Herdsmen and Farmers Conflict: Call by 5 of 6 South West Governors for Regional Security Summit and Declaration by select South West Traditional Rulers that Enough is Enough with Warning to Fight back Traditionally: The Way Forward in the Empowerment and Unification of All Nigerians as well as in the Common Interest, Common Future and Common Destiny of All Nigerians.

Introduction


The Herdsmen and Farmers Conflict has been ongoing for decades. However in recent decades it has been more brutal in the destruction of lives and property with Federal and States Governments and Police, Military and other Security Agencies seemingly appearing helpless. 

The Time to shift focus away from blame and problems and shift focus towards solutions and opportunities is NOW.  This Paper is our Organization’s contribution to kick start this Paradigm Shift and related Paradigm Shifts.

South West Governors Proposed Zonal Security Summit

The Nigeria Media has reported that 5 of 6 South West Governors at a meeting in Abuja on Friday 7 June 2019 resolved to hold a Regional Security Summit to growing insecurity in the South West Region including Kidnapping, Robbery, Banditry, Herdsmen and Farmers Conflict.

Some South West Traditional Rulers from 4 of 6 States at recent separate interviews held by the Punch expressed dismay at Huge loss of Lives and Property flowing from the increasing cases of kidnapping and robbery by bandits and suspected Fulani herdsmen in the South-West. The import of the individual responses is that collectively South West Traditional Rulers have declared Enough is Enough and Warned their People will Fight back Traditionally should relevant Federal and States Authorities be unwilling and or unable to come up with lasting solutions to these ceaseless security breaches and on time. 

We urge Traditional Rulers and Governors from the Region as well as the Presidency and Federal Authorities to genuinely recognize that Herdsmen and Farmers Conflict is the overarching National Security problem; that it is in reality Evidence of Symptom and not the Disease; that  Nigeria’s Disease condition emanate from Nigeria is in Crises (Multiple Crises including Governance, Inequality, Injustice, Information, Identity, Interference, Climate Change, Hunger, Malnutrition, Poverty) and Nigeria is the Crisis (Singular overarching Crisis – Nigeria Factor) and that these are What is hindering Nigeria from taking her Rightful Place in the Comity of World Nations – despite Nigeria’s Huge Human and Natural Resources and this explain why Nigeria is Too Poor to be Rich and Too Rich to be Poor. It is clear that Poverty on such as Scale demand vigorous Response. Yes, the Buhari Administration and Many State Governors are doing much but much more remain to be done if Nigeria is to End Hunger, Malnutrition and Poverty by 2030.

It is pertinent to note that several Security Summits have been convened by relevant Authorities in recent years. The reality is that outcome of these Security Summits have not achieved increasing convergence between Nigeria National Security Vision Intention and Reality.

It is pertinent to note that No Security, No Justice; No Justice, No Peace; No Peace, No Development. The implication is that for Nigeria to find Innovative Sustainable Solutions to these Security breaches, Nigeria need to achieve increasing convergence between New Nigeria National Development Vision and New Nigeria International Development Vision inclusive of New Nigeria Police Vision, New Nigeria National Security Vision, New Nigeria Justice Administration Vision and these Integrated Visions MUST be Integral Part of a Nigeria Rescue Mission that Work for all Nigerians especially the over 120 Million Poor Children, Youth, Girls, Women, Men and Elders in all Communities in all 774 LGs, 36 States and FCT in Nigeria.  

New Nigeria Vision

At almost 60 years as One Nation, NOW is Time for Nigeria’s Leaders: President and 36 Governors; Public Service and Civil Service; Police Service, Security Service, Military; Legislative Service; Judiciary Service; Traditional Classes 1 – 4; Religious – Christian, Muslim, Traditional; Academic - Tertiary and Secondary; Media – Print, TV, Radio and Online to pause and ask WHY Innovative Sustainable Solutions to root cause or primary cause Nigeria is in Crises and Nigeria is the Crisis real and complex problems on the ground  in each specific Community in all 774 LGs in all 36 States and FCT, National and International levels in Nigeria today is yet to be FOUND?

As long as relevant authorities do not know why National Insecurity problems persist, they will not know HOW to Design and Deliver New Nigeria National Security Strategy that Work for Nigeria’s Poor. To achieve increasing convergence between New Nigeria National Security Vision Intention and Reality; there must be genuine commitment to going beyond Security Summits and Security Slogans and there must be genuine commitment to tackling New Nigeria National Security Vision Implementation and Evaluation Challenge that is firmly grounded in Theory and Thoughtful Conceptualization with Practice and Action as applicable in each specific Community in all 774 LGs in all 36 States and FCT, National and International levels in Nigeria as is today and not as any Leader, no matter how powerful wish Nigeria to be today. 

It is a puzzle that Nigeria Leaders are searching for Solutions to National Insecurity problem that they already have available to them. Please see 16 March 2016 Letter addressed to President Buhari through Director DSS Akure and DG DSS Abuja on 17 March 2016, made available to Nigeria Press at Ondo NUJ Democracy Day Lecture, 30 May 2016 in Akure, aimed at finding Sustainable Solutions to Herdsmen and Farmers Conflict, with Are Ona Kakanfo Gani Adams and Lanre Rotimi as Speakers. Both Presenntations were well reieved and Press openly promised to publish but after the event privately reahed out to us that they would only publish Are Ona Kakanfo Gani Adams immediately and publish Lanre Rotimi Presentation and supporting documents including the Letter at a later date. That later date is yet to come over 3 years later. The Letter had also been made available direct by hand to select Members of National Council of Traditional Rulers of Nigeria, NCTRN including its Co Chairman HRM Kaabiesi Ooni of Ife; Chairman of NCTRN Zonal Chairmen HRH Etsu Nupe; Chairman Christian Association of Nigeria CAN Reverend Ayokunle by email; many APC National and State Leaders by hand and email and other Relevant Senior Officials of the Federal Government by Twitter Handles and email.

Our view is that a properly addressed letter to President Buhari ought to be speedily delivered and that an important letter to President Buhari raising serious issues of serious business demanding his serious attention as well as the serious attention of the Presidency, Federal Executive Council, National Economic Council and all arms of the Federal Government; the 36 States Governors and all arms of the 36 States Governments and the 774 Chairmen LGs and all arms of the 774 LGs, ought to be speedily and positively considered by President Buhari.

Big Questions

Can Nigeria Media take up with: President Buhari; NCTRN Co Chairmen – HRE Sultan of Sokoto and HRM Kaabiesi Ooni of Ife; NCTRN Chairman of Zonal Chairmen – HRH Etsu Nupe and CAN President Reverend Ayokunle why serious issues raised in this very important 16 March 2016 Letter were not acknowledged by Office of the President and fundamental issues raised remain unaddressed over 3 years later despite Huge Loss of Lives and Property during the period?

Can Sustainable Solutions be found to Herdsman and Farmers Conflict and other National Insecurity Problems on the ground in each specific Community, in all 774 LGs, in all 36 States and FCT, National and International levels in Nigeria as is today, without Nigeria Leaders (as identified above) Working Together with Themselves and other National and International Stakeholders to meaningfully address all fundamental issues raised in the 16 March 2016 Letter and other EAG Papers and Submissions?

With Benefit of Hindsight, would Herdsmen and Farmers Conflict have recorded the appalling levels of Lost Lives and Property across Nigeria, had all relevant Authorities taken positive action on good ideas and pertinent suggestions put forward by EAG?

Should all relevant Authorities FAIL to speedily find Innovative Sustainable Solutions to Herdsmen and Farmers Conflict and other National Insecurity problems on the ground across Nigeria, and Nigeria Insecurity Time Bomb be allowed to explode, will the ultimate consequences not be catastrophic for all Nigerians and will Nigeria’s Woes not have contagion effect on Africa’s Woes and World Woes?

New Leadership Initiatives

There is urgent need for New Leadership Initiatives in Nigeria involving leaders in meaningfully projecting high levels of steely confidence, strength and toughness at all costs. It is pertinent to note that research and experience actually show that when humans, and leaders alike, are authentic and transparent in their communications about how they genuinely feel, and remain consistently available to those around them, that virtually unbreakable bonds of trust can develop through the vulnerability and openness shared.

This underlines urgent need for Inclusive Communication and Inclusive Education as one being building blocks of trust and respect at levels required for government agencies in public sector, UN System agencies and organizations in private sector to thrive in the chaos of the 21st Century.

To govern effectively in each of the 774 LGs, 36 States and FCT and National levels in Nigeria and in ways that achieve delivery on New Nigeria Vision linked to achieving delivery SDGs Pledge (None of the 17 Goals of the SDGs will be considered met if it is not achieved by All Peoples in All Countries) in Nigeria by end 2030 target date – just 11 ½ years remaining, is to effectively communicate and educate.

Inclusive Communication and Inclusive Education are not an option in the work to achieve delivery on SDGs Pledge in each of the 774 LGs, 36 States and FCT and National levels in Nigeria as well as in all 193/306 UN Member States. In both North and South Countries Entities, as well as in all UN System: UNO, WBG, IMF, WTO Entities these are constant obligations. Each is a two-way process between the governed and the government in each specific community, sub-country, country, sub-continent, continent and global location context.

We urge Nigeria Leaders and their National Partners in each of the 774 LGs, 36 States and FCT and National levels in Nigeria and their International Partners in  UNDESA and its 10 Divisions; UN Environment and UNEP; FAO; UNDP; WHO, UNESCO; ILO COOP and other ILO Entities as well as other UNO Entities; ECOSOC and its Subsidiary Bodies; other UN System: WBG, IMF, WTO (ITO) Entities; Global/ Continental Political Groupings; Coalition of UN Member States – North and South Countries and Coalition of Universities - North and South Countries, to genuinely appreciate that they individually and jointly need to face new direction and adopt new priorities, if entire UN System: UNO, WBG, IMF, WTO (ITO) are to be effectively Re-engineered to better support all 193/306 UN Member States to get back On Track to achieve delivery on SDGs Pledge in less than 11 ½ years remaining to end 2030 target date; and that the Institutional Architecture for the required re-engineering is best designed and delivered within the type of Analysis; Pilot Program and Scale Up Program and Feeding Back Lessons Learned into Pilot Program and Scale Up Program as One Universal Framework EAG has proposed.

We urge the National Leaders and World Leaders to genuinely appreciate that our Fragile Planet is at Risk of Peril, if urgent Remedial Action is not taken in Nigeria, Africa and World and on time.

Conclusion

If Governments and Peoples of Nigeria do not know WHY State Police Concept Failed in the 1st Republic and WHY National Police Concept that replaced it had been Failing increasingly from 2nd to present 4th Republic, they will not know HOW to Design and Deliver New Nigeria Police that is Fit for Purpose and Fit for 21st Century.

It will be grave ERROR for Government to Bow to Forces of Politicization and Polarization to allow establishment of State Police without first doing Correct Diagnosis of present Nigeria Police and National Insecurity real and complex problems on the ground as basis for Correct Prescription, Correct Surgery and Correct Recovery Management. By all means let there be State Police, as being proposed, if that is One of the Sustainable Solutions emerging from such Scientific analysis. However, there is already a form of State Police on the ground. The probability is High that such Scientific analysis will simply identify Information, Research and Knowledge Gaps that need to be filled to effectively and efficiently Reinforce existing State Police Structure as integral Part of New Nigeria Police that is Fit for Purpose and Fit for the 21st Century.

The probability is HIGH that should Nigeria Authorities FAIL to do needful scientific analysis before approving establishment of State Police as being proposed, Nigeria is most likely in the next few years to move from fry pan to FIRE, as Nigeria implement State Police as being proposed on foundation of decayed National Police System; rather than overhauling the present decayed National Police System alongside overhauling all remaining decayed systems in Nigeria within entire Nigeria National Reform Program that Work for All Nigerians especially the Poor.

In is against this background that we submit that positive answers to the above Big Questions will indeed shed light on Way Forward in the Design and Delivery of New Nigeria Police Service Fit for Purpose and Fit for the 21st Century that is Integral Part of New Nigeria National Security Vision, New Nigeria National Development Vision and New Nigeria International development Vision that is essentially Nigeria Rescue Mission that Work for All Nigerians especially the over 120 Million Poor.

The Ball is now in the Court of National Leaders and World Leaders – Will they Play or Will they Keep Looking On as the World accelerate on MADning (Mutually Assured Destruction) Road to DOOM or will they DO the NEEDFUL and HELP Nigeria, Africa and indeed all 193/306 UN Member States to speedily return to September 2015 start SDGs Cross Road and start accelerating on MAPing (Mutually Assured Prosperity) Road to BOOM?

It is our hope that opportunity for bright prospects of success would not be lost. To avoid this answer to SDGs Pledge Delivery HOW Questions and related How Questions need to be found within the 3 Step: Analysis; Pilot Program and Scale Up Program and Feeding Back Lessons Learned into Pilot Program and Scale Up Program as One Universal Framework. One Day Delay may be One Day too late.
