Outcome: Achieving Delivery on SDGs Pledge in each specific Community, Country,
Continent location context, in less than 12 years remaining to end 2030 target
date - Call for Development Cooperation Rapid/Fast and Radical/Fundamental
Change in all 193/306 UN Member States Governments – Executive, Legislature,
Judiciary in all Tiers as well as in all UN System: UNO, WBG, IMF, WTO (ITO)
Entities – Headquarters, Regional Offices, Sub-regional Offices, Country
Offices and Sub-Country Offices and their National and International Partners
sides – Beyond Slogan (2).
Introduction
In Paper (1), we raised National and
International Development Cooperation
serious issues of serious business demanding serious attention of Development Cooperation
Forum, DCF; UNDESA; other UNO Entities; other UN
System: UNO, WBG, IMF, WTO (ITO) Entities; 193/306 UN Member States Governments
– Executive, Legislature, Judiciary; Political Groupings of Countries –
GPEDC, OECD, EU/EC etc.
The huge interest generated in Paper (1) encourages us to release
Paper (2) setting out additional issues that need to be simultaneously addressed
and on time.
Resilience:
Key Driver for achieving delivery on SDGs Pledge by 2030
The
essential highlights set out in Paper (1), of the Joint Paper by US Army Corp of Engineers, USACE and OECD Senior Officials on Resilience in US Government
Entities and OECD Entities, need
to be recognized as Key Driver for achieving delivery on SDGs Pledge in all
193/306 UN Member States by end 2030 target date – less than 12 years remaining
through 193/306 UN Member States; UN System:
UNO, WBG, IMF, WTO (ITO); OECD, EU/EC,
GPEDC (Global Partnership for Effective Development Cooperation and their National and
International Partners to jointly
address Resilience, Mitigation and Adaptation Dimension of SDGs Pledge real and complex issues on the ground
as applicable in each specific Community, Country, Continent
location context and in ways that ensure National and International
Stakeholders JOINTLY find answer to
SDGs Pledge How Questions and
related How Questions as applicable
in each specific Community, Country, Continent location context.
UNDP in 2016 released Paper on “PREVENTING VIOLENT EXTREMISM THROUGH PROMOTING INCLUSIVE DEVELOPMENT, TOLERANCE AND
RESPECT FOR DIVERSITY - A
development response to addressing radicalization and violent extremism.
This Paper addressed Conflict, Inequalities and
Unsustainable Production as well as Resilience, Mitigation and Adaptation
issues in 2016 Year 1 of Implementation of SDGs. Had the many good ideas and
pertinent suggestions set out in this Paper been fully implemented with effective
monitoring and evaluation of this implementation, greater success would have
been made in 3 Years implementing SDGs than has been recorded in most if not
all countries in our world today.
UNDP in 2018 released Paper on “Leave
No One Behind”. Had this Paper actually Learnt Lessons from Implementation or
Non Implementation of UNDP 2016 Paper on Preventing Violent Extremism Approach,
the “Leave No One Behind” Paper would have better addressed How Questions.
As long as UNDP keep avoiding or
evading answer to How Questions, the ideas and suggestions in its Papers will
remain just that – Paper Ideas with very little utility and relevance to UNDP
Shop Front Staff on the ground seeking to meaningfully address fundamental
issues raised in these Papers as appropriate in each specific Community, Country, Continent
location context as well as the 170 Counties
where UNDP Operate and seek to serve. This underlines urgent need for UNDP to
take its Motto: Empowered Lives, Resilient Nations – Beyond Slogan.
The
above identified problem is not a problem only on UNDP side, but also on DCF, UNDESA, FAO, UNESCO, ILO, WHO, other UN System: UNO,
WBG, IMF, WTO (ITO); GPEDC, OECD, EU/EC, other Political Groupings of Countries
as well as 193/306 UN Member States Governments – Executive, Legislature and Judiciary
at all tiers sides.
As long as these Institutions and Governments keep dancing around
finding answer to How Questions, finding sustainable solutions to get all
193/306 UN Member States back On Track to achieve delivery on SDGs Pledge in
less than 12 years remaining to end 2030 target date will be mirage. Allowed to
occur, the ultimate consequences for the 8.5 Billion People in our World of
2030 especially the 5 Billion Poor Children, Youth, Women, Men and Elders will
be catastrophic. Violence in all its
forms – political, economic, social etc would be worse including its extremist
forms thus putting the 3 Billion that are more well-to-do in danger or harm’s
way.
New North
South Relationship
The Parliamentary Assembly of the Council of Europe on 8 April
1992 released a Report on North South Interdependence and Solidarity
Had the many good ideas and pertinent suggestions set out in this
Report been implemented in past 26 years, there will be no Brexit, the EU
Europe Project will not be in present jeopardy and many North and South Countries
will be On Track to achieve delivery on SDGs Pledge by end 2030.
EU Europe Project is a Good Idea that is being Badly Implemented. This
European Council on Foreign Relations (Think Tank) Rethink: Europe Report on EU
by 2025 underlines points made in University of Oslo, EU is in Crises and EU is
the Crises Report 2014.
The 2 Reports essentially focused on the problems and addressed
What Questions. There is urgent need to shift focus to the sustainable
solutions through effectively answering How Questions.
As long as Globalization remains Force for Evil and is reinforced by
Brexit that is Force for Evil, seeking to achieve delivery on SDGs Pledge in EU
and Worldwide is Mirage. However, should Globalization now become Force for Good
alongside by (Alternative) Brexit that is Force for Good, the HUGE Task that
needs to be done to get all 193/306 UN Member States back On Track to achieve
delivery on SDGs Pledge in less than 12 years remaining to end 2030 target
date, an still be done, but only if decisive action is taken by relevant
National and Global Leaders to Kick Start Global PUSH to achieve delivery on
SDGs by 2030 NOW, that is from January 2019 – December 2020 a New Foundation is
Built to Carry the Superstructure that effectively support this achievement.
Conclusion
It is a puzzle
that OEDC, GPEDC, UNEMG, UNDESA, DCF, FAO, UNDP and other UNO Entities;
193/306 UN Member States Governments – Executive, Legislature and Judiciary in
seeking to achieve delivery on Global Goals - SDGs (2015), AAAA (2015), COP21 (2015),
Agenda 21 (Rio – 1992 and Rio+20 (2012) and NIEO (1974), as appropriate in each specific Community, Country, Continent
location context Call for Comprehensive Approach
but keep pursuing Incomprehensive Approach; Parrot Change and Business Unusual but keep practicing No Change
and Business as Usual.
Our Fragile Planet is now at a
decisive moment. Our Leaders do not have luxury of time. If National and
International Stakeholders in each specific Community, Country,
Continent location context do
not start doing the Right Things and on time, irreversible damage could be done
to our Fragile Planet one irreversibly point is crossed as our Leaders continue
making Wrong Choices and our World keep accelerating
on MADning (Mutually Assured Destruction) Road to DOOM.
Should relevant authorities on
193/306 UN Member States and UN System: UNO, WBG, IMF, WTO (ITO) sides return
to 2014 Cross Roads, take Right Turn to MAPing Road to BOOM and start
celebrating at Pace sufficient to achieve delivery on SDGs Pledge in all
193/306 UN Member States in less than 12 years remaining to end 2030 target
date, there are WIN – WIN Sustainable Benefits for all Stakeholders in our
Fragile Planet.
It is our hope that opportunity for
bright prospects of sues would not be lost. To avoid this answer to HOW
questions within Pilot Program and Scale Up Program need to start without
delay.
