NEHMAP Comment on UN Comprehensive
Response to COVID-19
Launched 25 July 2020
Foreword
We have read with interest the UN Comprehensive Response
to COVID-19 launched by UN Seretary General H.E. António Guterres
on 25 July 2020.
We note that the UN Comprehensive Response to COVID-19 amounts to a UN recipe for a National and Global Comprehensive Response to and Recovery from COVID-19, that will Leave No One Behind and address the very fragilities and gaps that made our World so vulnerable to the pandemic in the first place.
It also points the way
toward building National and Global Resilience to future shocks – above all
from climate change – and toward overcoming the severe and systemic
inequalities that have been so tragically exposed by the pandemic at National
and Global levels.
It notes that the
pandemic at National and Global levels, is more than a health crisis; it is an
economic crisis, a humanitarian crisis, a security crisis, and a human rights
crisis; that it has affected us as individuals, as families and as societies;
that the crisis has highlighted fragilities within and among nations and that it
is no exaggeration to suggest that our response will involve remaking and
reimagining the very structures of societies and the ways in which countries
cooperate at Home and Globally, for the common good.
It further notes that
Coming out of this crisis will require a whole-of-society, whole-of-government
and whole-of-the-world approach driven by compassion and solidarity.
The Acid Test of Credibility of UN Comprehensive
Response to COVID-19 is:-
a) How it help Fight and Win War on COVID-19
in all 193 UN Member States Served by UNGC Multi Stakeholder Partners – UN
System: UNO, WBG, IMF, WTO, UNWTO Membership Entities at Headquarters, Regional

Social Enterprises and Academia, especially Universities/Higher Education
Institutions in all 193 UN Member States.

We are in this Paper suggesting 2 Track
Approach to Move Forward Practical Implementation and Evaluation of the UN
Comprehensive Response to COVID-19, for Best
Results on Successful and Sustainable Basis and in Urgent Global Interest:-
1. UN/Governments/EAG Mutual Collaboration
Immediate Kick Start of Events and Activities for Implementing Good Ideas on
Answer to How Questions put forward by ISPE/NEHMAP/EAG at 3 Major UN Events: 23
April 2020, 28 May 2020 (mentioned in the UN Comprehensive
Response to COVID-19) and 15-16 July 2020.
2. Simultaneously address all Identified Gaps in the
UN Comprehensive Response to COVID-19 within Alignment and Harmony between UNDESA
HLPF 7 – 19 July 2020 and ILO Global Summit 1-2 and 7-9 July 2020 and the
National and Global Integrated Innovative Sustainable Solutions being
Implemented in (1).
A Three Point United Nations Response
Since the beginning of the
pandemic, the United Nations has pursued a strategy based on three pillars:-
1. A
large-scale, coordinated and comprehensive health response, guided by the World
Health Organization (WHO) and the Strategic Preparedness and Response Plan.
2. A
wide-ranging effort to address the devastating socioeconomic, humanitarian and
human rights aspects of the crisis, with a focus on saving lives, keeping vital
services accessible, households afloat, businesses solvent, supply chains
functioning, institutions strong, public services delivering and human rights
at the forefront. This includes the immediate humanitarian response to support
the most vulnerable people in the most vulnerable countries with life-saving
assistance through a Global Humanitarian Response Plan.
3.
A
recovery process that builds back better. Emerging from this crisis is an
opportunity to address the climate crisis, inequalities, exclusion, gaps in
social protection systems and the many other fragilities and injustices that
have been exposed. Instead of going back to unsustainable systems and
approaches, we need to transition to renewable energy, sustainable food
systems, gender equality, stronger social safety nets, universal health
coverage and an international system that can deliver consistently and universally
– with the Sustainable Development Agenda as our guide.
Shaping the Response
Solid science, reliable
data, and analysis are critical for policy- and decision-making, especially for
the tough choices required during a pandemic.
The United Nations is
helping to establish the knowledge base by marshalling its expertise to examine
the diverse impacts of the pandemic and offering relevant information and
advice.
Supporting Delivery of the Response
The United Nations
system is also convening decision-makers and mobilizing its supply chains,
assets, expertise and capacities around the world to support the COVID-19
response.
· The
entire UN system has mobilized behind the WHO-led health response to distribute
medical supplies; train health workers; build testing and tracing capacities;
prevent spread of the virus, particularly among especially vulnerable
populations, including in camps, prisons and detention centres; disseminate
information widely about prevention and containment measures; and support
national response planning and decision-making;
· The
Secretary-General is using his convening power and advocacy to mobilize world
leaders on critical issues such as cooperation on a vaccine, financing and debt
relief – including the 28 May largest gathering of world leaders since the
beginning of the pandemic;
· UN
development system framework: The UN system is assisting countries in five main
areas: health services; social protection; jobs; fiscal and financial stimulus;
and social cohesion and community resilience. Environmental sustainability is a
thread running through these workstreams.
· UN
country teams have mobilized to support a decisive and coherent response to the
pandemic working with governments, IFIs and other partners in undertaking rapid
socio-economic impact assessments and implementing rapid solutions under a
‘development emergency’ mode;
· UN
agencies are supporting governments and partners with recommendations and
guidance on public health measures, aviation, shipping, tourism, technology, food
supply and security, agriculture, and a host of other policy areas impacted by
the pandemic.

UN High Level Meetings: Urgent Need to Go Back to Basics
3 Major UN Events: 23 April 2020, 28 May 2020 (mentioned in the UN
Comprehensive Response to COVID-19, had Canadian Government as One of the
Co-Organizers) and 15-16 July 2020 were organized to essentially
improve UN Comprehensive Response to COVID-19. All 3 Events
generated many good ideas for Fighting and Winning War on COVID-19 linked to
achieving SDGs by 2030 in All Countries. However all these Ideas but One
provided answers to What Questions, that is essentially Saying Matter and
Business as Usual incapable of Helping all Countries to Win War on COVID-19
linked to achieving SDGs by 2030.
Our Organization is the Only Participant in all 3 UN
Events that put forward sound answers to How Questions, that is essentially a
DOING Matter and Business Unusual
capable of Helping all Countries to Win War on
COVID-19 linked to achieving SDGs by 2030.
All the 3 HLVMs answered
What Questions. EAG Suggestions on answers to How Questions in the 23 April and
28 May 2020 HLVMs were ignored. The Result was that UNGC High Level Virtual
Meeting of 15 – 16 June 2020 addressed the same issues, with the same Failures.
Should EAG suggestions on answer to How Questions remain IGNORED, it is
inevitable that UNDESA HLPF 7 – 19 July 2020 and ILO Global Summit 1 – 2 and 7
– 9 2020 Outcome will record same Failures, with Guaranteed National and Global
Ultimate Colossal Catastrophic Consequences in All Countries.
Sir Mark Moody-Stuat at the 15-16 July 2020 HLVM said “Getting the Basics Right – Principles
of HOW to Do It is Step 1 and What
We Need to DO – Getting SDGs Done is Step
2. We have omitted Step 1 and Pursuing Step 2, thus attempting to Build
Something on NOTHING.
This important Statement by One
of UNGC Founding Fathers
underling the futility of UN System, Governments and Businesses pressing
forward working HARDer to achieve SDGs by 2030, without pausing to first answer
How Questions as basis for working SMARTer to achieve SDGs by 2030.
However, making the
Important Statement is One Thing, having the Know How to Implement the
Statement is quite a different thing.
We are very concerned that UN Cherry Picked some of our Good Ideas that they are Interested In such as “whole-of-society,
whole-of-government and whole-of-the-world approach” while IGNORING many other Good Ideas including “going back to basic to
first fulfill Step 1 before Pressing Forward to Pursue with Determination Step
2” and “without meaningfully involving Original Ideas Creators
seeking to Implement the Ideas for Results is FLUKE or Mirage”.
As long as EAG Suggestions on sound answers to How Questions remain
IGNORED, entire UN System Membership and 193 Member States Governments will
Keep Repeating same ERROR and the UN Comprehensive
Response to COVID-19 will Fail to
achieve increasing convergence between Intention and Reality, that is it
will Fail Above Acid Test of Credibility with Guaranteed
National and Global Ultimate Colossal Catastrophic Consequences,
Resulting at its Extreme in People Dying 1st, Businesses Dying 2nd
and Planet Dying 3rd. This is
avoidable if entire UN System Membership and all 193 UN Member States
Governments DO the Needful and On Time.

Response to COVID-19 assumes that
this ERROR is not being made or amount
to No Issue or Is No Issue in all North and South Countries in our World

As long as UN System: UNO, WBG, IMF, WTO, UNWTO Members – Headquarters,
Regional Offices and Country Offices; Canada
and remaining 192 UN Member States Governments – All Arms of All Tiers and
their National and International Partners keep making mistakes of history, they will keep repeating the above ERROR as re-occurring decimal.
This will Result in Failure to Win War on COVID-19
and Failure to achieve SDGs by 2030, in Canada and remaining 192 UN Member
States. This in turn will Guarantee
Ultimate National and Global Colossal Catastrophic Consequences for all 193
UN Member States and at its extreme People Dying 1st, Businesses
Dying 2nd and Planet Dying 3rd.
To avoid this, there is urgent need for Canada and remaining
192 UN Member States to go back to the basics to first take Step 1 before
moving forward to take Step 2 and in ways that establish Institutional Architecture for Domestic and Global Central
Coordination Framework for effectively
implementing all good ideas harvested from the 3 UN HLVMs, including that
in which Canadian Government was Co-Convener.
This underlines Urgent Need to Re-write the UN
Comprehensive Response to COVID-19 to include
all Key Aspects of EAG Submissions and all other Good Ideas generated in the 3 UN Events,
especially as it relate to Remedying
ERROR of Omitting Step 1 and Operating in Step 2, But Omitted by the
Writers and or Approving Authorities of the UN Comprehensive Response to
COVID-19.
This way, all fundamental issues in all COVID-19
Dimensions – Health, Education, Food, Labor, Finance etc on One hand and
Political, Economic, Financial, Social etc on the Other hand as applicable or
appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent
and Global/Planet location context will be effectively addressed within
National and Global Integrated Innovative Sustainable Solutions to National and
Global COVID-19 and SDGs real and complex Challenges on the ground in Canada,
remaining 192 UN Member States sides as well as entire UN System: UNO, WBG,
IMF, WTO, UNWTO sides and their National and Global Partners sides.

Demanding Unprecedented National / Global Response that Work
We urge entire UN System Membership;
Canada and remaining 192 Member States Government to genuinely appreciate that COVID-19 is Unprecedented National /
Global Crisis Demanding Unprecedented National / Global Response; that
our Proposal addresses Global COVID-19 Response in Canada, other North
Countries and South Countries; that No Country is Safe until
all Countries are Safe from COVID-19; that All Countries,
including Canada are Off Track achieving the SDGs at end 18
of 60 Quarters of Implementation; that Winning War on COVID-19 will Help Put
all Countries, including Canada Back On Track to achieve SDGs by
2030 and that Failure to Win War on COVID-19 and Failure to achieve SDGs
by 2030 in All Countries will have Guaranteed Ultimate

We have clearly set out Guaranteed
Ultimate National and Global Colossal
Catastrophic Consequences of Failure
to hold the HLPF/HLVM, that is our World – entire UN System, all 193 UN Member
States Governments and their National and Global Partners, continuing with
Business as Usual to Repeat Mistakes of History Working HARDer in Step 2 while
omitting Step 1, rather than quickly change over and On Time to Business
Unusual Working SMARTer in Step 1 before moving to Step 2.

The Virtual Meeting Platform, VMP, that
will effectively support 1 – 19 July 2020, HLPF/HLVM need to Perform at levels equal or more than
that demonstrated by the VMP that supported the UN Event on 15 – 16 July 2020
that was an incredible 26 hours of inspiring plenaries
and breakout sessions that welcomed more than 23,000 attendees from 180+
countries in what has become the largest-ever UN convening of the global
business community.

Rewards of Win War on COVID-19 and achieving SDGs in All Countries by 2030 are
Massive at National and Global levels.
5. Entire
UN System Membership Timely Action Ultimately Determine (3) or (4) as Reality
in 2030.
6. Powerful
North and South Countries Government have Central Role to Play if (4) is to be
the Reality in 2030.
We
await UN System and Powerful Governments early response this time –
if Positive, Amazing World Transformation Driving Winning War on COVID-19
linked to achieving SDGs by 2030 in all 193 UN Member States will unfold before
our very eyes.
