Global Push To Achieve SDGs Vision and Words with Action Agenda 11

Achieving AAAA, SDG and COP21 Outcome Document Vision and Words with Action Agenda by 2030 – Central Role for ECOSOC







World Leaders endorsed SDG on 25 September 2015 that is Vision and Words without Action. Spirited effort is ongoing at Global level to find answer to SDG How questions – a necessary condition for converting the SDGs into Vision and Words with Action. This effort is at least one year behind. If correct answer to SDG How question is not found on time and in ways that make up for lost time, the probability is high that the Global Goals will not be achieved by 2030 Target date. Allowed to occur in reality, the ultimate consequences could be catastrophic for all stakeholders in our fragile Planet.

The Argument

If Bright Prospect of Success achieving SDGs by 2030 Target date is to be reality and to deliver sustainable solutions to real and complex World Hunger, Poverty, Migration, Terrorism, Security, Corruption etc problems on the ground in our World as is and not as any Stakeholder – no matter how powerful wish it to be; Now is a time for the ECOSOC Members to pause and reflect on correct answer to the following specific questions:-
1.      How can the Methods of Work of the ECOSOC in each of the 193 Member States be effectively Aligned and Harmonized with the objectives of AAAA, SDG, COP21 Outcome Document, together with the Agendas of Nine Major Groups and a Tenth Consultants and Advisers Major Group, UNGA, HLPF, Six existing GA Committees and Six proposed GA Committees to eliminate overlap and duplication?
2.      How should the Agendas of ECOSOC in each of the 193 Member States be effectively Aligned and Harmonized with the objectives of AAAA, SDG, COP21 Outcome Document, together with the Agendas of Nine Major Groups and a Tenth Consultants and Advisers Major Group, UNGA, HLPF, Six existing GA Committees and Six proposed GA Committees look like in the coming years 2016 – 2030?

These answers need to be found and in ways that are aligned and harmonized to answers to questions raised by His Excellency, Mr Logjar at the 9 October 2015 meeting to be fully addressed at the 22 October 2015 Consultation. That is:-

High Priority Aims and Objectives of Key Task of GA Second Committee on Continuously Improving its Working Methods and Rationalization of its Agenda:-
1.      Revitalization of the work of the GA which calls for proposals for biennialization, triennializaton, clustering and elimination of items on the Agenda of the GA.
2.       Revitalization of the work of the GA Second Committee which calls for proposals on the rationalisation of the General Debate and Introduction of Agenda Item Debates.
3.      Contribute to the fulfilment of GA mandates, particularly that contained in resolution 68/1, which provided that the ECOSOC and the GA especially its Second and Third Committees, should consider and take steps towards the rationalization of their Agendas by eliminating duplication and overlap, and promoting complimentarity in the consideration and negotiation of similar or related issues.
4.      Address the provisions of resolution 69/321, as the main outcome of the Ad-Hoc Working Group on the Revitalization of the work of the GA where each Main Committee is requested to discuss its working methods at the beginning and end of every session.
5.      Ensure that the future work of the GA Second Committee is fully aligned with the Integrated Vision of the 2030 Agenda for Sustainable Development and the AAAA

Key Questions that need to be answered in Design and Delivery of above Key Task:-
1.      As currently constituted, can the Agenda of this Committee effectively support the promotion and integration of the three dimensions of sustainable development?
2.      Could sustainable development become an overarching framework for the Agenda of the Committee? What are the options for rearranging the Agenda as a whole to reflect this approach?
3.      What implications, if any, would this approach have for the outcomes and resolutions adopted by the Committee?
4.      Do the items in our Agenda adequately cover the main aspects of the 2030 Agenda?
5.      What are the gaps to be filled, bearing in mind also the work and Agenda of the Third Committee? How should the Second Committee fulfil its main mandates vis-a-vis other main Bodies and Platforms, such as the Third Committee, ECOSOC and HLPF?

Outcome UNSDS 2015, GA Second Committee 22 and 23 October Consultations

The intention of UNSDS 2015 was to help find answer to SDG How questions. It ended up finding answer to SDG What and Why questions. It avoided or evaded answer to SDG How questions. The GA Second Committee 22 October 2015 Consultation with NGOs was intended to help find answer to specific How questions. It did not answer any How question but came up with answer to several What and Why questions. The GA Second Committee 23 October 2015 Consultation with the UN 5 Regional Commissions was also intended to help find answer to specific How questions. It did not answer any How question but came up with answer to What and Why questions. The ECOSOC Retreat 2 needs to be piloted to avoid these process failures. This Discussion Paper adopted to guide proceedings can help the ECOSOC Retreat 2 achieve success in the answer to How questions where past effort had failed.

New Development Architecture

The AAAA focus is on the Finance for Development Component of SDG, while the COP21 Outcome Document will focus on the Environmental Sustainability Component of SDG. The current AAAA and SDG answer What and Why questions without answering How questions and so despite UN Sustainable Development Summit September 2015, the AAAA and SDG remain Vision and Words without Action.

To convert to AAAA and SDG Vision and Words with Action, AAAA and SDG How questions – How to achieve AAAA and SDG Ambition by Target Date in all 193 Member States, Who does what and Who Pays for What, How will Sanctions be enforced etc need to be answered and without delay. The failures in AAAA and SDG Processes need to be corrected in COP21 Process otherwise the COP21 Outcome Document will also be Vision and Words without Action – thus repeating past Error.

The 17 SDGs are in reality 2 Major Goals – Poverty Elimination and Environmental Sustainability and 17 Minor Goals that need to be expanded to 21 to highlight Corruption, Conflict, Religion and Data issues that are currently hidden in the 17 Global Goals. This point was once again underlined by outcome of the IAEG-SDG Thailand 26 – 28 October 2015.

To convert the 21 Minor Goals into Policy, Program, Project Interventions, 3PIs and 3PI Training as One in specific context Village to Global in each of the 193 Member States Demand New Development Architecture effectively linking each Community in each Local Government in each of the 193 Member States with UN Headquarters New York and with specific responsibility for improving Coordination, Collaboration and Cooperation between SDG Office; AAAA Office; EfS (Environment for Sustainability) Office; ECOSOC Office; Master Multi-stakeholder Platform, MSP; MSP Poverty Elimination Implementation, MSP Poverty Elimination Evaluation, MSP Environmental Sustainability Implementation, MSP Environmental Sustainability Evaluation. Each MSP will speak 6 UN Languages.

If ECOSOC is to deliver its quota in the work towards finding answer to AAAA, SDG, COP21 Outcome Document, Agenda 21 etc How questions set out in the Argument above need to be answered and as soon as possible. 

Fighting Hunger and Poverty
1.            

The overarching purpose of AAAA, SDG and COP21 Outcome Document (when it is ready in December 2015) is to help Fight and Win War on Poverty at Global level as well as at National level in each of the 193 Member States. Do UN, WBG, IMF, Governments in 193 Member States and Partners Village to Global really know why poverty exists? Do they know the contribution of weak and ineffective leaders that do not have enough incentive or urgency to implement change or who face opposition that advocates for themselves, their tribe, their religion, etc towards making the complex Hunger and Poverty even worse?

It is clear that those leaders failing their people in this way are either elites themselves or beholden to them and their desire to stay elite. Does anyone think the success stories of South Korea, Singapore, Chile, Mauritius were achieved because of the contribution of some strategy guru’s and tech leaders who told everyone else they are asking the wrong question? It may be a good idea to have an anthropologist involved because the issue is not who has the best idea or the smartest approach or clearly the most money to throw at the problem. The issue is about deep seeded socio-economic-political-cultural-religious problems exacerbated by scarce resources and constant threats to livelihoods. The issue is also lying with Data as well as lack of Credible Data Systems.

The current AAAA and SDG that is Vision and Words without Action does not speak to these issues and that is why How questions continue to be avoided or evaded and also why WBG has a Study Report that say SSA will not meet SDG by 2030 yet WBG joins its Voice to call on World Leaders to work towards achieving SDG by Target 2030 date. What a contradiction. This WBG Methodology that is Fail at birth is the same Methodology being used by UN, IMF, Governments in 193 Member States, so how can the SDG, AAAA and COP21 Outcome Document Vision Ambition be achieved on due date or at all?
Our Study finding is that a major problem with the development industry is the surplus of smart people with ego’s who think they have the best solutions and convince developing country leaders that their pedigree better enables them to proscribe policy solutions.
The new architecture of development is going to have to come from the inside out, localized solutions that are first, politically and socially palatable and have buy in from those that promote them. The outside in approach is not working. The ordinary people know why poverty exists but too often are unable to influence any positive change in their own lives without empowerment. Internal Consultants and External Consultants, National and Global with minimum certain levels of Competences – Hard Competences: Learning and Skills and Soft Competences: Character, Courage and Mindset have to be identified, promoted and protected to support Village to Global Stakeholders in the deployment of One Worldwide Approach, Business Unusual Approach, Whole of Government, Bank, Institution, Society, Country Approach to Whole of Government, Bank, Institution, Society, Country Problems etc Jointly using Correct Diagnosis, Prescription, Surgery and Recovery Management Methodology.
The time is now for Executives in NGOs’, UN, WBG, IMF and Senior Officials of Governments in 193 Member States to recognize that sustainable solutions to the national / global poverty problem lie within asking “why does poverty exist?” Remember, the development industry basically can provide resource that does not exist to enable poverty elimination, zero hunger, disease eradication, increased amounts of children vaccinated and educated even provide the best policy recommendations so countries can flourish. But its the “last mile” that depends on the actions of the people being served by the Development Industry working Jointly with relevant Stakeholders in their specific context to effectively Demand for change that these Resources – Influence, Science, Technology, Innovation, Arts, Manpower, Spiritual, Land and Water can be unlocked and deployed to achieve increasing convergence between AAAA, SDG and COP21 Outcome Document Vision Intention and Reality in the specific Community in each Local Government in each of the 193 Member States.

Multi Stakeholder Platforms, MSPs: Policy Coherence for Sustainable Development



Many analysts have submitted the proof that the “Global Goals” is the right approach to World Sustainable Development will be in its implementation.  They have asked “Will the policy makers and other powerful actors take an integrated, coherent approach across the SDGs? Or will they – as has been argued happened for the MDGs – implement them as if they are separate problems in separate boxes requiring different sets of actions?”

The view of the analysts is that tremendous possibility of taking an integrated approach, to the SDGs suggests that the most important aspect of the SDGs is a little phrase hidden away in Goal 17 on Strengthening Means of Implementation. It is Target 17.14: “Enhance policy coherence for sustainable development.” In other words: accept the reality that everything is connected with everything else and figure out how to solve problems from there. Far better that than try to fix problems, on their own and then wonder why, they are so hard to fix. The implication is that:-
1.     Get Target 17.14 Right; Get Goal 17 Right and Get Goal 17 Right, Get all 17 (21) Goals in the SDGs Right.
2.     The implementation as well as the Monitoring and Evaluation of the Implementation of each AAAA and SDG Action Agenda Item Demand Policy Coherence for Sustainable Development at several Multi Stakeholder Platforms levels
3.     The Scope of Policy Coherence, Coordination, Collaboration and Cooperation for Sustainable Development, P4CSD Agenda has expanded in many ways and concerns all 193 Member States regardless of their level of National Development
4.     New P4CSD Principles, Instruments / Tools corresponding to each Principle, Practices and Database within One Worldwide Approach to Sustainable Development are needed to effectively take into account today’s more complex Policy, program, Project Interventions Inter-linkages, interconnectivity and interdependence from Village to Global levels in each of the 193 Member States
5.     The Application of P4CSD should Integrate Poverty Elimination, Environmental Sustainability, Development Resources (Influence, Science, Technology, Innovation, Art, Funding, Manpower, Spiritual, Land and Water) and Development Communication in the work towards achieving AAAA and SDG Vision and Words with Action Agenda in each Community in each Local Government in each of the 193 Member States applicable to the specific location context.
6.     The Application of P4CSD should bring Measuring Progress, Pinpointing Gaps and Filling all identified Gaps on time to the forefront in the National and International Development Agenda of each Government in each of the 193 Member States
7.     The Application of P4CSD should Strengthen the Capacity of each Government in each of the 193 Member States to more effectively address real and complex Sub-national, National, Sub-regional, Regional and Global Development Cooperation Challenges they are grappling with in ways that meaningfully promote and protect the Common Interest and Common Future of Citizens in all 193 Member States.

Acid Test of Credibility

The implication of holding UNSDS 2015 after adoption of SDG, is that what World Leaders have adopted is SDG that is Vision and Words without Action and what UNSDS 2015 seek to achieve is ways and means of converting current AAAA and SDG into new AAAA and SDG that is Vision and Words with Action. Unless this conversion is achieved, it will be an uphill task for World Leaders to deliver on their promise to achieve SDG by 2030.

The acid test of credibility of SDG is how it delivers:-
1.     Better Domestic and International Trade in each of 193 Member States.
2.     Better Financing – Equity, Loan and Grant for all particularly the Poor
3.     Better War on Corruption and Terrorism and
4.     Better Environmental Sustainability.
  
New Thinking, New Ideas, New Ways of Doing Things etc

The only way World Leaders can deliver on their promise during the adoption of SDG is to improve Coordination, Collaboration, Cooperation, Solidarity and Accountability in the design and delivery of mutual support mechanism that help each of the 193 Member States to pass this acid test of credibility of the SDGs.

To achieve this, the 193 Member States jointly and severally must demonstrate and be seen to demonstrate:-
1.     Willingness to accept new ideas, new thinking, new ways of doing things
2.     Willingness to establish new coordination, new collaboration, new cooperation, new solidarity, new accountability and new partnership
3.     Readiness to accept past flaws, past failures, past drawbacks, past shortcomings and past hindrances
4.     Readiness to build bridge between lessons learning and lessons forgetting, create learning organization and create learning society
5.     Readiness to create Demand for Planning – Research, Planning, Data as basis for creating Supply for Planning – Research, Planning, Data
6.     Readiness to create Demand for Implementation as basis for creating supply for Implementation
7.     Readiness to create Demand for Evaluation – Monitoring, Evaluation, Assessment as basis for creating Supply for Evaluation – Monitoring, Evaluation, Assessment
8.     Readiness to create Demand for Accountability – Transparency, Accountability, Citizen / Stakeholder Participation as basis for creating Supply for Accountability – Transparency, Accountability, Citizen / Stakeholder Participation
9.     Readiness to create Demand for Learning – Learning and Result as basis for creating Supply for Learning – Learning and Result
10. Readiness to accept One Nationwide / Region wide / Worldwide 3PCM – Policy, Program, Project Cycle Management Approach and Methodology to Sustainable Benefits focused National and International Development Cooperation Policy, Program, Project Intervention, 3PI and 3PI Training as One in each Action Agenda Item in each of the 17 SDGs applicable to specific context – Village to Global in each of the 193 Member States

We observe with regret that although AAAA and SDG call for innovative approaches, new partnerships, rule of law, accountable governance, comprehensive and effective accountability as well as follow up and review / monitoring and evaluation mechanism – that is Business Unusual, it is still Business as Usual. Unless World Leaders and Global Citizens Immediately Operationalize in Practice the Spirit and Letters of revised AAAA and revised SDG, the probability is high that errors in AAAA and SDG will be repeated in COP21 Outcome Document. Allowed to occur, the ultimate consequence is likely to be catastrophic.
                                           
AAAA and SDG Village to Global Capacity Building

The above fundamental issues of Willingness and Readiness need to be complemented by fundamental issues of Ability – Capacity Building; Ability – Resources and Invitation – Mandate within National and Global Platform. Resources include: Influence, Science, Technology, Innovation, Art, Fund, Manpower, Spiritual, Land and Water. There are more than enough Resources to achieve all 17 SDGs in each of the 193 Member States if World Leaders can get Capacity Building Right in each of the 193 Member States.

Capacity Building should be on three levels:-
1.      Individual – Hard Competences: Learning and Skills and Soft Competences: Character, Courage and Mindset
2.      Institution / Government – Processes, Procedures, Systems, Operations that empower Individuals to operationalize in practice Competences they acquire through formal and informal education and training to help achieve increasing convergence between Institution / Government Vision, Mission and Mandate Intention and Reality.
3.      Society – Political and Cultural; Economic and Financial; Social and Environmental; Peace and Security; Religious and Moral Space that empower Individuals and Institutions to Thrive in the work towards achieving Institution / Government Vision, Mission, Mandate Intention and Reality with or without chaos.

STRENGTHEN NATIONAL LEVEL CAPACITY ON IMPLEMENTATION OF 2030 SD AGENDA.

We are Greatly Concerned that UNDESA has mandated an Organization - Gestos with Strength IN HIV AIDS Advocacy to help Train NGOs' in 9 Pilot Countries Strengthen National level Capacity on Implementation of 2030 SD Agenda. The Big Questions are How have these 9 Pilot Countries been selected? If it will take months to carry out the training in just 9 Countries how many years will it take to scale up the Training to remaining 184 Countries? Can such unduly prolonged time frame help achieve SDG in each Community in each Local Government in each of 193 Member States by the 2030 Target date? Is Competency in HIV AIDS Competency equivalent to Competency in all remaining areas of Heath Dimension of SDGs' as well as Competency in all remaining Dimensions of all 17 SDG? 

If these Competences are LACKING in the Preferred Consultant, what type of Strengthening National Level Capacity on Implementation as well as Evaluation of each Action Agenda Item in each of the 17 SDG is being DELIVERED by the Preferred Consultant? Is it not CLEAR that the Preferred Consultant can only Perform in its area of proven Competence - HIV AIDS Advocacy and will CERTAINLY Fail in all other Dimensions of Advocacy in all remaining Action Agenda Items in all 17 SDG? Is good HIV AIDS Advocacy the same thing as Good HIV AIDS Policy, Program, Project Interventions, 3PI and 3PI Training as One Designed and Delivered to Reduce and Ultimately Eradicate HIV AIDS? Again if this is not the case, has UNDESA or whichever UN Agency is responsible for Commissioning Preferred Consultant selected the most Competent Consultant that has demonstrable track record of delivering Value for Money and Fitness for Purpose within the entire Scope of the Assignment?

Should above observations not be discussed at the Wednesday 28 October 2015 meeting, 2 – 3 November 2015 ECOSOC Retreat 2 and appropriate Remedial Recommendations made to concerned UN Agencies and Authorities? Is it helpful for concerned UN Agencies and Authorities to be searching for AAAA, SDG, COP21, Agenda 21 etc Sustainable Solutions that have already been presented to them and to be Ignoring Professionals with Competences and Demonstrable Track Record to Deliver on specific assignments while selecting Preferred Consultants who clearly do not have the Competences - Hard Competences Learning and Skills and Soft Competences - Character, Courage and Mindset to Deliver on the Scope of the Assignment they have been saddled with?

Working Together To Benefit Together


To help ensure World Leaders deliver on promise to achieve SDGs’ by 2030, we suggest  NGO Major Group Leaders persuade and if necessary Pressure relevant UN and Non UN authorities to undertake critical review of this Discussion Paper and other ISPE / EAG Papers, Policy Briefings and Articles. Should its assessment confirm that indeed the Papers, Policy Briefings and articles have many good ideas and pertinent suggestions, which adopted by UNGA, HLPF, ECOSOC, UN Security Council, 193 Member States Governments and Partners – Village to Global can help achieve increasing convergence between AAAA and SDG Vision and Words with Action Intention and Reality in each Community in each Local Government in each of 193 Member States, we suggest these UN and Non UN authorities consider taking the following specific action steps:-
1.      Endorse the Papers, Policy Briefings and Articles and request UNDESA or UNNGLS to circulate the endorsed Papers, Policy Briefings and articles to all World Leaders, 193 Member States and other AAAA and SDG Stakeholders.
2.      Underline need for Integrated Sustainable Solutions – Political Solutions, Cultural Solutions, Economic Solutions, Financial Solutions, Social Solutions, Environment Solutions, Peace Solutions, Security Solutions, Religious Solutions and Moral Solutions; to Design and Delivery of each Action Agenda Item in AAAA, SDG, COP21 Outcome Document etc applicable to specific Village to Global location context.
3.      Urge all World Leaders, 193 member States and other AAAA, SDG, COP21 Outcome Document etc Stakeholders to recognize that Political Solutions is Master Key to unlocking remaining 9 Integrated Sustainable Solutions.
4.      Urge UNGA, HLPF, ECOSOC, UN Security Council to  each pass resolution calling on each of the 193 Member States to adopt recommendations in the Papers, Policy Briefings and Articles and go further to establish immediately National Integrated Economic Reform Program, NIEReP for the implementation and evaluation of domesticated AAAA, SDG and COP21 Outcome Document etc Vision and Words with Action, aligned with National Development Plan through National Reform Bureau working with Reform Implementation Unit in each Ministry, Department and Agency in each of the 193 Member States, whose activities are coordinated by Steering Committee on Reform and National Council on Reform within complimentary Sub-national, National, Sub-regional, Regional and Global Master Multi Stakeholder Partnership Platforms.

If SDG, AAAA, COP21 Outcome Document etc Vision Ambitions are to be achieved and on schedule date, Village to Global Stakeholders need to Work Together to Benefit Together.

MOVING FORWARD

Do NGO Major Group Leaders, World Leaders, UNDESA, EOSG, UNGA, ECOSOC, HLPF and Partners recognize that correct answer to all AAAA, SDG, COP21 Outcome Document, Agenda 21, FAO Conference on Hunger and Poverty Action Plan etc How questions lie in the DOING? And that without immediately:-
1.      Appointing Reform Adviser and Global Coordinating Consultant on AAAA, SDG, COP21 Outcome Document, etc Policy Coherence, Coordination, Collaboration and Cooperation for Sustainable Development, P4CSD to UNGA, ECOSOC and HLPF and Partners
2.      Selecting One Worldwide Approach
3.      Establishing Mater Multi Stakeholder Platform, MSP and MSPs for each Action Agenda item Village to Global, VtG
4.      Establishing Multidisciplinary Professionals Community of Practice on Poverty Elimination and Environmental Sustainability as VtG Platform for all relevant existing and new Disciplines
5.      Addressing issues of Trust, Silos, Honesty, Thinking, Solidarity, Attitude, Behavior, Communication etc VtG
6.      Connecting each Community in each Local Government in each of the 193 Member States to UN Headquarters New York
7.      Establishing VtG Mechanism for Correct Diagnosis, Prescription, Surgery and Recovery Management
8.      Establishing VtG Policy, Program, Project Interventions, 3PIs and 3PIs Training as One
9.      Establishing VtG Mechanism for Ownership, Harmony, Alignment, Accountability, Transparency, Transformation, Leadership, Learning, Results and Participation (Citizens and Stakeholders), OH2A2T2LRP
10. Establishing VtG Mechanism for Policy Coherence, Coordination, Collaboration and Cooperation for Sustainable Development, P4CSD
11. Establishing VtG Mechanism for Master Collaborative Research Support Program, CRSP for each Action Agenda Item

It will be uphill task achieving increasing convergence between AAAA, SDG, COP21 Outcome Document, Agenda 21, FAO Conference on Hunger and Poverty etc Vision Intention and Reality. If these Visions are not achieved by 2030 Target date, the ultimate consequences for our Fragile Planet could be catastrophic.

The answer to AAAA, SDG, Agenda 21, COP21 Outcome Document, Synthesis Report, Data Revolution Report etc How questions is in the Doing with focus on Action and Accomplishment and not in the Saying with focus on Talking and Thinking.

Conclusion

Never has our World been so rich. Never has our World been so poor. The vicious circle of being too poor to be rich and too rich to be poor must be broken by AAAA and SDG if our World is to be a happier, safer and healthier place to live, work, play and raise children. There is more than enough Resources - Influence, Science, technology, Innovation, Fund, Manpower and Spiritual to achieve increasing convergence between AAAA (revised) and SDG Vision Intention and Reality, if there is shift from working HARDER to working SMARTer; shift from Disordered Change to Ordered Change. Can this viscous circle be broken without the evolution of a Corruption Free Society?

Sustainable Solutions to Poverty, Hunger, Climate Change, Environmental Degradation and related problems including Corruption and Terrorism on the ground in Developed and Developing Countries exist. Ability to successfully implement these solutions with effective monitoring and evaluation of this implementation exist or can be acquired. However, the Big Challenge is the Willingness to successfully implement these solutions with effective monitoring and evaluation of this implementation on the part of ECOSOC as well as concerned State and Non State Actors at each level Village to Global. Tackling this Big Challenge is essentially issue of Changing Attitude and Behaviour at Scale that the NGO Major Group, ECOSOC, HLPF, UN Security Council, UNGA, World Leaders, UN Family Organization Executives, 193 Member States and Partners – Village to Global need to effectively address.

The Roadmap to Paris will be more productive and result oriented if Structured and Organized produce COP21 Outcome Document that is Vision and Words with Action thus avoiding Error in AAAA and SDG and in ways that effectively address overarching Goals of Poverty Elimination and Environmental Sustainability from the Dimensions of Trade, Aid, Debts and Corruption with focus on Level 1. Implementation Solutions Level 2. Follow Up and Review Solutions Level 3. Capacity Building – Individual Level - Hard Competences: Learning and Skills and Soft Competences: Character, Courage and Mindset; Institution Level – Resources and Processes empowering the Individual to deploy Competences towards achieving Corporate Goals and Environment Level – Political, Economic, Social, Cultural, Security and Religious Space for Institutions and Individuals to Thrive on Chaos, CommWSDS as well as Communication for WSDS.

There is a need to for the Wednesday Group to give Public exposure to the Draft Recommendation for implementing UNSDS 2015 Outcome and Agenda 21 that Mr Huffines has been saddled with, expanded to include additional implementation and evaluation issues raised in this Discussion Paper; to synthesise Global Consultation on these Recommendations and to send the synthesised Recommendations through appropriate Channel to UN Security Council, ECOSOC, HLPF and UNGA for consideration and approval as soon as possible.

There is further need to appreciate that NGO Major Group, UN, WBG, IMF, 193 Member States Governments and Partners need Technical Support from Consultant with required Competences that can help each of the AAAA, SDG and COP21 Outcome Document Stakeholders on State Actors and Non State Actors sides in each of the 193 Member States to correctly identify where each Stakeholder is now (A); where each Stakeholder need to be to achieve AAAA, SDG and COP21 Outcome Document Goals and Targets by 2030 (B) and How to move from (A) to (B).

There is no need to delay DOING because all that is required for Moving Forward in each Community in each Local Government in each of the 193 Member States is available. To delay paradigm shift from focus on talking and thinking to focus on action and accomplishment by One Day is to delay One day too much given the reality of the pain and misery of over 4 Billion Poor elders, men, women, youth and children in each of the 193 Member States.

There is much to be lost from Village to Global Stakeholders in 193 Member States and International Institutions pursuing multiple approaches; unwillingness to freely submit to universal standards and sanctions and parroting Business Unusual while continuing with Business as Usual.

There is much to be gained from Village to Global Stakeholders in 193 Member States and International Institutions pursuing One Worldwide Approach as recommended by Synthesis Report, each of the 193 Member States and International Institutions freely submitting to universal standards and sanctions and Actually Practicing Business Unusual.

We are willing to offer a more detailed information / clarification as required by NGO Major Group, UN Security Council, ECOSOC, HLPF, UNGA, GA Second Committee and or other relevant UN Authority as well as any of the 193 Member States.

Global Push To Achieve SDGs Vision and Words with Action Agenda 10

NGO Major Group 2 November 2015 Meeting Discussion Paper:-

Achieving AAAA, SDG and COP21 Outcome Document Vision and Words with Action Agenda by 2030 – Central Role for NGO Major Group Members


World Leaders endorsed SDG on 25 September 2015 that is Vision and Words without Action. Spirited effort is ongoing at Global level to find answer to SDG How questions – a necessary condition for converting the SDGs into Vision and Words with Action. This effort is at least one year behind. If correct answer to SDG How question is not found on time and in ways that make up for lost time, the probability is high that the Global Goals will not be achieved by 2030 Target date. Allowed to occur in reality, the ultimate consequences could be catastrophic for all stakeholders in our fragile Planet.

The Argument

If Bright Prospect of Success achieving SDGs by 2030 Target date is to be reality and to deliver sustainable solutions to real and complex World Hunger, Poverty, Migration, Terrorism, Security, Corruption etc problems on the ground in our World as is and not as any Stakeholder – no matter how powerful wish it to be; Now is a time for the Global NGO Community, particularly NGO Major Group Members to pause and reflect on correct answer to the following specific questions:-
1.      How can the Methods of Work of the National NGO Community in each of the 193 Member States and NGO Major Group Members be effectively Aligned and Harmonized with the objectives of AAAA, SDG, COP21 Outcome Document, together with the Agendas of Eight remaining Major Groups and a Ninth Consultants and Advisers Major Group, UNGA, HLPF, ECOSOC, Six existing GA Committees and Six proposed GA Committees to eliminate overlap and duplication?
2.      How should the Agendas of National NGO Community in each of the 193 Member States and NGO Major Group Members be effectively Aligned and Harmonized with the objectives of AAAA, SDG, COP21 Outcome Document, together with the Agendas of Eight remaining Major Groups and a Ninth Consultants and Advisers Major Group, UNGA, HLPF, ECOSOC, Six existing GA Committees and Six proposed GA Committees look like in the coming years 2016 – 2030?
These answers need to be found and in ways that are aligned and harmonized to answers to questions raised by His Excellency, Mr Logjar at the 9 October 2015 meeting to be fully addressed at the 22 October 2015 Consultation. That is:-
High Priority Aims and Objectives of Key Task of GA Second Committee on Continuously Improving its Working Methods and Rationalization of its Agenda:-
1.      Revitalization of the work of the GA which calls for proposals for biennialization, triennializaton, clustering and elimination of items on the Agenda of the GA.
2.       Revitalization of the work of the GA Second Committee which calls for proposals on the rationalisation of the General Debate and Introduction of Agenda Item Debates.
3.      Contribute to the fulfilment of GA mandates, particularly that contained in resolution 68/1, which provided that the ECOSOC and the GA especially its Second and Third Committees, should consider and take steps towards the rationalization of their Agendas by eliminating duplication and overlap, and promoting complimentarity in the consideration and negotiation of similar or related issues.
4.      Address the provisions of resolution 69/321, as the main outcome of the Ad-Hoc Working Group on the Revitalization of the work of the GA where each Main Committee is requested to discuss its working methods at the beginning and end of every session.
5.      Ensure that the future work of the GA Second Committee is fully aligned with the Integrated Vision of the 2030 Agenda for Sustainable Development and the AAAA

Key Questions that need to be answered in Design and Delivery of above Key Task:-
1.      As currently constituted, can the Agenda of this Committee effectively support the promotion and integration of the three dimensions of sustainable development?
2.      Could sustainable development become an overarching framework for the Agenda of the Committee? What are the options for rearranging the Agenda as a whole to reflect this approach?
3.      What implications, if any, would this approach have for the outcomes and resolutions adopted by the Committee?
4.      Do the items in our Agenda adequately cover the main aspects of the 2030 Agenda?
5.      What are the gaps to be filled, bearing in mind also the work and Agenda of the Third Committee? How should the Second Committee fulfil its main mandates vis-a-vis other main Bodies and Platforms, such as the Third Committee, ECOSOC and HLPF?

The NGO Major Group Terms of Reference for Organizing Partners (Draft 24 Sept 2015)
3.            

This document sets out the broad framework within which above answers will have to be found, implemented and evaluated. There is a need to more clearly articulate the ToR to better define the Duties, Responsibilities and Rights of each level of Organizing Partner as well as Village to Global NGOs’.

It is pertinent to note that contribution of Organizing Partners as well as Village to Global NGOs’ to specific Action Agenda Item or endorsement of specific Report, Statement or Paper is reflection of individual technical expertise rather that skewing the perceived “Value” of certain inputs or recommendations.

It is pertinent to note further that significant gap exists between Organizing Partners as well as Village to Global NGOs’ existing technical expertise and technical expertise required to deliver in each specific Action Agenda Item in all 17 SDGs, AAAA, COP21 Outcome Document, Agenda 21, UNSDS 2015 Outcome Document, Synthesis Report, Data Revolution Report, World Development Report of the World Bank Group - WDR 2004 (Public Sector Management, PSM), WDR 2008 (Agriculture), WBG New PSM (2011), WDR 2014 (Risk Management), WDR 2015 (Attitudinal and Behavioural Change), FAO Conference on Hunger and Poverty Program of Action 1995, Global Nutrition Report 2014 and 2015 etc Vision Intention and Reality in each Community in each Local Government in each of the 193 Member States.

This explains why it is the convergence of interest, motivation, expertise and competencies that determine which component of each Action Agenda Item can de effectively addressed in specific location – village to global. The identified gaps underline specific location – village to global constraints, shortcomings, drawbacks and hindrances that need to be tacked within National and Global Collective Action for Political and Cultural; Economic and Financial; Social and Environmental; Peace and Security and Religious and Moral Stability in each Community in each Local Government in each of the 193 Member States.

The NGO Major Group Scope of Work for Organizing Partners (Draft 24 Sept 2015)
1.            

This document set out Scope of Work, SOW that is very ambitious. The NGO Major Group Focal Point is presently performing less than 5% of assignments set out in the SOW and is really struggling to cope notwithstanding demonstrated commitment and determination to perform. The reality is that expecting NGO Major Group Focal Point to perform effectively on the entire SOW under current arrangement where there is no remuneration and the responsibility has to be shared with that of his / her paid employment is being unrealistic.

There is a need to come up with new arrangement where the NGO Major Group has a Steering Committee whose Members share their Organizing Partners Steering Committee responsibilities with that of their respective paid employment and a reasonably Staffed Secretariat with full time paid Professional Staff. If the NGO Major Group is Performing and delivering on its SOW at National and Global levels it will attract enough funding to keep the good work going.

New Development Architecture

The AAAA focus is on the Finance for Development Component of SDG, while the COP21 Outcome Document will focus on the Environmental Sustainability Component of SDG. The current AAAA and SDG answer What and Why questions without answering How questions and so despite UN Sustainable Development Summit September 2015, the AAAA and SDG remain Vision and Words without Action.

To convert to AAAA and SDG Vision and Words with Action, AAAA and SDG How questions – How to achieve AAAA and SDG Ambition by Target Date in all 193 Member States, Who does what and Who Pays for What, How will Sanctions be enforced etc need to be answered and without delay. The failures in AAAA and SDG Processes need to be corrected in COP21 Process otherwise the COP21 Outcome Document will also be Vision and Words without Action – thus repeating past Error.

The 17 SDGs are in reality 2 Major Goals – Poverty Elimination and Environmental Sustainability and 17 Minor Goals that need to be expanded to 21 to highlight Corruption, Conflict, Religion and Data issues that are currently hidden in the 17 Global Goals. This point was once again underlined by outcome of the IAEG-SDG Thailand 26 – 28 October 2015.

To convert the 21 Minor Goals into Policy, Program, Project Interventions, 3PIs and 3PI Training as One in specific context Village to Global in each of the 193 Member States Demand New Development Architecture effectively linking each Community in each Local Government in each of the 193 Member States with UN Headquarters New York and with specific responsibility for improving Coordination, Collaboration and Cooperation between SDG Office; AAAA Office; EfS (Environment for Sustainability) Office; ECOSOC Office; Master Multi-stakeholder Platform, MSP; MSP Poverty Elimination Implementation, MSP Poverty Elimination Evaluation, MSP Environmental Sustainability Implementation, MSP Environmental Sustainability Evaluation. Each MSP will speak 6 UN Languages.

If NGO Major Group is to deliver its quota in the work towards finding answer to AAAA, SDG, COP21 Outcome Document, Agenda 21 etc How questions set out in the Argument above need to be answered and as soon as possible.

Fighting Hunger and Poverty
1.            

The overarching purpose of AAAA, SDG and COP21 Outcome Document (when it is ready in December 2015) is to help Fight and Win War on Poverty at Global level as well as at National level in each of the 193 Member States. Do UN, WBG, IMF, Governments in 193 Member States and Partners Village to Global really know why poverty exists? Do they know the contribution of weak and ineffective leaders that do not have enough incentive or urgency to implement change or who face opposition that advocates for themselves, their tribe, their religion, etc towards making the complex Hunger and Poverty even worse?

It is clear that those leaders failing their people in this way are either elites themselves or beholden to them and their desire to stay elite. Does anyone think the success stories of South Korea, Singapore, Chile, Mauritius were achieved because of the contribution of some strategy guru’s and tech leaders who told everyone else they are asking the wrong question? It may be a good idea to have an anthropologist involved because the issue is not who has the best idea or the smartest approach or clearly the most money to throw at the problem. The issue is about deep seeded socio-economic-political-cultural-religious problems exacerbated by scarce resources and constant threats to livelihoods. The issue is also lying with Data as well as lack of Credible Data Systems.

The current AAAA and SDG that is Vision and Words without Action does not speak to these issues and that is why How questions continue to be avoided or evaded and also why WBG has a Study Report that say SSA will not meet SDG by 2030 yet WBG joins its Voice to call on World Leaders to work towards achieving SDG by Target 2030 date. What a contradiction. This WBG Methodology that is Fail at birth is the same Methodology being used by UN, IMF, Governments in 193 Member States, so how can the SDG, AAAA and COP21 Outcome Document Vision Ambition be achieved on due date or at all?
Our Study finding is that a major problem with the development industry is the surplus of smart people with ego’s who think they have the best solutions and convince developing country leaders that their pedigree better enables them to proscribe policy solutions.
The new architecture of development is going to have to come from the inside out, localized solutions that are first, politically and socially palatable and have buy in from those that promote them. The outside in approach is not working. The ordinary people know why poverty exists but too often are unable to influence any positive change in their own lives without empowerment. Internal Consultants and External Consultants, National and Global with minimum certain levels of Competences – Hard Competences: Learning and Skills and Soft Competences: Character, Courage and Mindset have to be identified, promoted and protected to support Village to Global Stakeholders in the deployment of One Worldwide Approach, Business Unusual Approach, Whole of Government, Bank, Institution, Society, Country Approach to Whole of Government, Bank, Institution, Society, Country Problems etc Jointly using Correct Diagnosis, Prescription, Surgery and Recovery Management Methodology.
The time is now for Executives in NGOs’, UN, WBG, IMF and Senior Officials of Governments in 193 Member States to recognize that sustainable solutions to the national / global poverty problem lie within asking “why does poverty exist?” Remember, the development industry basically can provide resource that does not exist to enable poverty elimination, zero hunger, disease eradication, increased amounts of children vaccinated and educated even provide the best policy recommendations so countries can flourish. But its the “last mile” that depends on the actions of the people being served by the Development Industry working Jointly with relevant Stakeholders in their specific context to effectively Demand for change that these Resources – Influence, Science, Technology, Innovation, Arts, Manpower, Spiritual, Land and Water can be unlocked and deployed to achieve increasing convergence between AAAA, SDG and COP21 Outcome Document Vision Intention and Reality in the specific Community in each Local Government in each of the 193 Member States.

Multi Stakeholder Platforms, MSPs: Policy Coherence for Sustainable Development


Many analysts have submitted the proof that the “Global Goals” is the right approach to World Sustainable Development will be in its implementation.  They have asked “Will the policy makers and other powerful actors take an integrated, coherent approach across the SDGs? Or will they – as has been argued happened for the MDGs – implement them as if they are separate problems in separate boxes requiring different sets of actions?”
The view of the analysts is that tremendous possibility of taking an integrated approach, to the SDGs suggests that the most important aspect of the SDGs is a little phrase hidden away in Goal 17 on Strengthening Means of Implementation. It is Target 17.14: “Enhance policy coherence for sustainable development.” In other words: accept the reality that everything is connected with everything else and figure out how to solve problems from there. Far better that than try to fix problems, on their own and then wonder why, they are so hard to fix. The implication is that:-
1.     Get Target 17.14 Right; Get Goal 17 Right and Get Goal 17 Right, Get all 17 (21) Goals in the SDGs Right.
2.     The implementation as well as the Monitoring and Evaluation of the Implementation of each AAAA and SDG Action Agenda Item Demand Policy Coherence for Sustainable Development at several Multi Stakeholder Platforms levels
3.     The Scope of Policy Coherence, Coordination, Collaboration and Cooperation for Sustainable Development, P4CSD Agenda has expanded in many ways and concerns all 193 Member States regardless of their level of National Development
4.     New P4CSD Principles, Instruments / Tools corresponding to each Principle, Practices and Database within One Worldwide Approach to Sustainable Development are needed to effectively take into account today’s more complex Policy, program, Project Interventions Inter-linkages, interconnectivity and interdependence from Village to Global levels in each of the 193 Member States
5.     The Application of P4CSD should Integrate Poverty Elimination, Environmental Sustainability, Development Resources (Influence, Science, Technology, Innovation, Art, Funding, Manpower, Spiritual, Land and Water) and Development Communication in the work towards achieving AAAA and SDG Vision and Words with Action Agenda in each Community in each Local Government in each of the 193 Member States applicable to the specific location context.
6.     The Application of P4CSD should bring Measuring Progress, Pinpointing Gaps and Filling all identified Gaps on time to the forefront in the National and International Development Agenda of each Government in each of the 193 Member States
7.     The Application of P4CSD should Strengthen the Capacity of each Government in each of the 193 Member States to more effectively address real and complex Sub-national, National, Sub-regional, Regional and Global Development Cooperation Challenges they are grappling with in ways that meaningfully promote and protect the Common Interest and Common Future of Citizens in all 193 Member States.

Acid Test of Credibility

The implication of holding UNSDS 2015 after adoption of SDG, is that what World Leaders have adopted is SDG that is Vision and Words without Action and what UNSDS 2015 seek to achieve is ways and means of converting current AAAA and SDG into new AAAA and SDG that is Vision and Words with Action. Unless this conversion is achieved, it will be an uphill task for World Leaders to deliver on their promise to achieve SDG by 2030.

The acid test of credibility of SDG is how it delivers:-
1.     Better Domestic and International Trade in each of 193 Member States.
2.     Better Financing – Equity, Loan and Grant for all particularly the Poor
3.     Better War on Corruption and Terrorism and
4.     Better Environmental Sustainability.

New Thinking, New Ideas, New Ways of Doing Things etc

The only way World Leaders can deliver on their promise during the adoption of SDG is to improve Coordination, Collaboration, Cooperation, Solidarity and Accountability in the design and delivery of mutual support mechanism that help each of the 193 Member States to pass this acid test of credibility of the SDGs.

To achieve this, the 193 Member States jointly and severally must demonstrate and be seen to demonstrate:-
1.     Willingness to accept new ideas, new thinking, new ways of doing things
2.     Willingness to establish new coordination, new collaboration, new cooperation, new solidarity, new accountability and new partnership
3.     Readiness to accept past flaws, past failures, past drawbacks, past shortcomings and past hindrances
4.     Readiness to build bridge between lessons learning and lessons forgetting, create learning organization and create learning society
5.     Readiness to create Demand for Planning – Research, Planning, Data as basis for creating Supply for Planning – Research, Planning, Data
6.     Readiness to create Demand for Implementation as basis for creating supply for Implementation
7.     Readiness to create Demand for Evaluation – Monitoring, Evaluation, Assessment as basis for creating Supply for Evaluation – Monitoring, Evaluation, Assessment
8.     Readiness to create Demand for Accountability – Transparency, Accountability, Citizen / Stakeholder Participation as basis for creating Supply for Accountability – Transparency, Accountability, Citizen / Stakeholder Participation
9.     Readiness to create Demand for Learning – Learning and Result as basis for creating Supply for Learning – Learning and Result
10. Readiness to accept One Nationwide / Region wide / Worldwide 3PCM – Policy, Program, Project Cycle Management Approach and Methodology to Sustainable Benefits focused National and International Development Cooperation Policy, Program, Project Intervention, 3PI and 3PI Training as One in each Action Agenda Item in each of the 17 SDGs applicable to specific context – Village to Global in each of the 193 Member States

We observe with regret that although AAAA and SDG call for innovative approaches, new partnerships, rule of law, accountable governance, comprehensive and effective accountability as well as follow up and review / monitoring and evaluation mechanism – that is Business Unusual, it is still Business as Usual. Unless World Leaders and Global Citizens Immediately Operationalize in Practice the Spirit and Letters of revised AAAA and revised SDG, the probability is high that errors in AAAA and SDG will be repeated in COP21 Outcome Document. Allowed to occur, the ultimate consequence is likely to be catastrophic.
           
AAAA and SDG Village to Global Capacity Building

The above fundamental issues of Willingness and Readiness need to be complemented by fundamental issues of Ability – Capacity Building; Ability – Resources and Invitation – Mandate within National and Global Platform. Resources include: Influence, Science, Technology, Innovation, Fund, Art, Manpower, Spiritual, Land and Water. There are more than enough Resources to achieve all 17 SDGs in each of the 193 Member States if World Leaders can get Capacity Building Right in each of the 193 Member States.

Capacity Building should be on three levels:-
1.      Individual – Hard Competences: Learning and Skills and Soft Competences: Character, Courage and Mindset
2.      Institution / Government – Processes, Procedures, Systems, Operations that empower Individuals to operationalize in practice Competences they acquire through formal and informal education and training to help achieve increasing convergence between Institution / Government Vision, Mission and Mandate Intention and Reality.
3.      Society – Political and Cultural; Economic and Financial; Social and Environmental; Peace and Security; Religious and Moral Space that empower Individuals and Institutions to Thrive in the work towards achieving Institution / Government Vision, Mission, Mandate Intention and Reality with or without chaos.

STRENGTHEN NATIONAL LEVEL CAPACITY ON IMPLEMENTATION OF 2030 SD AGENDA.

We are Greatly Concerned that UNDESA has mandated an Organization - Gestos with Strength IN HIV AIDS Advocacy to help Train NGOs' in 9 Pilot Countries Strengthen National level Capacity on Implementation of 2030 SD Agenda. The Big Questions are How have these 9 Pilot Countries been selected? If it will take months to carry out the training in just 9 Countries how many years will it take to scale up the Training to remaining 184 Countries? Can such unduly prolonged time frame help achieve SDG in each Community in each Local Government in each of 193 Member States by the 2030 Target date? Is Competency in HIV AIDS Competency equivalent to Competency in all remaining areas of Heath Dimension of SDGs' as well as Competency in all remaining Dimensions of all 17 SDG? 

If these Competences are LACKING in the Preferred Consultant, what type of Strengthening National Level Capacity on Implementation as well as Evaluation of each Action Agenda Item in each of the 17 SDG is being DELIVERED by the Preferred Consultant? Is it not CLEAR that the Preferred Consultant can only Perform in its area of proven Competence - HIV AIDS Advocacy and will CERTAINLY Fail in all other Dimensions of Advocacy in all remaining Action Agenda Items in all 17 SDG? Is good HIV AIDS Advocacy the same thing as Good HIV AIDS Policy, Program, Project Interventions, 3PI and 3PI Training as One Designed and Delivered to Reduce and Ultimately Eradicate HIV AIDS? Again if this is not the case, has UNDESA or whichever UN Agency is responsible for Commissioning Preferred Consultant selected the most Competent Consultant that has demonstrable track record of delivering Value for Money and Fitness for Purpose within the entire Scope of the Assignment?

Should above observations not be discussed at the Wednesday 28 October 2015 meeting, 2 – 3 November 2015 ECOSOC Retreat 2 and appropriate Remedial Recommendations made to concerned UN Agencies and Authorities? Is it helpful for concerned UN Agencies and Authorities to be searching for AAAA, SDG, COP21, Agenda 21 etc Sustainable Solutions that have already been presented to them and to be Ignoring Professionals with Competences and Demonstrable Track Record to Deliver on specific assignments while selecting Preferred Consultants who clearly do not have the Competences - Hard Competences Learning and Skills and Soft Competences - Character, Courage and Mindset to Deliver on the Scope of the Assignment they have been saddled with?

Working Together To Benefit Together


To help ensure World Leaders deliver on promise to achieve SDGs’ by 2030, we suggest  NGO Major Group Leaders persuade and if necessary Pressure relevant UN and Non UN authorities to undertake critical review of this Discussion Paper and other ISPE / EAG Papers, Policy Briefings and Articles. Should its assessment confirm that indeed the Papers, Policy Briefings and articles have many good ideas and pertinent suggestions, which adopted by UNGA, HLPF, ECOSOC, UN Security Council, 193 Member States Governments and Partners – Village to Global can help achieve increasing convergence between AAAA and SDG Vision and Words with Action Intention and Reality in each Community in each Local Government in each of 193 Member States, we suggest these UN and Non UN authorities consider taking the following specific action steps:-
1.      Endorse the Papers, Policy Briefings and Articles and request UNDESA or UNNGLS to circulate the endorsed Papers, Policy Briefings and articles to all World Leaders, 193 Member States and other AAAA and SDG Stakeholders.
2.      Underline need for Integrated Sustainable Solutions – Political Solutions, Cultural Solutions, Economic Solutions, Financial Solutions, Social Solutions, Environment Solutions, Peace Solutions, Security Solutions, Religious Solutions and Moral Solutions; to Design and Delivery of each Action Agenda Item in AAAA, SDG, COP21 Outcome Document etc applicable to specific Village to Global location context.
3.      Urge all World Leaders, 193 member States and other AAAA, SDG, COP21 Outcome Document etc Stakeholders to recognize that Political Solutions is Master Key to unlocking remaining 9 Integrated Sustainable Solutions.
4.      Urge UNGA, HLPF, ECOSOC, UN Security Council to  each pass resolution calling on each of the 193 Member States to adopt recommendations in the Papers, Policy Briefings and Articles and go further to establish immediately National Integrated Economic Reform Program, NIEReP for the implementation and evaluation of domesticated AAAA, SDG and COP21 Outcome Document etc Vision and Words with Action, aligned with National Development Plan through National Reform Bureau working with Reform Implementation Unit in each Ministry, Department and Agency in each of the 193 Member States, whose activities are coordinated by Steering Committee on Reform and National Council on Reform within complimentary Sub-national, National, Sub-regional, Regional and Global Master Multi Stakeholder Partnership Platforms.

If SDG, AAAA, COP21 Outcome Document etc Vision Ambitions are to be achieved and on schedule date, Village to Global Stakeholders need to Work Together to Benefit Together.

MOVING FORWARD

Do NGO Major Group Leaders, World Leaders, UNDESA, EOSG, UNGA, ECOSOC, HLPF and Partners recognize that correct answer to all AAAA, SDG, COP21 Outcome Document, Agenda 21, FAO Conference on Hunger and Poverty Action Plan etc How questions lie in the DOING? And that without immediately:-
1.      Appointing Reform Adviser and Global Coordinating Consultant on AAAA, SDG, COP21 Outcome Document, etc Policy Coherence, Coordination, Collaboration and Cooperation for Sustainable Development, P4CSD to UNGA, ECOSOC and HLPF and Partners
2.      Selecting One Worldwide Approach
3.      Establishing Mater Multi Stakeholder Platform, MSP and MSPs for each Action Agenda item Village to Global, VtG
4.      Establishing Multidisciplinary Professionals Community of Practice on Poverty Elimination and Environmental Sustainability as VtG Platform for all relevant existing and new Disciplines
5.      Addressing issues of Trust, Silos, Honesty, Thinking, Solidarity, Attitude, Behavior, Communication etc VtG
6.      Connecting each Community in each Local Government in each of the 193 Member States to UN Headquarters New York
7.      Establishing VtG Mechanism for Correct Diagnosis, Prescription, Surgery and Recovery Management
8.      Establishing VtG Policy, Program, Project Interventions, 3PIs and 3PIs Training as One
9.      Establishing VtG Mechanism for Ownership, Harmony, Alignment, Accountability, Transparency, Transformation, Leadership, Learning, Results and Participation (Citizens and Stakeholders), OH2A2T2LRP
10. Establishing VtG Mechanism for Policy Coherence, Coordination, Collaboration and Cooperation for Sustainable Development, P4CSD
11. Establishing VtG Mechanism for Master Collaborative Research Support Program, CRSP for each Action Agenda Item

It will be uphill task achieving increasing convergence between AAAA, SDG, COP21 Outcome Document, Agenda 21, FAO Conference on Hunger and Poverty etc Vision Intention and Reality. If these Visions are not achieved by 2030 Target date, the ultimate consequences for our Fragile Planet could be catastrophic.

The answer to AAAA, SDG, Agenda 21, COP21 Outcome Document, Synthesis Report, Data Revolution Report etc How questions is in the Doing with focus on Action and Accomplishment and not in the Saying with focus on Talking and Thinking.

Conclusion

Never has our World been so rich. Never has our World been so poor. The vicious circle of being too poor to be rich and too rich to be poor must be broken by AAAA and SDG if our World is to be a happier, safer and healthier place to live, work, play and raise children. There is more than enough Resources - Influence, Science, technology, Innovation, Fund, Manpower and Spiritual to achieve increasing convergence between AAAA (revised) and SDG Vision Intention and Reality, if there is shift from working HARDER to working SMARTer; shift from Disordered Change to Ordered Change. Can this viscous circle be broken without the evolution of a Corruption Free Society?

Sustainable Solutions to Poverty, Hunger, Climate Change, Environmental Degradation and related problems including Corruption and Terrorism on the ground in Developed and Developing Countries exist. Ability to successfully implement these solutions with effective monitoring and evaluation of this implementation exist or can be acquired. However, the Big Challenge is the Willingness to successfully implement these solutions with effective monitoring and evaluation of this implementation on the part of NGO Major Groups as well as concerned State and Non State Actors at each level Village to Global. Tackling this Big Challenge is essentially issue of Changing Attitude and Behaviour at Scale that the NGO Major Group, ECOSOC, HLPF, UN Security Council, UNGA, World Leaders, UN Family Organization Executives, 193 Member States and Partners – Village to Global need to effectively address.

The Roadmap to Paris will be more productive and result oriented if Structured and Organized produce COP21 Outcome Document that is Vision and Words with Action thus avoiding Error in AAAA and SDG and in ways that effectively address overarching Goals of Poverty Elimination and Environmental Sustainability from the Dimensions of Trade, Aid, Debts and Corruption with focus on Level 1. Implementation Solutions Level 2. Follow Up and Review Solutions Level 3. Capacity Building – Individual Level - Hard Competences: Learning and Skills and Soft Competences: Character, Courage and Mindset; Institution Level – Resources and Processes empowering the Individual to deploy Competences towards achieving Corporate Goals and Environment Level – Political, Economic, Social, Cultural, Security and Religious Space for Institutions and Individuals to Thrive on Chaos, CommWSDS as well as Communication for WSDS.

There is a need to for the Wednesday Group to give Public exposure to the Draft Recommendation for implementing UNSDS 2015 Outcome and Agenda 21 that Mr Huffines has been saddled with, expanded to include additional implementation and evaluation issues raised in this Discussion Paper; to synthesise Global Consultation on these Recommendations and to send the synthesised Recommendations through appropriate Channel to UN Security Council, ECOSOC, HLPF and UNGA for consideration and approval as soon as possible.

There is further need to appreciate that NGO Major Group, UN, WBG, IMF, 193 Member States Governments and Partners need Technical Support from Consultant with required Competences that can help each of the AAAA, SDG and COP21 Outcome Document Stakeholders on State Actors and Non State Actors sides in each of the 193 Member States to correctly identify where each Stakeholder is now (A); where each Stakeholder need to be to achieve AAAA, SDG and COP21 Outcome Document Goals and Targets by 2030 (B) and How to move from (A) to (B).

There is no need to delay DOING because all that is required for Moving Forward in each Community in each Local Government in each of the 193 Member States is available. To delay paradigm shift from focus on talking and thinking to focus on action and accomplishment by One Day is to delay One day too much given the reality of the pain and misery of over 4 Billion Poor elders, men, women, youth and children in each of the 193 Member States.

There is much to be lost from Village to Global Stakeholders in 193 Member States and International Institutions pursuing multiple approaches; unwillingness to freely submit to universal standards and sanctions and parroting Business Unusual while continuing with Business as Usual.

There is much to be gained from Village to Global Stakeholders in 193 Member States and International Institutions pursuing One Worldwide Approach as recommended by Synthesis Report, each of the 193 Member States and International Institutions freely submitting to universal standards and sanctions and Actually Practicing Business Unusual.

We are willing to offer a more detailed information / clarification as required by NGO Major Group, UN Security Council, ECOSOC, HLPF, UNGA, GA Second Committee and or other relevant UN Authority as well as any of the 193 Member States.
