Achieving Delivery on SDGs Pledge in each specific Community, Country, Continent location context, in less than 12 years remaining to end 2030 target date – Urgent Need for UN System: UNO, WBG, IMF, WTO (ITO) to Face New Direction and Adopt New Priorities (3).

EAG Thoughts on Priorities and Direction in the Implementation and Evaluation of Food, Nutrition, Agriculture and Security Vision Dimension Linked to Political, Cultural, Economic, Financial, Social, Security, Peace, Religious, Climate Change, Environmental, Procurement and Governance etc Dimensions of  Transformation Agenda – AAAA, SDG, COP21, Agenda 21 and NIEO for Delivery on SDG Pledge (No Goal will be considered met if it is not met by All Peoples in All  Countries) by 2030 Target date.

Introduction

As 2nd Quarter 2019 Year 4 of Implementation of SDGs begin, and all 193/306 UN Member States are still Off Track achieving delivery on SDGs Pledge by 2030, we again urge World Leaders to recognize that there is an urgent need for them to pause and do critical review of successes, flaws and failures in past 13 of 60 Quarters of SDGs Implementation, as basis for Rethinking   SDGs Pledge (which states that No Goal will be considered met if it is not achieved by all Peoples in all Countries) for effective delivery Worldwide, in the 11 ½ years remaining to end 2030 target date.

In this Paper, we again appeal to the conscience of National and World Leaders to know that choices they make – what they do and what they do not do, will determine if SDGs Pledge is achieved Worldwide or not; that should all Communities, Countries and Continents in our World today, fail to achieve delivery on SDGs/SDGs Pledge by end 2030 target date, the Ultimate Consequences will be Catastrophic for all Citizens, especially the over 5 billion Poor in all North and South Countries in our World of 2030 and that there are Bright Prospects of success should National and World Leaders do the needful and without further delay.

Innovative Sustainable Solutions




Our world is moving fast. We need smart, workable solutions to the world’s real and complex problems on the ground in all communities and we need them urgently to keep up with our rapidly Changing Societies – Community, Country, Continent or Global. More investment in Science, Technology and Innovation (STI) Innovative Sustainable Solutions is needed but so is more investment in wider range of VOICES from outside the traditional STI Innovative Sustainable Solutions powerhouses of academia and private sector.

More Innovative Sustainable Solutions can come from- and already are coming from – young people, community based organizations, civil society, indigenous groups and more. These STI Innovative Sustainable Solutions from all sources – researchers, theoreticians, professionals and practitioners need to be harnessed, aligned, strengthened, reinforced, harmonized and coordinated to ensure they effectively fill the ambition gap, a necessary condition for the STI Innovative Sustainable Solutions to effectively help all 193/306 UN Member States achieve delivery on SDGs Pledge in 11 ½ years remaining to end 2030 target date.

All of these STI Innovative Sustainable Solutions as applicable in each specific Community, Sub-Country, Country, Sub-Continent, Continent or Global location context, need to be found, fully implemented, and with effective monitoring and evaluation of this implementation, and on time if all 193/306 UN Member States are to get back On Track to achieve delivery on SDGs Pledge in the 11 ½ years remaining to end 2030 target date.

If National and Global Goals Vision ambitions are to be achieved, there must be adequate levels of engagement, energy, innovation and creativity to drive innovative sustainable solutions to all identified real and complex national and international development cooperation problems on the ground and this include meaningfully addressing fundamental issues of: frustration, irritation, distrust and downright despair, as well as inequality, identity, information, interference that is/are felt by or challenging concerned State Actors and Non State Actors, in volatile, uncertain, complex, and ambiguous (aka, VUCA)1 environment or climate, in the specific community, sub-country, country, sub-continent, continent and global location context.

National and World Leaders will do well to always remember that it takes only One Community in One Country – North or South to Fail to achieve just 1 Target of 1 of 17 SDGs Goals for all 193/306 UN Member States to jointly Fail to achieve delivery on SDGs Pledge.

Worldwide SDGs Pledge Delivery HOW Questions: No Answer, No Delivery

SDGs, COP21, Agenda 21 Rio and Rio+20 and NIEO are essentially the Goals Framework – 
What Stakeholders want to achieve; AAAA is essentially the Means FrameworkHow to Mobilize all Forms of Resources needed to achieve the Global Goals. What is Missing since 2015 to date is the Effectiveness Framework HOW to achieve increasing convergence between Global Goals Vision Intention and Reality in each specific community, sub-country and country location context, and in the 11 ½ years remaining to end 2030 target date. As long as National Leaders and World Leaders keep avoiding or evading answer to SDGs Pledge Delivery How Questions and related How Questions, achieving delivery on SDGs Pledge by end 2030 will be Mirage.

National and International Stakeholders cannot keep using Multiple Approaches to achieve the    5 Global Goals, some of which are divergent and expect good results. National Leaders and World Leaders need to recognize that Inclusive Education: Education for Sustainable Development; Education for Sustainable Production; Education for Sustainable Consumption and Education for Sustainable Citizenship as well as
Relation Based Leadership for the 21st Century
  
Inclusive Communication:  Communication for Sustainable Development; Communication for Sustainable Production; Communication for Sustainable Consumption and Communication for Sustainable Citizenship; Attitudinal and Behavioral Change Communication; Political and Behavioral Change Communication; Economic and Behavioral Change Communication; Social and Behavioral Change Communication; Cultural and Behavioral Change Communication; Climate Change and Behavioral Change Communication; Environmental and Behavioral Change Communication; Arts and Behavioral Change Communication; Entertainment, Education and Behavioral Change Communication; Development Impact and Behavioral Change Communication; Communication for Behavioral Impact; Changing Attitude and Behavior at Scale Communication as One that is within Universal / One Worldwide Approach / Whole of Society Approach is a Master Key for achieving delivery on SDGs Pledge. It is Fail in One Fai in All.

The Overarching Big Question is HOW to get all 193/306 UN Member States back On Track to achieve delivery on SDGs Pledge in 11 ½ years remaining?

The Answer: For All 193/306 UN Member States should get back On Track to achieve delivery on SDGs Pledge in 11 ½ years remaining, World Leaders should agree Multi Stakeholder Partnerships/Platforms, MSPs Community to Global Framework deploying One Worldwide Approach for delivery on SDGs Pledge within an All Inclusive, All Embracing, Ambitious SDGs Implementation and Evaluation Agenda robust enough for achieving increasing convergence between All Inclusive, All Embracing, Ambitious SDGs Agenda Vision Intention and Reality in all 193/306 UN Member States.

The One Worldwide Approach that Work need to be:-
* Whole of Community Approach; Whole of Bank Approach; Whole of Institution Approach; Whole of UN System: UNO, WBG, IMF, WTO Approach; Whole of Government Approach; Whole of Country Approach and Whole of Society Approach as One;
* Deployed within Backbone Global MSP with Global and National Multi Stakeholder Partnerships/Platforms, MSPs for delivery on SDGs Pledge in all 193/306 UN Member States as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global location context.

Answering SDGs Pledge How Question is DOING Matter: Vision and Words with Action and Demand Change Start NOW. Our Organization has developed SDGs Pledge Delivery by 2030 –  7 Drivers including 3 Step Action required to achieve Needed Change from Community to Global levels that effectively demonstrate this DOING as our own contribution towards finding this Answer.

We urge National Leaders and World Leaders to genuinely appreciate that:-
1.     EAG Intervention Idea is the Most All Inclusive, All Embracing and Ambitious 5 Global Goals (SDGs is overarching Global Goal) Aligned and Harmonized with National Goals and Sub-National Goals in all 193/306 UN Member States: Implementation and Evaluation Framework adaptable for specific Community, Sub-Country, Country, Sub-Continent, Continent and Global location context need, available anywhere in our World today; that the Multiple Frameworks Integrated Policy, Program, Project Interventions, 3PIs and 3PIs Training as One using 3PCM One Worldwide Approach – Whole of Society, Whole of Government etc, to effectively answer SDGs Pledge Delivery HOW Questions and related HOW Questions deserve effective support of World Leaders and National Leaders and that to get the Huge and Complex Work to achieve delivery on SDGs Pledge in All Countries by 2030 that need to be done in 11 ½ years, done and on time, the UN System cannot afford to further delay full Implementation of the EAG Intervention Idea in all 193/306 UN Member States.
2.   As long as there is no Global Central Coordination; Global Central Sequence and Global Central Pace, at levels required adequate to fill SDGs All Inclusive, All Embracing and Ambitious Agenda Gaps in all 193/306 UN Member States and in ways that ensure all 193/306 UN Member States achieve delivery on SDGs Pledge by end 2030 target date    (11 ½ years remaining and so much remaining to be done) will be Mirage.
3.   As long as UN Agencies; Government Agencies in Public Sector, Organizations in Private Sector on both North and South Countries sides and Academic Institutions on both North and South Countries sides are not meaningfully supported by Intervention Idea as All Inclusive, All Embracing and Ambitious as EAG Intervention Idea achieving delivery on SDGs Pledge by end 2030 target date (11 ½ years remaining and so much remaining to be done) will be Mirage.
4.   National Leaders and World Leaders need to genuinely appreciate jointly that current direction and priorities cannot ensure answer is found to SDGs Pledge How Questions and related How Questions and that without answer to SDGs Pledge How Questions and related How Questions there will be no delivery on SDGs Pledge Worldwide in the 11 ½ years remaining, hence need for National Leaders and World Leaders to meaningfully support EAG Intervention Idea, or alternative Robust Intervention Idea (if such is available or could be found anywhere in our World today) and on time.


Raising US$ 700 Trillion to Fund Worldwide SDGs Pledge Delivery by 2030


New Sub-National Development Vision, New National Development Vision and New International Development Vision need to be Aligned and Harmonized with the 5 Global Goals and New World Vision in each of the 193/306 UN Member States These Sub-National, National and International Visions are Interrelated, Interconnected, Interdependent and Interlinked. The 3 Visions could be expressed in terms easily understood by the Ordinary Citizen in each North and South Country as Agriculture and Cooperatives Project that is Vehicle for achieving End Hunger, Malnutrition, Poverty; Climate Change and Environment; Governance and Sustainability Dimensions of the SDGs.

The Masses of Ordinary Citizens in all 193/306 UN Member States do not understand these Complex Visions but they understand Agriculture. They need Massive Public Education and Public Enlightenment to appreciate that Modernizing and Mechanizing Agriculture within Fourth Agriculture Revolution2 and Fourth Industrial Revolution that Work for the World’s Poor is not rocket science;

They also understand Cooperatives. They need Massive Public Education and Public Enlightenment to appreciate that Original Cooperatives Principles adapted to meet contemporary social enterprise and social economy organizations in each of the 193/306 UN Member States of 21st Century is a necessary condition for Ending Hunger, Malnutrition and Poverty in all 193/306 UN Member States by end 2030 target date. 

EAG estimate is that US$ 700 Trillion would be required from all sources to fund achieving SDGs Pledge Delivery in all 193/306 UN Member States in the 11 ½ years remaining to end 2030 target date. New Cooperatives Movement in all 193/306 UN Member States have Central Role to Play in raising reasonable portion of this Fund as well as ensuring its effective Utilization of Results in each specific Community, Sub-Country and Country location context.

This underlines need for Agriculture and Cooperatives Project Designed and Delivered in all Communities, in all Local Governments, in all States and Nationwide in all North and South Countries to meaningfully address real and complex:-
Agriculture: Crops, Livestock, Forestry, Fisheries and Aquaculture: Pre Harvest, Harvest and Post Harvest as well as
Cooperatives: Primary Society; Secondary Union; Central Society including Cooperatives Agricultural Bank, Cooperatives Agricultural Research Services Institute, Cooperatives Research Services Institute and  Cooperatives Agriculture Productivity, Quality and Empowerment Capacity Building Institute as One; problems on the ground as applicable or appropriate all Communities, in all Local Governments, in all States and Nationwide in all North and South Countries location context.

Sub-national and National  Goals at Country level and Regional and Global Goals at International level, will not be met, unless individuals and communities are informed, engaged and empowered to demand and participate in change and in improving their own lives, in their own specific location context.

National and International Stakeholders cannot keep using Multiple Approaches to achieve the Sub-national and National Goals at Country level and Regional and Global Goals at International level, some of which are divergent and expect good results.

Fundamental issues of Inclusive Education: Education for Sustainable Development; Education for Sustainable Production; Education for Sustainable Consumption and Education for Sustainable Citizenship as well as Inclusive Communication:  Communication for Sustainable Development; Communication for Sustainable Production; Communication for Sustainable Consumption and Communication for Sustainable Citizenship; Attitudinal and Behavioral Change Communication; Political and Behavioral Change Communication; Economic and Behavioral Change Communication; Social and Behavioral Change Communication; Cultural and Behavioral Change Communication; Climate Change and Behavioral Change Communication; Environmental and Behavioral Change Communication; Communication for Behavioral Impact; Changing Attitude and Behavior at Scale Communication as One that is within Universal / One Worldwide Approach / Whole of Society Approach. It is Fail in One Fai in All.




Inclusive Education and Inclusive Communication engages and supports people to shift norms, change behaviors and amplify the voices needed to meet humanity’s most pressing challenges.


Inclusive Education and Inclusive Communication Individually and Jointly are critical to strengthening the agency of ordinary people, transforming societies and assuring access to life-saving information and support.


EAG Intervention Idea Implementation Update - Global 
1.   FT (Media Organization) in Opinion3 by Mr. Martin Wolf highlighted some Multiple Crisis facing UK today. We commended Mr. Wolf’s analysis in a 20 April 2019 feedback that led to multiple exchanges of views leading to Mr. Wolf in his final submission, in the very productive dialogue, strongly recommended that we move forward the constructive engagement by writing Letter to the FT Editor, in which we spell out our innovative sustainable solutions. On 21 April we reached out to FT Partnership Unit. On 26 April 2019 we sent reminder. We are yet to get response from FT Partnership Unit. This is a puzzle.

The highlights of exchange of views with Mr. Wolf are:-
a)      UK is in Crises (He identified 6 Multiple Crises but there are more) and UK is the Crisis (He did not spell this out but the UK Political Culture, Perfidious Albion etc DNA present Huge Stumbling Block to UK achieving its Brexit Vision). Also he did not set out Sustainable Solutions to his identified Multiple Crises as Word Limits in Opinion Articles did not permit putting such comprehensive details in the Public Domain.
b)     EU is in Crises (He did not identify this reality. The EU has Multiple Crises including Currency, Financial, Banking, Debts, Migration, Sovereignty, Trade etc) and EU is the Crisis (He did not identify this reality but the EU Political Culture, Bureaucracy and Rigidity etc DNA present Huge Stumbling Block to EU achieving EU Project Vision in all EU Countries, as well as UK achieving its Brexit Vision).
c)      Some Top Journalists including Mr. Wolf; Top Academics including VC The University of Buckingham; Senior Politicians have published Opinion Articles based on Quality Analysis in UK Media, that essentially focus on problems (and blame). The implication is that the Quality Analysis have little or no utility in the great task of finding Innovative Sustainable Solutions to real and complex Brexit and EU Project problems on the ground, as applicable or appropriate in UK, Ireland and remaining 26 EU Countries specific location context.
d)     Our Organization’s spirited effort to constructively engage some of the authors in (2c) have been largely rebuffed.
e)      Mr. Wolf in agreeing to frank and blisteringly truthful exchange of ideas with our Director General and going further to suggest we reach out to FT Authorities demonstrate his genuine concern on urgent need to Professionally tackle Brexit Challenges on the ground in the UK and EU. It also demonstrate that he recognizes the urgent need for all relevant National and International Stakeholders in UK Economy and EU Economy  to jointly take all necessary measures to avert looming ultimate catastrophic consequences in UK, Ireland, rest of EU and rest of World, of Brexit that end up as Force for Evil.

f)    Without Brexit, EU Project and SDGs Pledge Delivery as One: Political and Technical Solutions, all other Solutions – Economic, Financial, Cooperatives, Communication, Cultural, Social, Security, Governance, Climate Change, Environmental, Attitudinal Change, Religions etc are no issue or amount to no issue. The implication is that without these Integrated Solutions finding Solution to Brexit, EU Project and SDGs Pledge Delivery real and complex problems on the ground in UK, EU and World will be Mirage with ultimate Catastrophic Consequences for UK, Ireland, rest of EU and rest of World.
g)    Without Correct Diagnosis, Correct Prescription, Correct Surgery and Correct Recovery Management as Core Drivers of Alternative Brexit, Original EU Project Vision and SDGs Pledge Delivery as One in UK, EU and World, finding Innovative Sustainable Solutions to UK is in Crises and UK is the Crisis Interrelated, Interlinked, Interconnected and Interdependent with UK is in Crises and UK is the Crisis will be Mirage with ultimate Catastrophic Consequences for UK, Ireland, rest of EU and rest of World.
h)    Top 1,000 Universities in the World (many of which are in UK and EU) have much to contribute towards achieving delivery on Alternative Brexit, Original EU Project Vision and SDGs Pledge Delivery as One in UK, EU and World.
i)   There are Bright Prospects of Success if Top UK National and Global Media could decide to help Implement UK Rescue Mission and EU Rescue Mission that Work for the Poor in UK, EU and World.
2.      JRF, UK (Philanthropy Organization) in Paper4 by Ms Bernard sought Triple System Reforms to help solve UK Food Poverty, Social Housing and Social Security problems. We commended the Paper but noted there is need for JRF to do deeper analysis of Food Poverty and Food Brexit in the UK and consider meaningfully supporting ways and means of achieving Paradigm Shifts: from focus on problems and blame to focus on solutions and opportunities; from not understanding the True Nature of Hunger, Malnutrition and Poverty to genuinely understanding the True Nature of Hunger, Malnutrition and Poverty; from Brexit as Force for Evil to Brexit as Force for Good, from Business as Usual to Business Unusual, from Change for Change Sake to Needed Change Sake and related Paradigm Shifts, as basis for achieving increasing convergence between JRF Vision Intention and Reality linked to Brexit Vision Intention and Reality and in ways that meaningfully address: Ending Hunger, Malnutrition and Poverty in the UK; Brexit and EU Project Discontent on UK Voters – Leave, Remain and Abstain sides and Brexit and EU Project Discontent on Ireland Citizens and Citizens in remaining 26 EU Countries sides, as well as effectively help achieve SDGs Pledge Delivery in All North and South Countries in 11 ½ years remaining to end 2030 target date. JRF is yet to respond to this message.
3.   We commended ILO COOP on its 100th Anniversary in a 30 April 2019 message including update on the cooperatives aspect of our Work and its potential to help raise reasonable portion of the US$ 700 Trillion required to fund SDGs Pledge delivery Worldwide. We requested for Partnership. We are still awaiting ILO COOP response.

4.    GPEDC (Global Multi Stakeholder Platform with UNDP and OECD as Joint Partnership Support Team) FfD Forum Side Event “Making Development Co-operation More Effective: Country-Level Evidence and Action to Accelerate Progress” was held on 17 April 2019. GPEDC language regarding this Event suggest GPEDC has better understanding of what effective answer to SDGs Pledge Delivery in all 193/306 UN Member States by 2030 HOW Questions entails, yet GPEDC seem to be avoiding or evading Partnership with EAG.

In a 24 April 2019 message to GPEDC we noted that the Event was intended to focus on:-
a)    Mobilizing Resources for AAAA and SDGs from all Actors and making effective use of these Resources (as appropriate or applicable in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global location context);
b) Ensuring Strong Commitment to making AAAA and SDGs Partnerships and Cooperation more effective and a Whole of Society Effort (yet GPEDC avoid or evade supporting One Worldwide Approach, Business Unusual Approach and Needed Change Approach therefore Multiple Approaches many of which are divergent, Business as Usual Approach and Change for Change Sake Approach remain);
c)  Discussing HOW countries and development partners are making progress on effective development co-operation and what actions are needed to improve partnerships that deliver on Addis commitments, the 2030 Agenda, and the SDGs (2030 Agenda and the SDGs are the same. What is intended may be SDGs and COP21 – that is all 3 Global Goals agreed in 2015 – AAAA, SDGs and COP21. There is need to include Agenda 21 Rio and Rio+20 and NIEO; New International Economic Order; 1974 – that is 5 Global Goals: AAAA, SDGs, COP21, Agenda 21 Rio and Rio+20 and NIEO);
d)   Sharing with the FfD community the latest, emerging country-level evidence on efforts to improve the quality, effectiveness and impact of development co-operation (GPEDC is yet to make 2018 Monitoring Round Report and GPEDC Call for Evidence Report 2019 available to the Public);
e)    Discussing emerging evidence from the latest Global Partnership monitoring round as a curtain raiser for the 2019 Senior Level Meeting (In the work towards finding answer to HOW Questions, GPEDC is either part of the problem or part of the solution);
f)  Highlighting key issues requiring political attention and action to accelerate progress towards the achievement of the AAAA and the SDGs (add remaining Global Goals - . COP21, Agenda 21 Rio and Rio+20 and NIEO).

We expected that the 2018 Monitoring Round Report inclusive of Global Call for Evidence Report 2019 would have been released at the Event to Physical Participants and sent be email to all on GPEDC Listserv. We are concerned that these 2 important documents are yet to be posted on GPEDC website.
It is not helpful that these 2 important documents - 2018 Monitoring Round Report and Global Call for Evidence Report 2019 are yet to be made available to the public.
We urged the Team to genuinely appreciate that SDGs is in reality 5 Global Goals in One Global Goal; that with just 11 ½ years remaining to end 2030 target date to achieve delivery on SDGs Pledge, so much need to be done in so little time and that should all or most of the fundamental issues raised in our submissions be edited out of the 2 important documents, the 2 documents are Vision and Words without Action, therefore FLUKE at best contributing little that is not sustainable and at worst contributing nothing towards supporting all North and South Countries to achieve delivery on SDGs Pledge in 11 ½ years remaining to end 2030 target date.
If all or most of the fundamental issues raised in our submissions have been edited out of the 2 documents when they are released and if the 17 April 2019 Event underline urgent need to meaningfully address these edited out issues, it is our hope that the Team will take required remedial action and on time to avoid looming catastrophic consequences of failure to achieve SDGs Pledge delivery in all North and South Countries by end 2030 target date.
5.   UNEMG promised to release Global Consultation on UNEMG New Model Approach Version 2 by March 2019. This Report is yet to be released as at date.

We expect the UNEMG New Model Approach Version 2 when it is released, given UNEMG written commendations of our submissions, would include EAG 3PCM Approach as backbone.

Our submissions included list of 9 additional UNO Agencies including ILO that need to have their version of UNEMG New Model Approach Version 2 up and running and without delay. The suggested 10 UNO Agencies and UNO Groups are:-
a) UNEnMG – Environment Management Group Domiciled in UNEP: with responsibility for Climate Change and Environmental Dimension of National and Global Goals
b) UNDvMG – Development Management Group Domiciled in UN FAO: with responsibility for Development, Hunger, Malnutrition and Poverty Dimension of National and Global Goals
c)      UNEvMG – Evaluation Management Group Domiciled in IEG-UNO (Independent Evaluation Group of UN Organization that is Evaluation Offices in all Institutions or Entities in entire UN Organization Operating as One): with responsibility for Monitoring and Evaluation Dimension of National and Global Goals
d)  UNRsMG – Resilience Management Group Domiciled in UNDP: with responsibility for Resilience, Mitigation and Adaptation having 9 indivisible Components – Agriculture; Health – Plants, Animals, Human; Tourism; Water, Humanitarian, Energy/Electricity, Infrastructure – Transport- Rail, Road, Water, Air; Finance – Banking and Non Banking, Technology – Information, Internet, Computer, Telecom, Bio, Management; Ecosystem and Biodiversity and Institutional and Systems Reform as One Dimension of National and Global Goals

It is a puzzle UNEMG is delaying release of this important Report, yet UNEMG is fully aware that our World has 11 ½ years to avert looming Climate Change Catastrophe.  The earlier UNEMG New Model Approach Version 2 with 3PCM backbone and complementary New Model Approach Version 2 for each of the 9 additional UN Management Groups are released, the greater the positive difference these 10 UN Management Groups could make in the great task of getting all 193/306 UN Member States back On Track to achieve delivery on SDGs Pledge in the 11 ½ years remaining to end 2030 target date.
6.  UNDESA and UNDSDG promise to release UN Partnerships Report by July 2019. UNDESA sent written commendation of our submission to UN Partnership Global Consultation.

UNDESA needs to consider leading the way in the Implementation of EAG Intervention Idea including backbone MSP and Global and National MSPs, for other UNO Entities as well as North Countries Governments and South Countries Governments to follow.

We urge UNDESA to help facilitate Mandates and to let Charity start from Home by persuading UNDSDG, 9 remaining UNDESA Divisions (amended as suggested in some of our submissions) and UNDESA itself leading the way in giving EAG Mandate. This way UNDESA will have the Moral Right to persuade other UNO Entities as well as North Countries Governments and South Countries Governments to also give EAG Mandate as practical option in UNO helping all 193/306 UN Member States get back On Track to achieve delivery on SDGs Pledge in 11 ½ years remaining to end 2030 target date.

UK Multiple Crises: Innovative Sustainable Solutions – The Way Forward?

Our Study Finding is that the UK today is in Multiple Crises – all 6 identified by Mr. Wolf and more and UK is the Crisis – the UK itself UK Crown, UK Government, UK Parliament, UK Academics, UK Foundations/Philanthropists and UK Media are by omission or commission knowingly or unknowingly blocking Innovative Sustainable Solutions to all identified Multiple Crises including the overarching Crisis on ground in the UK today.

This is very sad. It underlines urgent need for all relevant UK Authorities and EU Authorities to meaningfully address points being made by real intentions of Brexit Voters: Leave, Remain and Abstain and also suggests UK Authorities and EU Authorities allergy to TRUTH need to be urgently cured before it become cancer that destroy UK, Ireland, rest of EU and rest of World.

It is not only UK and EU that has Multiple Crises with One Overarching Crisis, Ireland and remaining 26 EU Countries; Nigeria and all remaining African Countries; China and all remaining Asian Countries; US and all remaining Countries as well as AU and all remaining Sub-Regional/Regional Political Groupings of Countries each face similar complex problems.

Should Brexit be allowed by World Leaders to activate Time Bomb of UK National Crisis that make worst UK National Crisis in recent Centuries Child’s Play and EU Crises that destroy EU Project, these would catalyze Global Depression that make Global Depression of 1930s’ Child’s Play.

Brexit induced National Crisis in UK, Ireland, rest of EU and rest of World is Guarantee that all 193/306 UN Member States Off Track achieving SDGs Pledge delivery as at 13 of 60 Quarters of Implementation, would at 60 of 60 Quarters of Implementation fail to achieve delivery on SDGs Pledge, with ultimate catastrophic consequences for our fragile Planet from 2030 onwards.

This underlines urgent need for National Leaders and World Leaders in UK, EU and Worldwide to urgently take all necessary measures to shift from Brexit as Force for Evil to Brexit as Force for Good. As no One Knows when UK would race past irreversibility point and activate the Time Bomb, One Day Delay taking required remedial action, may be One Day too late.

Rethinkings

It is clear that Rethinking EU Project inclusive of Rethinking Capitalism, Rethinking Democracy, Rethinking Elections, Rethinking Development, Rethinking Defence, Rethinking Data, Rethinking Digitization, Rethinking Evaluation and other Rethinking identified in our Papers, is necessary condition for finding correct answer to Brexit root cause or primary cause problems on UK, Ireland, remaining 26 EU Countries as well as European Parliament, European Council, European  Commission and remaining EU Institutions sides.

Greta Thunberg

It will be recalled that the 16 year old activist Greta Thunberg speaking on 16 April 2019 at European Parliament on saving our Planet from Climate Change Catastrophe essentially noted that EU Leaders are Long on Words and Short on Action and made Clarion Call on EU Leaders to remedy this flaw before it’s too late for Europe and our World.

Alternative Brexit – The Only WIN – WIN Option

In keeping silent on Alternative Brexit we propose in our submissions, is this not further evidence that EU Leaders need to take Greta’s Clarion Call very seriously and do the needful and on time, if UK, EU and World is/are to avoid looming Brexit and EU Project Failure catastrophic consequences?

In keeping silent on Alternative Brexit, have the European Parliament, European Commission and European Council not demonstrated unwillingness to take genuine, purposeful, effective, efficient, successful and sustainable political action jointly with relevant stakeholders as appropriate and applicable in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global location context driving sustainable solutions to all identified real and complex Brexit, EU Project and SDGs Pledge Delivery in All North and South  Countries by 2030 – 11 ½ years remaining?

In keeping silent on Alternative Brexit, is Mr. Wolf’s opinion not further evidence that UK Leaders, UK Media and UK Foundations/Philanthropists need to be helped if they are to help themselves to avoid looming catastrophic consequences of the UK being once again the Sick Man (Nation) of Europe? Is Ms Bernard’s Opinion not further evidence that JRF/UK Philanthropists need to do more than merely writing Opinions and that JRF should pick up the gauntlet and take action where others have avoided or evaded required action in UK Enlightened Self Interest?

The lack of adequate and appropriate Brexit as Force for Good; EU Project that Work; Country Sustainability Strategy and SDGs in All North and South Countries adequate political action is a Major problem that UK Leaders, UK Media and UK Foundations/Philanthropists on one hand and EU Leaders, EU Media and EU Foundations/Philanthropists on the other hand, need to speedily solve, if Brexit is to be Force for Good; EU Project is to succeed and if UK, all 27 EU Countries and all remaining UN Member States are to achieve delivery on SDGs Pledge in just 11 ½ years remaining and in ways that effectively End Hunger, Malnutrition and Poverty in all Communities in all Countries.

We again urge UK Authorities – Government, Parliament, Media, Foundations/Philanthropy and EU Authorities – Member States: Government, Parliament, Media, Foundations/Philanthropy, EU Institutions to jointly recognize that deal or no deal as final end to Brexit negotiations will not deliver sustainable solutions to Brexit root cause or primary cause problems on UK and EU sides; that continuing to prepare for No Deal rather than effectively supporting Alternative Brexit will have ultimate catastrophic consequences for UK, Ireland rest of EU and rest of World and that One Day delay implementing the suggested Alternative Brexit may be One Day too late to avoid looming catastrophic consequences of Failed Brexit and Failed EU Project. This is because no one knows when the UK could race past irreversibility point as the UK and EU keeps accelerating on MADning (Mutually Assured Destruction) Road to DOOM rather than shift and start accelerating on MAPing (Mutually Assured Prosperity) Road to BOOM. 

As long as UK Leaders, UK Citizens, EU Leaders and Citizens in Ireland and remaining 26 EU Countries do not shift from Change for Change Sake and Business as Usual Approach and shift towards speedily adopting Needed Change and Business Unusual Approach to jointly finding Innovative Sustainable Solutions to all identified real and complex Food Brexit/Food Poverty; Brexit; EU Project; Country Sustainability Strategy and SDGs - in Ireland and remaining 26 EU Countries and UK root cause or primary cause problems on the ground; fully Implementing these Innovative Sustainable Solutions with effective Monitoring and Evaluation of this Implementation using One Worldwide Approach, the ultimate consequences will be catastrophic for all in UK, Ireland, rest of EU and Beyond – with Africa being very had hit (for no fault of theirs) and this in turn worsening Africans Illegal Migration to EU that worsen EU woes.
                                                                                                     
Alternative Brexit Vision, Original EU Project Vision and SDGs Pledge Delivery Vision as One

All North and South Countries are Off Track achieving delivery on SDGs Pledge by 2030. Brexit as Force for Evil will make already difficult task of getting all 193/306 UN Member States back On Track to achieve delivery on SDGs Pledge by 2030 especially difficult.  There are flaws and failures on UK, Ireland, remaining 26 EU Countries and all EU Institutions sides that need to be urgently addressed. For example these are a sample of points made in messages to European Parliament and EU Commission that need to be addressed if Brexit is to be Force for Good:-
1.   It is flaw in existing European Commission System that European Commission Public Inquiry Point is not equipped to address serious issues of Development Cooperation and Regional Integration Dimensions to Brexit; EU Project; 5 Global Goals – AAAA, SDGs, COP21, Agenda21 – Rio and Rio+20 and NIEO Innovative Sustainable Solutions as applicable in each specific Community: in the UK; in Ireland; in 26 remaining EU Countries and in all EU Partner Countries Worldwide, such as those raised in our submissions.
2.   It is pertinent to note that our submissions highlight Development Cooperation and Regional Integration contemporary challenges facing European Commission today in its work on Brexit, EU Project, SDGs Pledge Delivery by 2030 in all EU Countries and suggest Innovative Sustainable Solutions Moving Forward in the Common Interest, Common Future and Common Destiny of UK, Ireland, remaining 26 EU Countries and all EU Partner Countries Worldwide.

4.    It is pertinent to note that our submissions highlight Political and Attitudinal Change contemporary challenges facing European Commission today in its work on Brexit, EU Project, SDGs Pledge Delivery by 2030 in all EU Countries and suggest Innovative Sustainable Solutions Moving Forward in the Common Interest, Common Future and Common Destiny of UK, Ireland, remaining 26 EU Countries and all EU Partner Countries Worldwide.
5.    Media Report confirms that the UK has resumed preparations for No Deal Brexit.  We assume the EU did not stop or has also resumed preparations for No Deal Brexit.
6.   Training Needs Identification and Change Needs Identification on the part of these Major Groups are Master Keys for meaningfully addressing all fundamental issues set out in our submissions:-

7.   Should the UK and EU Authorities wait till No Deal become the last Option before taking positive decision on our submissions, this would be medicine after death. The time to take positive decision on our submissions is NOW. One Day Delay may be One Day too late. 

It is appalling that Ireland, the EU Country whose National Economy umbilical cord is tied to the UK National Economy and who stand to lose the most from Brexit as Force for Evil – probably more than the UK itself, has been dancing around Alternative Brexit in the wishful thinking that EU Solidarity will save Ireland from Brexit catastrophe as UK take decision in Irish Interest.
We urge World Leaders recognize that the ultimate consequences of all relevant UK Institutions, all relevant Irish Institutions, all relevant Institutions in remaining 26 EU Countries and all relevant EU Institutions Authorities: dancing around issues / looking on / sitting by / powerless – Brexit responses hindering all UK Institutions and all EU Institutions doing the right thing and on time will assure EU Project failure and this will be catastrophic for Europe and our World.

21st Century Leadership Required in All North and South Countries and Fast

The 20th Century Leadership Models for organizational design, human resource, and professional development processes are not adequate to effectively address these fundamental issues and in ways that are Fit for purpose, Fit for 21st Century, Innovative and Creative and that effectively help all 193/306 UN Member States get back On Track to achieve delivery on SDGs Pledge in 11 ½ ears remaining to end 2030 target date.

This underlines urgent need for heads of UN Agencies; Government Agencies in Public Sector, Organizations in Private Sector on both North and South Countries sides and Academic Institutions on both North and South Countries sides to consider shaping and developing their corporate culture to include new leadership initiatives aimed at ensuring that stable, secure, collaborative and, most importantly, authentic relationships exist between managers, team members and staff in their internal publics and corporation- managers, team members and staff; regulators (where applicable), suppliers and customers in their external publics as these UN Agencies, Government Agencies and Private Organizations work jointly (within respective Mission and Vision) on the Implementation and Evaluation of Food, Nutrition, Agriculture and Security Vision Dimensions Linked to Political, Cultural, Economic, Financial, Social, Security, Peace, Religious, Climate Change, Environmental, Procurement and Governance etc Dimensions of  Transformation Agenda – AAAA, SDG, COP21, Agenda 21 and NIEO for Delivery on SDG Pledge by end 2030 target date, for which they have responsibility.

These New Leadership Initiatives will involve leaders meaningfully projecting high levels of steely confidence, strength and toughness at all costs. It is pertinent to note that research and experience actually show that when humans, and leaders alike, are authentic and transparent in their communications about how they genuinely feel, and remain consistently available to those around them, that virtually unbreakable bonds of trust can develop through the vulnerability and openness shared.

This underlines urgent need for Inclusive Communication and Inclusive Education as one being building blocks of trust and respect at levels required for government agencies in public sector, UN System agencies and organizations in private sector to thrive in the chaos of the 21st Century.

To govern effectively in each of the 193/306 UN Member States and in ways that achieve delivery on SDGs Pledge in All North and South Countries by end 2030 target date – just 11 ½ years remaining, is to effectively communicate and educate.

Inclusive Communication and Inclusive Education are not an option in the work to achieve delivery on SDGs Pledge in all 193/306 UN Member States. In both North and South Countries Entities, as well as in all UN System: UNO, WBG, IMF, WTO Entities these are constant obligations. Each is a two-way process between the governed and the government in each specific community, sub-country, country, sub-continent, continent and global location context.

Universities Global Goals Project

In our Model Top 1,000 Universities in the World (many of which are in UK and EU) have much to contribute towards achieving delivery on UK Food Brexit/Food Poverty, Alternative Brexit, Original EU Project Vision and SDGs Pledge Delivery as One in UK, EU and World Innovative Sustainable Solutions as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global location context.

Although many UK Universities are among Top 10, Top 100 and Top 1,000 Universities in the World, it is appalling that Leaders of some of these UK and EU Top Universities that we sought to engage on the Innovative Sustainable Solutions to UK/EU is in Crises and UK/EU is the Crisis real and complex problems on the ground in the UK/EU have been avoiding or evading joining our Organization to meaningfully address these complex issues in UK/EU Enlightened Self Interest. They prefer to look on while UK/EU keeps accelerating on MADning Road to DOOM.

This appalling reality should be of genuine concern to UK, EU and World Leaders. We invite UK, EU and World to join us in ensuring UK/EU Top Universities stop focusing on Problem and Blame and start focusing on Alternative Brexit Solutions and Opportunities as well as in ensuring that Top 1,000 Universities in the World start focusing on SDGs Pledge Delivery in all 193/306 UN Member States in 11 ½ years remaining to end 2030 target date Innovative Sustainable Solutions.
  
Way Forward

We have consistently submitted that Finding Correct Answer to SDG Pledge How Questions, Fully Implementing these Answers with effective Monitoring and Evaluation of this Implementation Demands:-
1.   Comprehensive or Holistic Approach that is All Inclusive, All Embracing and Ambitious Goals Framework, Means Framework and Effectiveness Framework as One;
2.    Operationnalizing (1) in Practice would achieve Best Results within Overarching Quality, Productivity and Empowerment Improvement Program that is a Re-Engineering Program or Reform Program including Agriculture and Cooperatives Project that effectively meet End Hunger, Malnutrition and Poverty; Climate Change, Environment and Governance Change Needs as applicable in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global location context.
3.  Operationnalizing (2) in Practice would achieve Best Results if the Organization / Government / UN System: UNO, WBG, IMF, WTO (ITO) Entity Highest Political Authority Fully Support the Re-Engineering Program or Reform Program and all its Projects
4.  Operationnalizing (3) in Practice would achieve Best Results if the Organization / Government / UN System: UNO, WBG, IMF, WTO (ITO) Entity Internal and External Publics are guided by Community to Global External Coordinating Consultants with Minimum Certain Levels of Hard Competencies: Learning and Skills and Soft Competencies: Character, Courage, Cultural, Discipline, Mindset and Leadership as One Support Framework.

We have further submitted that there is a Triangular Relationship between the 3 Reports on 3 Basic SDGs Pledge Delivery by 2030 Issues, expected to be released soon: UNEMG One Worldwide / Universal Approach; GPEDC Evidence Based Innovative Sustainable Solutions and UNDESA/UNDSDG Multi Stakeholders Partnerships / Platforms, MSPs Support. The 3 Reports are Interrelated, Interconnected, Interdependent and Interlinked and that it is Fail in Implementing One SDGs Pledge Delivery by 2030 Basic Issue Report, Fail in Implementing the remaining 2 SDGs Pledge Delivery by 2030 Basic Issues Reports.


Therefore: the MSPs Support Report Conclusions and Recommendations need to support MSPs Backbone MSP that effectively connect each MSP in each Community, in each Country, in each  Continent and Globally with the UNO Headquarters New York, WBG and IMF Headquarters Washington and WTO (ITO) Headquarters regardless of whether the MSP is focused on single target in single SDG Goal in single Community in single Country – Smallest MSP or focused on all 169 Targets of all 17 Goals of the SDGs in all Communities, in all Countries in all Continents and Globally – Biggest MSP. Without this Backbone MSP fundamental issues of Policy, Program, Project Interventions, 3PIs and 3PIs Training as One: Coherence, Coordination, Collaboration, Cooperation and Commitment for Sustainable Development – 3PIs/3PIsTaO - 5CSD as applicable in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global location context cannot be effectively addressed either within single target in single SDG Goal in single Community in single Country or all 169 Targets of all 17 Goals of the SDGs in all Communities, in all Countries in all Continents and Globally or anywhere in between.


The New Model Approach, NMA Version 2 Report Conclusions and Recommendations needs to distinguish between One Cap Fit All that is undesirable and unhelpful and One Worldwide Common, Systemic and Shared Approach; between Legally Binding Agreement on Single Multi Stakeholder Approach and Voluntary Option Agreement wherein different Stakeholders use different Approaches, some or many of which are divergent. It also needs to provide for the identified UNEMG NMA Version 2, 9 Complimentary Approaches of the 9 UN Groups/Agencies.



The Evidence Based Innovative Sustainable Solutions Report Conclusions and Recommendations need to demonstrate clearly that without speedily adopting One Worldwide/Universal Approach as well as supporting Backbone MSP that is Politically relevant in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global location context 193/306 UN Member States will be unable to achieve delivery on SDGs Pledge in less than 12 years remaining to end 2030 target date.



It is against this background that we suggest as way forward, Action Kick Starting the 3 Step Action begin by these UNDESA Divisions -UNDSDG, OISCSD, DPIDG, DISD Partnering with our Organization on EAG Intervention Ideas to Jointly Make Call for Expression of Interest in MSPs for SDGs Sustainable Solutions Pilot Program and Scale Up Program Invitation to:-
1.      Other UNO Entities and other UN System Entities
2.      193/306 UN Member States Governments: Executive, Legislature, Judiciary at all levels. 



We urge National and World Leaders to note that Kick Starting the 3 Step Action is not exclusive to UNDESA Divisions. Global Political Groupings of Countries, e.g. GPEDC, OECD and or any Regional/Continental Political Grouping of Countries, e.g. ACBF/MfDR/AfCOP; Coalition of Powerful North and South Countries and Coalition of Influential North and South Countries Universities, who are willing and able to Partner with our Organization on EAG Intervention Ideas, could also Kick Start the 3 Step Action.

Conclusion


As 2nd Quarter 2019 Year 4 of Implementation race to end, it is our hope that the UNEMG New Model Approach Version 2 Report 2019 and GPEDC Evidence Based Innovative Sustainable Solutions Report 2019 and UNDESA/UNDSDG New Partnership Support Strategy Interim Report 2019 are released without further delay; that UNDESA DSDG and remaining 9 Divisions and Powerful North and South Countries effectively lead the way in achieving delivery on SDGs Pledge in the 11 ½ years remaining to end 2030 target date, as practical option in getting all 193/306 UN Member States back On Track to achieve delivery on SDGs Pledge by end 2030 target date.

We urge UNDESA and its 10 Divisions; UN Environment and UNEP; FAO; UNDP; WHO, UNESCO; ILO COOP and other ILO Entities as well as other UNO Entities; ECOSOC and its Subsidiary Bodies; other UN System: WBG, IMF, WTO (ITO) Entities; Global/ Continental Political Groupings; Coalition of UN Member States – North and South Countries and Coalition of Universities - North and South Countries, to genuinely appreciate that they individually and jointly need to face new direction and adopt new priorities, if entire UN System: UNO, WBG, IMF, WTO (ITO) are to be effectively Re-engineered to better support all 193/306 UN Member States to get back On Track to achieve delivery on SDGs Pledge in less than 12 years remaining to end 2030 target date; and that the Institutional Architecture for the required re-engineering is best designed and delivered within the type of Analysis; Pilot Program and Scale Up Program and Feeding Back Lessons Learned into Pilot Program and Scale Up Program as One Universal Framework we have proposed.

We urge the National Leaders and World Leaders to genuinely appreciate that our Fragile Planet is at Risk of Peril, if urgent Remedial Action is not taken on time.

The Ball is now in the Court of National Leaders and World Leaders – Will they Play or Will they Keep Looking On as the World accelerate on MADning (Mutually Assured Destruction) Road to DOOM or will they DO the NEEDFUL and HELP all 193/306 UN Member States to speedily return to 2014 Cross Road and start accelerating on MAPing (Mutually Assured Prosperity) Road to BOOM?

It is our hope that opportunity for bright prospects of success would not be lost. To avoid this answer to SDGs Pledge Delivery HOW Questions and related How Questions need to be found within the 3 Step: Analysis; Pilot Program and Scale Up Program and Feeding Back Lessons Learned into Pilot Program and Scale Up Program as One Universal Framework. One Day Delay may be One Day too late.  

We invite UNO Entities, Powerful North Countries Governments, Powerful South Countries Governments and Top Universities in the World, Influential Philanthropy Organizations and Influential Global Media Organizations genuinely interested in achieving delivery on SDGs Pledge in 11 ½ years remaining to end 2030 target date to Partner with our Organization on Implementation of EAG Intervention Idea.
