Plan
We have been following with keen interest effort by
South Countries and North Countries Governments to reposition their Nation so
that it would achieve the SDGs and its “Leave No One Behind Concept” by end
2030 target date.
The SDG has been acknowledged as “All Embracing,
All Inclusive and Ambitious” as well as Interrelated, Interlinked, Interconnected,
Interdependent and applicable to all UN Member States, that is all North
Countries and South Countries in our World today.
The 2030 Transformation Agenda is a 5 in 1 Agenda
– AAAA (2015), SDG (2015), COP21 (2015) and Agenda 21 (1992 and 2012) and NIEO
(1974).
The reality is that as at end 4 Years of SDGs
Implementation, all North and South Countries are Off Track achieving SDGs
Pledge (Non of the 17 Goals will be considered met if it is not achieved by All
Peoples in All Countries) Delivery.
In reality the overarching Agenda in the 2030
Transformation Agenda is SDG. The AAAA is essentially the Finance for
Development Dimension of the SDG; the COP21 is essentially the Climate Change
Dimension of the SDG and the Agenda 21 is essentially the Environmental
Sustainability Dimension of the SDG and NIEO is essentially the Political Economy
Dimension of SDG.
It is clear that achieving SDG Vision ambitions
by target date in each Community in each Country in each Continent in our World
today greatly depends all Arms of All Tiers of Government in each UN Member
State and their National and International Partners jointly reinforcing
committed focus on engineering a strong, stable, democratic, just, equitable
and progressive Society at each specific Community, Sub-national, National,
Sub-regional, Regional and Global level.
It is also clear that GFFA Vision focusing on
Food, Nutrition and Agriculture Dimension of SDGs need to be reinvigorated and reinforced,
if Germany, remaining 69 GFFA Member States and
remaining 123/236 Non GFFA Member States are to get done the much that remain
to be done if they are to achieve SDGs Pledge Delivery in 11 years remaining to
end 2030 target date.
To achieve this there is need for Strategic
Management of Huge and Complex Change Processes that includes: Reforming
Governments in All North and South Countries; Reforming Universities in All North
and South Countries and Reform of the UN System: UNO, WBG, IMF, WTO; to be Fit
for the 21st Century.

Concern
We wish to place on record that our observations
and suggestions in our continuing constructive engagement of Government at all
levels in Nigeria; as well as in the UK, in the EU and beyond, for over 25
years, in respect of the research, data, planning, implementation, monitoring, evaluation,
learning, participation, results, measuring success and capacity building of
Government Policies, Programs and Projects, are borne out of genuine concern to
get things done right and on time in Germany,
remaining 69 GFFA Member States and remaining 123/236 Non GFFA Member States, as practical
option for finding lasting solutions to real and complex National and
International Development Cooperation Radical/Fundamental and Rapid/Fast Change
problems on the ground facing each North and South Country Government in our
World today.
The
Professionals in our Organization or Group have over the years made great
sacrifices, demonstrated uncommon zeal and exceptional patriotism in continuing
constructive engagement of relevant community, sub-national, national,
sub-regional, regional and global stakeholders, to jointly focus on
comprehensive systemic solutions to our real and complex national Political,
Cultural, Economic, Financial, Peace, Security, Religious, Moral, Cooperatives,
Communication, Social, Environmental, Legal and Technical problems on the

In this period
we have been working spiritedly towards helping to make Nigeria, Africa, UK,
EU, Europe, US, Canada and World: Hunger, Malnutrition and Poverty history and
in record time.
In this period
also, our Lanre Rotimi (Nigerian) and Dr. Hellmut Eggers (German) created 3PCM,
Policy, Program, Project Cycle Management Approach to Benefits focused National
and International Development Cooperation – the most advance such Approach in
our World today.
3PCM has been
tried and tested, the Biggest Test so far in Nigeria Posta Service, NIPOST (One
of the Biggest Government Parastatals in Nigeria at the time) 2000 – 2001.
3PCM uses
Living Strategy or Communication Strategy and so it is Dynamic and continuing
to improve daily. Glorious Heights reached by NIPOST at the time has NEVER been
equalled even when NIPOST later received Technical Support from Netherlands /
Dutch Postal Administration.
We have built
considerable expertise, experience and exposure in Nigeria, UK and EC that would
bring Whole of Nigeria, Africa, UK, Europe, US and World Thinking to bear in
finding practical solutions to all identified complex systemic problems in
Nigeria, Africa, UK, Europe, US and World, fully implementing the solutions and
effectively monitoring and evaluating this implementation in ways that achieve
increasing convergence between National and Global Development Cooperation

Our Organization developed over 10 year period 1994 – 2004, Support for
Economic Growth and Institutional Reform SEGIR and National Integrated Economic
Reform Program NIEReP, a Practical Policy Implementation Framework, probably
the most advance such Framework in the World today, for implementing National
Reform Programs in Nigeria, other African Countries and other South Countries and North under Countries Worldwide.
NIEReP is an overall framework of Reform, within
Advance Comprehensive Development Solutions having 3 Frameworks of Dialogue,
Reform and Cooperation that support and link Pro Poor Institutional Reform with
Pro Poor Economic Growth; Whole of Government Service delivery; Human Rights in
all its Ramifications – Political, Economic, Social and Cultural Rights;
Capital and Recurrent Procurement; Public Services Reprofessionalization and
Monitoring and Evaluation in all its Dimensions – Political, Economic, Social
and Cultural.
At National level the Solutions Frameworks are Community
– CIEReP; Local Government – LIEReP; State Government – SIEReP and National
Government – NIEReP.
At International level the Solution Frameworks
are Sub Region – RIEReP (1); Region – RIEReP (2) and Global – GIEReP.
Stakeholders at each level will hold each other
mutually accountable for promises made to each other within a New Village to
Global Monitoring and Evaluation System Fit for the 21st century
with One Worldwide Competencies Framework for all involved in M & E. The

The overall NIEReP Framework has the capacity to
effectively support GFFA and Non GFFA Countries in achieving Global Solutions
to Global Problems Ambitions; Support Countries Off Track meeting SDGs’ Targets
by 2030 to get back on Track to achieve SDG by end 2030 Target date and help
solve other National / Global Problems on the ground today, challenging both North
and South Countries in our World today.
Regretfully, despite spirited effort, we did not
get the opportunity to demonstrate NIEReP Potentials on a much larger scale.
The outlook appears much more favourable, given
need for GFFA and Non GFFA Member States and UN System: UNO, WBG, IMF, WTO to
Reason and Face Reality as they and their Partners grapple with SDG
Implementation and Evaluation Challenges against background of Brexit,
Terrorism and other Regional and Global Problems.
That is the overall NIEReP Framework
has the capacity to effectively support all GFFA and Non GFFA Member States to
achieve increasing convergence between 2030 Agenda: AAAA, SDG, COP21, Agenda 21,
NIEO and UNSG aligned and harmonized
with Community Development Plans and National Development Plans in each of
Germany, remaining 69
GFFA Member States and remaining 123/236 Non GFFA Member States Vision Intention and Reality by 2030
and in ways that avoid mistakes implementing and evaluating MDG thus ensuring
that in the work towards achieving 2030 Transformation Agenda Vision Lessons

use of communication techniques, activities and media gives people powerful
tools both to experience change and actually to guide it. An intensified
exchange of ideas among all sectors of society can lead to the greater
involvement of people in a common cause. This is a fundamental requirement for

Communication
for Social Change [CFSC] is a process of public and private dialogue through
which people themselves define who they are, what they need and how to get what
they need in order to improve their own lives. It utilizes dialogue that leads
to collective problem identification, decision making and community-based
implementation of solutions to development issues.

communication involves creating mechanisms to broaden public access to
information on reforms; strengthening clients’ ability to listen to their
constituencies and negotiate with stakeholders; empowering grassroots
organizations to achieve a more participatory process; and undertaking
communication activities that are grounded in research.

What is
communication for development and social change? Scholars and practitioners may
differ in the wording they use to define the subject, but their intent is
constant. Put simply, development programs cannot produce change without an
ongoing, culturally and socially relevant communication dialogue among
development providers and clientele, and within the recipient group itself.
Therefore, all
those involved in the analysis and application of communication for development
and social change—or what can broadly be termed ‘development communication’—would
probably agree that in essence development communication is the sharing of
knowledge aimed at reaching a consensus for action that takes into account the
interests, needs and capacities of all concerned. It is thus a social process.
Communication media are important tools in achieving this process but their use
is not an aim in itself—interpersonal communication too must play a fundamental
role.
This basic
consensus on communication for development and social change has been
interpreted and applied in different ways throughout the past century. Both at
theory and research levels, as well as at the levels of policy and
planning-making and implementation, divergent perspectives are on offer.
The
relationship between the practical application of communication processes and
technologies in achieving positive and measurable development outcomes is an
emerging subject of research, discussion and conjecture. While media
professionals, opinion-shapers and development assistance policy-makers have
often sought to utilize communication systems for social mobilization and
change, a lack of understanding of the complexity of behavioral, societal and
cultural factors on end-user consumption patterns has more often led to
ineffective, or even counterproductive, outcomes.
Experienced
practitioners and communication scholars point to the need for a close study of
society and culture in formulating media and outreach strategies, thus ensuring
that target audiences are reached in an appropriate manner to effect knowledge
transfer. This is particularly so in developing countries, where access to
information supporting health, agriculture, HIV/AIDS, literacy and other
initiatives can be vital.

Our Consulting
Approach recognizes that every Client’s needs are unique and require individually
developed solution. We focus on the purpose of the assignment more than other
considerations and always determine customizing our Approach before embarking
on the assignment. We equally believe that having a clear framework of what

Reform shall be executed in Phases because it makes us to be systematic and
methodical; proceeding from one Phase of a Cycle to the next, ensures each
Phase follows the other in space, sequence, logic and time.
Common and Systemic Approach that could be
adopted and applied by all or any Community to Global Stakeholder(s) involved
in any aspect of the 2030 Agenda 3P Change - 3P Research, Planning, Statistics
(Planning Side); 3P Implementation , 3P Capacity Building (Implementation Side);
3P Monitoring, Evaluation (Evaluation Side) and 3P Learning, Results, Measuring
Success (Success Side) are Integrated and Continuous Activities and so is the
functional Digitization, Data / Evidence: Collection, Analysis, Review and
Reporting.
In finding solution to specific problem in an
Assignment, several alternative solutions are developed, alternatives evaluated
and elaborated into a Plan for Implementation that is presented to the Client
for comments and suggestions and Decision Making. Issues emanating from Data /
Evidence gathering, review and analysis are first discussed with relevant
officials with a view to evolving joint solutions. We believe that solution
that is derived through interactive process, in which the Client participates,
stand a better chance of success on sustainable basis.

Days, Conference Days and Post Conference Days Events and Activities set out in
GFFA 2020 New Idea Proposal we have submitted to German Government and GFFA
Organization Team, if Lost time is to be recovered and the 5 Critical Quarters
indeed Lay Solid Foundation for getting DONE the much that remain to be DONE,
if Germany, remaining 69 GFFA Member
States and 123/236 Non GFFA Member States are to
achieve SDGs Pledge Delivery in 11 years remaining to end 2030 target date.
If GFFA 2020 is to avoid flaws and

Grant Model that is Expenditure and Shift towards Business Model that is
Sustainable Investment; Shifting focus away from Aid Giving that is Charity for
Unconditional or Conditional Favour and Shift focus towards Philanthropy Giving
that is Corporate Social Responsibility (CSR) for Mutual Benefit; Microcredit
and other Components of Financial Inclusion for True Sustainable Development;
Food is Medicine and Medicine is Food; All National and International
Development Stakeholders Common Definition of Research, Theory, Goals, Targets,
Indicators, Advocacy, True Development, Development Research, Development
Communication and Learning; Restoring the Lost Glory of Cooperatives and
Establishing Sustainable Social Health Insurance for the Poor as well as the
Political Will on the part of Elected Politicians, Appointed Politicians, Civil
Servants and Public Servants and Public Will on the part of Traditional Rulers,
Religious Leaders, Trade Groups, Professional Groups, CSOs/NGOs, Businesses:
Micro, Small, Medium, Large, Multinational; Agro Producers, Agro Processors;

connections may be One Day too late for our Fragile Planet to avoid ultimate
catastrophic consequences of failure to achieve SDGs Pledge Delivery by end
2030 target date.
The German
Government and GFFA Organization Team has for the first time in GFFA history
established a Partnering System.
We invite
all Heads of Governments, UN Entities and Universities genuinely interested in
helping Germany, remaining 69 GFFA Member States and 123/236 Non GFFA Member States are
to back On Track to achieve Delivery on SDGs
Pledge in the 11 years remaining to end 2030 target date and who genuinely appreciate
that Business as Usual is guarantee ultimate catastrophic consequences of
failure to achieve SDGs Pledge Delivery by 2030 will be our reality by 2030 and
who are determined to take all necessary measures to avoid this looming
