Strengthening UNFCCC to Better Contribute Towards Rethinking

War on COVID-19; War on Climate Change Mistakes; War on Hunger, Malnutrition and Poverty; War on Inequality, Injustice and Conflicts;

War on Corruption, Indiscipline and Impunity and Task to Achieve Global Goals 2030 and 2050 in All Countries to avoid Imminent Perishing of our Fragile Planet

 

Foreword  

UNFCCC Annual Report 2019 underlines many realities that could be summarized within these 2 paragraphs on page 8:-

“We need to alter our course before it is too late. We need to make drastic changes to the way we produce, consume and source our energy. We need to protect ecosystems so that they stay healthy and resilient against climatic stresses. And we need to accept that while we might not yet understand the full extent of future changes to the climate, there is enough scientific certainty to warrant sweeping action, particularly when faced with the threat of large-scale and irreversible damage.

 

Fighting climate change is also crucial to sustainable development. The 17 Sustainable Development Goals, which include climate action (Goal 13), are shared by all 193 Member States of the United Nations and reflect humanity’s highest aspirations for development.”

 

As UNFCCC Celebrate its 25th Anniversary:-

1.      There is no better time than now for UNFCCC to Effectively Translate these Words into ACTION and in Urgent Global Interest.

2.      UFCCC need to recognize that its Relevance and Credibility in Design and Delivery of Post COVID-19 Era Convention 1995, Kyoto Protocol 1997 and COP21 2015 Initiatives/Interventions that indeed help all 193 Member States Build Back Better, Build Back Greener and Recover Better greatly depends on UNFCCC undertaking a Frank ad Blisteringly TRUTHFUL Self Assessment to correctly identify What UNFCCC did Right in Past 25 years and HOW it could be improved in next 25 years and What UNFCCC did Wrong in Past 25 years and HOW it could be corrected in next 25 years.   

 

It is against this background that we wish to share our thoughts on Priorities and Direction Moving Forward in URGENT Global Interest.

2019 Annual Report – Matters Arising

 

UNFCCC has in its Annual Report 2019 provided information on its ongoing work in Areas of Mitigation, Adaptation, Climate Finance, Technology, Capacity Building, Carbon Markets, Pursuing Ambition, Strengthening Science Policy Interface, Mobilizing Partnerships, Extending Partnerships and Outreach, Addressing Cross Cutting Issues, Secretariat Fit for Future. No doubt much has been achieved but much more need to be achieved and within limited time frame, failing which Global Colossal Catastrophic Consequences at its extreme People Dying 1st, Businesses Dying 2nd and Planet Dying 3rd is Guaranteed.

 

UNFCCC accept that our World has a Climate Emergency. This is True but the Climate Emergency emerge from Climate Pandemic, when Full Blown will certainly make COVID-19 Pandemic Child’s Play, yet the response of entire UN Membership: UNO, WBG, IMF, WTO, UNWTO including UNFCCC itself and entire Governments in our World today, including the most ardent supporters of UNFCCC indeed DEMONSTRATE through their Individual and Joint past and current priorities and past and current direction, that they Individually and Jointly ignore or wish away the reality that should UN and Governments continue Business as Usual Response to Climate Pandemic, the Global Colossal Catastrophic Consequences that make COVID-19 havoc and devastation Child’s Play, is Guaranteed.

 

If UNFCCC is to meaningfully contribute its quota towards getting DONE the Huge and Complex Task that remain to be DONE in all 193 Member States, as basis for Wining War on Climate Change Mistakes; War on COVD-19; War on Hunger, Malnutrition and Poverty; War on Inequality, Injustice and Conflicts; War on Corruption, Indiscipline and Impunity and in ways that indeed help all North and South Countries achieve SDGs as soon as possible after 2030 and reach Global Goals 2050 by end 2050 target date; UNFCCC need to Key into the Online Platform, UN 2030 Connect launched during the High-level Political Forum on Sustainable Development, 2020 (HLPF).

The UN 2030 Connect aims to be a “one-stop-shop” for policy makers, practitioners, students, members of civil society and other stakeholders seeking to tap into the expertise and networks of the entire United Nations System and its Partners. In addition to a cross-platform search function, 2030 Connect offers timely feature stories with links to science and technology resources— for example to small-scale entrepreneurs who won a recent UN-sponsored innovation competition, a compendium of technologies to combat the COVID-19 pandemic, or open access research.

The UN 2030 Connect is an initiative of the Inter-Agency Task Team, a network of entire United Nations agencies working to advance science, technology and innovation for sustainable development through the “Technology Facilitation Mechanism” that was mandated by Member States. The Department of Economic and Social Affairs’ Division for Sustainable Development Goals (DESA/DSDG) oversees 2030 Connect, which was created in partnership with the UN Office for Information and Communication Technology (OICT).

The UN 2030 Connect Initiative seeks to answer Big Questions, including:-

1.      How can UN 2030 Connect Initiative strengthen National and International Development Cooperation Radical/Fundamental and Rapid/Fast Change in All Countries around Science, Technology and Innovation to better deal with National and Global Challenges such as COVID-19; Climate Change; Hunger, Malnutrition and Poverty?

2.      What kind of National and International Development Cooperation on Information; Research; Knowledge; Innovation; Capacity Building; Public Goods; Solidarity – Political, Science, and Finance is needed to understand and effectively leverage Interconnections, Interdependence, Interlinkages across the 5 Global Goals: SDGs 2015 - Overarching World Transformation Agenda; AAAA 2015; - Finance for Development Dimension of SDGs; COP21 2015 – Climate Change Dimension of SDGs; Agenda 21 Rio 1992 and Rio 20, 2012 – Environment and Development Dimension of SDGs and NIEO (New International Economic Order) 1974 –Political Economy Dimension of SDGs, ensure that All National and Global Stakeholders Work Together to Succeed Together Fighting and Winning: War on COVID-19; War on Climate Change Mistakes; War on Hunger, Malnutrition and Poverty; War on Inequality, Injustice and Conflicts and War on Corruption, Indiscipline and Impunity linked to getting DONE the much that remain to be DONE if all 193 UN Member States are to achieve SDGs Pledge Delivery as soon s possible after 2030 and reach Global Goals 2050 by end 2050 target date and in Ways that Leave No One Behind in all 193 Member States and direct emerging technologies towards positive impacts on National and World TRUE Sustainable Development?

3.      What are the most promising Innovations and Technology Solutions that will help accelerate progress towards the SDGs in countries at different levels of development and How can these Innovations and Technology Solutions be Effectively Integrated as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context?

 

The UN 2030 Connect Initiative is looking for proven, affordable and scalable technology solutions that can accelerate progress towards providing basic health functions, especially for vulnerable people, that is, Innovative Sustainable Solutions from diverse sources and communities from ALL parts of the world.

 

UNFCCC needs to first have its own equivalent of UN 2030 Connect Initiative for the Climate Change Action Dimension of COVID-19, SDGs, remaining Global Goals 2030 and Global Goals 2050 and couple this with UN 2030 Connect for Best Results.

 

Go Back to Basics: Tackling Implementation Challenge - Step 1 before Step 2

 

All 193 UN Member States are Off Track achieving SDGs by 2030. The Magnitude and Complexity of Tasks that Remain to be DONE in barely 10 years remaining to end 2030 target date, means that it is no longer possible to achieve SDGs by end 2030 target date.

 

This Poor SDGs Implementation Scorecard underline the fact that the SDGs is a Global Agenda for Change setting out What World Leaders have Agreed Need to be DONE without a Global Framework for Implementation:–

Step 1 - HOW to get DONE What Stakeholders have Agreed Need to be DONE and

Step 2 - DOING What Stakeholders have Agreed Need to be DONE.

 

As Stakeholders omitted Step 1 to pursue Step 2, they use Multiple Approaches some of which are divergent, some of which worsen intra and or inter Entity Challenges.

 

As long as World Leaders do not Go Back to Basics by first getting Step 1 Right before Progressing to Step 2 seeking to Win War on COVID-19; War on Climate Change Mistakes; War on Hunger, Malnutrition and Poverty; War on Inequality, Injustice and Conflicts and War on Corruption, Indiscipline and Impunity linked to achieving SDGs as soon as possible after 2030 and reaching Global Goals 2050 by end 2050 target date, will be FLUKE or Mirage with Guaranteed Global Colossal Catastrophic Consequences for All.

 

Going Back to Basics: Tackling Implementation Challenge – Return to Original UN Charter Vision to Reform UN to be Fit for 21st Century

 

The UN Charter was signed on 26 June 1945 and came into Force on 24 October 1945. It has had only 5 Amendments in the past 75 years.

 

Its Provisions (see Annex highlighting Opening Provisions up to Article 13) are as relevant today as they were 75 years ago and even more so, if National and Global Integrated Innovative Sustainable Solutions are to be found to National and Global Challenges including COVID-19, Climate Change, Food Crisis, Financial Crisis, Fuel Crisis, Terrorism etc as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context, there is urgent need to take all necessary measures to achieve increasing convergence between Original UN Charter Vision Intention and Reality.

 

It is True that much has been achieved in the Past 75 years of Implementing the UN Charter. It is equally True that magnitude of divergence between UN Charter Provisions and realities on the ground in all North and South Countries in our World today underline the Magnitude and Complexity of the much more that need to be achieved if Implementation of UN Charter in the next 75 years is to have Better Scorecard.

 

The Probability is High that:-

1.      Business as Usual Implementing the UN Charter would result in our World continuing to accelerate on MADning (Mutually Assured Destruction) Road to DOOM until irreversibility point is passed and Guaranteed Global Colossal Catastrophic Consequences of Failure to Win War on COVID-19, remaining 4 Wars and Failure to achieve Global Goals 2030 and 2050 is Certain and at is extreme ending in People Dying 1st, Businesses Dying 2nd and Planet Dying 3rd.

2.      Business Unusual Implementing the UN Charter would result in our World Changing Course to start accelerate on MAPing (Mutually Assured Prosperity) Road to BOOM as Domestic and Global Stakeholders Work Together to Succeed Together to Win War on COVID-19, remaining 4 Wars and achieve Global Goals 2030 and 2050 through Build Back Better, Build Back Greener and Recover Better and in ways that Leave No One Behind in all North and South Countries.

 

If Post COVID-19 Era New Reality is to be firmly grounded in (2) above, there is urgent need to Reinforce and Reinvigorate Ongoing UN Reforms to Deliver UN System Fit for 21st Century Operatonaizing in Practice the FULL Provisions of UN Charter to meaningfully support Domestic and Global Stakeholders Work Together to Succeed Together to Win War on COVID-19, remaining 4 Wars and achieve Global Goals 2030 and 2050 through Build Back Better, Build Back Greener and Recover Better and in ways that Leave No One Behind in all North and South Countries and Press Forward to Deliver UN Fit for 22nd Century by UN150 in next 75 years time.

 

The Know How to Deliver this type of Post COVID-19 Era New Reality is presently lacking in the UN System. However, relevant UN System Authorities are aware that the Know How exists and is available to them, if they are genuinely interested in Delivering this type of Post COVID-9 Era New Reality.

As World Leaders persisted in omitting Step 1 to pursue Step 2, it was inevitable that they also persisted in omitting UN Charter Article 13.1.a to pursue Article 13.1.b:-

13.1.a Promoting international co-operation in the political field and encouraging the progressive development of international law and its codification;

13.1.b Promoting international co-operation in the economic, social, cultural, educational, and health fields, and assisting in the realization of human rights and fundamental freedoms for all without distinction as to race, sex, language, or religion.

This explains the poor International Development Scorecard of:-

1/3 Good Projects; 1/3 Flawed Projects and 1/3 Failed Projects

1/3 Good Evaluations; 1/3 Flawed Evaluations and 1/3 Failed Evaluations

 

in the 1st 50 Years of International Development Cooperation 1960 – 2009 as well as in the 1st Decade 2010 – 2019 of 2nd 50 Years of International Development Cooperation 2010 – 2059.

 

If this Scorecard persists to 2059, our Fragile Planet may have Perished before that date.

 

COVID-19 as Force for Good can help achieve better Scorecard of at least:-

80% Good Projects; 10% Flawed Projects and 10% Failed Projects

80% Good Evaluations; 10% Flawed Evaluations and 10% Failed Evaluations

In 2nd Decade 2020 – 2029 of 2nd 50 Years of International Development Cooperation 2010 – 2059

 

If this Scorecard is not achieved, National and Global Leaders seeking to put all 193 UN Member States back On Track to achieve SDGs as soon as possible after end 2030 target date and achieve all remaining Global Goals 2030 as well as Global Goals 2050 and Winning War on Climate Change Mistakes; War on COVID-19; War on Inequality, Injustice and Conflicts; War on Hunger, Malnutrition and Poverty; War on Corruption, Indiscipline and Impunity is FLUKE or MIRAGE, with Guaranteed Global Colossal Catastrophic Consequences, at its extreme Resulting in People Dying 1st, Businesses Dying 2nd and Planet Dying 3rd.

 

If this Scorecard is to be achieved and On Time before our World race past irreversibility point on MADning Road to DOOM, World Leaders on UN and Governments sides need to first Change Course and Persuade, where necessary Pressure National and Global Leaders on Businesses, Academia, other Major Groups and other Stakeholders sides to also Change Course to Work Together to Succeed Together Fighting and Winning 5 Wars and achieving Global Goals 2030 and 2050 and in ways that Leave No One Behind in all 193 UN Member States.

 

UNFCCC given its responsibility for Convention 1995, Kyoto Protocol 1997 and COP21 2015 and PCCB given its responsibility for Climate Change Capacity Building Individually and Jointly have Key Roles to Play if Needed Changing Course is to be Made and on time on UN, Governments, Business, Academia, other Major Groups and other Stakeholders sides.

 

The Point being made is that World Leaders on UN, Governments, Business, Academia, other Major Groups and other Stakeholders sides as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context need to immediately revert to Step 1 before pressing forward to Step 2 as well as deliver on UN Charter Article 13.1.a before pressing forward to deliver on Article 13.1.b in a Single Global Going Back to Basics Initiative, as ENTRY Point before Pressing Forward or Foundation before Building Superstructure to/for Delivery on All Provisions in UN Charter and in ways that achieve increasing convergence between Original UN Charter Intention and Reality as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context thus Resulting in Design and Delivery of UN Fit for 21stCentury is this Post COVID-19 Era and UN Fit for 22nd Century by UN150 in next 75 Years.

 

The Magnitude and Scale of Strategic Management of Complex Change Processes within above convergence underline the reality that for Best Results:-

1.      The Scale and Scope of Domestic and Global Reforms MUST Meet Minimum Certain Levels and

2.      Domestic and Global Stakeholders Involved MUST Execute a Single Productivity, Quality and Empowerment Improvement Program that is a         Centrally Coordinated National and Global Re-engineering Program

3.      The suggested 3 Day HLPF/HLVM is a Requirement for Kick Starting Domestic and Global Mutual Collaboration Events and Activities in (2).

 

Understanding Nature of Capacity Building

 

There is Urgent Need for UN Connect, UNFCCC and PCCB to have better clarity on Understanding Nature of Capacity Building, if UN Connect Vision, UNFCCC Vision and PCCB Vision are to be achieved and in ways that effectively help UN Connect, UNFCCC and PCCB to contribute meaningfully towards helping all Domestic and Global Stakeholders in all North and South Countries Win War on COVID-19, War on Climate Change Mistakes, remaining 3 Wars; achieve SDGs as soon as possible after 230 and achieve Global Goals 2050 by end 2050 target date.

 

UNFCCC, UNDESA, other UN Members assumption that it is only South Countries that need UN Membership help to Win War on Climate Change Mistakes; War on COVID-19; War on Inequality, Injustice and Conflicts; War on Hunger, Malnutrition and Poverty; War on Corruption, Indiscipline and Impunity as well as achieving SDGs and remaining Global Goals 2030 as soon as possible after 2030 and reaching Global Goals 2050 by end 2050 target date is simply ERROR.

 

All 193 Member States need help from entire UN Membership to in the 5 Wars and achieve Global Goals 2030 and 2050 by end 2050.

 

In turn entire UN Membership need help to be in a position to provide the type of help all 193 Member States need to Fight and Win 5 Wars and achieve Global Goals 2030 and 2050 by 2050.

 

EAG Study Finding is that for entire UN Membership to help all 193 Member States on one hand and to themselves get the help they need to be in a position to help 193 Member States on the other hand, Capacity Building should be on 3 Levels:-

 

1.    Individual: Competencies - Hard Competences – Learning and Skills and Soft Competences: -  Character, Courage,  Cultural, Communication, Attitude, Behavior, Discipline and Mindset

2.    Institution: Systems – Operations, Administration, Governance, Marketing, Funding, Technology, Evaluation, Accountability, Regulation, Standards, Accounting, Service Delivery, Legal and Reform and

3.     Society: Spaces – Political, Cultural, Economic, Financial, Peace, Security, Religious, Moral, Cooperatives, Communication, Social, Environmental, Legal and Technical

 

It is Fail in Capacity Building at any 1 Level Fail in Capacity Building in All 3 Levels.

 

Unprecedented Global Response to Unprecedented Global COVID-19 Crisis and Climate Crisis that Work for the Poor in all 193 Member States 

 

These are: Multiple Areas COVID-19 Hit – Health, Education, Food, Livelihood, Labor, Finance, Enterprise etc; Multiple Impacts COVID-19 Made - Political, Economic, Social, Financial etc and Multiple Dimensions COVID-19 Affected – Governance, Security, Humanitarian, Solidarity – Political, Science, Finance; Pubic Goods broadly defined etc.

 

All of these COVID-19 Areas Hits; Multiple Impacts Made and Multiple Dimensions Affected have root cause or primary cause problems on the ground as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context. Domestic and Global Integrated Innovative Sustainable Solutions Must be Found to each of them, it is Fai in 1 Fail in All and this explains COVID-19 increasing havoc and devastation despite UN and Governments Unprecedented Response.

 

The ongoing UN including UNFCCC and PCCB and Governments including Richest and Technologically Powerful Countries Unprecedented Response to COVID-19 Crisis and Climate Crisis is still inadequate and unless it is adequate, desired results will not be achieved as the inadequate effort and resources go down drain as waste.

 

This underlines the Urgent Need for UN and Governments to speedily Change Course and for UNFCCC to deploy its Power as Convener, Catalyst, Cultivator and Collaborator to help UN and Governments Change Course before too late.

 

Capacity Building in COVID-19 Times or Post COVID-19 Era

 

Without Capacity Building on the 3 levels as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context, the War on COVID-19, and remaining 4 identified Wars will not be Won; the SDGs can no longer be achieved by 2030 which is bad but may not be achieved until World race past irreversibility point in ongoing acceleration on MADning (Mutually Assured Destruction) Road to DOOM resulting in Imminent Guaranteed Global Colossal Catastrophic Consequences of Failure to Win 5 Wars and Failure to achieve Global Goals 2030 and 2050 becoming reality which is worse.

 

This underlines urgent need to Rethink and Rest UNFCCC to more effectively address Design and Delivery of Initiatives within Convention 1995, Kyoto Protocol 1997 and COP21 2015 linked with Rethink and Rest PCCB to effectively address Climate Change Action Capacity Building and Beyond Climate Change Action Capacity Building as One Issues on UN, Governments, Businesses, Academia, other Major Groups and other Stakeholders sides and as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context, if UNFCCC Response to Convention 1995, Kyoto Protocol 1997 and COP21 2015 in Post COVID-19 Era linked with PCCB Response to Capacity Building in COVID-19 Times is to result in increasing UNFCCC and PCCB Relevance and Influence in Post COVID-19 Era contributing meaningfully towards Design and Delivery of Unprecedented Global Response to Unprecedented Global COVID-19 Crisis and Climate Crisis that Work for the Poor in all 193 Member States. 

 

Tackling NDCs Implementation Challenge

 

It is pertinent to note that No North or South Country in our World today has NDC that is sufficiently All Inclusive, All Embracing and Ambitious to help the Country effectively address Domestic and Global Climate Change Action at Minimum Certain Levels required to Win War on COVID-19, remaining 4 Wars and achieve global Goals 2030 and 2050 by end 2050target date.

 

If this point is to be meaningfully addressed by UNFCCC and PCCB, there is strong need for UNFCCC and PCCB to genuinely recognize that:-

1.      UNFCCC and PCCB Current Climate Change Action Capacity Building Model is inadequate to fully identify and Fill all Information, Research, Innovation: Knowledge, Capacity Building, Networking; Communication, Reform and Ambition Gaps that MUST be Filled and On Time, if all North and South Countries National and Global Climate Change Action Capacity Building and Beyond Climate Change Action Capacity Building as One Stakeholders are to Work Together to Succeed Together to Win War on COVID-19, remaining 4 Wars and achieve global Goals 2030 and 2050 by end 2050 target date.

2.      UNFCCC and PCCB need to effectively address Climate Change Action Capacity Building and Beyond Climate Change Action Capacity Building as One Technical and Political Process Dialogue issues as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context.

3.      UNFCCC and PCCB need to ensure that in Post COVID-19 Era Business as Usual is indeed Obsolete and Unprecedented Global Response to Unprecedented Global COVID-19 Crisis is Beyond Slogan.

4.      UNFCCC and PCCB needs to ensure that Original IDEAS Creators who through their undiluted Struggle and Commitment use their God Given Talent to Seek True Sustainable Development; True Sustainable Peace and Security; True Sustainable Dignity and Justice at National and Global levels are meaningfully involved in the Design and Delivery of UN Innovation and Non UN Innovation as One Underlining National and Global Stakeholders Work Together to Succeed Together to Win War on COVID-19, remaining 4 Wars and achieve Global Goals 2030 and 2050 by end 2050 target date are meaningfully INVOLVED in Design and Delivery of Sustainable Solutions.

5.      UNFCCC and PCCB needs to genuinely recognize that in Post COVID-19 Era, if our World is to avoid Imminent Guaranteed Global Colossal Catastrophic Consequences of Failure to Win War on COVID-19, remaining 4 Wars and Failure to achieve Global Goals 2030 and 2050 by end 2050 target date, each North or South Country NDC should not be about WHAT the Country is Interested in Contributing but WHAT the Country NEED to Contribute, if it is Effectively Contribute its Quota at Domestic and Global levels towards Getting DONE the Huge and Complex Task that MUST be DONE in the Design and Delivery of UN Innovation and Non UN Innovation as One Underlining National and Global Stakeholders Work Together to Succeed Together to Win War on COVID-19, remaining 4 Wars and achieve Global Goals 2030 and 2050 by end 2050 target date.

6.      PCCB needs to work effectively with 12 Overall Central Coordination Platforms including UNFCCC as Entity Responsible for UNO Overall Central Coordination Climate Change Ambition and 8 Central Coordination Platforms including FAO as Entity Responsible for UNO Central Coordination of Food, Nutrition and Agriculture. More details to be provided upon request.

7.      UNFCCC and PCCB need to effectively support Climate Change Action Capacity Building and Beyond Climate Change Action Capacity Building as One Policy, Program Project Interventions, 3PIs and 3PIs Training as One Initiatives/Events and Activities for both Members and Non Members. That is UNFCCC Activities in the rest of 2020 need to improve Cohesion, Coordination, Collaboration, Cooperation and Commitment and PCCB Network Activities in the rest of 2020 should be Open to both Members and Non Members. This way, UNFCCC Initiatives and Interventions will have increased potency and many Non Members who attend any PCCB Event/Activity will be encouraged to Join PCCB and there is Strength in increasing PCCB Membership at National and Global levels.

8.      UNFCCC and PCCB needs to meaningfully support TCDF to effectively address Climate Related Financial Disclosures Capacity Building and Beyond Climate Related Financial Disclosures Capacity Building as One as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context.

9.      PCCB and TCDF Individually and Jointly need to work effectively with the 12 Overall Central Coordination Platforms including UNFCCC as Entity Responsible for UNO Overall Central Coordination Climate Change Ambition and 8 Central Coordination Platforms including FAO as Entity Responsible for UNO Central Coordination of Food, Nutrition and Agriculture

 

Old Normal to New Normal

 

The Old Normal Pre COVID-19 had Arrogance, Injustice, Indiscipline, Inequality, Oppression, Conflict and Corruption as Building Blocks of Society at Community, Country, Continent and Global levels.

 

The New Normal Post COVID-19 need Dignity, Justice, Discipline, Equality, Cooperation, Peace and Integrity as Building Blocks of Society at Community, Country, Continent and Global levels.

 

Post COVID-19 Build Back Better, Build Back Greener and Recover Better Beyond Slogan cannot take our World Back to “Old Normal”, if that was “Any Normal”.

 

It can and should take our World Back to “New Normal” that is “Fair Normal” in Modern and Civilized Society as applicable or appropriate in each specific at Community, Sub-Country, Country, Sub-Continent, Continent and Global location context., regardless of the type of Government practiced in the specific Country – Extreme Capitalism, Extreme Socialism (Communism is the most Extreme Form of Socialism) or anywhere in between.

 

It is pertinent to note that:-

1.      Governments in Capitalist Countries Now Know that their Society cannot be Stable without a level of Socialism, even in the most Extreme Capitalist Countries.

2.      Governments in Socialist Countries Now Know that their Society cannot be Stable without a level of Capitalism, even in the most Extreme Socialist Countries, that is the most Extreme Communist Countries.

 

The Implication is that Build Back Better, Build Back Greener and Recover Better Beyond Slogan raise Serious Issues of Serious Business DEMADING Serous Attention of UN 2030 Connect; PCCB; UNFCCC; UN, Governments, Business and Academia; that required levels of Technical and Political Process Discussions towards meaningfully addressing these serious issues, is yet to Start; that COVID-19 Short Window of Opportunity Presenting Bright Prospects of Success Kick Starting Required Paradigm Shifts is Rapidly CLOSING and that Failure to hold the suggested EAG 3 Day HLPF that is Global Re-Orientation Workshop in September 2020 or as soon as possible thereafter, Guarantee COVID-19 Short Window of Opportunity will not be Utilized, this in turn Guarantee of Global Colossal Catastrophic Consequences of Failure to Fight and Win: War on COVID-19; War on Climate Change Mistakes; War n Hunger, Malnutrition and Poverty and Failure to achieve SDGs Pledge Delivery by 2030 in all 193 Member State, and at its extreme RESULTING in People Dying 1st; Businesses Dying 2nd and Planet Dying 3rd.

 

We urge 2030 Connect, UNFCCC and PCCB to Help avoid this imminent National and Global Colossal Catastrophes in All North and South Countries.

 

 

COVID-19 as Force for Good

 

World Leaders on PCCB, UNFCCC, UN, Governments, Business, Academia, other Major Groups and other Stakeholders sides need to recognize that there is Urgent Global Need for Global Crisis Management that is Effective and Efficient in Treating Climate Crisis like COVID-19 Crisis as both are Pandemics; that is:-

1.      In COVID-19 Crisis – Infection is Natural but Pandemic is Man Made and in Climate Crisis – Disaster is Natural but Pandemic is Man Made.

2.      With COVID-19 Pandemic UN and Governments have mobilized Unprecedented Amount of Money for Economic and Social Recovery; Politicians continue to debate methods of Aid for those who have been most affected and Businesses have rushed to express Solidarity for Frontline Workers.

 

The Big Issues are:-

1.      WHY the same thing has not happened with Climate Pandemic?

2.      HOW to make the same thing happen with Climate Pandemic?

3.      CAN answers to (1) and (2) be found and on time to avoid imminent Guaranteed Global Colossal Catastrophic Consequences of Failure to Win 5 Wars, Failure to achieve Global Goals 2030 as soon as possible after 2030 and Global Goals 2050 by end 2050 target date, without PCCB meaningfully Implementing Valuable Suggestions and Inputs (1), (2), (3) and (4) and on time before irreversibility point is passed in ongoing acceleration on MADning Road to DOOM?

 

Answers to these Questions need to be speedily found and in ways that deploy COVID-19 as Force for Good.

 

UN Charter Delivery at UN75 – Facing Facts

 

A critical look at UN75 Record of achievements in the past 75 years of implementing UN Charter suggest that UN Leadership are over celebrating achievements that are essentially grounded in Shadow over Substance. That is in the Great Task of achieving increasing convergence between Original UN Charter Vision Intention and Reality in the past 75 years, these achievements are more Shadow and Less Substance.

 

To effectively put all 193 UN Member States back On Track to achieve SDGs as soon as possible after end 2030 target date and achieve all remaining Global Goals 2030 as well as Global Goals 2050 by 2050 and Winning War on Climate Change Mistakes; War on COVID-19; War on Inequality, Injustice and Conflicts; War on Hunger, Malnutrition and Poverty; War on Corruption, Indiscipline and Impunity, the Ongoing Implementation of UN Charter need to make Paradigm Shift from being essentially grounded in Shadow over Substance to being essentially grounded in Substance over Shadow. That is in the Great Task of achieving increasing convergence between Original UN Charter Vision Intention and Reality in the next 75 years these achievements are more Substance and Less Shadow.

 

Recover Better to Build Back Better and Build Back Greener

 

The Fear of COVID-19 could result in Post COVID-19 Era where things move from Bad to Worse, that is, ending in SDGs not achieved by 2030 and Global Goals 2050 not reached by end 2050 or Bad to Good, that is, ending in SDGs being achieved as soon as possible after 2030 and Global Goals 2050 being reached by end 2050 target date.

 

Our World is at Cross Roads, if We Move from Bad to Worse Global Colossal Catastrophic Consequences is Guaranteed and at its extreme resulting I People Dying 1st; Businesses Dying 2nd and Planet Dying 3rd but if we move from Bad to Good, our World will Recover Better to Build Back Better and Build Back Greener.

 

The reality is that our World is not yet on track to Recover Better to Build Back Better and Build Back Greener as World Leaders on UN and Governments sides are still dancing around fundamental issues, focusing on shadow rather than substance and wishing away looming Global Colossal Catastrophic Consequences of Failure to Win 5 War rather than DOING the Needful and On Time to avoid the Guaranteed Global Colossal Catastrophic Consequences of the Multiple Failures.

 

To achieve the later Domestic and Global Stakeholders on UN, Governments, Business, Academia, other Major Groups and other Stakeholders sides need to Work Together to Succeed Together within One Worldwide Institutional Architecture that effectively:-

1.      Connect all Communities in all Countries to UNO Headquarters New York; WBG and IMF Headquarters Washington; WTO (Trade) Headquarters Geneva and UNWTO (Tourism) Madrid.

2.      Go Back to Basics through Return to Step 1 – How to get DONE what Stakeholders have Agreed Need to be DONE – the SDGs before Pressing Forward to Step 2 DOING What Stakeholders have Agreed Need to be DONE.

3.      Go Back to Basics through Return to Original UN Charter to Reform UN System: UNO, WBG, IMF, WTO and UNWTO to be UN System Fit for 21st Century.

 

(1), (2) and (3) can only be achieved if enough participants required to make Positive Difference from UN System: Headquarters Regional Offices and Country Offices; Governments – North and South: All Arms of All Tiers; Businesses: Micro, Small Medium, Large, Transnational Enterprises / Social Enterprises; Academia/Higher Education Institutions: Academic Staff, Non Academic Staff, Postgraduate Students, Undergraduate Students; other Major Groups e.g. TCDF Task Force on Climate Related Financial Disclosures; PCCB Paris Climate Change Capacity Building; OECD; EC etc and other Stakeholders e.g. CSOs, NGOs, RPOs, UPOs etc sides AGREE to Work Together to Succeed Together Fighting and Winning War on Climate Change Mistakes; War on COVID-19; War on Hunger, Malnutrition and Poverty; War on Inequality, Injustice and Conflicts and War on Corruption, Indiscipline and Impunity linked to reaching SDGs as soon as possible after 2030 target date and Global Goals 2050 by end 2050 target date, thus coming together to get necessary Domestic and Global Task DONE and On Time before our World race past irreversibility point in ongoing acceleration on MADning Road to DOOM.

 

No Individual, Institution or Government know when irreversibility point will be passed as our World keep increasing acceleration of MADning (Mutually Assured Destruction) Road to DOOM. Should this irreversibility point be passed, any remedy thereafter is medicine after DEATH – No Issue or Amount to No Issue. The implication is 1 Day Delay in Changing Course may be 1 Day too late to avoid Guaranteed Global Colossal Catastrophic Consequences of Multiple Failures.

1.      from Silos to Synergy

They need Technical Advice and Reform Consultancy Services Support from Consulting Firm with required Know How, if these Paradigm Shifts are to be made within Build Back Better, Build Back Greener and Recover Better for Results in Post COVID-19 Era, that is, Results Winning 5 Wars, achieving SDGs as soon as possible after 2030 and reaching Global Goals 2050 by end 2050 target date.

 

3 Day HLPF/HLVM

 

If our World is to Change Course and start accelerating on MAPing(Mutually Assured Prosperity) Road to BOOM before irreversibility point is passed in ongoing acceleration on MADning Road to DOOM, 1 Day Delay in Leaders on UN and Governments Changing Course may be 1 Day too late to avoid the Guaranteed Global Colossal Catastrophic Consequences of Failure to Win 5 Wars and Failure to achieve Global Goals 2030 and 2050 by end 2050 target date.

 

As no Individual, Institution or Government know when this irreversibility point may be passed, there is urgent need to hold suggested High Level Political Forum / High Level Virtual Meeting, HLPF/HLVM as Joint UNFCCC, PCCB et al Flagship Capacity Building in COVID-19 Times Event in September 2020.

 

UNFCCC and PCCB cannot Convene or Hold the HLPF/HLVM on their own but need to invite other UN Members to serve as Co-Conveners.

 

The Way Forward

 

1.      UN and Governments need to Create DEMAND for Climate Change Action Capacity Building and Beyond Climate Change Action Capacity Building as One National and Global Integrated Innovative Sustainable Solutions. UN and Governments need support from Consultant with required Know How.

2.      Business: Micro, Small, Medium, Large, Transnational Enterprises/ Social Enterprises and Academia/Higher Education Institutions: Academic Staff, Non Academic Staff, Postgraduate Students and Undergraduate Students Create SUPPLY for Climate Change Action Capacity Building and Beyond Climate Change Action Capacity Building as One National and Global Integrated Innovative Sustainable Solutions. Business and Academia/Higher Education Institutions need support from Consultant with required Know How.

3.      UN and Governments Need to Work with Consultant to first Create Demand before Business and Academia/Higher Education Institutions can work with Consultant to Create SUPPLY.

4.      The Backbone National and Global Institutional Architecture for Design and Delivery of National and Global Integrated Innovative Sustainable Solutions cannot be Built without Consultant working with enough UN Member Entities with UNFCCC and PCCB as Core Drivers; Government Entities from North and South Countries; Businesses, Academia/Higher Education Institutions, other Major Groups e.g. TCDF and other Stakeholders e.g. Rural Peoples Organizations, Urban Peoples Organizations in both North and South Countries.

5.      HLPF/HLVM Original New Ideas Driving UN Innovation and Non UN Innovation as One that is sufficiently All Inclusive, All Embracing and Ambitious to help UN, Governments, Businesses, Academia, other Major Groups and other Stakeholders Work Together to Succeed Together Fighting and Winning War on COVID-19, remaining 4 War linked to achieving SDGs as soon as possible after 2030 and reaching Global Goals 2050 emerging and n ways that ensure each National and Global Stakeholder knows What is required to meaningfully contribute their Quota and How to Get DONE all that they Need to Get DONE and On Time.

We urge World Leaders on UN System, Governments and Media sides to remember that our World is in Crises-Multiple Crises made Worse by COVID-19 Crisis and Climate Crisis; that Fear of COVID-19 could be harnessed for Public Good, thus making it easier to achieve National and International Development Cooperation Results in 5 Years that could have taken over 100 years to achieve, in all 193 UN Member States.

 

We urge UN 2030 Connect, PCCB and UNFCCC to Reflect on the reality that after UNDESA Events of 23 April 2020; 28 May 2020 in Collaboration with Governments of Canada and Jamaica; 15- 16 June 2020 UNGC Event with UNDESA Participation; 1 – 2 and 7 – 9 July 2020 ILO Event, we do not know if UNDESA was involved and 6 – 16 July 2020 UNDESA HLPF 2020 including 3 Day Ministers Meeting in Week 2 and Full Day 17 July 2020 Program that appear to be Closed Door Heads of Government Meeting – All Focused on Post COVID-19 Era Build Back Better, Build Back Greener and Recover Better; it is a Puzzle that UNDESA in just 5 Days later held another High Level Meeting on Recover Better with 2 Nobel Laureates as Speakers.

 

It is a Bigger Puzzle that UNDESA is planning a Supercharged Solutions to reaching SDG by 2030 in a 22 – 24 September 2020 event using the same Model as these past Failed Events when UNDESA know full well that haven missed 31 July 2020 deadline, it is no longer possible for SDGs to be reached by 2030, given the magnitude and complexity of the much that remain to be done in all 193 Member States and UNDESA is aware of alternative Model which supported by UN and Governments would deliver Better Results on one hand and the Global Colossal Catastrophic Consequences of Failure to Win War on Climate Change Mistakes; War on COVID-19, remaining 3 Wars and Failure to achieve Global Goals 2030 and 2050 on the other hand.

 

The UNDESA 22 – 24 September 2020 Event again underline EAG Submission that in all UN Events Past ERRORS are Re-occurring Decimal and as long as UN Refuse to Learn Lessons, Future UN Events will Keep Repeating Past ERRORS as Re-occurring Decimal, that is the 22 – 24 September 2020 Event has FAILED at Birth and is thus Motion without Movement.

 

We further urge World Leaders on UN System including PCCB and UNFCCC, Governments and Media sides to genuinely recognize that without Rethinking War on COVID-19; Rethinking related Wars and Rethinking Global Task to Achieve SDGs in All Countries by 2030 to avoid Imminent Perishing of our Fragile Planet; UN System, Governments, Business and Academia cannot answer How Questions underlining Tackling Implementation Challenge of UNSG Points set out UN Comprehensive Response to COVID-19 June 2020 and Nelson Mandela Annual Lecture July 2020 linked to addressing points made in UNFCCC Annual Report 2019 as applicable or appropriate in each specific Community,  Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context and that without the Organization, Orientation and Discipline of Citizens in all North and South Counties to be the Moving Force Driving TRANSFORMATION of Society at each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context, our World will Fail to Win: War on COVID-19; Fail to Win related Wars and Fail to Achieve SDGs in All Countries by 2030, Guarantee Global Colossal Catastrophic Consequences and at its extreme resulting in People Dying 1st, Businesses Dying 2nd and Planet Dying 3rd.

In view of the above, it is our hope that UN 2030 Connect, PCCB, UNFCCC and World Leaders will not Squander Bright Prospects of Success, that is, World Leaders would Change Course Decide to DO Right Thing and On Time and Kick Start this from 3 Day HLPF/HLVM holding in September 2020 with UNFCCC, PCCB, other UN Entities as Co - Conveners.

 

It s our further hope that UN 2030 Connect, PCCB, UNFCCC and World Leaders on UN System, Governments and Media sides will not sit back looking on Powerless as UNDESA UNGA 2020 and 22 – 24 September 2020 Event Outcome Again FAIL to Indeed Mark Turning Point in National and Global Development Cooperation Radical/Fundamental and Raid/Fast Change at levels Needed to Win War on COVID-19 linked to achieving SDGs by 2030 in all 193 UN Member States.

UN Charter Signed 26 June 1945 and came into Force 24 October 1945 is a Global Agreement in which:

We the Peoples of the United Nations Made 4 Determinations:

  1. To save succeeding generations from the scourge of war, which twice in our lifetime has brought untold sorrow to mankind, and
  2. To reaffirm faith in fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small, and
  3. To establish conditions under which justice and respect for the obligations arising from treaties and other sources of international law can be maintained, and
  4. To promote social progress and better standards of life in larger freedom,

To achieve 4 Ends:

1.       To practice tolerance and live together in peace with one another as good neighbours, and

2.       To unite our strength to maintain international peace and security, and

3.       To ensure, by the acceptance of principles and the institution of methods, that armed force shall not be used, save in the common interest, and

4.       To employ international machinery for the promotion of the economic and social advancement of all peoples,

Have Resolved to Combine Our Efforts to Achieve these Aims 

Chapter 1 – Purpose and Principles

Article 1

The Purposes of the United Nations are:

1.   To maintain international peace and security, and to that end: to take effective collective measures for the prevention and removal of threats to the peace, and for the suppression of acts of aggression or other breaches of the peace, and to bring about by peaceful means, and in conformity with the principles of justice and international law, adjustment or settlement of international disputes or situations which might lead to a breach of the peace;

2.   To develop friendly relations among nations based on respect for the principle of equal rights and self-determination of peoples, and to take other appropriate measures to strengthen universal peace;

3.   To achieve international co-operation in solving international problems of an economic, social, cultural, or humanitarian character, and in promoting and encouraging respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language, or religion; and

4.   To be a centre for harmonizing the actions of nations in the attainment of these common ends.

Article 2

The Organization and its Members, in pursuit of the Purposes stated in Article 1, shall act in accordance with the following Principles.

1.   The Organization is based on the principle of the sovereign equality of all its Members.

2.   All Members, in order to ensure to all of them the rights and benefits resulting from membership, shall fulfill in good faith the obligations assumed by them in accordance with the present Charter.

3.   All Members shall settle their international disputes by peaceful means in such a manner that international peace and security, and justice, are not endangered.

4.   All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations.

5.   All Members shall give the United Nations every assistance in any action it takes in accordance with the present Charter, and shall refrain from giving assistance to any state against which the United Nations is taking preventive or enforcement action.

6.   The Organization shall ensure that states which are not Members of the United Nations act in accordance with these Principles so far as may be necessary for the maintenance of international peace and security.

7.   Nothing contained in the present Charter shall authorize the United Nations to intervene in matters which are essentially within the domestic jurisdiction of any state or shall require the Members to submit such matters to settlement under the present Charter; but this principle shall not prejudice the application of enforcement measures under Chapter Vll.

Chapter IV: The General Assembly – Functions and Powers

Article 10

The General Assembly may discuss any questions or any matters within the scope of the present Charter or relating to the powers and functions of any organs provided for in the present Charter, and, except as provided in Article 12, may make recommendations to the Members of the United Nations or to the Security Council or to both on any such questions or matters.

Article 11

1.   The General Assembly may consider the general principles of co-operation in the maintenance of international peace and security, including the principles governing disarmament and the regulation of armaments, and may make recommendations with regard to such principles to the Members or to the Security Council or to both.

2.   The General Assembly may discuss any questions relating to the maintenance of international peace and security brought before it by any Member of the United Nations, or by the Security Council, or by a state which is not a Member of the United Nations in accordance with Article 35, paragraph 2, and, except as provided in Article 12, may make recommendations with regard to any such questions to the state or states concerned or to the Security Council or to both. Any such question on which action is necessary shall be referred to the Security Council by the General Assembly either before or after discussion.

3.   The General Assembly may call the attention of the Security Council to situations which are likely to endanger international peace and security.

4.   The powers of the General Assembly set forth in this Article shall not limit the general scope of Article 10.

Article 12

1.   While the Security Council is exercising in respect of any dispute or situation the functions assigned to it in the present Charter, the General Assembly shall not make any recommendation with regard to that dispute or situation unless the Security Council so requests.

2.   The Secretary-General, with the consent of the Security Council, shall notify the General Assembly at each session of any matters relative to the maintenance of international peace and security which are being dealt with by the Security Council and shall similarly notify the General Assembly, or the Members of the United Nations if the General Assembly is not in session, immediately the Security Council ceases to deal with such matters.

Article 13

1.   The General Assembly shall initiate studies and make recommendations for the purpose of:

a.   Promoting international co-operation in the political field and encouraging the progressive development of international law and its codification;

b.   Promoting international co-operation in the economic, social, cultural, educational, and health fields, and assisting in the realization of human rights and fundamental freedoms for all without distinction as to race, sex, language, or religion.

c.    The further responsibilities, functions and powers of the General Assembly with respect to matters mentioned in paragraph 1 (b) above are set forth in Chapters IX and X.
