Fighting
and Winning War on Conflict, Crime and Unsustainable Practices (3) : Delivering
on SDGs/SDGs Pledge in all 193/306 UN Member States in 12 ½ Years Remaining to
end 2030 Target Date – Moving from Thought to Action.
Introduction
The Sustainable Development Goals, SDGs were agreed by World
Leaders in September 2015 as ambitious Global Agenda to Transform Our World by
2030. The SDGs is a UN brokered Agreement aimed at making ever aspects of our
World’s Economies and Societies, at each specific Community, Sub-national,
National, Sub-regional, Regional and Global, CSnNSrRG, level truly Sustainable.
As 2nd Quarter 2018 Year 3 of Implementation end, that is by end 10
of 60 Quarters it appears to be Motion without Movement.
ECOSOC Synthesis Report May 2018 being input to HPLF 8 – 19 July
2018 finding is that should progress towards achieving delivery on SDGs/SDGs
Pledge (which states that no SDG Goal will be considered met if it is not
achieved by all Peoples in all Countries) continue at current pace, current
priorities and current direction, the Goals cannot be delivered in projected
time frame.
This ECOSOC Report finding is saying in essence that all North and
South Countries or All 193/306 UN Member States are Off Track achieving
delivery on SDGs/SDGs Pledge by end 2030 target date. This coincides with Independent Peer Review of
German Sustainable Development Strategy Report June 2018; UK Parliament
Environmental Audit Committee SDG in UK Report April 2017; ISPE/EAG Study
findings and Study findings of other Institutions in both North and South
Countries.
The Big Issue is that while the ECOSOC Report, others Countries
and Institutions Reports identify the problem, it is only ISPE/EAG Report that
suggest Sustainable Solutions to these real and complex problems on the ground
as unique to each specific CSnNSrRG location context built upon New Pace, New
Priorities and New Direction for effectively moving from Thoughts to Practical
Action for Results in delivery on SDGs/SDGs Pledge at each specific CSnNSrRG
location context and in the 12 ½ years remaining to end 2030 target date.
This Policy Brief set out New Ideas, New Thinking, New
Ways of DOING Things within New Partnerships, which meaningfully put People in
each specific Community, Country, Continent location context at the Centre of
applicable Policy, Program, Project Intervention, 3PI and 3PI Training as One
in each of the 4 Agendas and in ways that improve Prosperity, promote Peace and
protect Planet.
SDGs Accountability in North and South Countries
It will be
recalled that 5 year Evaluation of Paris Declaration, PD in 2010 was damning.
Some action on this Report led to PD being replaced by Busan Declaration BD in
2011. OEDC has some Evaluation of Aid Effectiveness in 2016 that is damning. It
is clear that a 5 year Evaluation of BD will be equally damning and confirm
that by 2016 to date, many of the fundamental problems in the Implementation and
Evaluation of PD, that BD was designed in 2011 to correct, are still
outstanding and many probably worse today.
It is
pertinent to note that without the National Leaders and World Leaders knowing
why there were flaws and failures in the Implementation and Evaluation of
Original PD and BD, National Leaders and World Leaders will not know HOW to
redesign BD Implementation and Evaluation in 2018 and beyond in and ways that
help achieve increasing convergence between 2030 Transformation Agenda – AAAA,
SDG, COP21, Agenda 21 aligned and harmonized with Community Development Plans
and Country Development Plans in each of 306/193 UN Member States.
It is
pertinent to note further that to achieve cure and prevention: sustainable
success in National and International Development Cooperation, as in Medicine,
you need to work out the underlying cause, that is correctly identify all
primary cause or root cause problems; make correct prescription, correct
surgery and correct recovery management rather than immediately jumping to treat
symptoms that may produce some quick relief or quick wins but ultimately make
the situation worse, with ultimate catastrophic consequences if correct
measures are not taken on time.
For example,
Chiropractic Medicine Practitioners do Systems Analysis. Suppose someone comes
in to the clinic with a pain in the left knee. The Chiropractic Doctor does not
try to fix the left knee. He/she would rather ask “What is the Patient doing
with his/her shoulders, back or ankles that put stress on the left knee but not
the right knee”. This is Systems analysis and the Major Strength of ISPE/EAG.
The Chiropractic Doctor then intervenes in ways that help the Patient discover
HOW to move his/her whole body in an integrated way so that the knee is no
longer stressed.
The Great
Chiropractic Medicine Question is “How is this Body (in Development this
Institution or this Society or Constituency or Location – from Community to
Global) organized to produce the Symptoms that we do not want”? That is Symptom
is an indication of an underlying disease condition, it is not the disease.
Therefore to treat the Symptom is to leave the disease untreated and this only
causes further deterioration of the Medical or National/International
Development problem.
It is
therefore easy to appreciate why Individuals/Institutions/ Governments give
undue focus to answer What questions (easier to find) and treat Symptoms
(easier to do) rather than give required focus to answer HOW questions
(especially difficult to find) and treat root cause or primary cause of the
National and International Development Problem (especially difficult to do). In
continuing such National / International Development Cooperation, National
Leaders and World Leaders on UN System: UNO, WBG, IMF; UN Member States
Governments – Executive, Parliament and Judiciary; CSOs/NGOs; Farmer and
Processor Organizations; Private Sector – Micro, Small, Medium, Large,
Multinational Enterprises; Academics and Researchers; Internal and External
Consultants only postpone the evil day; as our World continue accelerating on
MADning (Mutually Assured destruction) Road to DOOM. To save our Fragile Planet
from Imminent Destruction, there is URGENT Need for National Leaders and World
Leaders in the identified 7 Blocks – to Individually and Jointly help Configure
/ Re-configure our World to Change for Good and continue accelerating on MAPing
(Mutually Assured Prosperity) Road to BOOM.
In view of
the above there are Information, Knowledge and Research Gaps that need to be
correctly identified and filled before the Global Partnership can come up with
a practical Work Plan that is based on Business Unusual Overhauling Decayed
Systems to Deliver Needed Change from Community to Global levels rather than a
Work Plan that is Business as Usual Parroting Change for Change Sake that is
Business as Usual worsening Decayed Systems at Community to Global levels.
Delivery on SDGs/SDGs Pledge in North and South Countries –
Disproportional Influence of Trained Economists despite Track Record of Flaws
and Failures
The SDGs/SDGs Pledge Process like the MDG Process
seem to be a less productive MDG Mode process exclusively driven by Trained
Economists rather than a more productive SDG Mode process inclusively driven by
Multidisciplinary Professionals on 4 Levels from Lowest to Highest: Grassroots
Professionals Level 1; Grassroots Professionals Level 2; Higher Professionals
Level 1 and Higher Professionals Level 2. It appears that the current SDG/SDGs
Pledge Process is for Higher Professionals Level 2 only, yet these Trained
Economists do not have the minimum certain levels of Hard Competencies:
Learning and Skills and Soft Competencies: Character, Courage, Cultural,
Discipline and Mindset required to effectively support all relevant National
and International Development Cooperation Stakeholders in each specific CSnNSrRG location context to get back on
Track to achieve delivery on SDGs/SDGs Pledge in 12 ½ years remaining. This raises
Huge Capacity Building Challenges for Higher Professionals Level 2
Professionals – Academics, Researchers, Professionals and Practitioners as well
as the 3 remaining identified levels of Professionals – Academics, Researchers,
Professionals and Practitioners that needs to be urgently tackled.
Delivery on SDGs/SDGs Pledge in North and South Countries –
Inclusion and Participation
We note that serious discussion is ongoing on UN System (UNO component,
rather than entire UNO, WBG, IMF and WTO (ITO) as One Integrated System)
future. We note further that UN Member States are looking up to UNO and WBG for
help to achieve delivery on SDGs/SDGs Pledge; that UNDESA has been saddled with
responsibility to lead UNO support to UN Member States; that UNDESA is also
saddled with responsibility to Re-engineer itself to be in a position to
deliver on this huge responsibility.
To achieve this UNDESA will have to effectively support not just UN
Member States but also Major Groups and other Stakeholders, MGoS to deliver on
their duties and responsibilities in the new dispensation. It is pertinent to note that UN General
Assembly, UNGA Resolution 67/290 effectively gives MGoS including CSOs Active
Participant Status in all 2030 Agenda processes. This statutory provision is
basis for MGoS including CSOs enjoying Right to Participation in all UN System
Events and Activities that concern them. However, UNDESA and all remaining UN System
Entities need help if they are to Re-engineer themselves and thus be in a
position to meaningfully support 193/306 UN Member States to undertake the
Re-engineering required to be back on Track and remain on Track until SDGs/SDGs
Pledge are delivered in all UN Member States by end 2030 target date.
Six Years after Resolution 69/290 was Passed, It Is yet
to be Operationalized In Practice. As long as 193/306 UN Member States, UN
System – UNO, WBG, IMF, WTO (ITO) and MGoS do not know why this Is the Case,
they will not know HOW to Opeartionalize this Resolution In Practice in the
Next 12 ½ Years left to deliver on SDGs/SDGs Pledge.
National Leaders and World Leaders need to appreciate
that without meaningfully addressing fundamental issues of Inclusion and
Participation, it will be especially difficult to meaningfully address
fundamental issues of: not invented here; denial, deception, delusion,
shrieking responsibility; powerlessness; oppression; legal and illegal
corruption; polarization and politicization; inequity, inequality, injustice,
impunity, indifference, incompetence, ignorance, indiscipline, interference;
collaboration, cooperation, cohesion, coordination and commitment. If this is not done delivery on SDGs/SDGs
Pledge in all 193/306 UN Member States will be mirage.
Delivery on SDGs/SDGs Pledge in North and South Countries – Right to Development Report
The UN Special Rapporteur on Right to Development September 2017 Report is the first in a Series Reports
the Special Rapporteur look forward to releasing throughout his 3 year tenure
aimed at helping North and South Countries – All UN Member States; UN System:
UNO, WBG, IMF and Partners at specific Community, Sub-national National,
Sub-regional, Regional and Global, CSnNSrRG levels to jointly tackle UN General
Assembly and Human Rights Council, UNGA and HRC, Right to Development
Declaration and related Declarations, Implementation and Evaluation Challenges at each specific CSnNSrRG level.
The Special Rapporteur’s September 2017 Report
was essentially outcome of baseline consultative research and diagnostic study,
on the past 30 years of Right to Development. The Report analysed real problems
on the ground at CSnNSrRG levels to diagnose 3 problems:-

And Prescribes 4 Solutions:-

Participation, Dialogue, Consultation and
Transparency
2.
Inclusiveness
3.
Interdependence and Indivisibility of Human
Rights

It goes further to set out 8 Point Agenda Methods / Scope of Work. We
wait to see how these solutions could be delivered in each specific CSnNSrRG location context without National
Leaders and World Leaders meaningfully addressing all points made in the Paper
and earlier submissions.
Delivery on SDGs/SDGs Pledge in North and South Countries – Development Evaluation
If National Leaders and World Leaders are to demonstrate new pace as they adopt new priorities and face
direction at levels adequate for sufficient Progress in delivery on SDGs/SDGs
Pledge in each specific CSnNSrRG
location context, then National Leaders and World Leaders need to take
responsibility for their decisions, actions and inactions while in office.
There must be-

Once National Leaders and World Leaders know that these Evaluations will
be done by Independent Professionals within the Supreme National Audit
Institutions that reinforce each other in all 193/306 UN Member States
Framework, then they will know Rewards and Punishment, even when Post Humus
shall be given / made.
The Followers of these National and World Leaders will have to know that
these Leaders must carefully balance Short Term Gain and Long Term Loss with
Short Term Loss and Long Term Gain. This way Society at each specific CSnNSrRG
location context would be encouraged to better support these Leaders as they
now know better that Painful decisions a Leader takes today would produce Gains
under a different Leader in the future. Populist decisions avoiding pain today a
Leader takes today would produce Loss under a different Leader in the future.
They are therefore more understanding of the burden of Leadership these Leaders
have to bear. Master Plans for each specific CSnNSrRG location context jointly
agreed to by Politicians in Power and Opposition, Public Service and other
Stakeholders, makes this task more transparent and more bearable to all
concerned.
Delivery on SDGs/SDGs Pledge in North and South Countries –
Changing Institutional Thinking and Mindset of Leaders and Followers in all
Stakeholder Groups
The DCF May 2018 was
intended to meaningfully address many of the issues highlighted in this Paper,
given its stated Objectives and Outcome. The BIG Questions, is Did DCF 2018
achieve its Objectives and Deliver on its Outcomes. If the answer is no, then
if HPLF 2018 does not learn Lessons from flaws and failures in DCF 2018,
including picking and choosing which Sustainable Development Solutions Good
Ideas and Pertinent Suggestions to embrace or kill (we made Special Statement
on DCF Side Event at the ECOSOC Finance for Development Forum, April 2018,
raising many of these issues, that DCF May 2018 Outcome seem not to have captured),
HPLF and remaining UN Systems Events in the future will not know how to avoid
these flaws and failures. The result is that ECOSOC Synthesis Report May 2018
finding will become reality by end 2030. Allowed to occur, the ultimate consequences
would be catastrophic for over 4 Billion Poor as well as our Fragile Planet.

South-South and triangular cooperation for sustainable development

Engaging
the private sector effectively in development cooperation, including through
blended finance
6.
Bridging
capacity gaps and facilitating technology development and transfer, including
in domestic resource mobilization and national statistical capacity building
7.
Strengthening
multi-layered review and assessment of development cooperation
The 2018 DCF OUTCOMES
1.
The
DCF will generate evidence, ideas and concrete policy recommendations to
enhance quality, effectiveness and impact of international development
cooperation.
2.
The
Forum will promote greater coherence in development cooperation policies and
among all development actors, through knowledge sharing and mutual learning.
3.
It
will generate policy recommendations on the strategic role of development
cooperation in achieving the 2030 Agenda and building sustainable and resilient
societies.
4.
Key
findings and recommendations will feed into the 2018 High-level Political Forum
on Sustainable Development and the Financing for Development follow-up process,
as well as the 2019 High-level Conference on South-South Cooperation (BAPA+40).
If HPLF July
2018 and all remaining UN System future events are to avoid past flaws and
failures in the work towards getting all 193/306 UN Member States to deliver on
SDGs/SDGs Pledge in 12 ½ years remaining, HPLF July 2018 is opportunity to
demonstrate and be seen to demonstrate National Leaders and World Leaders genuine
commitment to Rethinking Development Cooperation; Rethinking Leadership;
Rethinking Fourth Industrial Revolution; Rethinking
Fourth Agricultural Revolution; Rethinking Development Finance;
Rethinking Global Economy; Rethinking Evaluation;
Rethinking Development, Diplomacy, Defence, Democracy, Data and
Digitization; Rethinking Communication, Rethinking Cooperatives;
Rethinking Capitalism, Socialism, Communism; Rethinking
Indexes- GDP, Corruption, Governance etc and Rethinking Multi
Stakeholder Partnerships / Platforms, MSPs and Lobbying as Force for Good as
Foundation for Achieving increasing Convergence between 2030 Transformation
Agenda – AAAA, SDG, COP21, Agenda 21 Vision Intention and Reality in each
Community in each of 306/193 UN Member States for Delivery on SDG Pledge by
Target Date.
Delivery on SDGs/SDGs Pledge in North and South Countries – Major
Success Criteria
The major implication of the Independent Peer Review of
German Sustainable Development Strategy and SDG in Germany Report June 2018 as
well as the UK Parliament Environmental Audit Committee Report April 2017 is
that a similar Review of any North Country will achieve same or worse Scorecard
and similar Review of most if not all South Countries would be much worse. The
underlines the fact that No North or South Country in our World today is On
Track to meet SDGs by end 2030 target date. Should this be the reality by end
2030, the ultimate consequences would be catastrophic for Citizens in all North
and South Countries, especially the over 4 Billion Poor in all 193/306 UN
Member States.
To
avoid this now is the Time for Theory Thoughtful Conceptualization with
Practice and Action for Development Results, Development Impact and Development
Communication that work in each specific CSnNSrRG location Context. This Demand
Thinking Through and Thinking Ahead in each specific Community, Sub-national,
National, Sub-regional, Regional and Global, CSnNSrRG location context. However
Thinking Through and Thinking Ahead in each specific CSnNSrRG is Vocation that
an Institution must be saddled with by concerned Authority in each specific
CSnNSrRG location context.
This
greatly depend on Human Behaviour – What National and International
Stakeholders Do and Do Not DO, as well as How quickly National and World
Leaders demonstrate Willingness to try new ideas, new thinking and new ways of
doing things; Willingness to establish new partnerships, new collaboration and
new cooperation; Readiness to accept past failure and Readiness to build bridge
between lessons learning and lessons forgetting.
The
reality is that as at end 2nd Quarter 2018 Year 3 of Implementation,
the EU as a Whole and each of its Member States do not have a Strategy in place
for HOW to meet the SDGs, that with 12 ½ Years to go to end 2030 target date,
so much needs to be done in so little time, if EU Countries and indeed
Countries Worldwide are to meet the SDGs by end 2030 target date. The HLPF July
2018, other UN System Events and North and South Countries National Events in
remaining 2 Quarters of 2018 – UNGA September 2018, WBG Fall Meetings, IMF
Annual Research Conference November 2018 etc offer Platforms to begin to
recover lost ground. Moving Forward the Success Criteria will be How Leaders
and Followers on 193/306 UN Member States; UN System: UNO, WBG, IMF, WTO (ITO);
Regional Institutions: EC/EU, AC/AU and equivalent Institutions in remaining
Regions; Top 1,000 Universities in the World – Academic Staff, Non Academic
Staff, Post Graduate Students and Undergraduate Students and other
Stakeholders:-
1.
Move
from MDG Mode to SDG Mode.
2.
Accept
level of Organization, Orientation and Discipline required to effectively
Transform their Society –each specific CSnNSrRG location context
3.
National
and Global Collective Action for achieving delivery on SDGs/SDGs Pledge in each
specific CSnNSrRG location context Driven by effective Communication for
Behaviour Impact, COMBI and Changing Attitude and Behaviour at Scale, CABS
applicable to each specific CSnNSrRG location context.
4. Fourth
Industrial Revolution and Fourth Agriculture Revolution MUST work for all
Peoples in all Countries.
5. Top 1,000 Universities – Academic Staff, Non
Academic Staff, Postgraduate Students and Undergraduate Students leading all
Universities and other Tertiary Institutions Worldwide need to be made to
effectively contribute their quota to get the Task of Delivery on SDGs/SDGs Pledge
by end 2030 target date DONE.
6. All Professionals and Practitioners who have
Original IDEAS for Innovative and Creative Solutions to any SDGs/SDGs Pledge
Action Agenda Item for each specific CSnNSrRG location context need to be
identified, promoted and protected to effectively contribute their Quota to get
the Task of Delivery on SDGs/SDGs Pledge by end 2030 target date DONE.
7.
There must be end to multiple Approaches.
National Leaders and World Leaders need to recognize that SDG is interrelated,
interconnected, interdependent and interlinked Agenda that is Integrated – All
Inclusive, All Embracing and Ambitious. It does not have up till now an
Integrated – All Inclusive, All Embracing and Ambitious Planning,
Implementation, Monitoring and Evaluation Approach. Policy, Program, Project Cycle
Management, 3PCM One Worldwide Integrated Approach to National and
International Development Cooperation, is the only such Robust One Worldwide
Approach available anywhere in our World today. National Leaders and World Leaders
to not have to adopt 3PCM which is available but they must adopt such One
Worldwide Approach as first step towards meaningfully addressing all root
problems or primary cause problems on the ground in each specific CSnNSrRG
location context currently hindering work towards achieving delivery on
SDGs/SDGs Pledge in the 12 ½ years remaining.
8. Opportunity offered by HPLF 8 – 19 July 2018 to
put these issues firmly in the International Agenda of National Leaders and
World Leaders should not be wasted. One Day Delay pursuing Needed Change may be
One Day too late.

Our
World cannot afford the ultimate catastrophic consequences of failure to deliver
on SDGs/SDGs Pledge in all 193/306 UN Member States by end 2030 target date. If
all National and International Stakeholders are to Work Together to Benefit
Together, now is the time for adopting new priorities and facing new direction
and in ways that meaningfully improve cooperation, collaboration, cohesion,
coordination and commitment.
There
is urgent need for specific UN System: UNO, WBG, IMF, WTO (ITO) Entities at
Global level; specific Regional Institutions Entities at Regional level and specific
National and Sub-national Institution Entities to be held responsible for
delivery of specific Dimension of the SDGs/SDGs Pledge delivery in specific Community,
Sub-national, National, Sub-regional, Regional and Global location context.

Who are genuinely interested in
Working Together with Other National and International Stakeholders in the work
towards harnessing the HUGE Potentials of Cooperatives / Social and Solidarity
Economy Organizations – Traditional and New, as well as HUGE Potentials of
other available Human, Material and Technology Resources towards delivery on
SDG Pledge in all Communities in their Country or Country where they operate to

Conclusion
If
National Leaders and World Leaders on 193/306 UN Member States; UN System: UNO,
WBG, IMF, WTO (ITO); Business; NGO; Academia; Religious Institutions,
Traditional Institutions; Media and other Stakeholder Groups sides do not know why Design and Delivery of past National
Development Vision and International Development Vision in all 193/306 UN
Member States had flaws and failures, these National Leaders and World
Leaders will not know How to help
National and Global Stakeholders Re-design National Development Vision and
International Development Vision as well as Redesign Global Plans, especially
2030 Transformation Agenda: AAAA, SDG, COP21, Agenda 21 for delivery on SDGs
Pledge in all Communities in all 193/306 UN Member States by 2030 target
date.
To achieve
Peace, Prosperity and Sustainable Production, War on Conflict, Inequality and
Unsustainable Production must be fought and won in all 193/306 UN Member
States. This demand making Fourth Industrial Revolution and Fourth Agriculture
Revolution Work for the over 4 Billion Poor through Brexit as Force for Good;
Globalization and Force for Good and MSPs as Force for Good in each specific
Community, Sub-national, National, Sub-regional, Regional and Global location
context.
If
Citizens in all 193/306 UN Member States are not to be Left Behind, thus making
Post 2030 World more unstable, the Global PUSH to achieve SDGs / SDGs Pledge by
end 2030 target date must be meaningfully supported by National Leaders and
World Leaders Now. With just 12 ½ years to go One Day delay may be One Day too
late. This underlies urgent need for all National and International
Stakeholders to shift from MDGs Mode to SDGs Mode as well as make Quantum
Leapfrog required to deliver SDGs / SDGs Pledge in all Countries, Communities
and Continents in our World today.
If 2018 is to mark turning point in the
work towards getting all Communities in all 193/306 UN Member States back on
Track towards delivery on above SDG Pledge, then these National Leaders and
World Leaders need to consider and take appropriate action and on time on
comments and suggestions set out in this Paper.
It is
our hope that Bright Prospects of Success would not be lost.
