On Saturday 24 October 2020, it will be 75 Years after Original UN
Charter came into force. With ratification of the Founding Document by majority
of its signatories, including the 5 Permanent Members of the UN Security Council;
China, France, Russian Federation, UK and US, the United Nations Officially
came into being.
October 24 has been celebrated as United Nations Day since 1948. In our
World today, there is no other Global Organization with Global Legitimacy to
deploy Global Power as Convener, Catalyst, Cultivator and Collaborator in the
Global Quest to Find; Implement National and Global Integrated Innovative
Sustainable Solutions to National and Global Challenges facing each UN Member
State, with effective Monitoring and Evaluation of this Implementation, as the United
Nations.
The reality of National and Global havoc and devastation of COVID19
Pandemic and COVID19 Pandemic exacerbation of existing Pandemics – Climate,
Poverty underline the Urgency for All North and South Countries to genuinely
rededicate themselves Individually and Jointly towards fulfilling the Promise
World Nations made in Original UN Charter Vision to Demonstrate and be seen to
Demonstrate they Work Together to Succeed Together Fighting and Winning War on
COVID19; War on Climate Change Mistakes; War on Inequality, Injustice and
Conflicts; War on Hunger, Malnutrition and Poverty and War on Corruption,
Indiscipline and Impunity linked to achieving SDGs as soon as possible after
2030 (any Government or Institution still seeking to achieve SDGs by 2030 is in
Denial, Deception or Delusion) and reaching Global Goals 2050 by end 2040
target date and in ways that Leave No One Behind in any North or South Country.
In NEHMAP Comment on UNGA75 Paper (1) we raised serious issues of
serious business DEMANDING serious attention of entire UN Membership and All UN
Member States Governments. These points effectively address answers to How Questions
avoided or evaded by entire UN Membership and All Governments in All UN Member
States, especially in the past 5 Years of SDGs Implementation.
In NEHMAP Comment on UNGA75 Paper (2), we focused on the Government of
Kingdom of Netherlands, a Union of European and Caribbean Countries, through
the Ministers of Foreign Affairs and Foreign Trade and Development Cooperation
letter of 12 April 2018 requesting for Advice on Human Rights and the SDGs from
the Netherlands Advisory Council on International Affairs, AIV; the Independent
Body which advices the Government of Kingdom of Netherlands on International
Affairs; AIV Report of May 2019 responding to the Government of Kingdom of
Netherlands Letter and drew attention of entire UN Membership and Governments
in UN Member States to HOW they could
benefit from transforming AIV Suggestions and Inputs from Vision and Words
without Action to Vision and Words with Action and in ways that help UN and
Countries Fight and Win War on COVID19; War on Climate Change Mistakes; War on
Hunger, Malnutrition and Poverty; War on Inequality, Injustice and Conflicts;
War on Corruption, Indiscipline and Impunity linked to achieving SDGs as soon
as possible after 2030 (any Individual, Institution or Government still talking
of achieving SDGs by 2030 is in Denial, Deception or Delusion) and reaching
Global Goals 2050 by end 2050 target date.
In NEHMAP Comment on UNGA75 Paper (3), we focused on UNDESA Survey 28
September – 9 October, extended to 15 October 2020 aimed at finding answers to the
Main Research Question: Is COVID19 Impacting Countries abilities to engage
Stakeholders in the Implementation and Follow Up of the SDGs? with Friday 9
October 2020 as deadline for interested Individuals, Institutions and
Governments to respond to the Survey Invitation. We noted this was a Mute
Question as the answer was already known to UNDESA ab initio; that it would
have been quite different had the Survey Main Research Question been: With 10 years remaining to end 2030 target
date to achieve SDGs, How could
Countries abilities to engage Stakeholders in the Implementation and Follow Up
of the SDGs be reinforced within Comprehensive Response to COVID19 at Minimum
Certain Levels required to achieve SDGs as soon as possible after 2030 and
reach Global Goals 2050 by end 2050 target date and in ways that indeed ensure
No One is Left Behind by end 2050? We noted that UNDESA and other UN Membership
have in Multiple UN Events: 23 April 2020; 28 May 2020 in collaboration with
the Governments of Canada and Jamaica; 15-16 June 2020 – UNGC; 1-2 and 7-9 July
2020 – ILO; 6-17 July 2020; UNGA75 6-29 September 2020 – General Debate, Global
Goals Week and Global Policy Dialogue in collaboration with Governments of
Canada and Jamaica contributed towards answering this Survey Question but
apparently failed since UNDESA is still searching for answer to the Research
Question and had to extend Survey Deadline. We further noted the Overarching
Role of finding answer to How
Questions, if our World is to Change Course from accelerating on MADning
(Mutually Assured Destruction) Road to DOOM and start accelerating on MAPing
(Mutually Assured Prosperity Road to BOOM and On Time to avoid Guaranteed
Global Colossal Catastrophic Consequences of Failure to Change Course before
irreversibility point is passed, at its extreme Resulting in All People in EU,
Europe and rest of the World Dying 1st; All Businesses in EU, Europe
and rest of the World Dying 2nd and entire Planet Earth Dying 3rd.
It is against this background that in this NEHMAP Comment on UNGA75
Paper (4) we share our thoughts on Priorities and Action Moving Forward in
Urgent Global Interest.

China, in recognition of its long-standing fight against
aggression, was accorded the honor of being the first to sign UN Charter.
... Thus, despite opposition from other leaders, especially Winston
Churchill, China became a permanent member of
the Security Council from its creation in 1945. China is an ancient World Power
seeking increasing relevance in UN Fit for 21st Century and UN Fit
for 22nd Century.
Russian Federation, a Permanent Member of the Security Council was a former World Power seeking increasing relevance in UN Fit for 21st Century and UN Fit for 22nd Century.
France, a Permanent Member of the Security Council was a Leading European Power seeking increasing relevance in UN Fit for 21st Century and UN Fit for 22nd Century.
UK, a Permanent Member of the Security Council was a World Power and Leading European Power, before UK-EU Brexit, seeking increasing relevance in UN Fit for 21st Century and UN Fit for 22nd Century.
US, a Permanent Member of the Security Council is most recent World Power, most likely in decline as serving World Power and need to seek increasing relevance in UN Fit for 21st Century and UN Fit for 22nd Century.
The point being made is that:-
1. Each of the 5 UN Security Council Permanent Members is
in Crises and each of the 5 UN Security Council Permanent Members is the
Crisis; EU is in Crises and EU is the Crisis; entire UN is in Crises and entire
UN is the Crises and World is in Crises and World is the Crisis. These Crises/Crisis
DEMAND Comprehensive Solutions that Work for Poor Children, Youth, Women, Man
and Elders in EU, Europe and rest of the World.
2. If each of the 5 UN Security Council Permanent Members
want Original UN Charter Vision to Work it will Work; if EU want Original UN
Charter Vision to Work it will Work and if World Leaders on Powerful North and
South Countries sides want Original UN Charter Vision to Work it will Work.
3. The Design and Delivery of National and Global Integrated Innovative Sustainable Solutions to real and complex National and Global Challenges on the ground within (1) and (2) as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context greatly depends on World Leaders genuinely appreciating the urgent need to Rethink Capitalism, Rethink Social Welfare, Rethink Human Rights and Rethink Development Rights alongside other Rethinkings including Rethinking Globalization, Rethinking Governance, Rethinking Digitization, Rethinking 4th Industrial Revolution and Rethinking 4th Agricultural Revolution etc to be Fit for 21st Century and as appropriate or applicable in each specific North or South Country specific National Context and in ways that Best Support Domestic and Global Stakeholders in the North or South Country context Working Together to Success Together Fighting and Winning identified 5 Wars linked to achieving SDGs as soon as possible after 2030 and reaching Global Goals 2050 and in ways that ensure No One is Left Behind by end 2050 within Framework of UN Fit for 21st Century and UN Fit for 22nd Century.
The point being made is that without Restoring Original UN Charter Vision, seeking to find National and Global Integrated Innovative Sustainable Solutions to real and complex National and Global problems on the ground Challenging entire UN Membership and all Governments in All North and South Countries is Mirage.
Facing Facts: World at Turning Point or End Point: The Way Forward – Rethinking UN75 Initiative for Delivery on SDGs and Global Goals 2050
In Post COVID19 Era any serious
attempt at Build Back Better, Build Back Greener and Recover Better as
applicable or appropriate in each specific Community, Sub-Country, Country,
Sub-Continent, Continent and Global/Planet location context MUST be Designed
and Delivered on the Principles of:-
1. UN75 Global Dialogue Initiative Meaningfully
Addressing Design and Delivery of National and Global Integrated Innovative
Sustainable Solutions to National and Global Challenges: Research, Data,
Planning; Implementation; Monitoring, Evaluation, Learning, Results; Measuring Success
Transparency, Accountability, Participation, Leadership as One
2. Correct Diagnosis; Correct Prescription; Correct
Surgery and Correct Recovery Management using One Worldwide Approach- Whole of
Community, Whole of Country; Whole of Agenda, Whole of Society; Whole of
Institution, Whole of UN; Whole of Bank, Whole of Government Approach as One
3. Meaningfully Involving Original Ideas Creators –
People on both UN and Non UN sides, who through their unadulterated struggle
and commitment use their God given Talents to seek TRUE Peace, Security,
Equality, Equity; Justice, Dignity for All Peoples within Partnerships Driving
Prosperity for All in Ways that Sustain our Planet for Present and Future
Generations
4. Penalty for Failure of Political Will (responsibility of Elected Politicians and Political Appointees), and Public Will (responsibility of the People – Citizens and Migrants) as well as Failure of Decision Makers responsibility of Elected Politicians and Political Appointees) and Policy Makers (responsibility of Senior Civil Servants and Senior Public Servants).
Corruption starts with and is sustained by ‘yes-men’ and women, the cronies who create an echo chamber of lies and subservience to maintain their proximity to power. Corruption is essentially flaws and failures in Government Systems and Services.
The implication is that to effectively deliver on (1) – (4) above, Corruption – Grand Corruption and Petty Corruption as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context must be effectively tackled.
The very notion of ‘bipartisanship’ may seem painfully ludicrous right now, but to effectively tackle politicization and polarization in communities and countries where it exists in Post COVID19 Era for Design and Delivery of Build Back Better, Build Back Greener and Recover Better that Work for All or Leave No One Behind, we need a path out of impenetrable gridlock and vicious sniping as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context and this will involve leaders in each of the identified specific location context who genuinely prioritizes common ground and civility over alienation, bullying, and scorched-earth tactics.
If UN75 Initiative is to succeed where past similar UN Initiatives had failed, there is urgent need for entire UN Membership Leaders as well as Leaders in All UN Member States to genuinely appreciate that:-
1. Victories against inequality were rooted in mass
organizing – the change in each case was collective, never individual – because
winning the battle against inequality has required power, which for ordinary
people is only ever collective. The Montgomery bus boycott is sometimes told as
if it was only a story of Rosa Parks sitting down and Martin Luther King
speaking. But it was planned, and trained for. Rosa Parks wasn’t just tired!
2.
Citizens in newly independent countries were clear that the role of the
new governments was to reshape society by tackling inequality. When later the era of adjustment came,
tackling inequality was excised from many countries’ mainstream narratives of
nationhood, where once it had been inseparable. Activist musicians and writers
are organising now to ensure that the story is retold. This underlines the
urgent need for all Rethinkings identified above.
3.
Looking back, we can observe how victories against inequality did not
just ‘happen’, and were not just ‘given’, but were won, by ordinary people who
were challenging, organized, and painted a picture of the world that could be. We have won before, we can win again.
4.
As all SDGs 17 Goals are Interrelated, Interdependent,
Interlinked and Interconnected, achieving the Inequality Goals greatly depends
on achieving all remaining Goals.
5. The Great Global Task of Fighting and Winning
identified 5 Wars are Interrelated, Interdependent, Interlinked and
Interconnected with Global Task of achieving SDGs as soon as possible after 2030
and pressing forward to reach Global Goals 2050 by end 2050 target date.
6. COVID19 has exacerbated that feeling that we are not in control of
events, that things are all just going on around us, that we are always and
only objects, never subjects. But the COVID19 Crisis has also meant that
changes that had once seemed impossible have now been shown to be plausible.
7.
The hardened structures are molten again. We can shape
what happens – not alone, but with each other. Now, too, we must make our own
history. This greatly depends on entire UN Membership Leaders and all
Governments in All UN Member States Leaders Changing Course and On Time before irreversibility
point is passed in ongoing acceleration on MADning Road to DOOM.
8. In Shaping What Happens to achieve Build Back Better, Build Back Greener
and Recover Better and in Ways that Leave No One Behind, entire UN Membership
Leaders and Leaders of North and South Countries need to genuinely appreciate
that there is lack of effective and efficient Platform for Domestic and Global
Central Coordination of: Political and Peace Building Affairs; Economic and
Social Affairs; Intergovernmental and Peace Operations Affairs; Environment and
Climate Change Affairs; Religion and Cultural Affairs; Solidarity and Public
Goods Affairs; UN Innovation and Non UN Innovation Affairs; UN DaO (Delivery as
One and UN Reform Affairs and
9. Without effectively filling all identified Gaps – Information, Research, Knowledge, Innovation and Ambition on the part of DEMAND Creators – entire UN and All Governments as well as on the part of SUPPLY Creators – Businesses: Micro, Small, Medium, Large, Transnational Enterprises / Social Enterprise; Universities and Higher Education Institutions: Academic Staff, Non Academic Staff, Postgraduate Students and Undergraduate Students and Consultants – Reform and Non Reform, seeking to achieve increasing convergence between Original UN Charter Vision is Mirage and this in turn guarantee Global Goals will not be achieved and 5 Wars will not be Won and this in turn Guarantee Global Colossal Catastrophe at its extreme resulting in People in EU, Europe and rest of the World Dying 1st; Businesses I EU, Europe and rest of the World Dying 2nd and entire Planet Earth Dying 3rd.
The implication of
(1) – (9) above is that in Post COVID19 Era for Build Back Better, Build Back
Greener and Recover Better and in ways that Leave No One Behind, deeply serious
concern the farmer, producer or processor or trader has for the future of his/her
industry — and the fate of his/her country need to be meaningfully and
professionally addressed and without further delay.
This underlines Urgent Need to Rethink UN75 for achieving SDGs as soon as possible after 2030; reaching Global Goals 2050 by end 2050 Target date Driven by Fighting and Winning War on COVID19; War on Climate Change Mistakes; War on Inequality, Injustice and Conflicts; War on Hunger, Malnutrition and Poverty and War on Corruption, Indiscipline and Impunity as One and as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context.
World at Turning Point or End Point: The Way Forward - Warning
If World Leaders on UN and UN Member States sides are
serious about Fighting and Winning identified 5 Wars linked to achieving SDGs
as soon as possible after 2030 and reaching Global Goals 2050 by end 2050
target date through Domestic and Global Stakeholders in All North and South
Countries Work Together to Succeed Together and in ways that Leave No One
Behind by end 2050, these Leaders need to recognize that:-
1. Double Whammy of Brexit as Force for Evil and COVID19
as Force for Evil will certainly increase acceleration on MADning Road to DOOM
in EU, Europe and rest of the World
2. Should irreversibility point be passed in ongoing
acceleration on MADning Road to DOOM imminent looming Guaranteed Global
Colossal Catastrophe become reality and at its extreme resulting in all People
on EU, Europe and rest of the World sides Dying 1st; all Businesses
on EU, Europe and rest of the World sides Dying 2nd and entire
Planet Earth Dying 3rd.
3.
Should Leaders of Governments on EU, Europe and rest
of the World as well as entire UN Membership sides Change Course now to Start
accelerating on MAPing (Mutually Assured Prosperity) Road to BOOM (before
irreversibility point on MADning Road to DOOM is passed noting that 1 Day Delay
may be 1 Day too late) and with renewed Determination Individually and Jointly
Decide to Make Original UN Charter Vision Work through Jointly Deploying Brexit
as Force for Good and COVID19 as Force for Good towards the Organization, Orientation and Discipline of
Citizens in all North and South Countries to be the Moving Force Driving Transformation of Society at each
specific Community, Sub-Country, Country, Sub-Continent and Global location context
for achieving National Goals and Global Goals
4. National and Global Interventions that Work in (1) – (3) cannot be done by Words, Wishes, Slogan, Rhetoric but by Thoughtful Conceptualization with Practice and Action and in ways that effectively fill all identified Information, Research, Knowledge, Innovation and Ambition Gaps as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent and Global location context.
World at Turning Point or End Point: The Way Forward – 3 Day HLPF/HLVM
It is clear that UNGA75 Global Debate, Global Goals Week and Global Policy Dialogue Events have again repeated Past ERRORS, thus contributing little or NOTHING towards Design and Delivery of UN Innovations and Non UN Innovations as One that meaningfully address the 4 Point Agenda for Moving Forward that Work set out above.
The points made by H.E. UNSG Antonio Guteress quoted above underline urgent Need for relevant UN Headquarters Entities to Approve scheduling of 3 Day High Level Political Forum / High Level Virtual Meeting, HLPF Suggestion put forward by NAHMAP/EAG for Mid November 2020 with entire UN Membership Leadership and Leadership of all Governments in All UN Member States genuinely committing themselves at the Event to effectively supporting Pre Summit Days, Summit Days and Post Summit Days as One Technical and Political Process Discussions.

UN Member States are
looking up to UN Principal Organ Entities, especially UN Secretariat Entities
for Practical Help and Support to respond effectively to National and Global
Challenges identified above, that each Government is grappling with.
UN Secretariat Entities
cannot give what they do not have. Yet UN Membership and Governments know where
to go for Inspiration supporting better design and delivery of National and Global Integrated Innovative
Sustainable Solutions to National and Global Challenges facing entire UN
Membership and all UN Member States.
No One Know when our
World will race past irreversibility point in ongoing acceleration on MADnig
Road to DOOM. If UN and Governments are to Change Course and On Time to avoid
Guaranteed Global Colossal Catastrophe of Triple Failures – Failure to Win 5
Wars; Failure to achieve SDGs asap after 2030 and Failure to reach Global Goals
2050, then One Day Delay Scheduling the 3 Day HLPF/HLVM may be One Day too
late. It is therefore in Urgent Global Interest that Pre Summit Days, Summit
Days and Post Summit Days as One Technical and Political Process Discussions
start immediately.
Should UN and Governments in North
and South Countries take all necessary measures to ensure this Bright Prospects
of Success become reality; UN and Governments in North and South Countries would
have helped Save our Fragile Planet from Imminent Guaranteed Perishing.
