NEHMAP Comment on UNDESA Policy Brief #84: Achieving SDGs in the Wake of COVID-19: Scenarios for Policy Makers

 

Strengthening UNDESA, UNO and UN System to Better Contribute Towards Rethinking War on COVID-19; War on Climate Change Mistakes; War on Hunger, Malnutrition and Poverty; War on Inequality, Injustice and Conflicts;

War on Corruption, Indiscipline and Impunity and Task to Achieve Global Goals 2030 and 2050 in All Countries to avoid Imminent Perishing of our Fragile Planet

 

Foreword  

UNDESA through its Economic Analysis and Policy Division, EAPD on 31 August 2020 released its Policy Brief #84 on “Achieving SDGs in the Wake of COVID-19: Scenarios for Policy Makers.

The Highlights of the Policy Brief are:-

1.  Despite the setbacks caused by COVID-19, it is possible for the world to regain momentum and move ahead towards achieving the Sustainable Development Goals (SDGs).

2.  SDG progress has shown to be linked with countries’ success in dealing with the pandemic.

3.  The COVID-19 crisis has revealed some fundamental development challenges that countries face and could be converted into an opportunity for recovering better, if much of the resources aimed at recovery are directed toward promoting the SDGs.

4.   Establishment of robust universal healthcare and social protection systems should be taken as immediate goals, and efforts should be made to build upon the emergency measures taken during the COVID-19 crisis so as to reach these goals.

5.      The opposite effects of COVID-19 on prosperity and planet show that the current ways of achieving prosperity are a threat to the health of the planet. Achieving sustainable development requires sustaining and bolstering current environmental gains and pursuing a green recovery.

It is incomprehensible that UNDESA EAPD still turn blind eye to reality that all 193 UN Member States are Off Track achieving SDGs by 2030 as at end 2019 Year 4 of SDGs Implementation; that at end 2nd Quarter 2020 Year 5 of SDGs Implementation COVID-19 havoc and devastation has quashed any hope of all 193 UN Member States getting back On Track to achieve SDGs by end 2030 target date on one hand and that should Business as Usual continue Full Blown Climate Pandemic would deliver Global Colossal Catastrophe that make COVID-19 Global Catastrophe Child’s Play, at its extreme resulting in People Dying 1st, Businesses Dying 2nd and Planet Dying 3rd on the other hand.

If these imminent Guaranteed Global Colossal Catastrophes are to be avoided, 1 Day Delay in entire UN and All Governments Changing Course may be 1 Day too late.

It is against this background that we share our thoughts on Priorities and Direction Moving Forward in Common Interest, Common Future and Common Destiny of entire UN Membership, All North and South Countries Governments and their Domestic and Global Partners.

UNFCCC Annual Report 2019

UNFCCC Annual Report 2019 underlines many realities that could be summarized within these 2 paragraphs on page 8:-

“We need to alter our course before it is too late. We need to make drastic changes to the way we produce, consume and source our energy. We need to protect ecosystems so that they stay healthy and resilient against climatic stresses. And we need to accept that while we might not yet understand the full extent of future changes to the climate, there is enough scientific certainty to warrant sweeping action, particularly when faced with the threat of large-scale and irreversible damage.

Fighting climate change is also crucial to sustainable development. The 17 Sustainable Development Goals, which include climate action (Goal 13), are shared by all 193 Member States of the United Nations and reflect humanity’s highest aspirations for development.”

As UNFCCC Celebrate its 25th Anniversary:-

1.    There is no better time than now for UNFCCC to Effectively Translate these Words into ACTION and in Urgent Global Interest.

2.  UNFCCC need to recognize that its Relevance and Credibility in Design and Delivery of Post COVID-19 Era Convention 1995, Kyoto Protocol 1997 and COP21 2015 Initiatives/Interventions that indeed help all 193 Member States Build Back Better, Build Back Greener and Recover Better greatly depends on UNFCCC undertaking a Frank ad Blisteringly TRUTHFUL Self Assessment to correctly identify What UNFCCC did Right in Past 25 years and HOW it could be improved in next 25 years and What UNFCCC did Wrong in Past 25 years and HOW it could be corrected in next 25 years.   

UNDESA and all its Divisions, especially DSDG and EAPD being the UN Headquarters Entity with Apex Responsibility for Relating with UNO External Publics and RCNYO being the UN Headquarters Entity with Apex Responsibility for Relating with UNO Internal Publics need to also recognize that:-

“We (Peoples of the World led by entire UN Membership) need to alter our course before it is too late. We need to make drastic changes to the way we produce, consume and source our energy. We need to protect ecosystems so that they stay healthy and resilient against climatic stresses. We need to protect human ingenuity so that they stay healthy and resilient against climatic and non climatic stresses. And we need to accept that while we might not yet understand the full extent of future changes to the climate, there is enough scientific certainty to warrant sweeping action, particularly when faced with the threat of large-scale and irreversible damage arising from business as usual approach to tackling COVID-19, Climate and Poverty Pandemics as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context”.

 

1.    There is no better time than now for NSG H. E. Antonio Guteress, UNDESA and RCNYO leading entire UNO Membership and indeed entire UN System: UNO, WBG IMF, WO, UNWTO Membership to Effectively Translate these Words into ACTION and in Urgent Global Interest.

2. UNSG H.E. Going Back to Basics: Tackling Implementation Challenge – Return to Original UN Charter Vision to Reform UN to be Fit for 21st Century

The UN Charter was signed on 26 June 1945 and came into Force on 24 October 1945. It has had only 5 Amendments in the past 75 years.

Its Provisions are as relevant today as they were 75 years ago and even more so, if National and Global Integrated Innovative Sustainable Solutions are to be found to National and Global Challenges including COVID-19, Climate Change, Food Crisis, Financial Crisis, Fuel Crisis, Terrorism etc as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context, there is urgent need to take all necessary measures to achieve increasing convergence between Original UN Charter Vision Intention and Reality.

It is True that much has been achieved in the Past 75 years of Implementing the UN Charter. It is equally True that magnitude of divergence between UN Charter Provisions and realities on the ground in all North and South Countries in our World today underline the Magnitude and Complexity of the much more that need to be achieved if Implementation of UN Charter in the next 75 years is to have Better Scorecard.

The Probability is High that:-

1.     Business as Usual Implementing the UN Charter would result in our World continuing to accelerate on MADning (Mutually Assured Destruction) Road to DOOM until irreversibility point is passed and Guaranteed Global Colossal Catastrophic Consequences of Failure to Win War on COVID-19, remaining 4 Wars and Failure to achieve Global Goals 2030 and 2050 is Certain and at is extreme ending in People Dying 1st, Businesses Dying 2nd and Planet Dying 3rd.

2.      Business Unusual Implementing the UN Charter would result in our World Changing Course to start accelerate on MAPing (Mutually Assured Prosperity) Road to BOOM as Domestic and Global Stakeholders Work Together to Succeed Together to Win War on COVID-19, remaining 4 Wars and achieve Global Goals 2030 and 2050 through Build Back Better, Build Back Greener and Recover Better and in ways that Leave No One Behind in all North and South Countries.

If Post COVID-19 Era New Reality is to be firmly grounded in (2) above, there is urgent need to Reinforce and Reinvigorate Ongoing UN Reforms to Deliver UN System Fit for 21st Century Operatonaizing in Practice the FULL Provisions of UN Charter to meaningfully support Domestic and Global Stakeholders Work Together to Succeed Together to Win War on COVID-19, remaining 4 Wars and achieve Global Goals 2030 and 2050 through Build Back Better, Build Back Greener and Recover Better and in ways that Leave No One Behind in all North and South Countries and Press Forward to Deliver UN Fit for 22nd Century by UN150 in next 75 years time.

The Know How to Deliver this type of Post COVID-19 Era New Reality is presently lacking in the UN System. However, relevant UN System Authorities are aware that the Know How exists and is available to them, if they are genuinely interested in Delivering this type of Post COVID-9 Era New Reality.

COVID-19 as Force for Good

World Leaders on UN, Governments, Business, Academia, other Major Groups and other Stakeholders sides need to recognize that there is Urgent Global Need for Global Crisis Management that is Effective and Efficient in Treating Climate Crisis like COVID-19 Crisis as both are Pandemics; that is:-

1.   In COVID-19 Crisis – Infection is Natural but Pandemic is Man Made and in Climate Crisis – Disaster is Natural but Pandemic is Man Made.

2.    With COVID-19 Pandemic UN and Governments have mobilized Unprecedented Amount of Money for Economic and Social Recovery; Politicians continue to debate methods of Aid for those who have been most affected and Businesses have rushed to express Solidarity for Frontline Workers.

The Big Issues are:-

1.      WHY the same thing has not happened with Climate Pandemic?

2.      HOW to make the same thing happen with Climate Pandemic?

3.      CAN answers to (1) and (2) be found and on time to avoid imminent Guaranteed Global Colossal Catastrophic Consequences of Failure to Win 5 Wars, Failure to achieve Global Goals 2030 as soon as possible after 2030 and Global Goals 2050 by end 2050 target date, without PCCB meaningfully Implementing Valuable Suggestions and Inputs (1), (2), (3) and (4) and on time before irreversibility point is passed in ongoing acceleration on MADning Road to DOOM?

Answers to these Questions need to be speedily found and in ways that deploy COVID-19 as Force for Good.

This Demand Going Back to Basics – Step 1 before Step 2 and Going Back to Basics Political Solutions before Technical Solutions, Economic Solutions, Financial Solutions, Social Solutions, Security Solutions, Religion Solutions, Legal Solutions and all remaining Solutions as One, Adopting Required Type of Advocacy and Adopting Required Type of Partnerships and this in turn DEMAND One Worldwide Approach that is sufficiently All Inclusive, All Embracing and Ambitious but not One Cap Fit All.

Effectively Addressing Fundamental Issue of Know How

 

The UNDESA EAPD Policy Brief #84 noted that “the impact of COVID-19 deepens further the concern over whether the SDGs can be achieved by 2030. The answer depends to a large extent on how human societies themselves respond to the COVID-19 crisis and its aftermath; that:-

Overall, the kind of post-COVID-19 scenario that takes hold of a country depends on whether it can:

1.      Minimize the damage caused by COVID-19;

2.      Recover quickly from the damages;  

3.    Hold on and build further on the positive changes introduced to its healthcare, social protection, and governance systems during the pandemic;

4.  Sustain and bolster positive gains made regarding the planet-related SDGs, while countering negative environmental effects such as plastic pollution and illegal deforestation; and

5.      Reenergize its general effort toward sustainable development and that

Should countries succeed at the above efforts, they can be expected to enter the optimistic scenario. Otherwise, the pessimistic scenario is likely to prevail, driving these countries further away from attaining sustainable development.

 

These points are mere Pontification, telling North and South Countries grappling with Challenges of COVID-19, Climate and Poverty Pandemics what they already know and underlines the point made above that required Know How to Deliver the type of Post COVID-19 Era New Reality suggested in the UNDESA EAPD Policy Brief #84 is presently lacking in the UN System and that relevant UN System Authorities are aware that the Know How exists and is available to them, if they are genuinely interested in Delivering this type of Post COVID-9 Era New Reality.

 

The point we are making is that what North and South Countries Governments Need to Know is How to Fight and Win War on COVID-19, Climate and Poverty Pandemics and in ways that effectively help them achieve SDGs as soon as possible after 2030 and reach Global Goals 2050 by end 2050 target date and that the UNDESA EAPD Policy Brief #84 has not provided Insights or Inspiration capable of helping any North or South Country to effectively tackle real and complex Post COVID-19 Era Challenges facing their Governments on the Ground at Domestic and Global levels.

 

Moving Forward, UNDESA and entire UN System: UNO, WBG, IMF, WTO, UNWTO Need to Individually and Jointly:-

1.      END the Myth that ONLY South Countries Need Help Fighting and Winning War on COVID-19, Climate and Poverty Pandemics; achieving SDGs as soon as possible after 2030 and reaching Global Goals 2050 by end 2050.

2.   Accept that they do not have the Know How to provide the Help North and South Countries Need to Fight and Winning War on COVID-19, Climate and Poverty Pandemics; achieving SDGs as soon as possible after 2030 and reaching Global Goals 2050 by end 2050.

3.   Accept that they themselves Need Help before they could be in a Position to Help North and South Countries Fight and Winning War on COVID-19, Climate and Poverty Pandemics; achieving SDGs as soon as possible after 2030 and reaching Global Goals 2050 by end 2050.

4.      Accept that without Going Back to Basics – Get Step 1 Right before moving to Step 2; Going Back to the Basics – Find Political Solutions before moving to Find Economic, Financial, Social, Security, Religious and all remaining Solutions; Going Back to Basics – Undertaking the Type of Advocacy Required to Achieve Results and Going Back to the Basics – Undertaking the Type of Partnerships Required to Achieve Results.

Entire UN Membership Leaders need to recognize that should they keep avoiding or evading responding positively to (1) – (4) above and On Time, our World will keep accelerating on MADning (Mutually Assured Destruction) Road to DOOM until irreversibility point is passed RESULTING in Guaranteed Global Colossal Catastrophe taking 1, 2or 3 Generations to Recover From at Best and at its Extreme Ending in People Dying 1st, Businesses Dying 2nd and Planet Dying 3rd.

The US President Truman’s WORDS of WISDOM and Triple Jeopardy WARNING at the Signing of the UN Charter in 1945:-

1.      UN Charter will WORK if the Peoples of the World were DETERMINED to Make it WORK.

2.      If the Peoples of the World FAIL to USE the UN Charter, they SHALL BETRAY ALL those who DIED so that our World met in FREEDOM and SAFETY to CREATE the UN Charter

3.   If the Peoples of the World SEEK to USE the UN Charter SELFISHLY – for the ADVANTAGE of any One Nation or any Small Group of Nations, they will be EQUALLY GUILTY of that Betrayal.

COVID-19 has exposed the soft underbelly of Decayed Systems and Services in entire UN System as well as in All Arms of All Tiers of Government in our World Today.

2.   If World Leaders continue with Business as Usual Words, Wishes, Slogans and Rhetoric while in REALITY Failing to Use All Provisions of the UN Charter as One; they shall not only BETRAY All those who DIED so that our World met in FREEDOM and SAFETY to Create the UN Charter in 1945 but they would also BETRAY Present and Future Generations whose DEATHS are DIRECTLY Attributable to their Failures. It is pertinent that serving World Leaders on UN, North Countries and South Countries Know that these FAILURES at its extreme could RESULT in All Peoples of the World Dying 1st, All Businesses of the World Dying 2nd and entire Planet EARTH Dying 3rd.

3.    If any One Nation continues to actively seek to use the UN Charter Selfishly, these Nations seeking such ADVANTAGE would be Equally Guilty of that BETRAYAL.

5.    The Future of our Fragile Planet greatly depends on World Leaders on entire UN Membership: UNO, WBG, IMF, WTO, UNWTO; All Arms of All Tiers of Government;  All Categories of Business Enterprises / Social Enterprises;  All Categories of Educational Institutions and All Categories of Consulting Organizations Demonstrating and being SEEN to Demonstrate genuine COMMITMENT to (1) above.

The COVID-19 Short Window of Opportunity to Make Right Choice - Operationalize in Practice the UNDESA EAPD 5 Point Post COVID-19 Optimistic Scenario cannot be effectively utilized if All North and South Countries are left to on their own figure out the way forward in their respective domestic and global response.

 

As long as effective and genuine effort is not made to overcome the paradox of entire UN Membership and All Governments seeking Comprehensive Solutions to National and Global International Development Cooperation Challenges on one hand and refusing to Fully Implement National and Global Integrated Innovative Sustainable Solutions to National and Global Challenges with effective Monitoring and Evaluation of this Implementation on the other hand, achieving a Post COVID-19 Optimistic Scenario is Wishful Thinking.  

 

If entire UN and All Governments agree that the above Wishful Thinking is DANGER to EVERYONE and DECIDE that Actualizing Post COVID-19 Optimistic Scenario Deliver SUSTAINABLE BENEFITS to Everyone, then entire UN and All Governments need to Change Course Now and DEMONSTRATE this by holding the suggested 3 Day HLPF/HLVM this September.

 

It is our hope that World Leaders on UN and Governments sides will not Squander rapidly closing COVID-19 Short Window of Opportunity Bright Prospects of Success to RESCUE our Fragile Planet from PERISHING, that is, World Leaders on UN and Governments sides would Change Course Decide to DO Right Thing and On Time and Kick Start this from 3 Day HLPF/HLVM holding in September 2020.

Management Plan

We have been following with keen interest effort by South Countries and North Countries Governments to reposition their Nation so that it would achieve the SDGs and its “Leave No One Behind Concept” by end 2030 target date.

The SDG has been acknowledged as “All Embracing, All Inclusive and Ambitious” as well as Interrelated, Interlinked, Interconnected, Interdependent and applicable to all UN Member States, that is all North Countries and South Countries in our World today.

The 2030 Transformation Agenda is a 5 in 1 Agenda – AAAA (2015), SDG (2015), COP21 (2015) and Agenda 21 (1992 and 2012) and NIEO (1974).

The reality is that as at end 4 Years of SDGs Implementation, all North and South Countries are Off Track achieving SDGs Pledge (Non of the 17 Goals will be considered met if it is not achieved by All Peoples in All Countries) Delivery.
In reality the overarching Agenda in the 2030 Transformation Agenda is SDG. The AAAA is essentially the Finance for Development Dimension of the SDG; the COP21 is essentially the Climate Change Dimension of the SDG and the Agenda 21 is essentially the Environmental Sustainability Dimension of the SDG and NIEO is essentially the Political Economy Dimension of SDG.

It is clear that achieving SDG Vision ambitions by target date in each Community in each Country in each Continent in our World today greatly depends all Arms of All Tiers of Government in each UN Member State and their National and International Partners jointly reinforcing committed focus on engineering a strong, stable, democratic, just, equitable and progressive Society at each specific Community, Sub-national, National, Sub-regional, Regional and Global level.

It is also clear that GFFA Vision focusing on Food, Nutrition and Agriculture Dimension of SDGs need to be reinvigorated and reinforced, if Germany, remaining 69 GFFA Member States and remaining 123/236 Non GFFA Member States are to get done the much that remain to be done if they are to achieve SDGs Pledge Delivery in 11 years remaining to end 2030 target date.

To achieve this there is need for Strategic Management of Huge and Complex Change Processes that includes: Reforming Governments in All North and South Countries; Reforming Universities in All North and South Countries and Reform of the UN System: UNO, WBG, IMF, WTO; to be Fit for the 21st Century.

Genuine Concern
We wish to place on record that our observations and suggestions in our continuing constructive engagement of Government at all levels in Nigeria; as well as in the UK, in the EU and beyond, for over 25 years, in respect of the research, data, planning, implementation, monitoring, evaluation, learning, participation, results, measuring success and capacity building of Government Policies, Programs and Projects, are borne out of genuine concern to get things done right and on time in Germany, remaining 69 GFFA Member States and remaining 123/236 Non GFFA Member States, as practical option for finding lasting solutions to real and complex National and International Development Cooperation Radical/Fundamental and Rapid/Fast Change problems on the ground facing each North and South Country Government in our World today.

In this period we have been working spiritedly towards helping to make Nigeria, Africa, UK, EU, Europe, US, Canada and World: Hunger, Malnutrition and Poverty history and in record time.

In this period also, our Lanre Rotimi (Nigerian) and Dr. Hellmut Eggers (German) created 3PCM, Policy, Program, Project Cycle Management Approach to Benefits focused National and International Development Cooperation – the most advance such Approach in our World today.

3PCM has been tried and tested, the Biggest Test so far in Nigeria Posta Service, NIPOST (One of the Biggest Government Parastatals in Nigeria at the time) 2000 – 2001.
3PCM uses Living Strategy or Communication Strategy and so it is Dynamic and continuing to improve daily. Glorious Heights reached by NIPOST at the time has NEVER been equalled even when NIPOST later received Technical Support from Netherlands / Dutch Postal Administration.

We have built considerable expertise, experience and exposure in Nigeria, UK and EC that would bring Whole of Nigeria, Africa, UK, Europe, US and World Thinking to bear in finding practical solutions to all identified complex systemic problems in Nigeria, Africa, UK, Europe, US and World, fully implementing the solutions and effectively monitoring and evaluating this implementation in ways that achieve increasing convergence between National and Global Development Cooperation Goals and Targets Intention and Reality and on scheduled dates.

Implementation and Evaluation Frameworks that Work

Our Organization developed over 10 year period 1994 – 2004, Support for Economic Growth and Institutional Reform SEGIR and National Integrated Economic Reform Program NIEReP, a Practical Policy Implementation Framework, probably the most advance such Framework in the World today, for implementing National Reform Programs in Nigeria, other African Countries and other South Countries and North under Countries Worldwide.

NIEReP is an overall framework of Reform, within Advance Comprehensive Development Solutions having 3 Frameworks of Dialogue, Reform and Cooperation that support and link Pro Poor Institutional Reform with Pro Poor Economic Growth; Whole of Government Service delivery; Human Rights in all its Ramifications – Political, Economic, Social and Cultural Rights; Capital and Recurrent Procurement; Public Services Reprofessionalization and Monitoring and Evaluation in all its Dimensions – Political, Economic, Social and Cultural.

At National level the Solutions Frameworks are Community – CIEReP; Local Government – LIEReP; State Government – SIEReP and National Government – NIEReP.

At International level the Solution Frameworks are Sub Region – RIEReP (1); Region – RIEReP (2) and Global – GIEReP.

Stakeholders at each level will hold each other mutually accountable for promises made to each other within a New Village to Global Monitoring and Evaluation System Fit for the 21st century with One Worldwide Competencies Framework for all involved in M & E. The Competencies are Learning, Skills, Character, Courage and Mindset.

This New Village to Global M & E System Framework addresses human factor, political process, technical process, financial factor and consultation process complex problems on the ground within Creating Demand for M& E; Creating Supply for M & E; Capacity Building for M & E Services Users; Capacity Building for M & E Services Providers and M & E Reports Utilization by all concerned Stakeholders.

The overall NIEReP Framework has the capacity to effectively support GFFA and Non GFFA Countries in achieving Global Solutions to Global Problems Ambitions; Support Countries Off Track meeting SDGs’ Targets by 2030 to get back on Track to achieve SDG by end 2030 Target date and help solve other National / Global Problems on the ground today, challenging both North and South Countries in our World today.

Regretfully, despite spirited effort, we did not get the opportunity to demonstrate NIEReP Potentials on a much larger scale.

The outlook appears much more favourable, given need for GFFA and Non GFFA Member States and UN System: UNO, WBG, IMF, WTO to Reason and Face Reality as they and their Partners grapple with SDG Implementation and Evaluation Challenges against background of Brexit, Terrorism and other Regional and Global Problems.

That is the overall NIEReP Framework has the capacity to effectively support all GFFA and Non GFFA Member States to achieve increasing convergence between 2030 Agenda: AAAA, SDG, COP21, Agenda 21, NIEO and UNSG aligned and harmonized with Community Development Plans and National Development Plans in each of Germany, remaining 69 GFFA Member States and remaining 123/236 Non GFFA Member States Vision Intention and Reality by 2030 and in ways that avoid mistakes implementing and evaluating MDG thus ensuring that in the work towards achieving 2030 Transformation Agenda Vision Lessons Effective Bridge is Built between Learning and Lessons Forgetting.

Adopting the NEReP Framework makes it easier for Germany, remaining 69 GFFA Member States and remaining 123/236 Non GFFA Member States to adopt One Worldwide Approach such as 3PCM for Design and Delivery of 2030 Agenda: AAAA, SDG, COP21, Agenda 21, NIEO and UNSG aligned and harmonized with Community Development Plans and National Development Plans in each of Germany, remaining 69 GFFA Member States and 123/236 Non GFFA Member States Policy, Program, Project Interventions, 3PIs and 3PIs Training as One for achieving SDGs Pledge Delivery by 2030.

In August 2017 the NIEReP Framework was expanded to be the Overall Strategic Framework within which there are Four Pillar Frameworks:
1.      NNAR-FPCR – New National Agriculture Revolution Friendly Policies Climate. NNAR-FPCR is focused on Pro Poor Institutional Reform Dimension of NIEReP;
2.      MSP-SDS – Multi Stakeholder Partnership (Platform) for Sustainable Development Solutions. MSP-SDS is focused on Pro Poor Economic Growth Dimension of NIEReP.
3.      COMBI- CABS – Communication for Behavior Impact and Changing Attitude and Behavior at Scale. COMBI- CABS is focused on Pro Poor Belief Systems
4.      PSM-SERVICOM – Public Sector Management and Service Compact with Citizens. PSM-SERVICOM is foused on Pro Poor Servant Leadership.

The Four Integrated Frameworks within NIEReP operate as a Single Generic Framework, using One Worldwide Approach (Not One Cap Fit All) adapted to specific location context through New (Name of Specific Location – Community, Sub-national, National, Sub-regional, Regional, Global) Agriculture Revolution and related Revolutions Friendly Policies Climate Reform and Complementary Reforms, Activities and Events.

The Difference is that NNAR-FPCR Framework recognize the Agriculture Dimension; MSP-SDS Framework recognize the Partnerships Dimension; COMBI- CABS recognize the Belief System Dimension and PSM-SERVICOM recognize the Leadership Dimension of 2030 Transformation Agenda: AAAA, SDG, COP21, Agenda 21, NIEO cut across all North and South Countries, thus making it easier for UN Member States to adopt One Worldwide Approach such as 3PCM for Design and Delivery of 2030 Agenda Policy, Program, Project Interventions, 3PIs and 3PIs Training as One. This underline need for Huge Training and Retraining of all identified 7 Major Stakeholder Groups relevant to each specific location – Community, Sub-national, National, Sub-regional, Regional and Global context.

Communication is the study of social change brought about by the application of communication research, theory, and technologies to bring about development.... Development is a widely participatory process of social change in a society, intended to bring about both social and material advancement, including greater equality, freedom, and other valued qualities for the majority of people through their gaining greater control over their environment.

The planned use of communication techniques, activities and media gives people powerful tools both to experience change and actually to guide it. An intensified exchange of ideas among all sectors of society can lead to the greater involvement of people in a common cause. This is a fundamental requirement for appropriate and sustainable development.

Communication for Social Change [CFSC] is a process of public and private dialogue through which people themselves define who they are, what they need and how to get what they need in order to improve their own lives. It utilizes dialogue that leads to collective problem identification, decision making and community-based implementation of solutions to development issues.

Development communication involves creating mechanisms to broaden public access to information on reforms; strengthening clients’ ability to listen to their constituencies and negotiate with stakeholders; empowering grassroots organizations to achieve a more participatory process; and undertaking communication activities that are grounded in research.

What is communication for development and social change? Scholars and practitioners may differ in the wording they use to define the subject, but their intent is constant. Put simply, development programs cannot produce change without an ongoing, culturally and socially relevant communication dialogue among development providers and clientele, and within the recipient group itself.

Therefore, all those involved in the analysis and application of communication for development and social change—or what can broadly be termed ‘development communication’—would probably agree that in essence development communication is the sharing of knowledge aimed at reaching a consensus for action that takes into account the interests, needs and capacities of all concerned. It is thus a social process. Communication media are important tools in achieving this process but their use is not an aim in itself—interpersonal communication too must play a fundamental role.

This basic consensus on communication for development and social change has been interpreted and applied in different ways throughout the past century. Both at theory and research levels, as well as at the levels of policy and planning-making and implementation, divergent perspectives are on offer.

The relationship between the practical application of communication processes and technologies in achieving positive and measurable development outcomes is an emerging subject of research, discussion and conjecture. While media professionals, opinion-shapers and development assistance policy-makers have often sought to utilize communication systems for social mobilization and change, a lack of understanding of the complexity of behavioral, societal and cultural factors on end-user consumption patterns has more often led to ineffective, or even counterproductive, outcomes.

Experienced practitioners and communication scholars point to the need for a close study of society and culture in formulating media and outreach strategies, thus ensuring that target audiences are reached in an appropriate manner to effect knowledge transfer. This is particularly so in developing countries, where access to information supporting health, agriculture, HIV/AIDS, literacy and other initiatives can be vital.

Communication for Development and Social Change is a Key Activity in the work towards achieving increasing convergence between EAG New Ideas Proposal/EAG Innovation Agriculture Revolution and related Revolutions – Friendly Polices Climate Reform Vision Intention and Reality.

General Procedure

Our Consulting Approach recognizes that every Client’s needs are unique and require individually developed solution. We focus on the purpose of the assignment more than other considerations and always determine customizing our Approach before embarking on the assignment. We equally believe that having a clear framework of what elements and dimensions comprise a solution gives not only a direction to present solutions within the specific assignment but ties them with larger purpose. In developing Models, we always ensure that we include only the critical details in order to allow for some flexibility.

We deploy the Policy, Program, Project Cycle Management, 3PCM Approach to Design and Deliver Client’s Assignment through analysis of the Client’s strengths, weaknesses, opportunities and threats, locations, staff and management capabilities, resource availability and general operating environment. To this end we prepare a detailed project plan before committing our own or Client’s resources to any assignment.

Apart from a carefully selected engagement team for Workshop / Training; Consultative Research; Diagnostic Studies; Prescription; Surgery; Recovery Management; Inclusive/Systems  Reform; Communication for Development Change and related components of the Implementation of the EAG New Ideas Proposal/EAG Innovation – Friendly Polices Climate Reform assignment, Quality Control is exercised as a Complimentary and Regulatory function by a Technical Committee, which also independently monitors the Standard of work done by each Engagement Team.

Action Process

Assignments within National Integrated Agriculture Revolution and related Revolutions – Friendly Polices Climate Reform shall be executed in Phases because it makes us to be systematic and methodical; proceeding from one Phase of a Cycle to the next, ensures each Phase follows the other in space, sequence, logic and time.

Common and Systemic Approach that could be adopted and applied by all or any Community to Global Stakeholder(s) involved in any aspect of the 2030 Agenda 3P Change - 3P Research, Planning, Statistics (Planning Side); 3P Implementation , 3P Capacity Building (Implementation Side); 3P Monitoring, Evaluation (Evaluation Side) and 3P Learning, Results, Measuring Success (Success Side) are Integrated and Continuous Activities and so is the functional Digitization, Data / Evidence: Collection, Analysis, Review and Reporting.

In finding solution to specific problem in an Assignment, several alternative solutions are developed, alternatives evaluated and elaborated into a Plan for Implementation that is presented to the Client for comments and suggestions and Decision Making. Issues emanating from Data / Evidence gathering, review and analysis are first discussed with relevant officials with a view to evolving joint solutions. We believe that solution that is derived through interactive process, in which the Client participates, stand a better chance of success on sustainable basis.

This underline urgent need for Germany, remaining 69 GFFA Member States and 123/236 Non GFFA Member States to Change Course Now and meaningfully support the Pre Conference Days, Conference Days and Post Conference Days Events and Activities set out in GFFA 2020 New Idea Proposal we have submitted to German Government and GFFA Organization Team, if Lost time is to be recovered and the 5 Critical Quarters indeed Lay Solid Foundation for getting DONE the much that remain to be DONE, if Germany, remaining 69 GFFA Member States and 123/236 Non GFFA Member States are to achieve SDGs Pledge Delivery in 11 years remaining to end 2030 target date.

If GFFA 2020 is to avoid flaws and failures of past GFFAs’ Pre Conference Days Events and Ativities need to start immediately.

Our Study Finding is that the Design and Delivery of EAG New Ideas Proposal/EAG Innovation that will be Successful on Sustainable Basis Needs to be Built on Principles of Shifting focus away from MDG Mode and Shifting focus to SDG Mode; Shifting focus away from Grant Model that is Expenditure and Shift towards Business Model that is Sustainable Investment; Shifting focus away from Aid Giving that is Charity for Unconditional or Conditional Favour and Shift focus towards Philanthropy Giving that is Corporate Social Responsibility (CSR) for Mutual Benefit; Microcredit and other Components of Financial Inclusion for True Sustainable Development; Food is Medicine and Medicine is Food; All National and International Development Stakeholders Common Definition of Research, Theory, Goals, Targets, Indicators, Advocacy, True Development, Development Research, Development Communication and Learning; Restoring the Lost Glory of Cooperatives and Establishing Sustainable Social Health Insurance for the Poor as well as the Political Will on the part of Elected Politicians, Appointed Politicians, Civil Servants and Public Servants and Public Will on the part of Traditional Rulers, Religious Leaders, Trade Groups, Professional Groups, CSOs/NGOs, Businesses: Micro, Small, Medium, Large, Multinational; Agro Producers, Agro Processors; Academics and Researchers and Citizens and that these Principles should Drive Agriculture Revolution, Enterprise Revolution, Government Revolution, Universities and other Tertiary Institutions Applied Research Revolution and Attitudinal and Behavioural Change Revolution in Nigeria / Africa / UK / EU / Europe / Canada / China / USA / World Fit for the 21st Century.
