Successes; Recognizing Failures and Learning Lessons for Better Canada 300th
Anniversary

Introduction
On 1 July 2017 Canada, the Prime Minister
Justin Trudeau kick-started events to celebrate its 150th
Anniversary with an inspirational Statement that celebrated the past successes,
acknowledged past failures and looked forward to Canada Future in 150 years
time.
It is true that Canada has much to
celebrate and much to regret. However, the real challenge is to effectively build
bridge between lessons learning and forgetting to assure significant improvements
on past successes; significant reduction or avoidance of past mistakes and the
delivery of a better Canada by 1 July 2167. This demands New Canada National
Development Vision and New Canada International Development Vision.
This Paper suggests priorities and
direction that Canadian Governments and Citizens could consider adopting, if
they are to achieve increasing convergence between Canada 300th Anniversary
Vision Intention and Reality by target date.
Rethinking National
and International Development Cooperation
The real and complex National Development
and International Development problems on the ground facing Canada today,
underline need for Canada to take a leading role in Rethinking National and
International Development from Community, Sub-national, National, Sub-regional,
Regional and Global levels.
The 2030 Transformation Agenda: AAAA, SDG,
COP 21, Agenda 21, that is essentially collapsed into the indivisible 17 Goals
of the SDG and applicable to all North and South Countries in our World today,
is an All Inclusive, All Embracing and Ambitious Agenda presenting a Global Framework
that could help Canada Governments, Parliaments and Citizens and their Partners
across our World to jointly undertake the required Rethinkings alongside all
concerned National and International Stakeholder Groups.
UNSG
Report on Repositioning the UN Development System to deliver on the 2030 Agenda
– Ensuring Better Future for All
In compliance with Paragraph 19 of QCPR
2016, the UN Secretary General on 30 June 2017 released the above Report. This Report
essentially calls for above Rethinkings and provide stringer evidence
supporting validity of many of our Organization’s Study Findings including - that
there is disconnect between Communities in North and South Countries UN System:
UNO, WBG, IMF Entities Headquarters; that many UN System: UNO, WBG, IMF
Entities –Policy, Program, Project Interventions are discussed and implemented
at Headquarters and Regional Offices, discussed without implementation at
Country Offices and not discussed and not implemented at Sub-national Offices
and Beneficiary Community levels; that many UN Member States are looking up to
the UN System: UNO, WBG, IMF Entities for support in aligning and harmonizing
2030 Transformation Agenda: AAAA, SDG, COP21 and Agenda 21 to their respective Country
Development Plans and Community Development Plans but these UN System Entities
themselves need help before they can be in a position to help UN Member States
Entities; that UNDESA has been saddled with responsibility to Re-engineer
itself to enable UNDESA deliver on its responsibility in the 2030 Transformation
Agenda but UNDESA cannot on its own Re-engineer itself as UNDESA needs help if
it is to design and deliver UNDESA Re-engineering Program / UNDESA Productivity
and Quality Improvement Program that can succeed on sustainable basis. This also
holds true for all remaining UN System: UNO, WBG and IMF Entities; that it is
not helpful to use UNO interchangeable with UN System. UNO is an Organization
that itself is a Member of a Much Bigger Organization the UN System: UNO, WBG,
IMF; that without knowing why UNO DaO (Delivery as One) that is over 10 years
had flaws and failures, relevant authorities on UN Member States and UN System
sides will not know how to design and deliver UN System: UNO, WBG, IMF DaO that
will be successful on sustainable basis and that meaningfully addressing these
and related points greatly depends on finding clear and correct answers to 2030
Transformation Agenda: AAAA, SDG, COP21, Agenda 21 How questions, noting that 2030
Transformation Agenda What questions are over-answered producing Study Reports,
Consultation Reports, Conferences and Meetings Outcome Documents that are
Vision and Words without Action while 2030 Transformation Agenda How questions
that are avoided or evaded in the past and up till now, are needed to produce
Study Reports, Consultation Reports, Conferences and meetings Outcome Documents
that are Vision and Words with ACTION.
The Report identifies Accountability as a
Major Issue. However, as long as concerned National Leaders and Global Leaders
on UN Member States: Governments, Parliaments, Judiciary; UN System: UNO, WBG,
IMF; CSOs/NGOs; Academic Institutions/ Traditional Institutions/ Religious
Organizations; Private Sector: Micro, Small, Medium, Large, Multinational
Enterprises; Media: Radio, TV, Print, Online sides supported by Internal Consultants
and External Consultants with minimum certain levels of Hard Competences:
Learning and Skills and Soft Competencies: Character, Courage and Mindset do
not know why Paris Declaration, PD (2005) and Bussan Declaration (2011) had
flaws and failures; they will not know how to design and deliver 2030 Agenda:
AAAA, SDG, OP21, Agenda 21 Accountability Framework that will succeed on sustainable
basis in all 306/193 UN Member States; UN System: UNO, WBG, IMF Entities and
Partners sides. The Report needs to do more if all Information, Research and
Knowledge Gaps are to be correctly identified and correctly filled in each specific
Community, Sub-national, National, Sub-regional, Regional Location context.
Canada
Future
Canada cannot on its own solve all its
National and International Development problems on the ground. No One
Individual, Institution or Government has all the answers to all the National
and International Development problems on the ground facing any specific North Country
or South Country in our World today. As what happens in the weakest and poorest
countries affect what happens in the strongest and richest countries and vice
versa, a need arises now more than ever for Stronger National and Global
Platforms for effectively Mobilizing National and Global Collective ACTION for
sustainable solutions to real and complex National and International Development
problems on the ground in each specific Community, Sub-national, National,
Sub-national and Regional Context. Let us take the following specific
examples:-
Urgent
Need for Alternative to Brexit in UK and EU
The UK and EU need to be very careful if
they are to avoid Brexit as Force for Evil catalyzing Mutually Assured
Destruction, not only in the UK and EU but also in Canada and rest of the
World. Ireland now knows that cost of remaining in EU when UK leaves is too
high, so against its will, Ireland is opting for Irexit, despite its very
unpleasant consequences. To avoid this, a former Ireland Prime Minister, Mr
John Burton is advocating for Alternative to Brexit that Work in the common
interest and common future of UK, Ireland, EU and rest of the World.
Our Organization is also advocating for
Alternative to Brexit that achieve even more than that proposed by Mr Burton,
that is Alternative to Brexit that is Force for Good Driving Reconfiguring UK,
Reconfiguring EU and Reconfiguring World for Stronger UK, Stronger EU and
Stronger World build upon all National and Global Stakeholders in UK Economy
and EU Economy jointly identifying root cause or primary cause problems on the
ground underlying Brexit on both UK and EU sides and jointly Designing and
Delivering correct diagnosis, correct prescription, correct surgery and correct
recovery management that is integral part of organization, orientation and
discipline of UK Citizens, EU Citizens and World Citizens to be the Moving Force
Driving Transformation of Society in UK, EU and World to achieve Stronger UK,
Stronger EU and Stronger World, using One Worldwide Approach or Universal
Approach with clear Principles, Instruments corresponding to each Principle,
Practices and Database, that is Not One Cap Fit All.
We call on authorities in USA, Canada,
Ireland, other Powerful North Countries; Nigeria, China, Brazil and other
Powerful South Countries and the UN Secretary General, UN Security Council and
other UN Organization Agencies to recognize that should they continue to look
on and allow domestic politics in UK and EU Member Countries catalyze Hard Brexit
or No Brexit that is each Force for Evil, the ultimate consequences for
Governments and Citizens in UK, EU, USA and World would be catastrophic
Urgent
Need for Alternative to Biexit etc among Igbos and among other Ethnic
Nationalities in Nigeria
The Ethnic Nationalities in Nigeria need to
be very careful, if they are to avoid Biexit (Biafra Exit) in South East
Nigeria; Militancy in South South Nigeria; Boko Haram in North East Nigeria;
Fulani Herdsmen Menace in majority of States in Nigeria catalyzing Mutually
Assured Destruction in all Six Geopolitical Zones in Nigeria. Allowed to occur,
this may lead to early break up of Nigeria with ultimate catastrophic
consequences not only for Nigeria but also for Africa, UK, Europe, USA and
other Continents in our World. The World simply cannot afford the cost of
Nigeria Break Up hence the need for effective action and on time.
Our Organization is also advocating for
Alternative to Biexit that is Force for Good Driving Reconfiguring Nigeria,
Reconfiguring Africa, Reconfiguring UK, Reconfiguring EU and Reconfiguring
World for Stronger Nigeria, Stronger Africa, Stronger UK, Stronger EU and
Stronger World build upon all National and Global Stakeholders in Nigeria
Economy, Africa Economy, UK Economy, EU Economy, other National and Regional
Economies across our World jointly identifying root cause or primary cause
problems on the ground underlying Biexit etc on each Nigeria Ethnic
Nationalities sides that is interlinked, interconnected and interdependent with
similar effort within Brexit on both UK and EU sides and jointly Designing and
Delivering correct diagnosis, correct prescription, correct surgery and correct
recovery management that is integral part of organization, orientation and
discipline of Nigeria Citizens, Africa Citizens, UK Citizens, EU Citizens, USA
Citizens, Canada Citizens and Citizens in other Continents Worldwide to be the
Moving Force Driving Transformation of Society in Nigeria, Africa, UK, EU, USA,
other Continents to achieve Stronger Nigeria, Stronger Africa, Stronger UK,
Stronger EU, Stronger USA, Stronger Canada and Stronger World.
We call on authorities in USA, Canada,
Ireland, other Powerful North Countries; Nigeria, China, Brazil and other
Powerful South Countries and the UN Secretary General, UN Security Council and
other UN Organization Agencies to recognize that should they continue to look

Urgent
Need to Address Canada’s National and International Problems
The Indigenous Peoples, Settlers and New
Comers in Canada need to be very careful if they are to build a Better Canada
in the next 150 years. There are issues of colonization, injustice, corruption,
water, climate change, terrorism and related matters that need to be more
meaningfully addressed if Better Canada 300th Anniversary is to be
celebrated. It will be recalled that on 1 December 2011 stakeholders came
together to Plan for Charlottown 150th Anniversary in 2014 and the
need to align and harmonize this with Plan for Canada 150th Anniversary
2017. It is pertinent to note that had many of the serious issues of serious business
demanding serious attention of Canada Governments, Parliaments and Citizens
been addressed in the past 3 years there would have been much better Canada 150th
Anniversary Celebration today.
Urgent
Need to Address World Sustainable Development Problems
The Governments, Parliaments and Citizens
in both North and South Countries in our World today need to be very careful,
if our Fragile Planet is to avoid peril and if sustainable solutions are to be
found to real and complex Political, Cultural, Economic, Financial, Social,
Environmental, Peace, Security, Religious, Moral, Legal and Technical problems
on the ground at Community, Sub-national, National, Sub-regional, Regional and
Global levels on North Countries,, South Countries, UN System: UNO, WBG, IMF
and Partners sides.
MSP
as Force for Good and Lobbying as Force for Good
The above points underlines the urgent need
for Multi Stakeholder Platform / Partnership, MSP as Force for Good and
Lobbying as Force for Good Capacity Building including Training and Retraining
as well as Networking and Knowledge Sharing for all Negotiators in each Stakeholder
Blocks – UN Member States: Governments, Parliaments, Judiciary; UN System: UNO,
WBG, IMF Entities and other Stakeholders Constituencies that empower them to
more effectively grapple with real and complex challenges on the ground of
identifying root cause or primary cause problems responsible for failures of
Development, Diplomacy, Defence, Data, Digitization, Democracy (regardless of
the System of Government – Capitalism, Socialism, Communism, Welfarism etc) in
each Community in each UN Member State and come up with Sustainable Solutions
appropriate to the Theme of the specific UN Conference or Meeting.
The UN Member States Heads of Government
should be concerned that many Community to Global Stakeholders in each of the Stakeholder
Blocks Constituencies in this 3rd quarter 2017 Year 2 of
Implementation of SDG are of the view that securing Means of Implementation of
the 2030 Agenda is Mirage or Wishful Thinking, given realities on the ground
from Community to Global levels. Some of these Concerned Stakeholders are
increasingly raising their Voices to Speak Out regarding the fact that these
fundamental issues remain unspoken and unrecognized at HPLFs and that without
making arrangement to discuss, negotiate and reach agreement on these
fundamental issues achieving 2030 Agenda Vision Ambitions will be uphill task. The
Heads of Government in Powerful North Countries - Canada, USA, UK, Germany,
France, Russia etc and Powerful South Countries – Brazil, China, India, Nigeria,
Malaysia, Saudi Arabia, South Africa etc need to consider leading the way in
this regard.
Public
Will and Political Will – PoW-PbW
Dealing effectively with Political,
Cultural, Economic, Financial, Social, Environmental, Peace, Security,
Religion, Moral, Legal, Technical Problems at each specific Community to Global
level requires Collective Action and Coordinated Commitment. This underlines
urgent need to Reform the UN System: UNO, WBG, IMF to be Institutions Fit for
the 21st Century.
It is pertinent to note that Persons most
affected by Political, Cultural, Economic, Financial, Social, Environmental,
Peace, Security, Religion, Moral, Legal and Technical problems typically
constitute weak or powerless constituencies that lack real representation in
the Halls of Power.
Consequently, coalitions of stakeholders
must make firm commitments if conditions are to improve for the
disenfranchised. Helping these immobilized and resource-deprived groups often
entails short-run tradeoffs and sacrifices for others in a society, even when
social interdependence dictates that sustainable long-run solutions are
‘win-win’ for most or all. Without strong mutual accountability mechanisms,
stepping back from the social and policy changes necessary to address these
complex issues is simply too easy and too tempting and this explains why these
fundamental issues have remained unaddressed and for so long.
Long-term, effective change in complex
issue areas typically happens only if the government and key public
stakeholders are pushing in the same direction. Political action to address
cultural, economic, financial, social, environmental, peace, security,
religion, moral, legal and technical problems and their deleterious outcomes is
not enough to effect large-scale change if opposed or undermined by the public.
Efforts originating with the government often coincide with laws that demand
change, but not all citizens feel compelled to obey. Similarly, social change
efforts driven by nongovernmental entities will flounder if government opposes
or refuses to reinforce the change. To achieve success in the fight against
adverse outcomes of political, cultural, economic, financial, social,
environmental, peace, security, religion, moral, legal and technical problems,
the government and large segments of the public must be willing to recognize
the root cause or primary cause problem, understand the root cause or primary
cause problem in a similar way, and agree on sustainable solutions.
There is a need to meaningfully address
both Political Will and Public Will (PoW-PbW) if adequate Political Action
Driving Social Change at minimum certain levels required to find, fully
implement with effective monitoring and evaluation of the implementation of
sustainable solutions to political, cultural, economic, financial social,
environment, peace, security, religion, moral, legal, technical root cause or
primary cause problems on the ground from Community to Global levels in each UN
Member State are to be found. The PoW-PbW calls for systematic assessment of
both political will and public will and maps directly to specific tools/
instruments within One Worldwide Approach – 3PCM.

Political will exists when “a sufficient
set of decision makers with a common understanding of a particular problem on
the formal agenda is committed to supporting a commonly perceived, potentially
effective policy solution.” The Central Actors in Political Will are Elected
Politicians, Appointed Politicians, Senior Civil Servants and Senior Public
Servants.

Public will exists when “a social system
has a shared recognition of a particular problem and resolves to address the
situation in a particular way through sustained collective action at each level
Community to Global. The Central Actors in Public Will are Traditional Rulers;
Tribal Leaders; Religious Leaders; Leaders of Academic Institutions, Media
Institutions, Labor Unions, Trade Groups, Student Groups; Leaders of Community
Development Associations, Professional Associations.
The PoW-PbW Instrument/Tool within 3PCM
holistic approach or One Worldwide Common and Systemic Approach involves
collecting various forms of information before choosing the appropriate tactics
and techniques for generating political will and public will and for promoting
mutual accountability. The PoW-PbW Instrument/Tool emphasizes the importance of
broad groups of stakeholders agreeing upon aligned root cause problem or
primary cause and sustainable solution definitions within specific 2030 Agenda
Sector, Service, Issue or Goal, Target, Indicator such as gender based
violence, food security, climate change, and poverty etc.
The assessment procedures treat local
context and local knowledge as instrumental in achieving effective long-term
change. Interpretation of political, cultural, economic, financial, social,
environmental, peace, security, religion, moral, legal, technical root cause
problems or primary cause problems can differ across different Community to
Regional contexts, and one-size- fits-all “solutions” often fail to meet the specific
2030 Agenda – AAAA, SDG, COP21 goals and targets of all Communities in all UN
Member States.
Through the application of
observation-based analysis, the PoW-PbW assessment procedures identify whether
the primary shortcoming in the specific Community, Country, Region in the
specific 2030 Agenda: AAAA, SDG, COP21 Goal, Target, Indicator is in the area
of political will, public will, or both. All this information then informs the
choice of tactics for unifying understanding and for holding stakeholders
mutually accountable. Parts of the process repeat as necessary.
One
Worldwide Approach
As long as Community to Global Stakeholders
continue the divergent practice of seeking alignment and harmony; whole of Society/Bank/whole
of Government Approach and Calling for Change etc alongside Multiple Approaches;
no one-cap-fits-all approach and Resisting Change etc, it will be uphill task
finding correct answers to these questions.
The
One Worldwide Approach we have described is a Generic Approach that could be
adapted to suit the unique needs and specific peculiarities of each Community
to Global location context. It is therefore not a one-cap-fits-all approach but
a means of Standardizing a Universal Approach or Common and Systemic Approach
that could be adopted and applied by all or any Community to Global Stakeholder(s)
involved in any aspect of the 2030 Agenda 3P Change and 3P Research, Planning, Statistics
(Planning Side); 3P Implementation (Implementation Side); 3P Monitoring,
Evaluation (Evaluation Side) and 3P Learning, Results, Measuring Success
(Success Side).

MOVING FORWARD
There
is urgent need for National Leaders and World Leaders on UN Member States; UN
System: UNO, WBG, IMF; SOs/NGOs; Private Sector; Academics ad Researchers;
Internal Consultants and External Consultants to Individually and Jointly
recognize need for:-
1. PoW-PbW
Driving
2. BD /
Original PD Vision Driving
3. Organization,
Orientation and Discipline of Community to Global Stakeholders to be the MOVING
FORCE Driving
4. Community
to Global TRANSFORMATION of Individuals, Institutions and Societies Driving
5. Increasing
Convergence between 2030 Agenda: AAAA, SDG, COP21 aligned and harmonized to
Community Development Plan and Country Development Plans in each UN Member
State Vision Intention and Reality by target date.
And to demonstrate these through:-
1. Adopting
One Worldwide Approach with Clear Principles, Instruments corresponding to each
Principle, Practices and Database
2. Accept
clear and correct answer to How questions that is DOING built upon correct diagnosis,
correct prescription, correct surgery and correct recovery management.
3. Accept
to Re-establish Existing Institutions and Establish New Institutions.
4. Accept
to Re-establish Existing MSPs and Establish New MSPs.
5. Accept
to Re-establish Existing Rules and Establish New Rules.
6. Accept
to Change Attitude and Behaviour at Scale on each Stakeholder Block side.
7. Accept
to Re-establish Existing Communication and Establish New Communication.
8. Accept
to meaningfully involve Ideas Creators in the implementation and evaluation of
good ideas and pertinent suggestions included in Study Reports, Consultation
Reports, Conferences and Meetings Outcome Documents.
Conclusion
Our World is accelerating on MADning
(Mutually Assured Destruction) Road to DOOM. No one knows when irreversilibilty
point would be reached and our Fragile Planet will self destruct or Perish. Yet
our World can CHANGE and start accelerating on MAPing (Mutually Assured
Prosperity) Road to BOOM. One day delay in making this cross over may be One
Day too late.
We urge World Leaders and National Leaders
in Canada, UK, USA, Germany, France, Russia, other North Countries; Brazil, China,
India, Nigeria, Malaysia, Saudi Arabia, South Africa, other South Countries; UN
System: UNO, WBG, IMF to individually and jointly recognize that the
fundamental issues highlighted in this Paper are problem not just on South
Countries side but also on North Countries and UN System: UNO, WBG, IMF and
Partners sides. To seek to achieve the
2030 Agenda without first addressing these fundamental issues is to attempt to
build something or nothing or build skyscraper on weak foundation. For Canada
to seek to achieve Better 300th Anniversary Celebrations without
addressing these fundamental issues is also to attempt to build something on
nothing or build skyscraper on weak foundation. Same hold for UK and EU as each
grapple with challenges of Brexit and Nigeria as it grapples with challenge of
Biexit etc
These are indeed trying times. The fundamental issues highlighted in the
Paper and Paper need to be effectively addressed if sustainable solutions are
to be found to War on Hunger, War on
Poverty and War on Terror in Nigeria, Africa, UK, Europe, Canada, US and
rest of the World and this calls for more spirited effort at addressing Food
Security, Nutrition Security and Sustainable Agriculture Dimension of the 2030
Transformation Agenda: AAAA, SDG, COP21 and Agenda 21 as One.
There is no single Individual,
Institution or Government anywhere in our World today that has all of the answers to all of the problems
facing any specific Institution, Government or Country. The past and current
option of deploying Multiple Approaches on the grounds of diversity and unknowingly
misapplying No One Cap fit All is clearly not working. This underlines need for
National Leaders and World Leaders on each of the UN Member States; UN System:
UNO, WBG, IMF; CSOs/NGOs; Private Sector; Academics and Researchers; Internal
Consultants and External Consultants sides to pick up the gauntlet and grapple with the Intellectual Challenge of
coming up with an alternative option for deploying a Standardized and Universal Approach that respects Community to Global
Diversity and is Not a One Cap Fit All that is clearly working.
The 3PCM Approach that has
been described in this Paper is an Advance such alternative option available to
National Leaders and World Leaders in our World today. Should National Leaders
and World Leaders in all Stakeholders Blocks Individually and Collectively
recognize that our World needs a Global Rescue Mission if our Fragile Planet is
not to be destroyed; that without taking urgent Action the probability of
reaching irreversibility point on current MADning (Mutually Assured
Destruction) Road to DOOM in which our World is accelerating is very high and
that adopting 3PCM Approach (or alternative, if it could be found) towards
research, implementation, evaluation and success of 2030 Agenda: AAAA, SDG,
COP21, Agenda 21, UNSG 21 Point Agenda aligned and harmonized with Community
Development Plans and Country Development Plans in each of the UN Member States
could ensure our World Change to accelerating on MAPing (Mutually Assured
Prosperity) Road to BOOM – a necessary condition for achieving 2030 Agenda by
target date and in ways that ensure No One is Left Behind, then One Day delay
in adopting 3PCM Approach (or alternative) and other good ideas and pertinent
suggestions set out in this Paper could be One Day too late.
We urge National Leaders and World Leaders in all concerned Stakeholder Blocks
to recognize that finding clear and correct answers to How questions is
especially difficult and is matter of Know How and not Big Name; that as long
as Idea Creators whose Ideas are included in Study Reports; Conferences and
Meetings Outcome Documents are not meaningfully involved in the implementation
and evaluation of the implementation of these ideas achieving increasing
convergence between 2030 Agenda: AAAA, SDG, COP21 Vision Intention and Reality
in each Community in each UN Member State by target date is most likely to be
uphill task or mirage. Allowed to our, the ultimate consequences as now that
Brexit Negotiations has Start and US President Trump has assumed office, could
be catastrophic for Citizens in Nigeria, Africa, UK, Europe, US, Canada and
rest of the World. For how long can National Leaders and World Leaders bear the
SCAR of World Hunger, World Poverty and World Terrorism on their Consciences?
There are bright prospects of success, if the right thing is done and on
time.
