Let’s not fool ourselves. A COVID19 vaccine cannot undo damage that will stretch across years, even decades to come. Extreme poverty is rising; the threat of famine looms. It is time to reset. As we build a strong recovery, we must seize the opportunity for change.

Commendation

 

We commend the UN Secretary General on the advance release of the Secretary General’s SDGs Progress Report.

The Report recommends actions to recover from the multiple and interlinked global crises we are facing – COVID19, Climate Crisis, Impact of Conflict in Ukraine and elsewhere, that are putting the very viability of achieving the SDGs by 2030 at great risk.

 

The Report recommends an urgent rescue effort is needed to rapidly change course grounded in a comprehensive global response to these interlinked global crises and a renewed commitment to multilateralism and international cooperation as called for in our Common Agenda.

 

Published in May 2022, the Report will inform discussions during the July 2022 Session of the UN High Level Political Forum on Sustainable Development, HLPF.

 

Facing New Direction and Adopting New Priorities

 

We note the UN Secretary General has been working non-stop to advance policy relevant insights and that this latest Report is an all hands effort that shows the distinctive value of the UN’s Multi-Faceted Research.

 

It is pertinent to note that even before COVID19 and Russian Ukraine War, all North and South Countries had been Off Track achieving SDGs by end 2030 target date.

 

It is pertinent to note further that the UNDESA Global Online Consultation: SDGs under review at the 2022 High Level Political Forum on Sustainable Development, HLPF Summary Report May 2022 coincide with the UN Secretary General’s SDG Progress Report May 2022.

In view of the above, if the UN is to achieve increasing convergence between the Report’s Vision Intention and Reality, the UN’s Research need to shift from advancing policy relevant insights to advancing policy relevant results. This demands the UN face New Direction and adopt New Priorities.

Integrated Approach

It is pertinent to note that all North and South Countries are Off Track achieving SDGs by end 2030 target date; that it is no longer possible for all North and South Countries to achieve SDGs by end 2030 target date; that it is possible for all North and South Countries to achieve SDGs as soon as possible after 2030, say by 2033 – 2035, if the UN System – United Nations Organization, World Bank Group, International Monetary Fund, World Trade Organization and World Tourism Organization face New Direction and adopt New Priorities and that COVID19 and Russian Ukraine War make Bad situation worse.

To achieve increasing convergence between the Report’s Vision Intention and Reality, the UN Secretary General and UN Security Council need to help UN System described above Deliver as One as well as help all North and South Countries to deploy Whole of Government, Whole of UN System and Whole of Society Approach linked to Whole of Community, Whole of Country, Whole of Bank and Whole of International Institutions Approach as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent and Global location context towards achieving SDGs as soon as possible after 2030, say by 2033 – 2035, linked to achieving Race to Zero Emission 2050 by end 2050 target date.

We urge the UN Secretary General to invite UNDESA, UNEP, UNDP, FAO, ILO, UNESCO and UNICEF to Co Lead Design and Delivery of the Report’s Strategic Vision in all 193 UN Member States.

Key Drivers

This underline need for the UN System to Jointly Implement Structural and Policy Change Reforms needed to effectively Drive:-

1.       Paradigm Shifts from answering What Questions to answering How Questions; from Business as Usual to Business Unusual, from MDGs Mode to SDGs Mode etc.

2.       Ensuring Build Back Better, Build Back Greener, Build Back Fairer and Recover Better from COVID19.

3.       Leveraging further the 2030 Agenda for Sustainable Development to achieve SDGs as soon as possible after 2030, say by 2033 - 2035 and press forward to achieve Global Goals 2050, Race to Zero Emission by end 2050 target date.

4.       Mobilizing Domestic and International Action for Implementation of (1) – (3) in all 193 UN Member States

5.       Changing Attitude, Behavior and Mindsets of Domestic and International Stakeholders required to make a success of (4).

7 Overarching Mistakes

 

The points made in UN Secretary General’s SDG Progress Report May 2022 and UNDESA Global Online Consultation: SDGs under review at the 2022 HLPF Summary Report May 2022, underline the fact that achieving SDGs as soon as possible after 2030 and reaching Global Goals 2050 or Race to Zero by end 2050 target date greatly depends on All UN System Entities – Headquarters, Regional Offices, Country Offices and Sub-Country Offices and All Arms of All Tiers of Government in Nigeria genuinely appreciating the existence of 7 Overarching Mistakes and genuinely recognizing Joint Need to Speedily Resolve and in Urgent Global Interest the 7 Overarching Mistakes identified from NEHMAP/EAG Research findings. These are:-

1.      Omitting Step 1 How to Get DONE What Stakeholders / World Leaders have AGREED to Get DONE - Original UN Charter Vision; World Transformation Agenda Vision - SDGs, AAAA, COP21, Agenda 21 Rio and Rio + 20; Race to Zero 2050 before operating in Step 2 - Getting DONE or DOING What Stakeholders / World Leaders have agreed to DO or Get DONE as listed.

2.      Deploying Multiple Approaches to Operate in Step 2 some or many of which are Divergent or Contradictory rather than First Agreeing One Worldwide Approach that is Sufficiently All Inclusive, All Embracing and Ambitious such as 3PCM that is Not One Cap Fit All but Common Agreement and a Generic One Worldwide Approach that is Integral Part of Step 1 and effectively deployed as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context.

3.      All UN and All Governments essentially Working in Silos in Step 2 while omitting Step 1 rather than All UN and All Governments essentially Working in Synergy in Step 1 and then Pressing Forward to Step 2.

4.      Lack of Domestic and Global Central Coordination of National and Global Development Cooperation Radical / Fundamental and Rapid / Fast Change adequate to achieve all Global Goals agreed by World Leaders built upon All UN and All Governments Agreeing Step 1 before Pressing forward to operate in Step 2 as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context.

5.      Lack of UN Innovation and Non UN Innovation as One that is Central Driver of Domestic and Global Central Coordination in (4).

6.      Lack of meaningful Involvement of Original Ideas Creators who are State Actors and Non State Actors; UN Innovators and Non UN Innovators who through their unadulterated struggle and commitment use their God given Talents to seek True Sustainable: Development, Diplomacy, Peace, Unity, Defense, Security, Equality, Opportunities, Justice and Dignity underlining Initiatives in (1) - (5). 

7.      Lack of Domestic and Global Communication Strategy meaningfully Supporting  Multi Stakeholder Partnership as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context supporting Initiatives in (1) - (6). 

As long as these 7 Overarching Mistakes are not speedily corrected, our World will continue in increasing acceleration on MADning (Mutually Assured Destruction) Road to DOOM resulting in governments inability to deliver New Social Contract at National level and New Global Deal at Global level leading to possible Perishing our Fragile Planet at worst and Global Depression taking Generation(s) to Reverse at best.

The good ideas in the UN Reports, including the Secretary General’s SDGs Progress Report and UNDESA Global Online Consultation: SDGs under review at the 2022 HLPF Summary Report highlighted above and many more, will remain mere good ideas, if our World does not speedily Change Course to correct the 7 Overarching Mistakes and start accelerating on MAPing (Mutually Assured Prosperity) Road to BOOM.

New Partnership Strategy

                           

Some UN Reports identified need for a Whole of Society Approach and some UN Reports identified need for Whole of Government Approach and Holistic Approach

 

Whole of Society Approach and Whole of Government Approach cannot be successfully Implemented without simultaneously Implementing Whole of UNO, United Nations Organization; Whole of UN System – UNO, World Bank Group, WBG; International Monetary Fund, IMF, World Trade Organization – WTO Trade, World Tourism Organization – WTO Tourism; Whole of Community, Whole of Country; Whole of University; Whole of Institution; Whole of International Institutions; Whole of Bank and Whole of Financial Institutions Approach Driving Correct Diagnosis, Correct Prescription, Correct Surgery and Correct Recovery Management as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global location context.

 

This Integrated Approach will be complemented by:-

1.      New Partnership Strategy with the Private Sector

2.      New Partnership Strategy with Consultants

3.      New Partnership Strategy with CSOs

4.      New Partnership Strategy with Cooperatives

5.      New Partnership Strategy with Government Entities

6.      New Partnership Strategy with Donor Agencies and International Institutions

7.      New Partnership Strategy with Traditional Institutions, Religious Institutions and Media Institutions

8.      New Partnership Strategy with Universities and Higher Education Institutions

 

These Partnership Strategies will be complemented by Private Sector Advisory Group on SDGs and CSOs Strategy Group on SDGs, as well as Universities and Higher Education Advisory Group on SDGs and Social and Solidarity Economy / Cooperatives Advisory Group on SDGs.

New National and International Reform Program

The ongoing Reforms at National and International levels are not sufficiently All Inclusive, All Embracing and Ambitious to put all 193 UN Member States On Track to achieving SDGs as soon as possible after 2030, say 2033 - 2035 and Press Forward to achieve Global Goals 2050, Race to Zero Emissions by end 2050 target date.

This underlines the urgent need for UN Secretary General to facilitate Design and Delivery of New National Reform Program that covers all Arms of all Tiers of Government in all 193 UN Member States, that is sufficiently All Inclusive, All Embracing and Ambitious.

The Integrated Approach described above need to be effectively deployed to help achieve increasing convergence between New National Reform Program Vision Intention and Reality with special focus on Whole of:-

1.      Agriculture and Cooperatives

2.      Peace and Security

3.      Health and Wellbeing

4.      Education and Entrepreneurship

5.      Governance and Partnerships

6.      Climate Change and Environment

7.      Attitudinal Change and Behavioral Change

8.      Public Sector Reform and International Institutions Reform

9.      Anti Corruption and Integrity

10.  Development Cooperation and Development Evaluation

The Flagship Intervention in the New National Reform Program is New Agriculture and Cooperatives Project covering Crops, Forestry, Livestock, Fisheries and Aquaculture: Pre Harvest, Harvest and Post Harvest Initiatives and Cooperatives Primary Society, Secondary Union and Tertiary Central Society Initiatives.

The Implementation Framework will be kick started in Pilot Program and Scale Up Program.

The Pilot Program will have Orientation Workshop; Technical Surveys – Management, Engineering and Financial Surveys. The Orientation Workshop and Technical Surveys Outcome Document Reports Conclusions and Recommendations will be Implemented with effective Monitoring and Evaluation of this Implementation.

The Pilot Program Implementation Report and Implementation Monitoring and Evaluation Report will feed into kick starting the Scale Up Program.

UN Innovation and Non UN Innovation 

UN Innovation and Non UN Innovation Driving Structural and Policy Change as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and  Global location context is One of the Master Keys for Design and Delivery of SDGs Implementation and Integration Initiatives Driving Unprecedented National and Global Response to Unprecedented National and Global Crises.

Life Long Education and Life Long Entrepreneurship

Life Long Education and Life Long Entrepreneurship Driving Structural and Policy Change as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and  Global location context is One of the Master Keys for Design and Delivery of SDGs Implementation and Integration Initiatives Driving Unprecedented National and Global Response to Unprecedented National and Global Crises.

International Dimension

The Governments of all 193 UN Member States need to more constructively engage the UNGA, United Nations General Assembly; UN FfD, United Nations Finance for Development; UN ECOSOC DCF, Development Cooperation Forum; UN HLPF, High Level Political Forum and Development Partners Group to more effectively support SDGs Implementation and Integration as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global location context.

The Technical Partnerships with UN Agencies; Regional Institutions like Africa Union, AU and European Union, EU and Political Grouping of Countries like OECD need to be Reinforced to better support SDG Implementation and Integration as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global location context. In this regard Accelerator Labs and Innovation Units have Central Roles to Play.

The National and International Dimensions of SDG Implementation and Integration as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global location context real and complex problems on the ground need to be effectively tackled within Whole of UNDP, Whole of UNO – United Nations Organization and Whole of UN System – UNO; World Bank Group, WBG; International Monetary Fund, IMF; World Trade Organization, WTO – Trade and World Tourism Organization, WTO – Tourism Delivery as One.

This Delivery as One Framework will involve National and International State Actors and Non State Actors Working Together to Succeed Together and Benefit Together addressing the 7 Overarching Mistakes and Obeying UNSG H.E. Antonio Guteress Clarion Call to Reset our World before it is too late to avoid looming National and Global Colossal Catastrophe in Nigeria, Africa; UK, Europe; US, China and rest of the World.

 

In Sum,

 

The UN Secretary General’s SDGs Progress Report and UNDESA Global Online Consultation: SDGs under review at the 2022 HLPF Summary Report contain many good ideas, which fully implemented will result in all 193 UN Member States achieving SDGs as soon as possible after 2030, say by 2033 - 2035 and press forward to achieve Global Goals 2050, Race to Zero Emissions by end 2050 target date.

 

It is no longer possible to achieve SDGs by end 2030 target date. It is possible to achieve SDGs as soon as possible after 2030, say by 2033 – 2035, if the Right Actions are taken and without further delay. Ultimate consequences of failure to achieve SDGs will be catastrophic for our fragile Planet.

 

However, to move the SDGs Progress Report and Global Online Consultation Summary Report from Words to Action; UN System and all 193 UN Member States need to consider Facing New Direction and Adopting New Priorities towards Mainstreaming Acceleration and Policy Support to Drive required Structural and Policy Change as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global location context.

 

COVID19 rapidly closing short window of opportunity, to Build Back Better, Build Back Greener, Build Back Fairer and Recover Better need to be utilized by UN System and all 193 UN Member States. To achieve this UN System and all 193 UN Member States need to muster required levels of Political Will and Public Will and On Time to avoid catastrophic consequences of Business as Usual.

 

It is therefore in Urgent National and Global Interest that the HLPF July 2022           Pre Summit Days, Summit Days and Post Summit Days as One Technical and Political Process Discussions start immediately and with the full support of UN System and all 193 UN Member States.

 

Should UN Secretary General consider deploying UN Power as Convener, Catalyst, Collaborator and Cultivator to meaningfully support the practical implementation of this proposal Amazing Transformation will occur before our very eyes.
