Foreword

The spread of a threat to public health such as the COVID-19 may seem to warrant dispensing with human rights protections and democratic norms in the name of exigency. History has shown that this is a Massive Mistake, and Governments must move expeditiously while also protecting Human Rights. More than 2,400 years ago, the Greek Physician Hippocrates famously wrote “Do No Harm” in his treatise entitled Epidemics. Governments in all 193 UN Member States and entire UN Membership, especially UN Headquarters and WHO should heed those words today, ensuring that Government in North and South Countries and UN System responses to COVID-19 Do No Harm to Human Rights.

Professor of Comparative and International Criminal Law at IE University in Madrid, Marina Askenova, wrote on the legal blog Opinio Juris that “Epidemics and International Crimes often Stems from the same Roots, such as Systemic Poverty, Lack of Access to Education and Basic Human Rights, including Socio-Economic Rights. The Instrument of International Criminal Justice can therefore Potentially be Useful in Assigning Individual Responsibility for Failing to Address these Core Conditions Leading both to Offending and the Spread of the Virus.”

The Result is a lot of Wishful Thinking and Damage to the Society in Many Countries Worldwide, including Some of the Richest, Powerful and Technologically Advanced Countries, driven by the Desire of Leaders on UN System and Governments not to be Criticized rather than a Genuine Effort to Really Understand the Magnitude and Complexity of Root Cause or Primary Cause Problems on the Ground at Domestic and Global Levels as applicable or appropriate in each specific Country location context and find the best National and Global Integrated Innovative Sustainable Solutions.

It is therefore No Accident that the Virus has Done Less Damage to Lives and Economies in the Countries that Genuinely see the Individual as Part of a Society, Subject to What is Best for that Society, and is Wreaking Most Havoc in North and South Countries whose Serving Leaders that Do Not in Reality Value the Rights of a Cohesive Society.

1.   Those with Original Ideas for achieving Global Goals 2030 and 2050 that Re-Configure our World to Make Our World Happy, Health, Holy World for 5 Billion Poor Children, Youth, Women, Men and Elders or

There is much a Strengthened, Empowered and Reinforced UN System could effectively contribute towards meaningfully addressing all FUNDAMENTAL Issues at Stake – Looming PERISHING of our Fragile Planet – People Dying 1st, Businesses Dying 2nd and Planet Dying 3rd should UN, Governments, Businesses and Academia continue with Parroting Business as Usual is Obsolete and Unprecedented Global Response to Unprecedented Global COVID-19 Crisis while continuing to practice Business as Usual and Grossly Impotent Unprecedented Global Response to Unprecedented Global COVID-19 Crisis.

It is against this background that we wish to share our thoughts on Priorities and Direction Moving Forward in URGENT Global Interest.

Overcoming Powerlessness

Our Study Finding is that:-
1.  Many Leaders on UN, Governments, Businesses and Academies sides believe that being in Power as Serving Leaders, they MUST have All the Answers, to All of the Problems Arising from National and Global Challenges facing their Office or the answers MUST come from those they Favor. Yet this is Grave ERROR COVID-19 has again Exposed, as it simply FEEDS Triple Problem: Don’t Listen and Don’t Want to Listen; Don’t Know and Don’t Want to Know; Don’t Understand and Don’t Want to Understand on UN, Governments, Businesses and Academia sides that make COVID-19 havoc and devastation worse as well as explain why all 193 UN Member States, as at almost 5 years of SDGs Implementation, are Off Track achieving Global Goals 2030 not to talk of Global Goals 2050.
2.      Leaders on UN, Governments, Businesses and Academia sides are not as Powerless as they think they are, if they genuinely commit towards tackling Triple Problem in (1) within their Domestic and Global Statutory Responsibility.
3.   As long as effectively tackling all fundamental issues within (2) remain wished away, ignored, avoided or evaded - Winning: War on COVID-19; War on Climate Change Mistakes; War on Hunger, Malnutrition and Poverty; War on Inequality, Injustice and Conflicts; War on Corruption, Indiscipline and Impunity is FLUKRE and achieving Global Goals 2030 and 2050 is Mirage.
4. Should (3) be Post COVID-19 Reality, Global Colossal Catastrophic Consequences to our Fragile Planet is Guaranteed and at its extreme RESULTING in People Dying 1st, Business Dying 2nd and Planet Dying 3rd.
5.   The Myth that People cannot Do Business on Dead Planet is FALSE. Should People, Business and Governments as well UN System continue with Business as Usual in the DELUSION that Planet will Die and They would be Alive, by the Time They Find Out after Ireversibility Point has Been Passed, it would be too late to avoid (4).
6.      COVID-19 Short Window of Opportunity to avoid (4) is Rapidly Closing. Should Leaders on UN, Governments, Businesses and Academia sides Jointly FAIL to Utilize the Window Before it Close, Accountability will be in After Life, as All would have Perished in this Life.
7.  Serving UNO Leadership have Unique Opportunity to SAVE Our Fragile Planet from PERISHING if they Change Course to approve UNO/EAG HLPF 29-31 July 2020 and Effectively DEPLOY UNO FULL Influence and POWER to ENSURE Meaningful Participation of Over 100 Heads of Governments and National Delegation from All Arms of Al Tiers of Government in their Country; relevant UNO Headquarters, Regional Offices and Country Offices Senior Officials; Business; Micro, Small, Medium, Large, Transnational Enterprises / Social Enterprises including Cooperatives Leaders and Academia/ Higher Education Institutions Community: Academic Staff, Non Academic Staff, Postgraduate Students, Undergraduate Students Leaders; Leaders of other relevant Major Groups including Traditional Institutions, Religious Institutions, Media Houses etc.

Integrated Campaigns

There are existing solutions to End Hunger, Malnutrition and Poverty at Country, Continent and Global levels. These are essentially Technical Solutions lacking Political Solutions and focusing on Food, Nutrition and Agriculture Solutions at the exclusion of Beyond Food, Nutrition and Agriculture Solutions and this explain why the Solutions are not Working for World Poor.

COVID-19 shed Light on Workable Way Forward being Technical and Political Solutions Driving all remaining Economic, Financial, Social, Security, Climate Change, Communication, Environment etc Solutions as One.

These Integrated Innovative Sustainable Solutions essentially contain:-
1.  Agriculture Revolution Programs designed and delivered to Mechanize and Modernize Agriculture in ways that achieve Food and Nutrition Security;
2.      Enterprise Revolution Programs designed and delivered to support Micro, Small and Medium Enterprises Feeding Large and Transnational Enterprises to be the Engine of Growth of National Economies and
3. Government Revolution Programs designed and delivered to modernize Government in ways that ensure each MDA - Ministry, Department, Agency Promote and Protect the Right of Citizens to be served Right.
4.      Research Revolution Programs design and delivered to Strengthen UN Innovation and Non UN Innovation as One Driving Implementation and Evaluation of National and Global Integrated Innovative Sustainable Solutions to National and Global Challenges on the ground in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global location context.
5.      Communication Revolution Programs designed and delivered to tackle Human as X Factor Challenges on each of the 193 UN Member States Vision National and International Stakeholders, thus helping these Major Stakeholders to acquire Minimum Certain Levels of Hard  Competencies – Learning and Skills and Soft  Competencies -  Character, Courage,  Cultural, Communication, Attitude, Behavior, Discipline and Mindset  on UN, Governments, Businesses, Academia and other Major Stakeholder Groups sides, required to achieve increasing convergence between the North or South Country New National Vision and New International Vision Intention and Reality within Inclusive Education and Inclusive Communication required to tackle Humans and X Factor and Capacity Building Challenges, noting that Inclusive Education is: Education for Sustainable Development; Education for Sustainable Production; Education for Sustainable Consumption and Education for Sustainable Citizenship and Inclusive Communication is: Communication for Sustainable Development; Communication for Sustainable Production; Communication for Sustainable Consumption and Communication for Sustainable Citizenship; Attitudinal and Behavioral Change Communication; Political and Behavioral Change Communication; Economic and Behavioral Change Communication; Social and Behavioral Change Communication; Cultural and Behavioral Change Communication; Climate Change and Behavioral Change Communication; Environmental and Behavioral Change Communication Arts and Behavioral Change Communication; Entertainment, Education and Behavioral Change Communication; Development Impact and Behavioral Change Communication; Communication for Behavioral Impact; Changing Attitude and Behavior at Scale Communication as One that is within Universal / One Worldwide Approach / Whole of Society Approach.

Again a lack of Integrated Revolutions and Integrated Campaigns within the Integrated Innovative Sustainable Solutions Underlined by answer to How Questions and Going Back to Basics – Taking Step 1 – All Stakeholders Common Agreement on How to get Done what they have Agreed to Do before Moving Forward to Step 2 DOING What they have Agreed to DO explains why the Past and Ongoing Technical and Political Solutions achieved too little success or failure, as answers found to What Questions not How Questions and Step 1 is omitted as they Jump to Step 2.

The 5 Revolutions need to be Complemented by 9 Integrated Campaigns to support FULL Implementation of all Good Ideas and Pertinent Submissions in EAG Submissions:-

It will be recalled that some UN Correspondents Association, UNCA Members have openly suggested H.E. UNSG Antonio Guteress is avoiding DOING the Needful as Tactics to Secure Re-Election. H.E UNSG’s Tweets focused on Wishes and Words while ignoring, avoiding or evading Moving Forward to Action and Practice as suggested in EAG Response Tweets seem to lend credence to this UNCA Suggestion.

In the Very Grave Circumstance our World find itself today, the BEST Way H.E. UNSG Antonio Guteress could seek Re-Election is to DO the NEEDFUL Under If I Am Not Re-Elected, I Am Not Re-Elected Determination in Genuine Service to Humanity.

This Way Providence and 5 Billion Poor Children, Youth, Women, Men and Elders he serve WILL DEMAND his Re-Election to Continue the Good Work. If not he leave Office Knowing he HELP Save Planet from Peril and Providence will ABUNDANTLY Reward him and his present and future Generations.

However, if H.E. UNSG Antonio Guteress continue being Politically Correct; FAILING to Match Words and Rhetoric with appropriate and adequate Action and Practice, he may or may not get Re-Election BUT he would have stood by looking on as our World PASS Irreversibility Point on MADning Road to DOOM.  Thus Re-Election Is No Issue or Amount to No Issue and Non Re-Election is Squandering of Bright Prospects of Success to Make Positive Difference in this Most Trying Period Worldwide.

Should UNDESA advise UNSG to Change Course and Deploy Full UNO Power and Influence towards holding UNO/EAG HLPF 29-31 July 2020, Amazing Transformation will occur before our very eyes.

Same Amazing Transformation Result, if the UNSG decide on his own the Event MUST Hold in Urgent Global Interest and Direct all relevant UNO Headquarters, Regional Offices and Country Offices to DO the NEEEDFUL and On Time.

We were invited to participate in the Virtual Launch of the DCF Survey Study 2020. 3.     COVID-19 present narrow window acknowledged by H.E. UNSG Antonio Guteress in Tweet sent earlier today – 24 July 2020 as presenting Vast Opportunity to Rebuild a Cleaner, Fairer and Safer World. In our response from @LanreRotimi2 we reminded H.E that the Vast Opportunity could ONLY Emerge if the Narrow/Short Window that is Rapidly Closing is Utilized and that Global Colossal Catastrophic Consequences is Guaranteed if UNO and Governments Leadership look on and allow the Window to Close.

In response to DCF invitation to continuing constructive engagement, we wish to share our thoughts on Priorities and Direction Moving Forward towards Strengthening, Empowering and Reinforcing DCF in URGENT Global Interest.

Facing Facts – Magnitude and Complexity of Task that MUST Be Done in Limited Time and in All Countries not just South Countries

Our World is in Crises (Multiple – COVID-19, Food, Fuel, Finance, Policing, Terrorism, Climate Change etc) and our World is the Crisis (Singular - Configuration).

The Vicious Circle of Our World is in Crises Feeding Our World is the Crisis and Our World is the Crisis Feeding Our World is in Crises UNDERLINE Our World is Too Poor to be Rich and Our World is Too Rich to be Poor Need to be Speedily BROKEN, if Our World is to avoid Imminent PERISHING.

COVID-19 has EXPOSED the Soft Underbelly of Decayed Systems and Services on UN System: UNO, WBG, IMF, WTO, UNWTO: Headquarters, Regional Offices and Country Offices; All Arms of All Tiers of Governments in our World today and Academia – Universities and Higher Education Institutions Community in All North and South Countries: Academic Staff, Non Academic Staff, Post Graduate Students and Undergraduate Students sides that MUST be Speedily OVERHAULED, if our World is to avoid Imminent PERISHING. Yet COVID-19 UNDERLINE Need for UN System and Governments Fit for 21st Century.

Many North Countries have Performed Worse than Most South Countries in their National Response to COVID-19;  Countries that Celebrated Victory over COVID-19 now know they have Celebrated Too EARLY given Realities of Resurgence; All Countries now know that No Country is Safe from COVID-19 until All Countries are Save from COVID-19.

Yet COVID-19 Underline Urgent Need for entire UN Membership Headquarters, Regional Offices and Country Offices as well as All Arms of Al Tiers of Governments in all 193 UN Member States, Performing at Minimum Certain Levels of Productivity, Quality and Empowerment, if War on COVID-19 is to be Won and in Ways that Win all related Wars and achieve Global Goals 2030 and 2050.

UN and Governments: Answering How Questions – Going Back to Basics

The Default Mode in all UN System Events and Activities – Conferences / Meetings / Summits / Consultations and Studies/Reports is answering What Questions while avoiding or evading answering How Questions even were the Event/Activity specifically set out to find answer to How Questions. This explain Why all Past, Present and indeed Future (if UN System Leaders DO NOT Change Course) Keep Repeating Past ERRORS are Re-Occurring Decimal.

Yet answering What Questions cannot help our World avoid Imminent PERISHING, as finding answer to What Questions is SAYING Matter that is EASYLeaving IDEAS Implementation Responsibility as applicable or appropriate in each specific Community, Country, Continent Political Context to other Stakeholders.

It is answering How Questions that can HELP our World avoid Imminent PERISHING as finding answer to How Questions is DOING Matter that is Especially DIFFICULT as Fundamental Issues of  National and International Stakeholders: Common Approach, Shared Vision, Joint Ownership, Joint Implementation and Joint Evaluation as applicable or appropriate in each specific Community, Country, Continent Political Context are effectively addressed in Step 1 before moving to Step 2 to practicalize Implementation of Step 1 Common AGREEMENT and in Ways that MEANINGFULLY Demonstrate and be seen to DEMONSTRATE National and International Stakeholders Working Together to Succeed Together and in Ways that Leave No One Behind.  

Answering How Questions is essentially Matter of Know How. True there is No Individual, Institution or Government anywhere in our World today that has all the answers to all Domestic and Global Challenges facing any UN Member State Government or UN Member Entity but it is by answering How Questions that National and Global Integrated Innovative Sustainable Solutions could be found to National and Global Development Cooperation Challenges on the ground in each North and South Country in our World today.

DCF is uniquely positioned to meaningfully HELP entire UN Membership Headquarters, Regional Offices and Country Offices as well as All Arms of Al Tiers of Governments in all 193 UN Member States, correctly answer How Questions as Basis for Fighting and Winning: War on COVID-19; Wining all related Wars and achieving Global Goals 2030 and 2050 in all Countries and by target date

Strengthening DCF for Results

A DCF that is Reinforced and Reorganized to Better Deploy its Power as Convener, Catalyst, Cultivator ad Collaborator is URGENTLY Needed if entire UN Membership Individually and Jointly is/are to meaningfully HELP all 193 UN Member States Fight and Win: War on COVID-19; Win all related Wars and achieve Global Goals 2030 and 2050.

To Do this, DCF needs to be Effectively Strengthened, Reinforced and Empowered as New DCF to FULLY:-
1.      Deploy its Power as Convener, Catalyst, Cultivator and Collaborator;
2.   Support entire UN Membership – Headquarters, Regional Offices and Country Offices and All 193 UN Member States Governments – All Arms of All Tiers to Create DEMAND for Capacity Building – Individual, Institution, Society; Knowledge Generation and Application; Networking; Regulation and Standards as One for Development and Climate Change Action Results
3. Support entire Academia / Higher Education Institutions Community – Academic Staff, Non Academic Staff, Postgraduate Students, and Undegraduate Students; Businesses: Micro, Small, Medium, Large, Transnational Enterprises/Social Enterprises especially Cooperatives and Consultants – Issues, Services, Systems, Sectors, Reform especially Original IDEAS Creators to Create SUPPLY for Capacity Building – Individual, Institution, Society; Knowledge Generation and Application; Networking; Regulation and Standards as One for Development and Climate Change Action Results 
as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context.

UNO/EAG HLPF 29-31 July 2020, that is a Global Re-Orientation Workshop

It’s worrisome that entre UN Membership are Refusing to answer How Questions and Choose to REMAIN in Repeat Past ERRORS as Re-Occurring Decimal Default Mode. Fail Learn Lessons of History Guarantee Repeat History Mistakes.

If there is to be increasing convergence between H.E. UNSG Guteress NMA2020 World at Breaking Point and related Good Ideas and H.E. UNECOSOC President Ambassador Munir Akram Presidency Term 3 Point Agenda Vision Intention and Reality and then UNO cannot Refuse holding UNO/EAG HLPF 29-31 July 2020, that is a Global Re-Orientation Workshop. Otherwise, it will be too LATE to GET DONE the much that REMAIN to be DONE to achieve Global Goals 2030 and 2050 and Global Colossal Catastrophe is Guaranteed.

That is, the implication is that Global Depression with Depth and Length that make 1930s Global Depression Child’s Play will be Post COVID-19 Reality as North and South Countries Lift Lockdown. At its extreme this Global Depression could Result in People Dying 1st, Businesses Dying 2nd and Planet Dying 3rd.

As long as the Probability of the above Post COVID-19 Reality is not ZERO, we urge H.E. UNSG Antonio Guteress and H.E, UNECOSOC President Ambassador Munir Akram to each Walk his Talk at NMAL2020 and UNECOSOC Presidency Inaugural Speech by FULLY Deploying UNO Power to Mobilize Effective Participation of World Leaders on UN, Governments, Business and Academia sides at UNO/EAG HLPF 29-31 July 2020.

As today is 5 Days to UNO/EAG 29-31 July 2020 and so much need to be DONE in so little time, if the Event: Pre Summit Days (5 Days); Summit Days (3 Days) and Post Summit Days (rest of PCCB Pilot Days and Beyond) as One Technical and Political Process Dialogue for Results is to be Kick Started, the implication is that UNSG/UNDESA Approval of the Event can’t be DELAYED 1 Day.

We urge DCF to genuinely appreciate that:-
1. The Technical and Political Process Discussions for National and Global Integrated Innovative Sustainable Solutions to Fight and Win: War on COVID-19; Win all related Wars and achieve Global Goals 2030 and 2050 is yet to START either on any UN Member side or UN Member State side;
2.   No North or South Country in our World today has established Domestic and Global Central Coordination of Governance; Public Goods broadly defined and Solidarity – Political, Science and Financial at Minimum Certain Levels required for Design and Delivery of National and Global Integrated Innovative Sustainable Solutions that Work for Fighting and Wining: War on COVID-19; Wining all related Wars and achieving Global Goals 2030 and 2050 in all 193 UN Member States and On Time that is by Target Date  
3.     DCF and all remaining UNDESA Divisions as well as UNDESA itself need to first Change Course, if DCF is to meaningfully address (1) an (2) above and DCF/Remaining UNDESA Divisions/UNDESA is/are to have Moral Right to Persuade and where necessary PRESSURE remaining UN Members; all 193 UN Member States Governments and their National and International Partners to Change Course and On Time to avoid Imminent Guaranteed Global Colossal Catastrophic Consequences of Failure to Win War on COVID-19, Win related Wars and Failure to achieve Global Goals 2030 and 2050 by target date in all 193 UN Member States.

Vantage Position he knows Our World is at END Point or Cross Road Junction or Turning Point; that is, Serving World Leaders on UN System: UNO, WBG, IMF, WTO, UNWTO and all 193 UN Member States Governments have to Willy Nilly Make Choice between continuing acceleration on MADning (Mutually Assured Destruction) Road to DOOM or Changing Course and on Time – not later than 1 August 2020 given EAG Study Findings to accelerating on MAPing (Mutually Assured Prosperity) Road to BOOM. Our World has Extra-Ordinary Problems DEMANDING Extra-Ordinary Solutions Underlined by Business as Usual is Obsolete and Unprecedented Global COVID-19 Crisis DEMAND Unprecedented Global COVID-19 Response that Work for 5 Billion Poor Children, Youth, Women, Men and Elders out of the 8.5 Billion People in our World of 2030.

New DCF should always DEMONSTRATE these Principles Moving Forward and in Global Interest.

Had concerned UNO Entities, including DCF, DSDG, other UNDESA Entities, UNDESA, RCNYO, UNDPI, UNECOSOC, EOSG, UNSG and others at UN Headquarters that EAG had Constructively Engaged over the years, responded Promptly to EAG Submissions over the years to date, All UN Member States would not be Off Tack achieving Global Goals 2030, as at today, almost 5 years into SDGs Implementation.

The implication is that Climate Change Action will be On Track by Now; that COVID-19 may have been entirely Prevented trough better Pandemic Risk Management that is Integral Part of Risk Management, Geodesign, Public Sector Management and related UN and Government Interventions or much better managed without the lockdown and related Health, Education, Food, Labor/Livelihoods, Finance etc Multiple Hits with attendant devastation and havoc. All making DCF/DSDG/UDESA Work even much HARDER, and DEMANDING Better UN Innovation and Non UN Innovation that Work, that is as All Inclusive, All Embracing and Ambitious as that set out in the submission.  

We agree the submission raise fundamental issues Beyond DCF Mandate. However, as long as these Larger Fundamental Issues remain unaddressed achieving DCF Fundamental Issues will be FLUKE.

It is therefore consistent with achieving DCF Vision, that DCF Team meaningfully SUPPORT ISPE/EAG to enable DCF more effectively address DCF Fundamental Issues, and Beyond DCF Fundamental Issues as One, set out in the Submissions.

The underline URGENT Need for DCF, DSDG, UNDESA to meaningfully involve EOSG and UNSG as well as UNECOSOC President to Jointly Identify Ways and Means of securing early approval for UNO/EAG HLPF 29-31 July 2020 and in Urgent Global Interest.

Our Real Experience is Whatever UN and Governments Want to DO, they Know How to Get it DONE.

Therefore, should DCF, DSDG, UNDESA, EOSG, UNSG as well as UNECSOC President Jointly AGREE that Our World is in Crisis; that Effort after 1 August 2020 is Medicine after DEATH, we know that DCF, DSDG, UNDESA, EOSG, UNSG know how to get all relevant UN Headquarters Senior Officials to work over the weekend and secure all relevant UNO approvals and convey same to us by Monday 27 July 2020 as well as How to Effectively Mobilize the FULL UNO Machinery at Headquarters, Regional Offices and Country Offices to Meaningfully DEPLOY UNO Political Clout to ensure Leaders from UN, Governments inducing Heads of Government from at least 100 Countries, Businesses, Academia and other Major Stakeholder Groups Participate FULLY and Constructively in the 3 Day Event, for Outcome that Better Serve Humanity in all Countries. 

In Sum,

This is Decision Hour. Our World is at End/Breaking Point. H.E. UNSG Antonio Guteress and UNDESA Approval or Rejection of UNO/EAG 29-31 July 2020 will show by DELIBERATE Action, the Choice UN and Governments have Made and 8.5 Billion People in our World of 2030, especially the 5 Billion Poor Children, Youth, Women, Men and Elders will have to live with the REWARDS of MAPing Road to BOOM Choice or CATASTROPHE of MADning Road to DOOM Choice.

However, DCF can indeed HELP H.E. UNSG Antonio Guteress, H.E, UNECOSOC President Ambassador Munir Akram and UNDESA to make Right Decision to Hold UNO/EAG HLPF 29-31 July 2020 and in all UN Membership and all 193 UN Member States Common Interest, Common Future and Common Destiny.

We urge DCF to genuinely appreciate that Global Depression has started. What we do not know now is How Deep it is and How Long before World gets out of it. These realties will emerge more clearly as North/South Countries lift lockdown.

We further urge DCF to genuinely appreciate that should UN, Governments, Business and Academia Leaders FAIL to Change Course by 31 July 2020:-
1.     Any Effort as from 1August 2020 will be Medicine after DEATH, that is Global Colossal Catastrophic Consequences of Serving World Leaders Looking On and allowing Global Depression that Make 1930s Global Depression Child’s Play to Occur, is Guaranteed
2.  At its extreme the Unprecedented Global Depression would Result in People Dying 1st; Businesses Dying 2nd and Planet Dying 3rd
3.   As No One Know irreversibility point on MADning Road to DOOM, 1 Day Delay in UN, Governments, Business and Academia Changing Course May be 1 Day too late to avoid Imminent Global Colossal Catastrophe.

Should DCF support the Value Propositions in this Submission, there is much to be DONE in very little Time and there are Bright Prospects of Sustainable Success.
