Foreword
The UN Comprehensive Response to COVID-19
launched by UN Secretary General H.E. António Guterres
on 25 July 2020 is an attempt to Refocus entire UN System: UNO, WBG, IMF, WTO,
UNWTO Membership; all 193 UN Member States Governments; Business and Academia
to Individually and Jointly admit Urgent Need to Do More, if War on COVID-19 is
to be Won and in Ways that Help Get Done the much that remain to be Done, if
all 193 UN Member States are to achieve SDGs Pledge Delivery in the barely 10
years remaining to end 2030 target date, Leaving No One Behind.
In Paper (1) we identified Information, Research,
Knowledge, Innovation and Ambition Gaps that need to be Urgently Filled, if
there is to be increasing Convergence between the UN Comprehensive Response to
COVID-19 Vision Intention and Reality in all 193 UN Member States.
We also noted the Urgent Need for World Leaders to Change
Course by 30 June 2020, if the identified Gaps are to be Filled and on time to
avoid looming Ultimate Global Colossal Catastrophic Consequences of Failure to
Win War on COVID-19 and Failure to achieve SDGs Pledge Delivery by 2030 in all
193 UN Member States.
As today is D Day, we wish to share in this Paper (2)
our thoughts on Priorities and Direction Moving Forward in Global Interest.

June 2020 – D Day – Warning to World Leaders
Today 30 June 2020 is D Day. The Choice World Leaders
Make to Change Course Making New Paradigm Shifts including Unprecedented Global
Response to Unprecedented Global COVID-19 Crisis that Work; Business as Usual
is Obsolete that Work, Working SMARTer Doing New Things in New Ways and Getting
New Results etc, or Refuse to Change Course Maintaining Old Paradigms including
Unprecedented Global Response to Unprecedented Global COVID-19 Crisis that is
Not Working; Business as Usual is Obsolete that is Not Working, Working HARDer
Doing Old Things in Old Ways and Getting Same Old, Flawed and Failed Results
etc, at the end of Business today will Greatly Determine the Future of our
World in Years ahead.
Technically so much time has been lost. It will be
recalled that we warned in October 2019 that World Leaders have 5 Critical
Quarters: October 2019 – December 2020 to Change Course, if SDGs Pledge
Delivery is to be achieved by 2030 and War on COVID-19, which as from early
2020 made Bad Situation Worse, is to be Won.
Sadly, the reality at the end of 3 of 5 Critical
Quarters and 18 of 60 Quarters of SDGs Implementation - 30 June 2020, is that
not only are all 193 UN Member States Off Track achieving SDGs by 2030, Gains
made over the years Winning War on Hunger, Malnutrition and Poverty are being
lost.
The implication of World Leaders Failing to Change Course
at the end of Business today, is that all 5 of 5 Critical Quarters have been
lost, as it is almost humanly impossible to recover lost ground by 31 December
2020 and then press forward to do all that remain to be done to Win War on COVID-19
and achieve SDGs Pledge Delivery in all 193 UN Member States, in barely 10
years remaining to end 2030 target date, given the present level of
Orientation, Organization and Discipline of Leaders and Followers on UN,
Governments, Business and Academia Sides.
There is still COVID-19 Short Window of Opportunity:
Utilized before it close, the Impossible can still be Possible, as World
Leaders Change Course by Mid July 2020 and achieve Extra Ordinary Mobilization
of all National and Global Stakeholders on UN, Governments, Business and
Academia Sides and their National and International Partners to take all
necessary measures to Work Together to Succeed Together Fighting and Winning
War on COVID-19 linked to achieving SDGs by 2030 in All Countries and in Ways
that Leave No One Behind.
Should this COVID-19 Short Window of Opportunity be
Squandered, Failure to Win War on COVID-19 is Guaranteed and this in turn
Guarantee Ultimate Global Colossal Catastrophic Consequences in all Countries, in
its extreme People Dying 1st, Businesses Dying 2nd and
Planet Dying 3rd. the first
place.

1. Do not have COVID-19 and
SDGs Domestic and Global Central
Coordination Framework for meaningfully addressing all fundamental issues
of Governance; Public Goods broadly define and Solidarity – Political, Science
and Financial as One.
Regretfully the UN Comprehensive
Response to COVID-19 assumes that
these Non Existent Frameworks not only exist but are working fine in all North and South Countries in our World today.
2. Are making the ERROR of
omitting Step 1 to operating in Step 2 to Implement COVID-19 and SDGs
Solutions.
Regretfully the UN Comprehensive
Response to COVID-19 assumes that
this ERROR is not being made or amount
to No Issue or Is No Issue in all North and South Countries in our World
today.
As long as UN System: UNO, WBG, IMF, WTO, UNWTO Members – Headquarters,
Regional Offices and Country Offices; Canada
and remaining 192 UN Member States Governments – All Arms of All Tiers and their
National and International Partners keep making
mistakes of history, they will keep repeating
the above ERROR as re-occurring decimal.
This will Result in Failure to Win War on COVID-19
and Failure to achieve SDGs by 2030, in Canada and remaining 192 UN Member
States. This in turn will Guarantee
Ultimate National and Global Colossal Catastrophic Consequences for all 193
UN Member States and at its extreme People Dying 1st, Businesses
Dying 2nd and Planet Dying 3rd.
To avoid this, there is urgent need for Canada and remaining
192 UN Member States to go back to the basics to first take Step 1 before
moving forward to take Step 2 and in ways that establish Institutional Architecture for Domestic and Global Central
Coordination Framework for effectively
implementing all good ideas harvested from the 3 UN HLVMs, including that
in which Canadian Government was Co-Convener.
This underlines Urgent Need to Re-write the UN
Comprehensive Response to COVID-19 to include
all Key Aspects of EAG Submissions and all other Good Ideas generated in the 3 UN Events,
especially as it relate to Remedying
ERROR of Omitting Step 1 and Operating in Step 2, But Omitted by the
Writers and or Approving Authorities of the UN Comprehensive Response to
COVID-19.
This way, all fundamental issues in all COVID-19
Dimensions – Health, Education, Food, Labor, Finance etc on One hand and
Political, Economic, Financial, Social etc on the Other hand as applicable or
appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent
and Global/Planet location context will be effectively addressed within
National and Global Integrated Innovative Sustainable Solutions to National and
Global COVID-19 and SDGs real and complex Challenges on the ground in Canada,
remaining 192 UN Member States sides as well as entire UN System: UNO, WBG,
IMF, WTO, UNWTO sides and their National and Global Partners sides.
UN Innovation and Non UN Innovation
If all identified Information, Research, Knowledge,
Innovation and Ambitions Gaps in UN Comprehensive Response to COVID-19 are
to be filled and in ways that effectively
empower entire UN System, all 193 UN Member States Governments, All
Businesses and All Academia to Individually and Jointly Deliver on their Duties
and Responsibilities in the Great Global
Task of Fighting and Winning War on COVID-19 linked to achieving SDGs by 2030
in all Countries and in ways that Leave No One Behind, World Leaders need to urgently demonstrate and be seen to
demonstrate that:-

been Learnt
from Flaws and Failures in 3 Key UN Events – 23 April 2020, 28 May 2020 with Canada
as One of the Co-Conveners and 15-16 June 2020 through moving forward ILO
Global Summit start date to 4 July 2020 and Integrating, Aligning and
Harmonizing UNDESA HLPF, ILO Global Summit and EAG HLPF 4 – 19 July 2020 to
effectively answer How Questions and avoid Past UN Event ERRORS in the
Implementation of the Event Outcome Report Conclusions and Recommendations.
2. Paradigm Shifts from
Old to New Paradigms
have been made and all necessary steps are being taken to Kill Old Paradigms as
quickly as possible on UN System, all 193 UN Member States, All Businesses and
All Academia sides, for the New Paradigms to live.
3. Original Ideas Creators whose Ideas have been
harvested from UN Global Consultations, Conferences and Studies are
meaningfully involved in UN Implementation of the Original Ideas as applicable
or appropriate in each specific Community, Sub-Country, Country, Sub-Continent,
Continent or Global location context.
Humans as X Factor
Infection is Natural. Pandemic is Man Made. To effectively tackle all
Fighting and Winning War on COVID-19 linked to achieving SDGs by 2030 in all Countries
and in ways that Leave No One Behind: all real and complex Natural Risk, Unnatural Risk, Natural Disasters and Unnatural Disasters
primary cause or root cause problems on the ground as applicable or
appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent
or Global location context, all primary cause or root cause problems in all Areas Hit by COVID-19 – Health,
Education, Food, Labor, Finance etc; all COVID-19 Impacts – Political, Cultural,
Economic, Financial, Social, Environmental, Peace, Security, Attitude, Behavior
etc; all Dimensions of SDGs –
Sustainable Development, Sustainability Governance, Systems Reform, Development
Finance, Development Evaluation, Environmental Sustainability, Climate Change,
Development Communication, Attitudinal Change and all SDGs Impacts - Political, Cultural, Economic, Financial,
Social, Environmental, Peace, Security, Attitude, Behavior etc as need to be effectively tackled as One
and as applicable or appropriate in each specific Community, Sub-Country, Country,
Sub-Continent, Continent or Global location context. Noting that, it is Fail in One of these Dimensions and or
Impacts Fail in All.
COVID-19 has exposed the soft underbelly of decayed
Systems and Services within above Dimensions and Impacts in all North and
South Countries and that without meaningfully addressing Humans as X Factor Challenge facing entire UN System, all 193 UN
Member States Governments, All Businesses and All Academia and their National
and International Partners including Religious Institutions, and Media
Institutions, it will be Impossible to Design
and Deliver Correct Diagnosis, Correct Prescription, Correct Surgery and Correct
Recovery Management as One, Using One Worldwide Approach required to find
National and Global Integrated Innovative Sustainable Solutions to the Huge and
Complex National and Global Challenge of Fighting and Winning War on COVID-19
linked to getting DONE the much that remain to be DONE if all 193 UN Member
States are to achieve SDGs Pledge delivery in the barely 10 years remaining to
end 2030 target date.
Paradox
It is a paradox that UN
Member States are looking up to entire UN System Membership for Sustainable
Solutions to the Huge and Complex National and Global Challenge of Fighting and
Winning War on COVID-19 linked to getting DONE the much that remain to be DONE
if all 193 UN Member States are to achieve SDGs Pledge delivery in the barely
10 years remaining to end 2030 target date but UN System Membership Individually and Jointly are Pontificating
What UN Member States May Do, for which UN System Membership have Statutory
Responsibility and for which UN Member States have formally requested UN System
Membership help UN Member States solve. As UN System Membership keep doing this
in their Headquarters, the problems keep getting much worse on the ground in Countries.
If entire UN System Leadership Do Not Change Course by
Mid July 2020 and this Failure to
Respond Adequately to UN Member States Request for UN System Members Support
in Design and Delivery of Sustainable Solutions to the Huge and Complex
National and Global Challenge of Fighting and Winning War on COVID-19 linked to
getting DONE the much that remain to be DONE if all 193 UN Member States are to
achieve SDGs Pledge delivery in the barely 10 years remaining to end 2030
target date, our World will Fail to Win War on COVID-19 and Fail to achieve
SDGs by 2030 in All Countries. This in turn, will Guarantee, Ultimate Global Colossal
Catastrophic Consequences in all Countries, in its extreme People Dying 1st,
Businesses Dying 2nd and Planet Dying 3rd.

Let us be clear:-
1. There is No
Individual, Institution or Government anywhere in our World today that has
all the answers to all the Domestic and Global Governance; Public Goods broadly
defined and Solidarity – Political Science, Financial issues within Winning War
on COVID-19 linked to achieving SDGs by 2030 in any North or South Country as
well as in all 193 UN Member States.

Key UN Member Entities identified in our submissions –
EOSG, UNGC, UNDESA, UNFCCC, ILO, WHO, UNIDO Individually and Jointly has/have Power as Convener, Catalyst, Collaborator
and Cultivator, which Jointly Deployed and in ways that meaningfully
support Original Ideas Creators and
Genuine Community Activists on the ground as applicable or appropriate in
each specific Community, Sub-Country, Country, Sub-Continent, Continent or
Global location context will effectively tackle the Humans as X Factor Challenge and in ways that help Fight and Win
War on COVID-19 linked to achieving SDGs by 2030 in any North or South Country
as well as in all 193 UN Member States.
3. We urge the UN System Membership, as well as North and
South Countries
Governments to genuinely recognize that we
are not requesting for Preferential Treatment in the consideration and
approval of our Proposal.
4.
We are saying that:-
a) Unprecedented National and Global Response
to Unprecedented National and Global COVID-19 Challenge is a Necessary Condition for Fighting and
Winning War on COVID-19 and this in turn is a Necessary Condition for all 193 UN Member States getting DONE the
much that remain to be DONE, if all 193 UN Member States are to achieve SDGs
Pledge Delivery in the barely 10 years remaining to end 2030 target date and
that UN System Members and UN Member States Need Help from Competent Technical Adviser and Reform Consultancy Firm with Demonstrated
minimum certain
levels of Hard Competencies – Learning and Skills and Soft
Competencies - Character,
Courage, Cultural, Communication,
Attitude, Behavior, Discipline and Mindset required to Deliver the Support Services they need.
b) In Design and Delivery of Unprecedented
National and Global Response to Unprecedented National and Global COVID-19
Challenge, when new or innovative ideas do not fall
under topic areas publicized through those techniques, offerors should be
allowed to submit them as unsolicited proposals, as New Norm in Post COVID-19 Era.
Up Coming UN Events
In view of the above,
it will be very sad if ILO Global Summit 1-2 and 7-9 July 2020 proceed as is, thus guaranteeing ERROR made in earlier mentioned
3 UN Events are Repeated by ILO despite ILO being in the Know that the ERROR would be made should ILO go ahead
with the ILO Global Summit July 2020 under Business as Usual.
It will be even more sad, given the reality that
UNDESA had been in the Know for much
longer – not just 2020 UN Events but UN Events years past; if UNDESA HLPF 7
– 19 July 2002 proceed as is, thus
guaranteeing ERRORS made not just in past UN Events but UNDESA organized UN
Events in years past, should UNDESA go ahead with UNDESA HLPF 2July 2020 under Business as Usual when UNDESA has
repeatedly promised Business as Usual
is Obsolete; Now is Time for Action and Unprecedented Global Response to Unprecedented
COVID-19 Crisis is the Way Forward.
UNDESA has stated that
Winning War on COVID-19 linked to achieving SDGs by 2030 in all 193 UN Member
States will require a whole-of-society,
whole-of-government and whole-of-the-world approach driven by compassion and
solidarity, yet UNDESA is unwilling
to meaningfully involve Original Ideas Creators and avoiding or evading answer
to How Questions.
If UNDESA refuse to Change Course by Mid July 2020,
starting from Integrated, Aligned and Harmonized UNDESA HLPF, ILO Global
Summit, EAG HLPF 4 – 19 July 2020, looming Global
Colossal Catastrophic Consequences is Guaranteed.
The suggested UNDESA
HLPF, ILO Global Summit, EAG HLPF 4 – 19 July 2020 is about 400 Hours Marathon UN Events bringing together Over 150 Heads
of Government at the Heads of Government Session on 6 July 2020 as Flagship
Session within UN System, 193 UN Member States Governments, Business and Academia
and other Major Stakeholders Policy Makers and Decision Makers coming together
to AGREE Step 1 and Step 2 One Worldwide
Approach to Fighting and Winning War on COVID-19 linked to achieving SDGs
by 2030 in all 193 UN Member States.
It will deploy EAG HLPF
to reinforce UNDESA HLPF and ILO Global Summit to avoid repeating ERRORS
identified above and Kick Start
Orientation, Organization and Discipline of Leaders and Followers on UN
System, 193 UN member States, Business and Academia and other Major
Stakeholders to be the MOVING Force

WHO
WHO released in June 2020, WHO Evaluation
RFP 2020 aimed at reinforcing ongoing Implementation of WHO Transformation Plan
and Architecture.
We have urged WHO to recognize the difference between WHO Evaluation for Audit
Purpose and WHO Evaluation for Reform Purpose.
We have further urged WHO to make amendment to the WHO Evaluation
RFP 2020, if it is to be Fit for Reform
Purpose.
We have urged WHO to further recognize that
achieving increasing convergence between
WHO Transformation Plan and Architecture (amended as proposed) Vision Intention
and Reality in all 193 UN Member States depends on achieving increasing convergence between all remaining UN System: UNO,
WBG, IMF, WTO, UNWTO Members Transformation Plan and Architecture (similar to
WHO Transformation Plan and Architecture amended as proposed) Vision Intention
and Reality in all 193 UN Member States.
As long as WHO does not
meaningfully address all fundamental issues raised in EAG submissions
within its Vision and Mission, WHO will
not Know HOW to Deliver on its Duties and Responsibilities within Design and

FAO
FAO embarked upon FAO New Comprehensive Approach
to End Poverty, End Hunger, End Malnutrition, EPEHEM in February 2017.
EAG made suggestions for improving the FAO EPEHEM using EAG New End
Hunger, Malnutrition and Poverty, NEHMAP Initiative.
These suggestions as well as suggestions for Partnership with FAO to
deploy NEHMAP towards improving Design and Delivery of EPEHEM were ignored by FAO in April 2017.
We later found that the Key Expert FAO engaged to Drive Global Implementation
of EPEHEM left and FAO was forced to abandon Implementation of
EPEHEM.
If FAO does not know Why its EPEHEM Failed in 2017, FAO will not know How to Design and Deliver
New EPEHEM that Work at National and
Global levels in all 193 UN Member States.
As long as FAO does not
meaningfully address all fundamental issues raised in EAG submissions
within its Vision and Mission, FAO will
not Know HOW to Deliver on its Duties and Responsibilities within Design and
Delivery of New UN
Comprehensive Response to COVID-19 linked to achieving SDGs by 2030

of entire UN System and all 193 UN Member States and in Urgent Global Interest.
In view of the above, we urge entire
UN System Membership and Powerful North and South Countries Governments to genuinely recognize that:-

for Rhetoric and Excuse is Over.
2.
Now
is Time for Practice and Action.
3.
The
Consequences of Failure to Win War on COVID-19 and Failure to achieve SDGs in
All Countries by 2030 are Catastrophic at National and Global levels.
4. The
Rewards of Win War on COVID-19 and achieving SDGs in All Countries by 2030 are
Massive at National and Global levels.
5. Entire
UN System Membership Timely Action Ultimately Determine (3) or (4) as Reality
in 2030.
6. Powerful
North and South Countries Government have Central Role to Play if (4) is to be
the Reality in 2030.
We
await UN System and Powerful Governments early response this time –
if Positive, Amazing World Transformation Driving Winning War on COVID-19
linked to achieving SDGs by 2030 in all 193 UN Member States will unfold before
our very eyes.
