line with subparagraphs (d) and (e) of A/RES/75/4.

 

Pre-recorded video statements will be played in the General Assembly Hall after introduction by the representative who is physically present in the Hall. The time limit for each statement is five minutes for individual delegations and seven minutes for each statement made on behalf of a group of States. Introductory remarks and length of the video itself shall be counted in the allocated time limit.

 

This Format or Structure of the Special Session Program of Events is evidence that this 31st Special Session on COVID19 is Guaranteed to Repeat Past ERRORS of Past and Present UN Events.

 

To avoid this we urge UNPGA to make reasonable and practical changes to the Provisional Program and to follow up Implementation of the Special Session Outcome by rescheduling 3 Day High Level Virtual Meeting and High Level Political Forum, HLVM / HLPF suggested in EAG Submissions since April 2020.

 

Your Excellencies If suggestion is acceptable to UN Headquarters Authorities and Powerful UN Member States – North and South, we are glad to be invited to discuss action next steps and in urgent global interest.

 

10.  Day 2 Panel III PM discussion will examine the socio-economic impacts of the COVID-19 pandemic and consider the path toward a resilient recovery, including the requisite preparedness for future threats. There will be a focus on trade and finance, including inclusive stimulus and recovery packages, addressing debt crises ensuing from the pandemic, mobilizing investment that support sustainable solutions and the implementation of the 2030 Agenda for Sustainable Development. The discussion will highlight opportunities for accelerating the implementation of the Sustainable Development Goals through recovery plans and policies that favor inclusion, sustainability and resilience—such as expanding universal protection; promoting green jobs; making sustainable food systems; and increasing digital connectivity.

How will this event identify opportunities for accelerating Implementation of SDGs 2030 and Global Goals 2050 when UN and Governments remain in MDG Mode rather than Change Course to SDG Mode; continue to work HARDer rather than Working SMARTer; and implementing Unprecedented National and Global Solutions to Unprecedented Global COVID19 Crisis, remaining Global Crises including Pandemics – Climate, Poverty, Corruption etc that lack sufficient potency?

 

Your Excellencies, As long as Special Session on COVID19 event avoid or evade answering How Questions Tackling War on OVID19 et; achieving SDGs as soon as possible after 2030 and reaching Global Goals by 2050 Implementation Challenge cannot be overcome.

 

Your Excellencies, Too much time has been wasted in past 5 years of Business as Usual.

 

Your Excellencies, Business Unusual is the Way Forward and this Demand All UN Membership Leaders and All North and South Countries Leaders Changing Course to DO the Needful and On Time.

 

Your Excellencies, COVID19 is no respecter of Individuals – Heads of Government infected; Institutions – Heads of Major UN and Country Institutions affected and Nations – many Powerful North and South Countries are grappling and struggling to contain COVID19

 

General Comment

 

The Provisional Program of Events at the 31st Special Session on COVID19 3 – 4 December 2020 show opening statement for 1 hour and General Debate for 11 hours on Day 1 and Interactive Dialogue in 3 Panel Discussions and Closing Session on Day 2.

 

The UNPGA has stated that Details pertaining to Member State engagement with these panels will be communicated separately through the Chairs of the Regional Groups and that he indeed look forward to fruitful exchanges and How we (National and World Leaders from UN, Governments, Business, Academia, Consultants, other Major Groups and other Stakeholders can strengthen our collective response to the pandemic and work together to recover better.

 

Your Excellencies, There is still time for the Program to be amended to accommodate as much as possible of points made in this submission as well as to Kick Start suggested 3 Day HLPF/HLVM Mid December 2020 Pre Summit Days, Summit Days and Post Summit Days as One Technical and Political Process Discussions.

 

Inclusive Education and Inclusive Communication

Can War against COVID19, remaining 4 Wars be Won linked to achieve SDGs as soon as possible after 2030 and reach Global Goals 2050 without a One Worldwide Approach we have described?

 

Tackling Inequality etc

 

Your Excellencies, Citizens in newly independent countries were clear that the role of the new governments was to reshape society by tackling inequality. When later the era of adjustment came, tackling inequality was excised from many North and South countries’ mainstream narratives of nationhood, where once it had been inseparable. UN/Commonwealth and Non UN/Communists as One Activists, Organizers, Professionals and Practitioners need to now to ensure that the story is retold as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context.

Your Excellencies, Looking back, we can observe how victories against inequality did not just ‘happen’, and were not just ‘given’, but were won, by ordinary people DOING extra ordinary things, who were challenging, organized, and painted a picture of the world that could be. We have won before, we can win again.

Your Excellencies, COVID19 has exacerbated that feeling that we are not in control of events, that things are all just going on around us, that we are always and only objects, never subjects.

Facing New Direction and Adopting New Priorities

Your Excellencies, the COVID19 crisis has also meant that changes that had once seemed impossible have now been shown to be plausible.

Your Excellencies, the hardened structures are molten again. We can shape what happens – not alone, but with each other. Now, too, we must make our own history. The starting point is for all UN and all Governments to ensure that OVID19 rapidly losing short window of opportunity is utilized before it close.

Your Excellencies, in Post COVID19 Era for Build  Back Better, Build Back Greener and Recover Better and in ways that Leave No One Behind, is matter of deep and serious concern to the farmer, producer or processor or trader has for the future of his/her industry — and the fate of his/her country – north or south. This underlines urgent need to meaningfully and professionally involve UN and Non UN Innovators to Jointly address all Winning War on  COVID19 and remaining 4 Wars; achieving SDGs as soon as possible after 2030 and reaching Global Goals 2050 by end 2050 serious issues of serious business demanding serious attention on all UN, all Governments and their Domestic and Global Partners and without further delay by all UN Membership and All Arms of All Tiers of Government in all UN Member States, if all Countries are to Change Course an start accelerating on MAPing (Mutually Assured Prosperity) Road to BOOM.

Your Excellencies, achieving the above greatly depends of all UN, all Governments, all Businesses, All Academia, All Consultants, All remaining Major Groups and all remaining Stakeholders Changing Course to Face New Direction and adopt New Priorities.

Post COVID19 Era for Results 

Your Excellencies, in Post COVID19  Era any serious attempt at Build Back Better, Build Back Greener and Recover Better as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context MUST be Designed and Delivered on the Principles of:-

1.  UN75 Global Dialogue Initiative Meaningfully Addressing Design and Delivery of National and Global Integrated Innovative Sustainable Solutions to National and Global Challenges: Research, Data, Planning; Implementation; Monitoring, Evaluation, Learning, Results; Measuring Success Transparency, Accountability, Participation, Leadership as One

2. Correct Diagnosis; Correct Prescription; Correct Surgery and Correct Recovery Management using One Worldwide Approach- Whole of Community, Whole of Country; Whole of Agenda, Whole of Society; Whole of Institution, Whole of UN; Whole of Bank, Whole of Government Approach as One

3.  Meaningfully Involving Original Ideas Creators – People who through their unadulterated struggle and commitment use their God given Talents to seek TRUE Peace, Security, Equality, Equity; Justice, Dignity for All Peoples within Partnerships Driving Prosperity for All in Ways that Sustain our Planet for Present and Future Generations

4.      Penalty for Failure of Political Will (responsibility of Elected Politicians and Political Appointees), and Public Will (responsibility of the People – Citizens and Migrants) as well as Failure of Decision Makers responsibility of Elected Politicians and Political Appointees) and Policy Makers (responsibility of Senior Civil Servants and Senior Public Servants).

Your Excellencies, Corruption starts with and is sustained by ‘yes-men’ and ‘yes women’, the cronies who create an echo chamber of lies and subservience to maintain their proximity to power.

Your Excellencies, Corruption is essentially flaws and failures in Government Systems and Services. The implication is that to effectively deliver on (1) – (4) above, Corruption – Grand Corruption and Petty Corruption as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context must be effectively tackled.

Your Excellencies, if World Leaders do not kill Corruption, Corruption is Guaranteed to Kill National and Global Initiatives to overcome Triple Failures: Failure to Win War on OVID19, Win remaining 4 Wars; achieve SDGs as soon as possible after 2030 and reach Global Goals 2050 by end 2050 target date.

Your Excellencies, Seeking to address One World Health Rights without simultaneously addressing One World Education Rights and other Rights in Universal Human Rights is no issue or amount to no issue. This underlines the urgent need for World Leaders to convene the suggested 3 Day HLPF/HLVM Mid December 2020.

Had the 3 Day HLPF/HLVM event held in July 2020 or few months thereafter, and World Leaders on UN and Governments sides keep Promises Freely made to each other will our World be in the Sorry State we are in now. More importantly should World Leaders on UN and North and South Countries sides keep avoiding DOING the Needful, will we not be accelerating Perishing of our Fragile Planet?

Your Excellencies, if All UN Membership, All Governments in All UN Member States and their Domestic and Global Stakeholders are to Work Together to Succeed Together in Jointly addressing these Fundamental Issues and in Ways that Leave No One Behind, they need to Individually and Jointly recognize that:-

1.   Seeking to address Climate Related Financial Disclosures Matters without simultaneously addressing Beyond Climate Related Financial Disclosures Matters is No Issue or Amount to No Issue.

2.  Seeking to address Climate Related Financial Disclosures Technical Affairs without simultaneously addressing Beyond Climate Related Financial Disclosures Political Affairs is No Issue or Amount to No Issue.

3.  Without Climate Related Financial Disclosures Political Solutions, Climate Related Financial Disclosures: Technical Solutions, Cultural Solutions, Economic Solutions, Financial Solutions, Social Solutions, Communication Solutions, Attitudinal Change Solutions and any other Solution is No Issue or Amount to No Issue.

The 3 Day HLPF/HLVM Overarching Outcome will be Single Catalytic Action Agenda for All UN, All Governments in all UN Member States and their Domestic and Global Stakeholders, with the following components:-

1.      New Comprehensive UN Response to COVID19; Climate Action; End Poverty; End Inequality, End Corruption linked to achieving SDGs as soon as possible after 2030 and reaching Global Goals 2050 by end 2050 target date that Work for 5 Billion Poor Children, Youth, Women, Men and Elders of the 8.5 Billion People in our World of 2030.

2.      New Global Architecture for achieving increasing convergence between Original UN Vision Intention and Reality in all North and South UN Member States.

3.    New Implementation and Evaluation Framework for achieving World Transformation Agenda as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global location context.


Answer How Questions Now - Time Running Out for UN and Governments

 

The Type of Partnerships in Interest of Winning War on COVID19, remaining 4 War plus reaching SDGs and remaining Global Goals 2030 as soon as possible after 2030 and pressing forward to reach Global Goals 2050 be end 2050 target date MUST be Integral Part of meaningfully addressing all serious issues of serious business DEMANDING Serious entire UN Membership: Headquarters, Regional Offices and Country Offices; All Arms of All Tiers of Governments in All 193 UN Member States and their Domestic and Global Partners set out in this and earlier EAG Submissions.

 

The answers to How Questions the Government of Kingdom of Netherlands sought answers to in April 2018 are at the Core of Designing required Multi Stakeholder Partnerships and adopting required Advocacy.

 

No Justice, No Dignity and No Dignity, No Peace. These Points Dutch AIV in its 2019 Report have made clear. We urge entire UN and All Governments in All UN Member States to genuinely appreciate that Justice DEMANDS Integrity through Complex Accounting; Justice is having a Moral Universe; Justice is not only Knowing What is Right but also DOING it; Justice is Putting things in Right Perspective and Weighing Things Correctly and that Justice goes far beyond Retribution and is very different from Violence.

 

You Excellencies the AIV 2019 Report effectively address these linkages in ways that answer What Questions but fell short with regard to answering How Questions. COVID19 and Brexit individually and jointly have exposed the soft underbelly of Decayed Systems and Services on entire UN and all Governments sides.

 

The AIV 2019 Report has shed light on Vision and Words Moving Forward and Notes Rightly that Time is Short. However, it is in answering the How Questions that National and Global Integrated Innovative Sustainable Solutions to National and Global Challenges facing entire UN and all Governments could be found and on time to avoid imminent Guaranteed Global Colossal Catastrophe arising from Failure to Win 5 Wars, Failure to achieve SDGs as soon as possible after 2030 including Failure to Resolve Brexit Challenge and Failure to reach Global Goals 2050 by end 2050.


There are Bright Prospects of Success if entire UN, All Governments and their National and Global Partners Change Course and START accelerating on MAPing (Mutually Assured Prosperity Road to BOOM through Kick Starting Mutual Collaboration Events and Activities from the 3 Day HLPF/HLVM scheduled to hold Mid December 2020.

Decision must be made on Way Forward in Common Interest, Common Future and Common Destiny of Present and Future Generations of Citizens in all North and South Countries in our World today.
