Comment on UN Special Rapporteur on Right to Development Report September 2017
Introduction
The UN
Special Rapporteur on Right to Development (Special Rapporteur) Report was
released September 2017,
the first in a series of Reports during his 3 year tenure that started May 2017. This is a very Bold and Commendable Report that deserve full support
of all UN Member States: Executive, Parliament, Judiciary Entities at all
levels in each North or South Country; all UN System: UNO, WBG, IMF Entities at
New York, Washington, Geneva, Rome Headquarters, Regional Headquarters, Country
Offices and Sub-national Offices Worldwide. The Special Rapporteur has invited
Feedback. This is our Institution’s response to the Invitation.

The UN
Special Rapporteur on Right to Development
September 2017 Report is the first in a Series
Reports the Special Rapporteur look forward to releasing throughout his 3 year
tenure aimed at helping North and South Countries – All UN Member States; UN
System: UNO, WBG, IMF and Partners at specific Community, Sub-national
National, Sub-regional, Regional and Global, CSnNSrRG levels to jointly tackle UN
General Assembly and Human Rights Council, UNGA and HRC, Right to Development
Declaration and related Declarations, Implementation and Evaluation Challenges at each specific CSnNSrRG level.
The Special Rapporteur’s September
2017 Report was essentially outcome of baseline consultative research and
diagnostic study, on the past 30 years of Right to Development. The Report
analysed real problems on the ground at CSnNSrRG levels to diagnose 3
problems:-
- Politicization
- Lack of Engagement
- Adverse Global Trends
And Prescribes 4
Solutions:-
- Participation,
Dialogue, Consultation and Transparency
- Inclusiveness
- Interdependence and Indivisibility of Human Rights
- International Cooperation
It goes further to set
out 8 Point Agenda Methods / Scope of Work.
Building Bridge Between Lessons Learning and Lessons Forgetting
This Important Report has
identified many Lessons Learnt. As the Special Rapporteur moves forward in
delivery on his ToR, there is a need for him to ensure that Effective Bridge is
built between Lessons Learning and Lessons Forgetting.
The Report demonstrates fresh
evidence that in the past 30 years of Right to Development Lessons Learning has
been progressing at the same pace as Lessons Forgetting. The fact that relevant
UNO Agencies have avoided or evaded making the Report accessible to the Public
should make it clear to the Special Rapporteur that coming up with Good Reports
is one thing; fully implementing its Recommendations with effective monitoring
and evaluation of this implementation at specific CSnNSrRG levels is another
very different thing. This underlines the urgent need for the Special
Rapporteur to ensure that his Report is converted from Vision and Words to
Vision and Words with Action and on time.
Right to Participation, Right to Development etc
The lack of full
implementation of WCED Report 1986 with effective monitoring and evaluation is direct
outcome of lack of full implementation of Right to Development 1986 with
effective monitoring and evaluation. This point was noted in the Special
Rapporteur’s September 2017 Report. It is clear that the greater majority of
World Political, Cultural, Economic, Financial, Social, Environment / Climate
Change, Peace, Security / Terrorism, Cooperatives, Communication etc problems
on the ground today at specific CSnNSrRG levels in all 193/306 UN Member States
is direct result of these identified lacks.
The Special Rapporteur’s
September 2017 Report is not and should not be seen as threat to UN Member
States Authorities and UN System: UNO, WBG, IMF Authorities. It should be seen
in its proper context, as wake up all to these Authorities so that they can
Reason and Get Real to redouble effort at getting all UN member States on Track
to achieve increasing convergence between 2030 Agenda: AAAA, SDG, COP21, Agenda
21 aligned and harmonized with Community Development Plans and Country
Development Plans Visions Intention and Realty by target date. These Authorities need to recognize that:-
- Without respecting Right to Development, Right to Participation,
other UNGA and HRC Declarations and without fully implementing and
evaluating WCED Report Conclusions and Recommendations, it will be uphill
task achieving 2030 Agenda: AAAA, SDG, COP21, Agenda 21 aligned and
harmonized with Community Development Plans and Country Development Plans
Visions in each of 193/306 UN Member States.
- Without addressing all Public Sector Management, PSM issues,
including Leadership, there cannot be Correct Diagnosis, Correct Prescription, Correct Surgery
and Correct Recovery Management to all 2030 Agenda: AAAA, SDG, COP21,
Agenda 21 aligned and harmonized with Community Development Plans and
Country Development Plans Visions root cause or primary cause problems on
the ground at each specific CSnNSrRG
level, it will be uphill task achieving 2030 Agenda Vision in all 193/306
UN Member States.
- Without addressing all implementation and evaluation challenges in
(1) and (2) at each specific CSnNSrRG level, the probability of putting
our Fragile Planet in Peril with ultimate catastrophe consequences for
citizens in all North and South Countries – all 193/306 UN Member States,
is very high. This is because what happens in Rich Countries affect what
happens in Poor Countries and Vice Versa.
- Without quickly converting the September 2017 Report from Vision
and Words to Vision and Words with Action, it will be uphill task finding
sustainable solutions to real and complex problems on the ground within
(1) – (3) at each specific CSnNSrRG level in all 193/306 UN Member States.
Rethinkings
As No Capitalist Country can
be stable without a level of Socialism and No Socialist Country can be stable
without a level of Capitalism (Communism is the Highest form of Socialism)
there is urgent need for UN Member States: Executive, Parliament, Judiciary
Authorities; UN System: UNO, WBG, IMF Authorities to Rethink Diplomacy,
Development, Defence, Democracy, Data, Digitization, Accountability,
Transparency, Participation, Governance, Leadership, Communication,
Cooperatives, Solidarity, Trust, Elections and Evaluation within Right to
Development and other UNGA and HRC Rights Declarations and in ways that
meaningfully Organize, Orientate and Discipline Citizens in each of 193/306 UN
Member States to be the MOVING FORCE Driving Transformation of Society as well
as evolution of New National and International Development Systems fit for the
21st Century at each specific CSnNSrRG level in all 193/306 UN
Member States.
To effectively address
these Rethinkings Needs, there must be multiple Paradigm Shifts, including
shift away from Brexit and Globalization as Force for Evil to shift toward
Brexit and Globalization as Force for Good and in ways that effectively
demonstrate Thinking Global and Acting Local – where the smallest Unit of Local
is the Community in each of 193/306 UN Member States and the largest Unit is
each of the 5 Continents in our World today.
2030 Agenda: Tackling Implementation and Evaluation Challenges
There is No North or
South Country in our World today that is not facing challenges in the full
implementation and effective evaluation of Sustainable Solutions to National
and International Dimensions of 2030 Agenda: AAAA, SDG, COP21, Agenda 21
aligned and harmonized with Community Development Plans and Country Development
Plans Visions root cause or primary cause problems on the ground at each
specific CSnNSrRG level.
The earlier these
challenges are Professionally tackled, the faster UN System: UNO, WBG, IMF
Entities will shift from MDG Mode to SDG Mode (UN System: UNO,WBG,IMF Entities
are still in MDG Mode in 4th Quarter 2017 Year 2 of Implementation) and
our World will be on track achieving 2030 Agenda Vision by target date. Many
Countries – North and South are off target in 4th quarter Year 2 of
Implementation and much needs to be done and on time, if all 193/306 UN Member
States are to be on track meeting 2030 Agenda Goals by target date.
If all 193/306 UN Member
States in our World today are to be on track meeting 2030 Agenda: AAAA, SDG,
COP21, Agenda 21 aligned and harmonized with Community Development Plans and
Country Development Plans Goals by target date, the 2030 Agenda: AAAA, SDG,
COP21, Agenda 21 aligned and harmonized with Community Development Plans and
Country Development Plans need to be converted into Single Food, Agriculture
and Nutrition, FAN Agenda for Ending Hunger, Malnutrition and Poverty
Worldwide.
All the Single FAN Agenda
Design and Delivery that is Integral Part of all Political, Cultural Economic,
Financial, Social, Environment / Climate Change, Peace, Security / Terrorism,
Religious, Moral, Cooperatives, Communication, Legal, Technical Dimensions of
2030 Agenda: AAAA, SDG, COP21, Agenda 21 aligned and harmonized with Community
Development Plans and Country Development Plans at each specific CSnNSrRG level
in all 193/306 UN Member States - How questions need to be effectively answered
and jointly by UN Member States: Executive, Parliament, Judiciary; UN System:
UNO, WBG, IMF and other relevant Stakeholders.
This finding of Correct
answers to 2030 Agenda: AAAA, SDG, COP21, Agenda 21 aligned and harmonized with
Community Development Plans and Country Development Plans - How questions
demand converting the Single Food, Agriculture and Nutrition Agenda for Ending
Hunger, Malnutrition and Poverty Worldwide into 2 Visions – Political Vision
and Economic Vision, each with Integrated Political, Cultural Economic,
Financial, Social, Environment/Climate Change, Peace, Security/Terrorism,
Religious, Moral, Cooperatives, Communication, Corruption, Leadership, Service
Delivery, Governance, Accountability, Participation, Transparency, Spiritual, Cooperation,
Change, Attitude, Behaviour, Legal and Technical Sustainable Solutions specific
for each CSnNSrRG level in all 193/306 UN Member States.
There is huge information,
research and knowledge gap that need to be urgently filled, if all fundamental
issues identified in this Paper are to be meaningfully addressed by all UN
Member States: Executive, Parliament, Judiciary at all tiers; UN System: UNO,
WBG, IMF Entities at Headquarters, Regional Offices, Country Offices and
Sub-national Offices and Partners Worldwide. As long as these Gaps remain
unfilled, it will be uphill task achieving increasing convergence between 2030
Agenda: AAAA, SDG, COP21, Agenda 21 aligned and harmonized with Community
Development Plans and Country Development Plans Intention and Realty by target
date in each CSnNSrRG level in all 193/306 UN Member States.

Points made in the
Special Rapporteur’s September 2017 Report against background of Points made in
the LAC Report, UNU Paper, other Documents and Submissions in this Paper
underline need for clear and correct answers to 4 Specific Questions set out
below.
We seek to draw attention
of relevant authorities to the need for paradigm shifts: from focus on problems
and blame to focus on solutions and opportunities; focus on academic research
aimed at advancing frontiers of academic knowledge to focus on development
research aimed at significant improvements in contemporary measures of service,
speed, quality, costs and where necessary revenue; from working in silos to
working in synergy; from business as usual to business unusual; from focus on
talking and thinking to focus on action and accomplishment.
Right to Development, Right to Participation etc – Tackling Challenge
Worldwide?
The Special Rapporteur on
Right to Development Report September 2017 underlines urgent need for UN Member
States genuinely interested in achieving increasing convergence between 2030
Agenda: AAAA, SDG, COP21, Agenda 21 aligned and harmonized with Community
Development Plans and Country Development 2030 Agenda: AAAA, SDG, COP21, Agenda
21 aligned and harmonized with Community Development Plans and Country
Development Plans Intention and Realty by target date in each CSnNSrRG level;
to collectively DEMAND relevant UN System: UNO, WBG, IMF Entities meaningfully
support their joint effort through joint UN Member States: Executive,
Parliament, Judiciary at all tiers; UN System: UNO, WBG, IMF Entities at
Headquarters, Regional Offices, Country Offices and Sub-national Offices and
Partners Implementation and Evaluation of Right to Development, Right to
Participation, other relevant UNGA and HR Declarations.
These UN Member States
Entities and UN System: UNO, WBG, IMF Entities need to demonstrate and be seen
to demonstrate genuine commitment towards Design and Delivery of Right to
Development Vision and 2030 Agenda: AAAA, SDG, COP21, Agenda 21 aligned and
harmonized with Community Development Plans and Country Development Plans
Vision: Policies, Programs, Projects Interventions, 3PIs and 3PIs Training as
One in ways that operationalize in practice Right to Development, Right to Participation,
other relevant UNGA and HRC Declarations in each specific CSnNSrRG level in
their respective Countries. As there is a lot of Band Wagon Effect among
Nations, the Successes achieved would be Benchmarked and replicated in other
Nations. UN Member States, UN System: UNO, WBG, IMF, Office of Special
Rapporteur on Right to Development cannot do this huge work alone, but need
Policy Reform Advice and Technical Support at all CSnNSrRG level by a Global
Coordinating External Consultant with demonstrated Hard Competencies: Learning
and Skills and Soft Competencies: Character Courage and Mindset.
All fundamental issues
highlighted in the Report Conclusions and Recommendations and this Commentary
on the Report cannot be wished away, denied or rejected by UN Member States and
UN System: UNO, WBG, IMF but need to be discussed at all relevant UN System
Events, Conferences and Intergovernmental Meetings, negotiated and established within
Sound Implementation and Evaluation Frameworks, as well as operationalized in practice
within Systems, Structures,, Policies, Procedures, Cooperatives, Communication,
Rules and Cultures Changes relevant to each specific CSnNSrRG level in all
193/306 UN Member States and on time, if sustainable solutions are to be found
to real and complex World Political, Economic, Financial Security, Social,
Climate Change, Environment et problems on the ground today in each of 193/306 UN
Member State.
The UK Parliament
Environmental Audit Committee Report on SDG in the UK underline the fact that all North and South
Countries need to implement and evaluate SDG and remaining 2030 Agenda including
Right to Development, in their respective Nations.
New NRMAP-Ag and New NRMAP
Multidisciplinary Professionals Community of Practice
The current National Adaptation Plan (Agriculture) NAP-Ag
and NAP relies heavily, sometimes exclusively and sometimes disproportionately
on Trained Economists. The fundamental issues underlying root problems in each
of the 9 New National Resilience, Mitigation and Adaptation Plan, NRMAP
Components – Agriculture; Ecosystem and Biodiversity; Water; Health – Plant,
Animal, Human; Tourism; Infrastructure; Energy; Humanitarian; Institutional and
Systems Reform are well beyond what only Trained Economists can handle and that
explains why working HARDer is not delivering Better Performance and Results.
To achieve continuously improving Performance and
Results in design and delivery of new NRMAP-Ag and New NRMAP that is integral
part of reinforced Global and National Collective Action for achieving Right to
Development Vision and 2030 Agenda – AAAA, SDG, COP21, Agenda 21 Vision, there
is a need to meaningfully involve balanced mix of Multidisciplinary
Professionals from Arts, Humanities, Sciences, Engineering, Medicine; that is
Academics, Professionals and Practitioners whose collective expertise,
perspectives and diversity are adequate to help Stakeholders in specific
Community to Global Location Context grapple effectively with their unique New
NRMAP-Ag and New NRMAP Policy, Program, Project Intervention, 3PI and 3PI Training
as One Challenges.
World Leaders and National Leaders in each of the 6
Major Blocks – Member States: Executive, Parliament, Judiciary at all levels; UN
System – UNO, WBG and IMF; CSOs/NGOs; Academics and Researchers; Businesses:
Micro, Small, Medium, Large, Multinational Enterprises; Consultants need to
recognize that there is no way Trained Economists alone can provide all of the
answers to all of the New National Resilience, Mitigation and Adaptation Plan, NRMAP-Ag
and New NRMAP real and complex problems on the ground from Community to Global
levels and that for Best Results, there is a need to include all relevant
Multidisciplinary Academics, Scientists, Arts, Engineering, Humanities,
Medicine: Professionals and Practitioners.
New NRMAP-Ag and New NRMAP
Capacity Building
In the New NRMAP-Ag and New NRMAP, Policy Makers and
Decision Makers need to recognize that Effective and Efficient Capacity Building needs to be on 3 Levels:-
- Individual: Hard Competences –
Learning and Skills and Soft Competences – Character, Courage, Discipline
and Mindset.
- Institution: Systems and
Processes operating at minimum certain levels of performance and
productivity to support Individuals to deploy Hard and Soft Competences
acquired in their day to day work.
- Society: Political,
Cultural, Economic, Financial, Social, Environment, Peace, Security,
Religious, Moral, Technical and Legal Space for Institutions to Thrive on
Chaos.
6 Major Blocks of Stakeholders in the New NRMAP-Ag and
New NRMAP Processes that is Integral Part of the AAAA, SDG, COP21, Agenda 21
aligned and harmonized with Community Development Plans and Country Development
Plans in each of 193/306 Member States are: Member States; UN System – UNO,
WBG, IMF and CSOs/NGOs.
Our Study Finding is that there are Research and
Knowledge Gaps in each of the 6 Major Blocks that need to be filled. To achieve
this, there are Capacity Building Gaps in each of the 6 Major Blocks that also
needs to be filled and without delay, if there is to be increasing convergence
between New NRMAP-Ag Vision and New NRMAP Vision Intention and Reality that is
integral part of work towards achieving increasing convergence between AAAA,
SDG, COP21 and Agenda 21 Visions Intention and Reality in each Community in
each of the 193/306 Member States. Also, Capacity Building Challenge is not
only on Developing Countries side.
These Capacity Building realities on the ground
challenges World Leaders and National Leaders in each of the 6 Blocks to
Individually and Jointly find ways and means of continuously improving Commitment,
Collaboration, Cooperation, Cohesion and Coordination from Community to Global
levels, because the threat of Climate Change in Agriculture and remaining
identified New NRMAP 8 Components are real and failure to come up with credible
Community to Global Climate Change Mitigation, Resilience and Adaptation
Sustainable Solutions Framework could have ultimate catastrophic consequences
for our fragile Planet.
New NRMAP-Ag and New
NRMAP Reform Interventions – Selecting Preferred Consultants
The UN System – UNO, WBG and IMF Entities have
standard guidelines for selection of Consultants. However, the UN System – UNO,
WBG, IMF Procurement Process needs to appreciate the difference in regular
Consulting Services Procurement such as Financial Audit where standards exist
and qualified Service Providers deliver to these standards and so any Pre
Qualified Consultant can deliver equally on the Assignment, therefore NO HARM
is done in selecting the Lowest Financial Proposal to Definite Quantity Contract
and Reform Consulting Services Procurement.
In Reform Consulting Services Procurement, such as
Policy Reform where no standards exist and Innovation and Creativity are Keys
and so all Pre Qualified Consultants cannot deliver equally on the Assignment, therefore
MUCH HARM is usually done in selecting the Lowest Financial Proposal, if this
does not coincide with the Highest Technical Proposal. Thus, the selection of
Preferred Consultant that consistently Deliver Good Reform Policies, Programs,
Projects, continues to pose major Challenge for UN System Entities and Member
States.
The New NRMAP-Ag needs to have New Procurement
Processes, with New Rules that effectively respond to this difference and in
ways that ensure Accountability is effectively promoted and protected through
ensuring that each Preferred Consultant deliver on promise made in their
Technical Proposal. This way Preferred Consultants who consistently deliver
flawed or failed Technical Proposals are no longer rewarded with renewed
Patronage and Procurement Commissioners and Managers who consistently select
Preferred Consultants who consistently deliver flawed or failed Technical
Proposals are sanctioned.
New NRMAP-Ag and New
NRMAP: Moving from Vision and Words without Action to Vision and Words with
Action
The current NAP-Ag and NAP, without prejudice to Giant
Strides already made, is essentially Vision and Words without Action and this
explains why the much more that remains to be done appears to be uphill task.
This is so because the current NAP-Ag and NAP provide answer to What and Why
questions while avoiding or evading answer to How questions.
The New NRMAP-Ag and New NRMAP needs to be Vision and
Words with Action that provide clear and correct answer to What, Why, When,
Where, Who and How questions, if there is to be increasing convergence between Right
to Development Vision, New NRMAP-Ag Vision, NRMAP Vision, AAAA Vision, SDG
Vision, COP21 Vision and Agenda 21 Vision in each Community in each of 193/306
Member States Intention and Reality by 2030 Target date. A New NRMAP is one of
the Master Keys to Right to Development that Work.
To achieve this, the Design and Delivery of New
NRMAP-Ag and New NRMAP that are Integral Parts of Right to Development Vision,
2030 Agenda: AAAA, SDG, COP21 and Agenda 21 that is Vision and Words with
Action, needs to be built upon correct Diagnosis of root problems on the ground
in each specific Community to Global location; correct Prescription to
diagnosed Diseases; correct Surgery to apply the Prescription and correct
Recovery Management after the Surgery. World Leaders and National Leaders in
the 6 Major Blocks need to recognize and appreciate that it is fail is any one
of these stages, fail in all the stages.

Big Issues – Four Specific Questions
There is a need for the Special Rapporteur on Right to Development; FAO,
UNDP other UN System: UNO WBG IMGF Entities; US, UK, Germany, France, other
North Countries; Egypt, Nigeria Brazil, China and other South Countries; CSOs/NGOs; Academics and Researchers;
Businesses: Micro Small, Medium, Large and Multinational Enterprises Citizens
and Consultants to jointly provide clear answers to the following questions:-

How to remove disconnect between each
Community in each of 193/306 UN Member States and FAO and IFAD Rome
Headquarters, WBG and IMF Washington Headquarters and UNO New York
Headquarters?
2.
How to domesticate Linked Food,
Agriculture, Nutrition, Health, Lifestyle and Wellbeing Dimensions of all 17 Goals
of the SDGs as appropriate to specific context of each Community in each of
193/306 UN Member States?
3.
How to answer NRMAP-Ag and NRMAP How
questions, especially DOING of How in each Community in each of 193/306 UN
Member States and in ways that help achieve increasing convergence between 2030
Agenda – AAAA, SDG, COP21 Vision Intention and Reality by 2030 target date?
4.
How the NRMAP-Ag and remaining identified
Eight NRMAP Components could be funded and in ways that help achieve all 17
Goals of the SDGs by 2030 Target Date?
5.
How the Right to Development, Right to
Participation and related UNGA and HRC Declarations could be funded and in ways
that help achieve all 17 Goals of the SDGs by 2030 Target Date?
Inclusion
In the work towards achieving Right to Development
Vision, New NRMAP-Ag, New NRMAP Vision Ambitions and 2030 Agenda: AAAA, SDG, COP21, Agenda 21 Vision in
all 193/306 UN Member States, it is not just Multidisciplinary Professionals at
all levels in each of the 6 Major Blocks that should be meaningfully involved
through Multi Stakeholder Platforms in Design and Delivery of Policy, Program,
Project Interventions, 3PIs and 3PIs Training as One, but All Stakeholders from
Community to Global levels in each of the 193/306 Member States, irrespective
of Age, Class Education, Gender, Race, Tribe, Religion, Political or any other
Interest needs to be included.
Disconnect
Records show that SDG needs to be implemented by all
193/306 UN Member States; that Malnutrition is a problem affecting virtually
all 193/306 UN Member States; that over 2/3 of the World Poor have their
livelihood in Agriculture; that many UNO Interventions to support smallholder
farmers are actively discussed at UNO Headquarters New York and FAO/IFAD
Headquarters Rome; mildly discussed at UNO Entities including FAO and IFAD
Country Offices. However, the greater majority of Target Beneficiaries and Duty
Bearers at Sub-national and Community levels are not aware of these UNO
Interventions. This Disconnect between Communities in 193/306 Member States and
UNO Headquarters New York and FAO/IFAD Headquarters Rome needs to be speedily
removed, if there is to be increasing convergence between New NRMAP-Ag Vision
and New NRMAP Vision Intention and Reality.
One Worldwide Approach
We note that there are different approaches, visions, models and tools available
to each country to achieve Right to Development Vision as well as 2030 Agenda:
AAAA, SDG, COP21 and Agenda 21 Vision, in accordance with its national
circumstances and priorities as well as its own development context. However,
if there is to be continuously improving collaboration, cooperation, cohesion
and coordination in the design and delivery of Policy, Program, Project
Interventions, 3PIs and 3PIs Training as One, a need arises for United
Community to Global Visions whose implementation and evaluation is built upon
One Worldwide Approach that is a Common and Systemic Approach for improving Ownership,
Alignment, Harmony etc that has clear Principles, Instruments / Tools
corresponding to each Principle, Practices and Database.
3PCM is an
Advance One Worldwide Approach that is sufficiently all inclusive, all
embracing and ambitious to meet the implementation as well as evaluation
demands of an all inclusive, all embracing and ambitious SDGs, that is
essentially the over-arching 2030 Global Agenda and which in reality includes NRMAP-Ag,
NRMAP, AAAA, COP21 and Agenda 21.

Reforming the UN System –
UNO, WBG, IMF to be Fit for the 21st Century
The UN System – UNO, WBG, IMF Entities have Central
Role to Play if Right to Development Vision that is Integral Part of NRMAP-Ag
Vision, NRMAP Vision, AAAA Vision, SDG Vision, COP21 Vision and Agenda 21
Vision, is to be designed and delivered from Community to Global levels.
Records show that several UN Declarations in 2015, 2016 and 2017 have
underlined this fact. Some have specific provisions calling on UNDESA to
Re-engineer itself so as to be better placed to support UN member States many
of whom have requested UNDESA support to help them meet SDG targets inclusive
of AAAA, COP21 targets by 2030 target date.
The reality is that without appropriate help from
External and Internal Consultants with minimum certain levels of Hard and Soft Competences,
UNDESA cannot deliver on this responsibility and without UNDESA delivery on
this responsibility OS2RD cannot achieve Right to Development Vision. Also
UNDESA Re-engineering that is not integral part of other UN System – UNO, WBG,
IMF Entities, including OS2RD Re-engineering is not likely to achieve much in
the work towards achieving the 2030 Global Agenda by target date.
We suggest Re-engineering 9 UNO Entities – OS2RD –
Right to Development; UNDP – Poverty and Governance; UNICEF – Children and
Family Welfare; WHO – Health, Lifestyle and Wellbeing; UNEP – Climate Change
and Environmental Protection; FAO – Food, Agriculture and Nutrition; ILO –
Entrepreneurship and Employment; WTO – Commerce and Trade and UNODC – Crime and
Corruption and 8 UNO New York Headquarters Entities – UNSC, OPGA, EOSG, UNCEB,
ECOSOC, GA Committees, UNDESA, UNDPI, WBG Liaison Office; IMF Liaison Office,
that is Integral Part of UN System Delivery as One, DaO Driving Transformation
to make each UN System – UNO, WBG, IMF Entity, an International Institution Fit
for the 21st Century.
How Member States and UN
System: UNO, WBG, IMF and Partners Learns
FAO and remaining UN System: UNO, WBG, IMF Entities,
including OS2RD consistently generates huge research and knowledge information
each year. The Big question is How does OS2RD, FAO and the remaining UN System:
UNO, WBG, IMF Entities, disseminate and utilize, these huge research and
knowledge information?
The UK ICAI released a 2014 Report on How UK DFID
Learns that gave UK DFID Poor Rating of 3 out of 4. Yet the Report found that UK
DFID leads in Learning among UK Government Agencies/ Entities. The probability
is high that should the same assessment be carried out in UN System – UNO, WBG,
IMF Entities, including OS2RD or other UN Member State Entities, each would
Score the same Poor Rating of 3 out of 4 or less.
If NRMAP-Ag, NRMAP, AAAA, SDG, COP21, Agenda 21 Vision
and Right to Development, Right to Participation, other related UNGA and HRC
Declarations Visions ambitions are to be achieved by 2030 Target date in each
of 193/306 Member States, there is a need to ensure that each of 193/306 Member
States Agencies / Entities as well as each of the UN System – UNO, WBG, IMF Agencies
/ Entities Score Rating of 2 out of 4 or higher. This way, each of these
Agencies / Entities will have installed Processes and Systems that ensure that
effective bridge is built between Lessons Learning and Lessons Forgetting.
Revising Major Group Concept in 2030 Agenda: AAAA, SDG, COP21 Agenda 21
The SDG Major Group
Concept is not working to achieve 2030 Agenda. This is essentially due to
failure to actually Learn Lessons from Major Group Concept failure in MDG and
UNEP.
It is wrong to classify
Local Government – a Tier of Government with 3 Arms, as a Non Governmental
Major Group; to fail to recognize State Governments as a Tier of Government
(where it exist) with 3 Arms; to recognize more than 4 NGO Major Groups all of
which are working in Silos rather than Synergy and to tolerate or rationalize
corruption in the awarding of EOSO Status to NGOs and other SDG Systems,
Structures, Procedures, Policies, Rules and Cultures Corrupt practices on
Member States: Executive, Parliament, Judiciary, UN System: UNO, WBG, IMF and
Partners sides as is the reality in existing Major Group Concept.
There is urgent need to
overhaul Decay not just in the Major Groups System / Concept , but all other
SDG Systems, Structures, Procedures, Policies, Rules and Cultures in the entire
2030 Agenda: AAAA, SDG, COP21, Agenda 21 and its Leave No One Behind Concept
that is aligned and harmonized with Community Development Plans and Country
Development Plans, Policies, Programs, Projects Interventions, 3PIs and 3PIs
Training as One in ways that operationalize in practice Right to Development,
Right to Participation, other relevant UNGA and HRC Declarations in each
specific CSnNSrRG level in all 193/306 UN Member States.

Partnership Strategy
The Special Rapporteur on
Right to Development September 2017 Report underlines the Special Rapporteur’s
willingness to work meaningfully with UN Member States: Executive, Parliament,
Judiciary at all tiers; UN System: UNO, WBG, IMF Entities at all levels; and
other Stakeholders in each specific CSnNSrRG level in all 193/306 UN Member States.
To move from Talking and
Thinking to Action and Accomplishment, there is urgent need for the Special
Rapporeur on Right to Development to consider adopting the FAO Partnership
Strategy and improving on same to work out Working OS2RD Partnership Strategy
with each of the 6 Stakeholder Blocks and in ways that promote and protect
better commitment, collaboration, cohesion, cooperation and coordination in
each specific CSnNSrRG level in all 193/306 UN Member States.
OS2RD Partnership Strategy – Kick Start Mutual Collaboration Events and Activities
The OS2RD Partnership
Agreement is expected to be a Legal Agreement that would take some time to
negotiate and agree. However, this Partnership Agreement needs to start
immediately with Institutions that demonstrate required levels of Hard and Soft
Competencies and kick started by Mutual Collaboration Events and Activities
within:-
- Involving Actors – 6 Blocks from North and South Countries and UN
Systems: UNO, WBG, IMF through Design and Delivery of Multi Stakeholder
Platforms / Partnerships, MSP for Social Justice and Economic Growth; MSP
for Sustainable Development Solutions etc
- Reinvigorating Right to Development, Right to Participation and
related UNGA and HRC Declarations in each specific CSnNSrRG level in all
193/306 UN Member States through Design and Delivery of appropriate Implementation
and Evaluation Frameworks.
- Improving National Development Cooperation and International
Development Cooperation in each specific CSnNSrRG level in all 193/306 UN
Member States through Design and Delivery of appropriate Implementation
and Evaluation Frameworks.
- Firmly putting Right to Development, Right to Participation and
related UNGA and HRC Declarations in the Front Burner in both National
Public Arena and International Public Arena within Inclusive Citizens
Engagement and Inclusive Institutions in all 193/306 UN Member States
through Design and Delivery of appropriate Implementation and Evaluation
Frameworks.
- Design and Delivery of Right to Development, Right to Participation
and related UNGA and HRC Declarations Community of Practise Implementation
and Evaluation Frameworks.
- Design and Delivery of Mechanisms for Securing the Full Cooperation
of UN Member States: Executive, Parliament, Judiciary at all tiers – both
North and South Countries; UN System: UNO WBG IMF Entities at Headquarters
Regional Offices, Country Offices and Sub-national Offices; SOs/NGOs;
Academics and Researchers; Business: Micro, Small, Medium, Large,
Multinational Enterprises; Consultants, Media – National and
International.
The above and other
Mutual Collaboration Activities and Events would be Designed and Delivered in
such a way as to ensure that all obstacles and barriers to improving systems,
structures, policies, procedures, solidarity, cooperatives, communication,
rules and cultures changes required to achieve increasing convergence between
Right to Development Vision and 2030 Agenda Vision Intention and Reality at each
specific CSnNSrRG level in all 193/306 UN Member States are effectively removed.
However to practicalize
these changes, there is a need to Rethink Action Agenda Items in Section VII
Methods of Work, given the reality that overt and overt measures have been
taken by relevant UNO Entities to ensure that the Public in UN Member States do
not have access to the Special Rapporteur on Right to Development Report
September 2017.
The Special Rapporteur
needs to ensure that all future Reports released by OS2RD during the remainder
of his tenure are Vision and Words with Action and that all Duty Bearers on UN
Member States: Executive, Parliament, Judiciary at all tiers – both North and
South Countries; UN System: UNO WBG IMF Entities at Headquarters Regional
Offices, Country Offices and Sub-national Offices fully Implement aspects of the
Report Conclusions and Recommendations for which they have statutory
responsibility, with effective Monitoring and Evaluation of this
Implementation.
Pilot Program and Scale
Up Program
The Best way to Learn to Swim is to get into the
Swimming Pool. The Best way to Test the Good Ideas and Pertinent Suggestions
the OS2RD Team; other UN System: UNO, WBG, IMF Teams; UN Member States:
Executive, Parliament, Judiciary Teams would harvest from Feedback on Special
Rapporteur on Right to Development September 2017 Report is to start
immediately a Pilot Program and Scale Up Program.
Way Forward
Innovation and Creativity are Keys as we face
Community to Global Challenges of Modernization and Climate Change in the 21st
Century, Right to Development, Right to Participation, Ending Hunger,
Malnutrition and Poverty Worldwide.
The correct answers to Right to Development and 2030
Agenda How questions could be found first, in selecting One Worldwide Approach,
and second in establishing Pilot Programs to test good ideas and pertinent
suggestions harvested from Feedback to the Right to Development September 2017
Report and Scale Up Programs at National, Regional and Global levels, for ideas
and suggestions that Pilot Programs identify as Working.
As long as Stakeholders continue to use multiple,
sometimes divergent Approaches and as long as ideas and suggestions cannot be
tested to determine what works and how it could be expanded and what is not
working and how it could be corrected, it would be uphill task achieving increasing
convergence between Right to Development Vision and 2030 Agenda Vision
Intention and Reality in all or most of the 193/306 UN Member States by target
date.
Conclusion
In the work towards achieving the Right to Development
Vision and 2030 Agenda Vision ambitions by Target date, fundamental issues that
ought to have been settled by end 1st quarter 2015, that is, 6
months before World Leaders endorsed the historic document are still
outstanding in 4th quarter 2017, that is, 21 months after the SDGs
have been endorsed.
The FAO, other UN System: UNO, WBG, IMF Entities
including OS2RD are fully aware that without effectively grappling with Climate
Change Impact on Agriculture, the possibility of achieving the Hunger Goal of
the SDG is bleak. This in turn means achieving the Poverty Goal and related SDG
/ 2030 Agenda Goals will be uphill Task.
FAO, other UN System: UNO, WBG, IMF and OS2RD can help
Countries identify all Research and Knowledge Gaps in Right to Development
Vision and fill in such a way as to achieve increasing convergence between
Right to Development Vision Intention and Reality that is interlinked,
interdependent and interconnected with work towards achieving increasing
convergence between New NRMAP, NRMAP, AAAA, SDG, COP21, Agenda 21 aligned and
harmonized with Community Development Plans and Country Development Plans in
each of the 193/306 Member States Vision Intention and Reality.
To achieve these, there is need for Re-engineering FAO
that is integral part of Re-engineering each UN System – UNO, WBG, IMF Entity,
including OS2RD and in ways that Correctly Test all Good Ideas and Pertinent
Suggestions harvested from feedback on the Special Rapporteur on Right to Development
September 2017 Report.
Should Points made in this Paper resonate positively with
OS2RD, FAO, other UN System: UNO, WBG, IMF Entities and UN Member States:
Executive, Parliament, Judiciary Entities, we are glad to be invited to
participate in its Implementation.
There are Bright Prospects of Success, should OS2RD, FAO,
UNDP UNDESA, EOSG, OPGA, UNEB, UNSC, UNGA Committees, ECOSOC, UNGA as well as

and Collectively genuinely committed to contributing its quota towards
achieving Right to Development Vision, New NRMAP Vision and 2030 Agenda: AAAA,
