Achieving AAAA, SDG and COP21 Outcome Document Vision and Words with Action Agenda by 2030 in 193 Member States – Part 8

In Parts (1) – (7) we articulated AAAA, SDG, COP21, Agenda 21 How questions and suggested ways and means of finding sustainable solutions to these questions, fully implementing these solutions with effective monitoring and evaluation of this implementation in each Community in each Local Government in each of the 193 Member States.

It is a puzzle that Managers and Decision Makers on State Actors and Non State Actors sides in UN Headquarters New York appear more interested in talking and thinking than in action and accomplishment. The result is that they parrot change and business unusual as basis for achieving AAAA, SDG COP21, Agenda 21 Vision ambitions by 2030 Target date in each of the 193 Member States but demonstrate anti change and business as usual in the AAAA, SDG, COP21, Agenda 21 processes.

Working Papers: UK Presidency of UN Security Council Response?

We prepared a Working Paper to suggest ways in which the UK Presidency could use outcome of 17 November 2015 UN Security Council Open Debate to nudge the UN Security Council towards better delivery on the How of Peace and Security that is aligned and harmonized with better UN System delivery on the How of AAAA, SDG, Agenda 21, COP21 Outcome, other Global Goals on one hand and aligned and harmonized with better Country System delivery on the How of AAAA, SDG, Agenda 21, COP21 Outcome, other Global Goals in the US, UK, France, Germany, other Developed Countries, Nigeria, Brazil, India, China, other Developing Countries; CSOs’, Foundations etc on the other hand.

It is a puzzle that the many good ideas and pertinent suggestions set out in the Working Paper were ignored, even at a time of the Paris attacks. The result, the 17 November 2015 UN Security Council Open Debate ended up answering What and Why questions while avoiding or evading answer to How questions, Who does What, Who pays for What, Sanctions and Enforcement questions.

The French President is having meeting with UK Prime Minister and other World Leaders to find ways of improving Global Collective Action for Peace and Security. However, basic solutions to root problems continue to be avoided or evaded. Will World Leaders knowingly or unknowingly fall into ISIS trap through failure to address root problems? Can Selfishness and Sabotage - Intra and Inter State continue without consequence?

We are concerned that these Resolutions / Proposals like the Parent Resolutions / Proposals – AAAA and SDG are Vision and Words without Action; they answer What and Why questions but evade answer to How, Who does What, Who Pays for What, Sanctions and Enforcement questions. There is urgent need to take fundamental issues of AAAA, SDG, Agenda 21, COP21 Outcome etc Implementation as well as M & E more seriously.
We urge the GA Second Committee not to pass / adopt these Resolutions / Proposals in current form but to rework same to ensure better GA Second Committee delivery on the How.

We urge the five remaining GA Committees, UNGA, UN Security Council, UNCEB, OPGA, EOSG, ECOSOC, UNDESA, FfD Office, UNESCO, UNDP, UNICEF, UNEP, UNFPA, FAO, WHO to rework their respective Agenda to ensure each UN Entity record better delivery on the How within its Vision, Mission and Mandate.

Facing Unshakeable Facts and Realities on Ground in World As Is?

The Migration Component of the ongoing Europe Crisis underline urgent need for State Actors and Non State Actors in UN Headquarters New York as Agents; their Principals in their World Headquarters and Home National Governments in 193 Member States and UN Family Organization, including WBG, IEG-WBG and IMF Executives at Global and Regional levels to face unshakeable facts and realities on the ground in World as is and not as any stakeholder, no matter how powerful wish it to be.

It is not helpful for European Countries to be building border fences and repatriating refugees. It is helpful for them to correctly identify all root problems through correct diagnosis and come up with correct prescription, surgery and recovery management. For example - What is the contribution of agriculture subsidy where a cow gets US$ 2 per day but over 2 Billion poor people live on less that US$ 2 per day? What is the contribution of subsidies that contribute to overfishing and illegal, unreported, and unregulated fishing? What is the contribution of accommodating illicit financial flows in Europe Banking System?

Europe is grappling with about 1 million migrants and is unable to cope. What happens if unwillingness and or inability to effectively address these root problems result in 10 million or 100 million migrants? What are the implications for such magnitude of Migration for Europe Security – National and Regional? Can these root problems be effectively and efficiently addressed without village to global stakeholders adopting / adapting points we make in our submissions?

If UN Executives do not know why AAAA, SDG, Agenda 21, Data Revolution Report, Synthesis Report is each Vision and Words without Action; they will not know how to make AAAA, SDG, Agenda 21, Data Revolution Report, Synthesis Report Vision and Words with Action.

ISPE / EAG suggestion that Synthesis Report How questions be answered before Final Synthesis Report in Official 6 UN languages are released, even if release is delayed by two weeks to 15 January 2015, was ignored.

1 year after releasing Synthesis Report, its Recommendations – particularly One Worldwide Approach, Business Unusual etc have not been implemented by UN Headquarters or 193 Member States. The result is that fundamental issues settled in the Synthesis Report remained contentious in FfD / AAAA and SDG processes leading to World Leaders endorsing AAAA in July 2015 and SDG in September 2015 that is each Vision and Words without Action and answers to How questions are still being sought after endorsement of AAAA and SDG. The Cart has been put before the Horse. There is urgent need to ensure that the Horse is put before the Cart through ensuring that UNSDS 2015 Outcome, AAAA, SDG, COP21 Outcome, Agenda 21 etc transform into Vision and Words with Action.

As long as points made in our submissions are not effectively addressed by Decision Makers – Governments of 193 Member Countries and Executives of UN Family Organization Entities, finding correct answers to UNSDS 2015 Outcome, AAAA, SDG, COP21 Outcome, Agenda 21 etc How questions and in ways that help achieve Global Goals by the 2030 Target date in each Community in each of 193 Member States could be a mirage.

The Report of this consultation to find answer to UNSDS 2015 Outcome, AAAA, SDG, COP21 Outcome, Agenda 21 etc How questions is expected to be released by UN Secretary General in December 2015 and to be discussed by ECOSOC in March 2016. If the point that answer to UNSDS 2015 Outcome, AAAA, SDG, COP21 Outcome, Agenda 21 etc How questions is best found in DOING then One day delay in adopting existing sustainable solutions is One day too long.

It is pertinent to note that in finding correct answer to UNSDS 2015 Outcome, AAAA, SDG, COP21 Outcome, Agenda 21 etc How questions New York based State Actors, Non State Actors and UN Executives appear to focus on Sustainable Development Model they are interested in. This is a major problem that reinforced disconnect between each Community in each of the 193 Member States and UN Headquarters New York.

However, these New York based State Actors, Non State Actors and UN Executives are Agents. The Principals are on State Actors side – 3 Arms: Executive, Legislature and Judiciary of 2 – 4 Tiers of Government in 193 Member States; Non State Actors side – Family, Banks and other Financial Institutions, NGOs’ / CBOs’, Traditional Institutions, Religious Institutions, Academic Institutions, Media Institutions, Formal Private Sector, Informal Private Sector, Trade Groups / Trade Unions and the Agents need to Jointly focus on Sustainable Development Model that is in Global Interest.

To achieve this the Gap between Political Leadership we have in each location – Village to Global and the Political Leadership we need to correctly answer UNSDS 2015 Outcome, AAAA, SDG, COP21 Outcome, Agenda 21 etc How questions, fully implement these answers with effective monitoring and evaluation of this implementation need to be filled without delay.

Integrating Water, Agriculture, Sanitation, Health Education, Enterprise and Nutrition.

No one’s needs divide neatly into our professional sectors, and sustainable wellbeing and prosperity will not come from fragmented interventions. A holistic approach to the implementation and evaluation of UNSDS 2015 Outcome, ECOSOC Retreat 2 Outcome, AAAA, SDG, COP21, Agenda 21 etc spanning across all these domains is urgently needed. ISPE / EAG is the only Organization advocating for this need to be addressed and suggesting practical ways of doing this including drawing the attention of relevant authorities to the most advance One Worldwide Approach – 3PCM available anywhere in our World today.
The linkages between Water, Agriculture, Sanitation and Health: WASH and Health, Education, Enterprise and Nutrition: H2EN needs to be better appreciated by Managers and Decision Makers on State Actors and Non State Actors in UN Headquarters New York and 193 Member States sides, if UNSDS 2015 Outcome, ECOSOC Retreat 2 Outcome, AAAA, SDG, COP21, Agenda 21 Vision ambitions are to be achieved in each Community in each Local Government in each of the 193 Member States by 2030 target date.
It is pertinent to note that Water Scarcity is the current biggest threat to Global Prosperity, that parts of US and Middle East are currently dried up; that dried up parts of the World will continue to increase, if remedial action is not taken and on time and that should these dried up parts of the World continue to increase, it is not just Global Prosperity that will be threatened but also Global Security.
Renewed Global Movement Against Poverty

The Global Movement Against Slavery did not succeed until the UK Parliament and US Presidency gave more focused and determined support. A Global Movement Against Poverty that will be successful on sustainable basis require at least twice the effort put into the Global Movement Against Slavery. Yet what we have at present is Global Movement Against Poverty that is less than half the effort put into Global Movement Against Slavery. That is current effort needs to be scaled up by at least factor of Four.

The UK Presidency of the UN Security Council present opportunity for UK and US Parliaments to persuade and if necessary pressure remaining 191 Parliaments and UK Government and US Government to persuade and if necessary pressure remaining 191 Countries Governments to jointly achieve this factor of Four Scaling up of the Global Movement Against Poverty in the Common Interest, Common Future and Common Humanity of Citizens in each of the 193 Member States.

The US Presidency of the UN Security Council, December 2015 can avoid the mistake of the UK Presidency of the UN Security Council through demonstrating and being seen to demonstrate genuine commitment towards effectively addressing all serious issues of serious business raised in the Paper and related Papers.

Transformation of Society

The Transformation of Society in Nigeria, Africa, UK, Europe, US and World is key to finding, implementing and evaluating correct answer to UNSDS 2015 Outcome, ECOSOC Retreat 2 Outcome, AAAA, SDG, COP21 Outcome, Agenda 21, Synthesis Report, Data Revolution Report etc How questions and call for:-
1.      Government – Political Leaders and Senior Civil Servants: Political Commitment; Government Coordination and Government Regulation.
2.      Professionals - Scientists, Designers, Generalist Subject Matter Experts and Specialist Subject Matter Experts: Innovation Solutions, Technology Solutions and Science Solutions
3.      Farmers – Rural Peoples Organizations, Commodity Trade Groups, Agriculture Value Chains: Learning, Self Regulation and Partnership
4.      Citizens – Individual Consumers, Commercial Consumers, Industrial Consumers: Patronage, Collective Action and Common Interest
5.      Consultants – Technical Advisers, Support Providers, Reform Advisers: Language, Approach and Framework

Paradigm Shifts

1.      Shift focus away from problems and passing blame and shift focus towards solutions and opportunities
2.      Shift focus away from Talking and Thinking and shift focus towards Action and Accomplishment
3.      Shift focus away from working HARDER doing the same old things in the same old ways and shift focus towards working SMARTer doing new things in new ways

To make the shifts necessary to tackle identified real and complex problems on the ground on successful and sustainable basis, Developed Countries Governments; Developing Countries Governments; International Institutions; Academic Community; Media Community and Sub-national, National and International Development Cooperation Partners need:-

2.      Effective removal of all Administrative Barriers to more flexible Joint Country Programming Frameworks
3.      Effective solutions to all Staffing Issues: Competencies Sets – Hard Competencies: Learning and Skills and Soft Competencies: Character, Courage and Mindset
4.      Adequate provision of Resources: Influence, Science, Technology, Innovation, Art, Fund, Manpower, Spiritual, Land, Water.
5.      Meet Appetite: Interest – Political, Economic, Social, Cultural etc
6.      Manoeuvres amidst Constraints: identify where is the room for manoeuvre or how it can be created to make support of Development Reform possible

National Integrity System

The success implementing UNSDS 2015 Outcome, SDG, AAAA, COP21 Outcome, Agenda 21, Synthesis Report and Data Revolution Report etc in each Community in each Local Government in each of the 193 Member States, greatly depends on Design and Delivery of a National Integrity System that will have:-
1.     Analytical Framework that effectively addresses the following fundamental issues – The Challenge of Reform; The Anatomy of Corruption; Developing Responses to Corruption; the National Integrity System and Building Political Will.
2.     The Institutional Pillars of the National Integrity System that effectively delivers on their statutory roles, duties and responsibilities - Legislature, Executive, Judiciary, Auditor General, Ombudsman, Anti Corruption Agencies, Civil Service / Public Service / Security Service; Media; Civil Society; Religious Institutions; Traditional Institutions; Academic Institutions, Informal Private Sector, Formal Private Sector, International Actors and Mechanisms.
3.     Rules and Practices for the Institutional Pillars – Free and Fair Elections; Judicial Review of Official Actions; Civil Service / Public Service / Security Service Ethics; Monitoring Assets; Integrity Testing; Conflict of Interest; Nepotism; Cronyism; Public Procurement; Public Financial Management; Right to Information; Giving Citizens a Voice; Competition Policy and Containing Corruption; Anti Corruption Laws; Measuring Progress; Lessons Learning; Citizen and Stakeholders Participation and Building Public Support for Anti Corruption Efforts.

Yes the National Integrity System in Developed Countries are much better than those in Developing Countries but all 193 Member States need to improve their National Integrity Systems.

It is pertinent to note that corruption in New York alone make corruption in Nigeria child’s play. It is unhelpful to demonize corrupt persons in Developing Countries, including Nigeria high on the Bribe Takers Index and turn blind eye to corrupt persons in Developed Countries, including US, UK, France, Germany, Russia high on the Bribe Payers Index.

5.      Current AAAA, SDG, COP21 processes each has flaws and failures arising from technical errors and mistaken priorities from village to global levels that need to be immediately corrected.
6.      Current Attitude and Behaviour of most Village to Global Stakeholders on both State Actors and Non State Actors fall below minimum certain levels required to find correct answer to UNSDS 2015 Outcome, ECOSOC Retreat 2 Outcome, AAAA, SDG, COP21 Outcome, Agenda 21 etc How questions, full implement these answers with effective monitoring and evaluation of this implementation in ways that achieve Global Goals by 2030 target date.
7.      Current effort at answering UNSDS 2015 Outcome, ECOSOC Retreat 2 Outcome, AAAA, SDG, COP21 Outcome, Agenda 21 etc How questions is at least one year behind. Renewed effort is required if lost ground is to be covered and if each community in each of 193 Member States is to accelerate on path to achieving Global Goals by 2030 Target date.
8.      Each day Decision Makers in each UN Family Organization Entity, 193 Member States and concerned Non State Actors sides delay or deny adopting or adapting existing sound answers to UNSDS 2015 Outcome, ECOSOC Retreat 2 Outcome, AAAA, SDG, COP21 Outcome, Agenda 21 etc How questions is one day too long. Allowed to continue, the ultimate consequences for our fragile planet could be catastrophic.
  
Acid Test of Credibility

The implication of holding UNSDS 2015 after adoption of SDG on 25 September 2015, is that what World Leaders have adopted is SDG that is Vision and Words without Action and what UNSDS 2015 seek to achieve is ways and means of converting current AAAA and SDG into new AAAA and SDG that is Vision and Words with Action.

The outcome of UNSDS 2015, is that in failing to answer SDG How questions, the SDG remain Vision and Words without Action. If the conversion of the SDG to Vision and Words with Action is not achieved without delay, it will be an uphill task for World Leaders to deliver on their promise to achieve SDG by 2030. Failure to deliver on this promise, the ultimate consequences for stakeholders in our fragile Planet could be catastrophic.

The acid test of credibility of SDG, AAAA, Agenda 21, COP21 etc is how each delivers:-
1.      Better Domestic and International Trade in each of 193 Member States.
2.      Better Financing – Equity, Loan and Grant for all particularly the Poor
3.      Better War on Corruption and Terrorism and
4.      Better Environmental Sustainability.
                                           
New Thinking, New Ideas, New Ways of Doing Things etc

The only way World Leaders can deliver on their promise during the adoption of SDG is to improve Cohesion, Coordination, Collaboration, Cooperation, Solidarity and Accountability in the design and delivery of mutual support mechanism that help each of the 193 Member States to pass this acid test of credibility of the SDGs.

To achieve this, the 193 Member States jointly and severally must demonstrate and be seen to demonstrate:-
1.      Willingness to accept new ideas, new thinking, new ways of doing things
2.      Willingness to establish new coordination, new collaboration, new cooperation, new solidarity, new accountability and new partnership
3.      Readiness to accept past flaws, past failures, past drawbacks, past shortcomings and past hindrances
4.      Readiness to build bridge between lessons learning and lessons forgetting, create learning organization and create learning society
5.      Readiness to create Demand for Planning – Research, Planning, Data as basis for creating Supply for Planning – Research, Planning, Data
6.      Readiness to create Demand for Implementation as basis for creating supply for Implementation
7.      Readiness to create Demand for Evaluation – Monitoring, Evaluation, Assessment as basis for creating Supply for Evaluation – Monitoring, Evaluation, Assessment
8.      Readiness to create Demand for Accountability – Transparency, Accountability, Citizen / Stakeholder Participation as basis for creating Supply for Accountability – Transparency, Accountability, Citizen / Stakeholder Participation
9.      Readiness to create Demand for Learning – Learning and Result as basis for creating Supply for Learning – Learning and Result
10. Readiness to accept One Nationwide / Region wide / Worldwide 3PCM – Policy, Program, Project Cycle Management Approach and Methodology to Sustainable Benefits focused National and International Development Cooperation Policy, Program, Project Intervention, 3PI and 3PI Training as One in each Action Agenda Item in each of the 17 SDGs applicable to specific context – Village to Global in each of the 193 Member States

AAAA and SDG Village to Global Capacity Building

The above fundamental issues of Willingness and Readiness need to be complemented by fundamental issues of Ability – Capacity Building; Ability – Resources and Invitation – Mandate within National and Global Platform. Resources include: Influence, Science, Technology, Innovation, Fund, Manpower, Spiritual, Land and Water. There are more than enough Resources to achieve all 17 SDGs in each of the 193 Member States if World Leaders can get Capacity Building Right in each of the 193 Member States.

Capacity Building should be on three levels:-
1.      Individual – Hard Competences: Learning and Skills and Soft Competences: Character, Courage and Mindset
2.      Institution / Government – Processes, Procedures, Systems, Operations that empower Individuals to operationalize in practice Competences they acquire through formal and informal education and training to help achieve increasing convergence between Institution / Government Vision, Mission and Mandate Intention and Reality.
3.      Society – Political and Cultural; Economic and Financial; Social and Environmental; Peace and Security; Religious and Moral Space that empower Individuals and Institutions to Thrive in the work towards achieving Institution / Government Vision, Mission, Mandate Intention and Reality with or without chaos.

STRENGTHEN NATIONAL LEVEL CAPACITY ON IMPLEMENTATION OF 2030 SD AGENDA.

We are Greatly Concerned that UNDESA has mandated an Organization - Gestos with Strength IN HIV AIDS Advocacy to help Train NGOs' in 9 Pilot Countries Strengthen National level Capacity on Implementation of 2030 SD Agenda. The Big Questions are How have these 9 Pilot Countries been selected? If it will take months to carry out the training in just 9 Countries how many years will it take to scale up the Training to remaining 184 Countries? Can such unduly prolonged time frame help achieve SDG in each Community in each Local Government in each of 193 Member States by the 2030 Target date? Is Competency in HIV AIDS Competency equivalent to Competency in all remaining areas of Heath Dimension of SDGs' as well as Competency in all remaining Dimensions of all 17 SDG? 

If these Competences are LACKING in the Preferred Consultant, what type of Strengthening National Level Capacity on Implementation as well as Evaluation of each Action Agenda Item in each of the 17 SDG is being DELIVERED by the Preferred Consultant? Is it not CLEAR that the Preferred Consultant can only Perform in its area of proven Competence - HIV AIDS Advocacy and will CERTAINLY Fail in all other Dimensions of Advocacy in all remaining Action Agenda Items in all 17 SDG? Is good HIV AIDS Advocacy the same thing as Good HIV AIDS Policy, Program, Project Interventions, 3PI and 3PI Training as One Designed and Delivered to Reduce and Ultimately Eradicate HIV AIDS? Again if this is not the case, has UNDESA or whichever UN Agency is responsible for Commissioning Preferred Consultant selected the most Competent Consultant that has demonstrable track record of delivering Value for Money and Fitness for Purpose within the entire Scope of the Assignment?

Should above observations not be discussed at the next Wednesday Group meeting? Is ECOSOC Global Consultations complete without discussing these observations? Can appropriate Remedial Recommendations made to concerned UN Agencies and Authorities where relevant Technical Platforms such as Wednesday Group, ECOSOC Committees, GA Committees etc avoid or evade discussing this observation? To help ensure World Leaders deliver on promise to achieve SDGs’ by 2030, we suggest relevant UN and Non UN authorities undertake critical review of this and earlier Papers, Policy Briefings and Articles. Should its assessment confirm that indeed the Papers, Policy Briefings and articles have many good ideas and pertinent suggestions, which adopted by UNGA, HLPF, ECOSOC, UN Security Council, 193 Member States Governments and Partners – Village to Global can help achieve increasing convergence between AAAA and SDG Vision and Words with Action Intention and Reality in each Community in each Local Government in each of 193 Member States, we suggest these UN and Non UN authorities consider taking the following specific action steps:-
1.      Endorse the Papers, Policy Briefings and Articles and request UNDESA or UNNGLS to circulate the endorsed Papers, Policy Briefings and articles to all World Leaders, 193 Member States and other AAAA and SDG Stakeholders.
2.      Underline need for Integrated Sustainable Solutions – Political Solutions, Cultural Solutions, Economic Solutions, Financial Solutions, Social Solutions, Environment Solutions, Peace Solutions, Security Solutions, Religious Solutions and Moral Solutions; to Design and Delivery of each Action Agenda Item in AAAA, SDG, COP21 Outcome Document etc applicable to specific Village to Global location context.
3.      Urge all World Leaders, 193 member States and other AAAA, SDG, COP21 Outcome Document etc Stakeholders to recognize that Political Solutions is Master Key to unlocking remaining 9 Integrated Sustainable Solutions.
4.      Urge UNGA, HLPF, ECOSOC, UN Security Council to  each pass resolution calling on each of the 193 Member States to adopt recommendations in the Papers, Policy Briefings and Articles and go further to establish immediately National Integrated Economic Reform Program, NIEReP for the implementation and evaluation of domesticated AAAA, SDG and COP21 Outcome Document etc Vision and Words with Action, aligned with National Development Plan through National Reform Bureau working with Reform Implementation Unit in each Ministry, Department and Agency in each of the 193 Member States, whose activities are coordinated by Steering Committee on Reform and National Council on Reform within complimentary Sub-national, National, Sub-regional, Regional and Global Master Multi Stakeholder Partnership Platforms.

If SDG, AAAA, COP21 Outcome Document etc Vision Ambitions are to be achieved and on schedule date, Village to Global Stakeholders need to Work Together to Benefit Together.

MOVING FORWARD

Do World Leaders, UNDESA, EOSG, UNGA, ECOSOC, HLPF and Partners recognize that correct answer to all AAAA, SDG, COP21 Outcome Document, Agenda 21, FAO Conference on Hunger and Poverty Action Plan etc How questions lie in the DOING? That without immediately:-
1.      Appointing Reform Adviser and Global Coordinating Consultant on AAAA, SDG, COP21 Outcome Document, etc Policy Coherence, Coordination, Collaboration and Cooperation for Sustainable Development, P4CSD to UNGA, ECOSOC, UN Security Council and HLPF and Partners
2.      Selecting One Worldwide Approach
3.      Establishing Mater Multi Stakeholder Platform, MSP and MSPs for each Action Agenda item Village to Global, VtG
4.      Establishing Multidisciplinary Professionals Community of Practice on Poverty Elimination and Environmental Sustainability as VtG Platform for all relevant existing and new Disciplines
5.      Addressing issues of Trust, Silos, Honesty, Thinking, Solidarity, Attitude, Behaviour, Communication etc VtG
6.      Connecting each Community in each Local Government in each of the 193 Member States to UN Headquarters New York
7.      Establishing VtG Mechanism for Correct Diagnosis, Prescription, Surgery and Recovery Management
8.      Establishing VtG Policy, Program, Project Interventions, 3PIs and 3PIs Training as One
9.      Establishing VtG Mechanism for Ownership, Harmony, Alignment, Accountability, Transparency, Transformation, Leadership, Learning, Results and Participation (Citizens and Stakeholders), OH2A2T2LRP
10. Establishing VtG Mechanism for Policy Coherence, Coordination, Collaboration and Cooperation for Sustainable Development, P4CSD
11. Establishing VtG Mechanism for Master Collaborative Research Support Program, CRSP for each Action Agenda Item

It will be uphill task achieving increasing convergence between UNSDS 2015 Outcome, ECOSOC Retreat 2 Outcome, AAAA, SDG, COP21 Outcome Document, Agenda 21, FAO Conference on Hunger and Poverty etc Vision Intention and Reality. If these Visions are not achieved by 2030 Target date, the ultimate consequences for our Fragile Planet could be catastrophic.

Conclusion

In this Paper and seven earlier Papers we have raised serious issues of serious business that deserve the serious attention of World Leaders, 193 Member States, UN Family Organization and Partners from Village to Global levels. Each day delay in addressing these fundamental issues is one day too long.

It is incomprehensible that concerned authorities in the UN System, 193 Member States and CSOs sides continue with Business as Usual doing the same old things in the same old ways and expecting new Results.

It should be clear to concerned authorities in the UN System, 193 Member States and CSOs’ sides that without facing new direction and adopting new priorities; without adopting Business Unusual doing new things in new ways, the expected new Results will remain Mirage.

To achieve New Results on Successful and Sustainable basis, World Leaders need to demonstrate genuine commitment towards the full implementation with effective monitoring and evaluation of Synthesis Report, Data Revolution Report, Digital Revolution, Agric Revolution, Enterprise Revolution, Government Revolution, Applied Research Revolution, Attitudinal and Behavioural Change Revolution, other Primary Revolutions, Education Revolution, Health Revolution, Housing Revolution, Financial Inclusion Revolution, Risk Management Revolution, Anti Corruption Revolution and other Secondary Revolutions driven by Genuine UN Family Organization, including WBG, IEG-WBG and IMF Delivery as One, DaO.

Should World Leaders, UN Executives and CSOs Executives be searching for Sustainable Solutions that exist? In turning blind eye to these Sustainable Solutions are World Leaders, UN Executives and CSOs Executives not having Blood on their hands and Scar on their Conscience? Each Day World Leaders, UN Executives and CSOs Executives delay Organization, Orientation and Discipline of UN Internal and External Publics to better deliver on the How is One Day too long.
