EVOLVING PRACTICAL GRIEVANCE AND CONFLICT RESOLUTION MECHANISM FOR IMPROVING FULANI HERDSMEN / CROP FARMERS RELATIONS

The Leadership of NEHAP/ISPE/EAG (New End Hunger and Poverty/ International Society for Poverty Elimination/Economic Alliance Group) the “Organization” extends its compliments to your Excellency and the esteemed Members of the Federal Executive Council. We have been watching with keen interest all efforts by your Excellency to reposition Nigeria so that it would occupy its God-given position in the Comity of Nations. No doubt, it has not been easy, but we are assured that with more genuine prayers and more determination to work SMARTer rather than HARDer, we shall succeed and on sustainable basis, to the Glory of God and the Benefit of Humanity.

2. Your Excellency, Fulani Herdsmen unleashing Terror across all South West, South South, South East and North Central States has become a regular occurrence that should be effectively checked now, before it gets completely out of hand. This submission is the Contribution of NEHAP/ISPE/EAG to help government and security agencies find sustainable solutions to the Fulani Menace that is adversely affecting many Family Farmers and other Nigerians including some of our Members in NEHAP Initiative.

3. The Fulani Menace underline root problems of Agriculture, Security, Development,  Peace, Climate Change, Culture, Governance, Accountability, Justice, Corruption, Terrorism, Slavery, Law, Order, Sanction and Enforcement that need to be correctly Diagnosed as basis for Correct Prescription, Surgery and Recovery Management, in each affected Community in Nigeria.

4. It is hard to imagine that Nigeria in the 21^st Century could still encourage itinerant Cattle Herdsmen who continue to leave tales of woe in their trail. It is clear that the Rights of Cattle Herdsmen STOP where the Rights of Crop Farmers and other Nigerians START. The reality is that Cattle Herdsmen have no regard for Authority and the Rights of other Nigerians. The Police and DSS High Command at State and National Levels know this is FACT and are struggling to address the situation within their operation area, with limited success due to inadequate Political Support. This is Bad.

The Police and DSS Commanders, Officers and Men at Local, Area and Division levels in their respective Agencies appear helpless and powerless in the ENFORCEMENT of Law and Order and Sanctions while our Courts appear to Fear or Favor Fulani Herdsmen and so Justice is Delayed or Denied affected Farmers and other Nigerians. These helplessness and powerlessness is underlined by Legendary Capacity to Corrupt Law Enforcement and Judiciary Officials, of Fulani Leaders who Defend Fulani Herdsmen. This is a Scar on the Conscience of the Buhari Administration led by a Fulani Globally Recognized as Anti Corruption Czar. The Impunity of both Fulani Herdsmen and Fulani Leaders who consistently Defend the Indefensible Must STOP.

Fulani Leaders openly VOW to Pay Millions to Bribe Law Enforcement and Judiciary Officials rather than Pay Compensation to Crop Farmers. In exceptional circumstances where a level of Compensation is secured, Fulani Herdsmen go back to the Farm to Beat up the Farmer, sometimes to Death. Farmers therefore face double jeopardy – Loss of Crops and Loss of Lives, once Fulani Herdsmen embark upon serial attack on their Farms. Fulani Leaders consistently DELIVER on this VOW and Fulani Herdsmen consistently go back to the Bush/Farm to Kill any Farmer who manages to secure a level of compensation above which they were prepared to pay. The RESULT is Fulani Leaders and Fulani Herdsmen making Farmers and other Nigerians Slaves on their Land.

It is this Fear of Fulani Herdsmen going back to Farms to Kill Farmers who take a level of Compensation (far below what is due and fair) that has made Farmers Slaves to Fulani Herdsmen because they would rather lose their crops than lose their lives.

In fairness some Police IPOs’, DCOs’ and DPOs’ want this Fulani Impunity to End but Law Enforcement High Command at State and National Levels assume that Fulani Impunity is Figment of Peoples’ Imagination as so do not DEMAND the POLITICAL SUPPORT each High Command requires to contribute its quota towards amicable resolution of Fulani Herdsmen, affected Farmers and other Nigerians conflict and in ways that promote and protect the common interest and common future of Fulani Herdsmen, Crop Farmers and other Nigerians in all affected Communities, Local Governments and States in Nigeria. The reality in Nigeria today, is that Fulani Herdsmen will serially destroy your farm and Fulani Leaders who defend them will Bribe Police to turn Complainant to Accuse, such that the Farmer is now Locked up by the Police on Fulani Instruction sometimes for weeks – even at State Command Detention Facilities with Fulani Boasting the miserable Farmer will only be released at his say so. The DSS Operatives at Local Government Level are aware of these anomalies but being short staffed, they are not able to help correct the numerous overwhelming security lapses and flaws as they would have wished and so the ogre of fear, slavery, blood, tears and debts are reoccurring decimals for Farmers and other Nigerians. This is Worse.

This submission is NEHAP/ISPE/EAG’s contribution towards removing these helplessness and powerlessness and the underlining corrupt practices and related offences, without which the pain, misery, fear, slavery, blood, tears, debts and deaths, that is the lot of increasing numbers of Farmers and other Nigerians cannot STOP. Should this be the case Fulani Menace Time Bomb, slowly ticking would certainly detonate – sooner or later and the RESULT would make Boko Haram Child’s Play.

5. The seeming inaction and indifference of the Political Leadership at Federal Government, 36 State Governments and FCT and 774 Local Governments levels, in-spite of Fulani Herdsmen worsening atrocities in the last few years, is of grave concern to Traditional Rulers, whose people including widows, bear the brunt of Fulani Herdsmen attacks – some have lost their lives and many have been reduced to penury with the destruction of their Crops in many cases running into over N5 million per farm. Yet Traditional Rulers, as Fathers of the Towns and Villages cannot muster the POLITICAL Will to raise Strong Single VOICE in Defense of their suffering people, including increasing numbers of Traditional Rulers whose farms are destroyed by Fulani Herdsmen. This is a puzzle.

6. The Nation Newspaper in its Editorial of 4 February 2016 described the suggestion that government could map out grazing reserves as “laughable”. A Key highlight of the Editorial is the Statement “The government has a pressing duty to come up with an effective Policy, Program, Project intervention, 3PI and 3PI Training as One (Italics ours) that would rein in the criminals operating as cattle rearers. Unless this is done now, it could snowball to another social conflict beyond the capacity of the security agencies”.

The Big Issue is if government does know why Fulani Herdsmen are Fighting Crop Farmers and other Nigerian, government will not know HOW to find lasting solutions to Fulani Herdsmen / Crop Farmers and other Nigerians Crisis. The correct answer to this all important How To(s) question lies in simultaneously addressing Prevention and Treatment issues and in ways that ensure “Delivery is the Strategy” and that mean “DOING and not Talking”.

It is pertinent to note that you cannot defeat real enemy you do not understand; you cannot solve root problem you do not understand and you cannot answer Big question you do not understand. Therefore without minimum certain level of understanding in each of these 3 dimensions, government will continue to dance around Fulani menace.

Your Excellency, please recognize that the Fulani Menace is cancer which left untreated could easily destroy our Country, it is a Time Bomb which allowed to detonate, would certainly make Boko Haram Child’s Play.

7. The Time is NOW for the Federal Government to take the Lead, with your Excellency as Co Chief Champion in the Great Task of finding Sustainable Solutions, fully implementing these solutions with effective monitoring and evaluation of this implementation.

These are very Technical issues that Government on its own cannot undertake without Government and concerned Stakeholders at all levels getting Technical Advice and Support from External Consultants with demonstrated minimum certain levels of Hard Competences: Learning and Skills and Soft Competences: Character, Courage, Disciplie and Mindset required to Mobilize National Collective Action for Fulani Herdsmen, Crop Farmers and other Nigerians Harmonious and Mutually Beneficial Relationship in each Community across Nigeria, where Fulani Herdsmen operate.

8. To improve Stakeholders Coordination, there is urgent need to Establish High Level Political Forum on Tackling Fulani Menace and Joint Action Committee on Fulani Herdsmen, Crop Farmers and other Nigerians Conflict Resolution.

The Political Forum and Action Committee need to be Designed and Delivered as Multi Stakeholder Platforms, MSPs’ with Professional Technical Support needed to ensure Fulani Herdsmen Pay Full Compensation to Crop Farmers; Fulani Herdsmen STOP Destroying Farmers Crops and Fulani Herdsmen Practice Modern Livestock Farming.

It is pertinent to note that well organized Modern Livestock Farming that is Integral Part of New Nigeria Agriculture Revolution could generate over N3 Trillion annually with accompanying Employment Generation, Peace and Security Dimensions.

9. One of the fundamental principles underpinning the above MSPs’ is that they will use Living Strategy. That is the implementation of Policy, Program, Project Interventions, 3PIs’ and 3PIs Training as One will be based on solving real and complex problem on the ground as is in each affected Community, Local Government and State in Nigeria.

10. Conclusion: If Agriculture Revolution is a viable alternative for revamping the Nigeria Economy that the Buhari Administration is considering; then it could be Mirage seeking to achieve New Nigeria Agriculture Revolution Vision Ambitions without first finding lasting solutions to the Fulani Menace. Secondly, the Fulani Menace raises Peace and Security concerns that need to be urgently addressed by government, if we are not to detonate a Time Bomb that make Boko Haram Child’s Play. We therefore advocate that the suggested MSPs’ be established immediately and given official recognition and all required resources to Perform including Technical Support.

We as Development Cooperation Consultants have taken a first practical step by introducing a new constructive engagement approach as evidenced by the pertinent suggestions contained in this submission, that we decide should be in the form of an open letter. We call on government to reciprocate by demonstrating sincerity in implementing Agriculture Reform Program that is an Integral Part of entire National Reform Program that increase the Prosperity, Living Standards and Welfare of Nigeria Small Holder Farmers, Nigeria Workers and Nigeria Peoples.

We are close to Nigeria Citizens, especially the Poor Farmers and Poor Workers in both Rural and Urban Communities, we are convinced that should government take favorable decision and timely action on this submission, Government will deliver to Nigeria Farmers, including Fulani Herdsmen, Nigeria Workers and Nigeria Peoples the Type of Democracy Dividends Nigerians Desire and Deserve and this will lead to improved Government Labor relations on one hand and Fulani Herdsmen, Crop Framers and other Nigerians Relations on the other hand, thus making the Buhari Administration New Nigeria Vision easily achievable with little or no disruption to service delivery through warning strikes on one hand and little or no conflict between Fulani Herdsmen, Crop Farmers and other Nigerians on the other hand.

B. Prayers

The Organization urges Government to:-

1.      Direct SGF Coordinate Political Solutions to Fulani Menace

2.      Direct Joint Service Chiefs Police, DSS and Military Coordinate Security Solutions to Fulani Menace.

3.      Direct HMARD Coordinate Agriculture Solutions to Fulani Menace.

4.      Establish High Level Political Forum on Tackling Fulani Menace.

5.      Establish Joint Action Committee on Fulani Herdsmen, Crop Farmers and other Nigerians Conflict Resolution.

6.      Ensure Fulani Herdsmen Pay Full Compensation to Crop Farmer.

7.      Ensure Fulani Herdsmen STOP Destroying Farmers Crops

8.      Ensure Fulani Herdsmen Practice Modern Livestock Farming.

9.      Ensure that well organized Modern Livestock Farming in Nigeria generating over N3 Trillion annually with accompanying Employment Generation, Peace and Security Dimensions is designed and delivered.

10. Consider involving the Council in the design and delivery of Pro Poor Economic Reform and Pro Poor Institutional Reform Programs aimed at finding Sustainable Solutions to Fulani Herdsmen, Crop Farmers and other Nigerians Conflict.

11.  Consider integrating Sustainable Solutions to Fulani Herdsmen, Crop Farmers and other Nigerians Conflict with Local and State Governments Development Plans, National Development Plans Aligned and Harmonized with Global Goals – AAAA, SDG, COP21 Outcome, HLPF Retreat Outcome, UN MSP Retreat Outcome, ECOSOC Retreat Outcome, Agenda 21.

12. Operationalize MSPs with Official Government Support’ Living Strategy in Practice

13. Demonstrate commitment towards continuously improving Stakeholders Policy Cooperation, Collaboration, Coordination and Cohesion for Sustainable Development in Practice.

14. Consider our recommendation of External Consultant with required Hard Competences and Soft Competences to work effectively with Government and other Stakeholders to operationalize in practice all good ideas and pertinent suggestions set out in this submission.

View Point on Sustainable Solutions to 
Fulani Herdsmen Menace

The Fulani Herdsmen Menace is the Biggest Corruption in Nigeria today. It is a Time Bomb, which allowed to explode, shall make Boko Haram child’s play.

President Buhari upon assumption of office to date – over 29 months, has paid lip service to tackling Fulani Herdsmen Menace, his latest effort being his 57 Independence Day Speech. This explains why Fulani Herdsmen continue spreading deaths and tears with impunity across Nigeria, with Security Agencies and the Media essentially sitting by looking on, as Nigeria race to irreversibility point, when not if the Time Bomb explode – if required levels of remedial action is not taken and on time.

We are aware of the spirited effort, from 17 March 2016 to date, by a Group of Patriotic Nigerian Professionals, to sell their Blueprint of Sustainable Solutions to Fulani Herdsmen Menace within a Nigeria Rescue Mission that Work to prevent Time Bomb explosion, to the Buhari Administration. This Blueprint built upon Sound Analysis and Correct Diagnosis, Correct Prescription, Correct Surgery and Correct Recovery Management to root cause or primary cause real and complex Fulani Herdsmen Menace and other National Political, Economic, Religious etc problems on the ground in each Community, in  each of the 774 LGs, in each of the 36 States and FCT, National and International levels, is potent Medicine to Cure Nigeria Disease and not treat Nigeria Symptoms, as the Buhari Administration and past Administrations since Independence in 1960 to date, have essentially been doing at National level. The Blueprint was sent via the Group’s Letter of 16 March 2016 delivered to DSS Ondo State on 17 March 2016, for submission to President Buhari, by Director General DSS.

Ordinarily this type of Important Letter, properly addressed to Mr. President, raising National Security: Serious Issues of Serious Business Demanding the Serious Attention of Mr. President, ought to be delivered by DSS within 48 hours and Mr. President recognizing that the contents are in Urgent National Interest ought to have invited the Group within 48 hours, for Clarification and additional information he may require, to adopt / adapt the Blueprint Recommendations for Implementation.

Mr. President has not done this and Fulani Herdsmen Menace has gotten worse in the past 18 months since the Letter was submitted to DSS. Is this not fresh evidence that Mr. President is Corrupt?

On behalf of about 120 Million Poor Nigerians, over 110 Million of whom are yet to be served by the Buhari Administration, we at NEHMAP Initiative demand:-

1.      President Buhari schedule Emergency Extraordinary Meeting, EEM that is expanded Council of States Meeting, within next 2 weeks, with Participants including: Leadership Senate, Judiciary, House of Representatives; High Command – Army, Navy, Air Force, Military Intelligence, DSS, NIA, Police, NCSDC; Trustees National Council Traditional Rulers of Nigeria; Leadership Muslim Missions, Leadership Christian Missions etc: to discuss the Blueprint, Nigeria Rescue Mission and Nigeria’s Future in 21^st Century World.

2.      Mr. President should tell Nigerians, if DSS did not deliver the Group’s Letter and what Sanctions have been imposed on relevant DSS Officials or Apologize to Nigerians, if the Group’s Letter was indeed delivered by DSS on time but he took no ACTION.

DSS, Police, other Security Agencies, Journalists and other Nigerians can no longer be intimidated by President Buhari, if Nigeria is to find Sustainable Solutions to her real and complex Hydra Headed problems on the ground that can’t be wished away. We call on Nigeria Media to publish the Group’s 16 March 2016 Letter to President Buhari and Paper Presented by the Group at Democracy Day Lecture on 30 May 2016 organized by Ondo State NUJ which received loud applause but was never published / broadcasted by any of the Media Houses present.

We further call on the Ekiti State Governor Peter Ayodele Fayose haven stepped up from Defender of Ekiti Masses to Defender of Nigeria Masses and Eminent Nigerian Patriots: Legal Luminaries, Emeritus Professors and Distinguished Professionals in 6 Geopolitical Zones to put their weight behind the above demands to President Buhari.

War on Corruption, the overarching point in President Buhari’s 57 Independence Day Speech, cannot be fought and won on successful and sustainable basis in Nigeria, as long as President Buhari continue Lip Service and Selective Approach. A Comprehensive Approach including Multi Stakeholder Platforms / Partnerships, MSPs Driving Mass Mobilization for Social Justice and Economic Growth and related Mass Mobilizations, such as the Comprehensive Approach set out in the Group’s Blueprint is urgently needed.  The issues involved and consequences of failure to Win War on Corruption in Nigeria are too important for matters to be left entirely in the hands of President Buhari and so we urge Governor Peter Ayodele Fayose and Nigeria Eminent Persons, including Traditional Rulers and Religious Leaders, to please Speak Out for Masses before Fulani Herdsmen Menace and ongoing Agitations Time Bomb explode.

UK - EU Future - Brexit Myths - Time to Reason and Get Real

Foreword

UK Citizens, UK Government, UK Parliament, UK Academics and UK Media are splitting hairs over Brexit Shadow and Symptoms with the Country divided in almost equal half for EU Leave and EU Remain while UK Monarchy sit by looking on. These UK Stakeholder Groups are Negotiating with themselves rather than collaborating to ensure the UK Negotiate with EU the Best possible Deal for both sides. They are therefore avoiding or evading tackling Brexit Substance and Disease.

In the process, the probability is getting increasingly higher that the UK in continuing acceleration on MADning (Mutually Assured Destruction) Road to DOOM, irreversibility point may be passed before these Stakeholders appreciate need to Reason and Get Real. Allowed to occur Chaos and Disaster producing UK National Crises at level not seen in recent Centuries would be unleashed. This would Catalyze Chaos and Disaster producing unprecedented National Crises in EU Countries, Countries in rest of Europe and Countries in the rest of the World. Yet there are Bright Prospects of Brexit that Deliver Stronger UK, Stronger EU, Stronger Europe and Stronger World, should the UK shift to accelerating on MAPing (Mutually Assured Prosperity) Road to BOOM before irreversibility point is reached on the MADning Road to DOOM.

Implementing Brexit Sustainable Solutions in the UK Now or UK Perish?

Emerging realities confirm that:-

1. It is not that the Data on which Leave Won the Vote is not credible, it is that the Data is Wrong.
2. The UK is gaining more from Remaining in the EU and losing more from Leaving the EU than Leavers led UK Voters to believe. The reality is the other way: that UK is gaining more from Remaining in the EU and losing more from Leaving the EU. As Fantasy Meet Brutal Reality, it is getting increasingly clear to many Leavers that a grave mistake had been made and there is urgent need to find appropriate political solutions before irreversibility point on MADning Road to DOOM is crossed and anarchy is lossed upon the UK, EU, Europe, US and World.
3. Brexit root cause or primary cause real and complex problems on the ground on both UK and EU sides are not and cannot be addressed within current Brexit Negotiation Framework. Whatever is finally agreed by 29 March 2019, at best these real problems remain the same and at worst these real problems are significantly worsened.

4. In sector after sector, all manner of hidden problems not taken into consideration when UK Voters were Voting in 2016 are now increasingly emerging. For example – Food, Agriculture and Nutrition; Automobile, Financial Services etc. Rather than focus on ways and means of Design and Delivery of Brexit Sustainable Solutions that meaningfully address all hidden problems in all sectors as they arise Leavers are insisting their Vote must not be betrayed and Remainers are insisting all necessary measures must be taken to ensure the Looming Chaos and Disaster must be avoided or evaded regardless of whether or not their proposed solutions violate EU rules. As from October 2018, little over 2 months away, should negotiations continue along current path, panic would set in as probability of crossing irreversibility point on MADning Road to DOOM get higher.
5. There is urgent need to Rethink Brexit if Looming Chaos and Disaster of Monumental Proportions is not to be unleashed in UK, EU, Europe and World.
6. Implement Brexit Sustainable Solutions in the UK Now or UK Perish?
7. UK/EU Brexit and US/China Trade War would make it more difficult for all 193/306 UN Member States that are Off Track achieving delivery on SDGs/SDGs Pledge by 2030 to be back On Track to achieve delivery on SDGs/SDGs Pledge by end 2030, hence the urgent need to take all necessary measures to ensure that Brexit is Force for Good and Globalization is Force for Good.

Facing Facts to Clarify Myths

1. No Nation in our World today can be so Capitalist as not to have a level of Socialism and No Nation can be so Socialist as not to have a level of Capitalism. Noting that Communism is the extreme form of Socialism. In 21^st Century World each North and South Country has to find the Right Position in this Spectrum that Best Work for their Specific Society.
2. It is practical and workable Ideas and not Ancient and Modern Ideologies that can help Design and Deliver Brexit Negotiations that Work for Brexit Sustainable Solutions or Brexit as Force for Good on both UK and EU sides. Should UK take the lead in making this paradigm shift, EU, Europe, other Countries and Regions in our World will follow suit and in ways that promote and protect Stronger UK, Stronger EU, Stronger Europe and Stronger World. The Top Universities on UK and EU sides have much to contribute in this regard.

5. Brexit Negotiations Focusing on Shadow and Symptoms on UK side will not address real Immigration, Employment, Sovereignty etc problems on the ground.
6. Brexit Negotiations Focusing on Shadow and Symptoms on EU side will not address real Common Currency, Common Customs, Single Market, Sovereignty etc problems on the ground. As long as both UK and EU sides Refuse Ordered Change through Failure to recognize and tackle root cause or primary cause problems underlying Substantive issues and Diseases on each side, they will continue to ignore Real Losses as each side pretend or grandstand that it can go it alone thus making Disordered Change and ultimate Chaos and Disaster Consequences inevitable on both sides. This could be avoided through proposed Alternative Brexit being fully implemented with effective monitoring and evaluation of this implementation in the UK side and subsequently the EU side and on time.

7. UK Citizens, UK Government and UK Parliament (Both Houses) must Reconnect with each UK Community in each UK Region on one hand and Connect each  UK Community in each UK Region with World Headquarters of each EC / EU Entity and World Headquarters of each UN System: UNO WBG IMF Entity if Sustainable Development Solutions to root cause or primary cause problem within New UK National Development Vision and New UK International Development on the ground at Community Sub-national, National, Sub-regional, Regional and Global levels are to be Designed and Delivered as Viable Option for effectively talking Brexit as Force for Good Brexit and Non Brexit root cause and primary cause problems on the ground in UK, EU, Europe and World.  The same thing must be done for all 27 remaining EU Countries.
8. In reality the UK has 4 Options – 1. Leave through Negotiating Hard Brexit 2. Leave through Crash Out 3. Remain and Accept Current EU: Attitude Behavior Systems Structures Policies, Procedures, Rules and Cultures Changes as is and 4. Remain and Persuade and or Pressure EU to recognize that it is in its enlightened Self Interest to Adopt New EU: Attitude Behavior Systems Structures Policies, Procedures, Rules and Cultures Changes for Stronger UK, Stronger EU, Stronger Europe and Stronger World Driven by New National and International Systems Fit for the 21^st Century.
9. Only 1 of 4 Options is Right. Yet it is the 3 of 4 Options that are Wrong that are on the Table for Discussion and Negotiation by both UK and EU. The Right Choice has Rewards. The Wrong  Choice has ultimate Catastrophe  Consequences for both UK and EU – regardless of who suffer more. The realities of  16 of 24 months negotiations provide evidence that way forward in common interest, common destiny and common future of UK and EU lie in making this right choice and without further delay. Again, it is Top Universities on UK and EU Sides in Collaboration with Organization with Right Hard Competencies: Learning and Skills and Soft Competencies: Character, Courage, Cultural, Discipline and Mindset working in Partnership with National and International Stakeholders on UK and EU Sides within New Innovative Project for Brexit Sustainable Solutions linked to UK Sustainability Strategy and SDG in UK as well as each of remaining 27 EU Countries Sustainability Strategy and SDG in the Country that could help find Sustainable Solutions to Brexit real and complex problems on the ground on both UK and EU sides.
10. To make Right Choice, Now is Time for 6 UK Stakeholder Groups – UK Monarchy, UK Government, UK Parliament (Both Houses), UK  Citizens and UK Media (TV, Radio, Print, Online) to Reason and Get Real. One Day Delay in both UK and EU sides jointly recognizing that our world today needs a paradigm shift from Talking and Thinking to Action and Accomplishments for Results. That is at the community level, at the sub-national level, at the country level, at the sub-regional level, at the regional level, and at the global level, we all need to make these things happen:

a) jointly making paradigm shifts from working in silos to working intersectorially in synergy;

b)  from multiple approaches to common approaches that continuously improve convergence, alignment and harmony;

c)   from business as usual to business unusual;

d)  from parrotting change to practicing change;

e)  from academic research aimed at advancing frontiers of knowledge to development research aimed at significant improvement in critical contemporary measures of service, speed, costs, quality and where necessary revenue;

f)   from talking and thinking to Action and Accomplishment.

         May be One Day too late.

11. The UK Parliament (both Houses) cannot Design and Deliver Brexit  Sustainable Solutions alone but need to Cooperate with other Stakeholders: UK Monarchy; UK Government; UK Academics; UK Citizens and UK Media (Hexagonal Leadership) within Multi Stakeholders Partnership / Platform for Sustainable Development Solutions, MSP-SDS Hexagonal Leadership working in CASH - Collaboration, Alignment, Synergy and Harmony to Drive Mass Mobilization for Social Justice and Economic Reform, MAMSER to achieve increasing convergence in Brexit as Force for Good Intention and Realty in each specific Community, Sub-national, National, Sub-regional, Regional and Global location context.
12. Moving forward, for MPs willing to pick up the gauntlet, the Action Next Step is MSP-SDS Membership Drive starting from 4 Communities:-

1.      MPs - All Parties or Coalition of Parties in House of Commons and House of Lords.

2.      Journalists - Executives Editors Reporters - Radio, TV, Print, Online from Public and Private Media Houses.

3.      Drivers - Activists, Organizers, Mobilizers from both White and BME Nationalities.

4.      Philanthropists - Events and Activities Sponsors and Donors from both White and BME Nationalities.

MSP-SDS and related MSPs including MSP for Social Justice and Economic Growth, MSP-SJEG are needed to Organize, Orientate and Discipline the 5 UK Stakeholder Groups to be Effective and Efficient Moving Fore Driving TRANSFORMATION of UK Society. If enough MPs serving as 21^st Century Wilberforces to raise Voice of MSP-SDS, MSP-SJEG and related MSPs in UK Parliament (both Houses), positive difference could be made and in record time.

The 27 EU  Countries need to undertake similar Interventions. The UK and EU must agree coordinated jurisdiction on National and International Matters that best promote and protect National Sovereignty and National Security and Regional  Cooperation and Regional Integration.

Leave and Remain – the current position of both Ruling Party and some Opposition Parties clearly violates existing EU Rules and also Betrays Leavers who Won the Vote (based on Wrong Data). In our view, it should not be put forward at all by the UK side as the EU side will not consider it. Also Leavers will increasingly agitate against UK Government and UK Parliament Brexit Position built upon Leave and Remain. Remainers will also agitate because they do not get enough. This leaves the UK Government and UK Parliament in very tight position between Rock and Hard Place. We urge the 5 UK Stakeholders to appreciate that it is in U enlightened Self Interest not to press forward Wrong Leave Voters Decision with Wrong UK Government and UK Parliament Brexit Solutions Decisions. Should this continue it would ultimately unleash Chaos and Disaster of Monumental Proportions in UK and beyond.

Muddled Thinking on UK Side

The especially high level of Brexit Muddled Thinking on 6 UK Stakeholders Sides need to be Professionally talked. The 5 UK Stakeholders need to Stop Denial, Deception and Delusion in Negotiating Brexit with itself and Start demonstrating Commitment, Cooperation, Collaboration, Cohesion, and Coordination in Negotiating Brexit with the EU. This demand their Facing New Direction and Adopting New Priorities within a Process that is guided by above 12 Points in the Common Interest and Common Future of UK, EU, Europe and World

If the UK is to meaningfully Negotiate Brexit Sustainable Solutions that Work with the EU, given levels of frayed nerves, both sides need Neutral Professional Reform Consultant and Technical Advisers serving as Arbitrators. The Professionals should have minimum certain levels of Hard Competences: Learning and Skills and Soft Competences: Character, Courage and Mindset required to meaningfully support both UK and EU sides in the Design and Delivery of Brexit Sustainable Solutions that Work Driven by Brexit as Force for Good.

EU Selfishness

The EU needs to recognize that without coordinated jurisdiction between National Authorities in EU Member States and EU Regional Authorities and in ways that meaningfully promote and protect New World Order: Political, Cultural, Economic, Financial, Social, Environmental / Climate Change, Religious, Moral, Peace, Security, Cooperatives, Sanctions, Legal and Technical Brexit Sustainable Solutions to real and complex Brexit problems on the ground at Community, Sub-national, National, Sub-regional, Regional and Global levels in specific EU Member States and the UK as well as in EU Regional Entities cannot be found. The Result is that Current EU Attitudinal, Behavioral, Systems, Structures, Polices, Procedures, Rules and Cultures Changes will Collapse given wave of Agitations in EU Member States and UN Member States, sooner or later.

  

To avoid this, EU Authorities need to meaningfully promote and protect New World Order: Political, Cultural, Economic, Financial, Social, Environmental / Climate Change, Religious, Moral, Peace, Security, Cooperatives, Sanctions, Legal and Technical Brexit Sustainable Solutions to real and complex Brexit problems on the ground at Community, Sub-national, National, Sub-regional, Regional and Global levels in specific EU Member States and the UK as well as in EU Regional Entities within Brext Sustainable Solutions that Work Driven by New National and International Systems Fit for the 21^st Century Reforms.

When the UK was on EU side it supported European Partnership Agreement, EPA with Africa that is a Selfish to the Extreme thus increasing Africa Poverty and Africans illegal Migration to EU – 2 EU self made problems.

Now UK is on the other side, the UK is doing all in its power to avoid or evade Africa Type EPA. The EU wants the Hardest Possible Brexit, to serve as deterrent to any other EU Member nursing desire to EXIT, overlooking and or underrating the Chaos and Disaster Consequences on both UK and EU sides.

In reality there are many EU Members that desire EXIT. As UK is the ACID Test of EU Divorce Process these Countries are awaiting its outcome before deciding what to do next. For How long can they ENDURE Flaws and Failures in the EU System?

As long as EU Selfishness is not meaningfully addressed, the Noble EU Project Vision will not achieve increasing convergence between EU Project Vision Intention and Reality and may sooner than later collapse. The UK is the only EU Member (or Former Member) that an effectively Persuade and or Pressure EU Authorities to meaningfully address EU Selfishness in EU Enlightened Self Interest.

It is Clear that the EU cannot remain the same regardless of the final outcome of the first Divorce Process. This underlines need for both EU and UK to ensure that Brexit is Force for Good and Not Force for Evil.

Public Awareness and Policy Reform Campaign

Brexit as Force for Good and Brexit Sustainable Solutions UK wide Public Awareness and Policy Reform Campaign through Multi Stakeholder Partnership / Platform Mass Mobilization for Social Justice and Economic Growth, MSP-SJEG with all identified UK Stakeholders effectively Supported by Technical Adviser and Reform Consultant with minimum certain levels of Hard competencies – Learning and Skills and Soft Competencies – Character, Courage, Cultural, Discipline and Mindset

It is pertinent to note that as Brexit has divided the UK into two almost equal halves, unless the proposed campaign is designed and delivered now, the probability is high that whoever wins the next UK elections will also be Ruling Party without Working Majority. The will further worsen Woes in the UK.

It is pertinent to note further that Polarization, Politicization, Public Awareness and Public Sensitization is a Big Issue on both UK and 27 EU Countries as well as EU Entities sides. This must be addressed without delay. Again, it is the Top Universities in the UK and 27 EU Countries, working with Capable Consultant and all relevant National and International Stakeholders: Governments: Executive, Legislature, Judiciary; UN System: UNO, WBG, IMF, WTO (ITO); Private Sector etc that could Work Together to Benefit Together and in ways that Leave No One Behind in the UK and each of the 27 EU Countries within Multi Stakeholders Partnership / Platforms, MSPs that Work that could design and deliver sustainable solutions to all real and complex Brexit problems on the ground on UK and EU sides and in ways that ensure UK and all remaining 27 EU Countries get back On Track to achieve delivery on SDGs/SDGs Pledge by end 2030 target date, just about 12 1/2 years remaining. There is therefore so much to be done in so little time.

There is urgent need for all relevant Brexit Sustainable Solutions that Work Stakeholders on both UK and EU sides to Face New Direction and Adopt New Priorities if the Looming Brexit Lose Lose is to Change to Brexit Win Win.

There are Bright Prospects of Success if the Rights Things are Done and on Time. There is Chaos and Disaster of Monumental Proportions if Leaders and Followers on both UK and EU sides keep avoiding or evading needed remedial Action.

To UK Parliament House of Commons Members: Arise MPs - UK's Call OBEY!!!

Dear MPs',

The Leavers have WON the Brexit Vote / Argument but it is getting increasingly clearer that they have grossly exaggerated the Gains of Leaving and grossly understated the costs of Leaving. The realty s the opposite - they have grossly understated UK Gains Staying and grossly underestimated UK cost of Leaving. The Leavers Victory is Pyrrhic.

The realty is that there are problems underlying demand for UK Leaving and there are problems underlying demand for UK Staying. As some Stakeholders have rightly noted the present Brexit Direction and Priorities would at best fail to address these underlying problems on both sides and at worst significantly complicate these underlying problems on both sides - LOSE for UK either way.

In a situation where UK Citizens are divided in half - slight majority Leave and large minority Stay; it is Politically Toxic for Leaders on UK Monarchy, UK Government, UK Parliament, UK Academics, UK Citizens and UK Media sides to Call for Reason required to put UK National Interest as well as Common Interest and Common Future of UK, EU, Europe and World ahead of Individual and Party Interest.

It is clear that there can be no Brexit sustainable solutions unless and until the identified UK 6 Stakeholder Groups adopt Joined Up Approach to confront the underlying cause of Brexit and this should be done in such a way as to help create a New UK National, European and World Order based on  Cooperation rather than  Conflict and Mutual Trust instead of Rivalry and Suspicion; the Rule of Law that Supplant the reign of Force and Enlightened Self Interest Replacing System of Manipulation and Antagonism.

The UK needs genuine Leaders at this Time to help set Priorities and Direction Moving Forward Brext Sustainable Solutions that Work. The UK must overcome its Politics, if it is not to commit Economic and Political Suicide and time is running out to do the needful. 

It will be recalled that the former United Kingdom of Great Britain and Ireland and present United Kingdom of Great Britain and Northern Ireland had faced severe National Crises over the Centuries.

However, Brexit as Force for Evil would make past National Crises in recent Centuries Child's Play. This explains why EVERYTHING Possible needs to be DONE and on time to ensure that United Kingdom of Great Britain and Northern Ireland move away from accelerating on MADning (Mutually Assured Destruction) Road to DOOM before irreversibility point is reached (No One Knows when and it is probably closer than many imagine) and move to accelerating on MAPing (Mutually Assured Prosperity) Road to BOOM - a condition for ensuring Brexit is Force for Good.

The UK Parliament (both Houses) MPs need to put UK National Interest as well as UK, EU, Europe and World Common Interest and Common Future above their Individual and Party Interests. The UK urgently needs 21st Century Wilberforces' in UK Parliament (Both Houses), if the UK is to get out of the MESS it has pushed itself into.

Our Fragile Planet is in URGENT need of the ACTUALIZATION of the over 40 years old New World Economic Order Initiative underpinning New National and International Development System fit for the 21st Century in each of the 306/193 UN Member States. 

The UK is the only Country in the World that is Member UN Security Council, EU, G7, G8, G20 and Commonwealth. This Unique Platform of Influence would be lost with Brexit and the UK will no longer be at the Table in EU Meetings to be two way flow of information and perspectives that has over the years benefited UK, EU, Europe and World. It is interesting that the UK is losing EU Membership at the same time its special relationship has been significantly eroded. If remedial action is not taken on time on both issues, the ultimate result may be a smaller, weaker and poorer UK ( with only England remaining while Northern Ireland, Scotland and Wales opt out of the Union). Should this occur in reality, it is not only the remaning UK that will SUFFER, the break away UK, the EU, Europe, US and rest of the World will SUFFER too. This and related reasons should encourage UK authorities and UK Citizens to Rethink Brexit before it is too late to reverse a LOSE - LOSE Brexit Ultimate Outcome.

To meaningfully address all identified flaws, gaps, hindrances and shortcomings in the Brexit Negotiations Demand the UK as well as EU Individually and Jointly PUSHING for New National and Global Action to End Hunger, Malnutrition and Poverty that is a Global Movement at least twice as strong as the Global Movement to End Slavery. This is a basic requirement for design and delivery of Brexit Sustainable Solutions with adequate potency to cure and prevent real problems on the ground underlying the position of UK Voters on both Leave and Stay sides. The level of Polarization and Politicization of Brexit suggest that Brexit problems in the UK as well as in all remaining 27 EU Countries cannot be solved by elections. 

It will be recalled that the Global Movement Against Slavery did not succeed until it was fully supported by Strong UK Parliament sensitized that Slaves revolt. This suggest that it is Strong UK Parliament (both Houses) and equivalent in all remaining 27 EU Countries as well as the European Parliament that Reinvents itself, sensitized by Brexit Vote in the UK and indeed all remaining 27 EU Countries, to fully support New National and Global Collective Action to End Hunger, Malnutrition and Poverty Driving New World Political, Economic, Financial, Social, Security, Cultural, Religious, Cooperatives etc Order that is the KEY to Brext Sustainable Solutions Success. Also Brexit Sustainable Solutions Demand UK MPs as well as MPs in all remaining 27 EU Countries to join 21st Century Wilberforce Army and without further delay.
