Foreword
The Government of Kingdom of Netherlands, a Union of European and
Caribbean Countries, through the Ministers of Foreign Affairs and Foreign Trade
and Development Cooperation in letter of 12 April 2018 requested for Advice on
Human Rights and the SDGs from the Netherlands Advisory Council on International
Affairs, AIV; the Independent Body which advices the Government of Kingdom of
Netherlands on International Affairs.
In the letter, the Ministers, retraced International Human Rights History
from WWII to April 2018 date of the letter; noting adoption of the Universal
Declaration on Human Rights in 1948; the early Decades steady improvements in International
Human Rights; that National and International Human Rights in All North and
South Countries cannot be Upheld by Law alone and that National and
International Human Rights Need to be Embedded in the Fabric of Society as
applicable or appropriate in each specific Community, Sub-Country, Country,
Sub-Continent, Continent and Global/Planet location context.
The Ministers noted further that the adoption of the SDGs in 2015 generated
Worldwide Momentum for Sustainable Development and more extensive Global Cooperation;
that the
SDGs highlight the importance of rights, respect and dignity under the
overarching principle that no one may be left behind; that the SDGs strong
focus on human rights provides helpful support for a political and rights-based
approach to development, with human interests at its core; that the SDG agenda
cannot be implemented successfully if human rights are not observed, and vice
versa; that Experts regard the SDGs and human rights instruments as frameworks
for an enduring commitment to preventing violent conflict; that the two agendas
can be mutually reinforcing in many ways and that there has so far been no
systematic research into specific potential for promoting human rights by
striving to achieve the SDGs – and vice versa.
It was in light of the
above, that the Government of Kingdom of Netherlands requested the AIV to issue
an Advisory Report, by the end of 2018 at the latest, addressing the following
questions:
Main Question: How can the Dutch commitment to the
SDGs and Dutch foreign policy on human rights, as set out in the policy letter
‘Justice and Respect for All’, reinforce each other?
Subsidiary questions:
1. What
overlap is there between the two agendas and How do they complement each other?
2. What
specific opportunities exist that would allow the SDGs to contribute more to
promoting human rights at international level?
3. How can Dutch foreign
policy on human rights make an optimum contribution to achieving the SDGS that
relate to Dutch policy priorities?
The Ministers looked
forward to receiving an operational advisory report containing specific
guidance on Dutch foreign policy, with a particular focus on human rights and
the SDGs.
The AIV Performed, few months late, by issuing an Advisory Report No 110
May 2019, setting our many Good Ideas and Pertinent Suggestions for Government
of Kingdom of Netherlands to Implement and Evaluate its Implementation in the
Common Interest, Common Future and Common Destiny of Kingdom of Netherlands,
EU, Europe and rest of the World.

However, the Report having avoided or evaded answering the Specific Main
Question, that is a How Question and specific How Questions in the Subsidiary
Questions did not meet Minimum Certain Level of Operational Advisory Report
required to effectively Help the Government of the Kingdom of Netherlands:-
1.
Find the Correct Answers to the specific How
Questions put forward to AIV
2.
Fully Implement (1) with effective Monitoring and
Evaluation of this Implementation at Domestic (Kingdom wide) and International –
EU, Europe and Global/Worldwide levels.
In NEHMAP Comment on UNGA75 Paper (1) we raised serious issues of
serious business DEMANDING serious attention of entire UN Membership and All UN
Member States Governments including Government of Kingdom of Netherlands. These
points effectively address answers to How Questions avoided or evaded by AIV
and in ways that help transform AIV Suggestions and Inputs from Vision and
Words without Action to Vision and Words with Action.
It is against this background that in this NEHMAP Comment on UNGA75
Paper (2) we share our thoughts on Priorities and Action Moving Forward in
Urgent Global Interest.
Acid Test of Credibility of UNSG
International Cooperation
H.E. UNSG Antonio Guteress in a 24 September 2020 Speech to UN Security

States Governments including Government of Kingdom of Netherlands) are

We need more and better Multilaterism that works effectively and
delivers for the people we (on entire UN
Membership and All UN Member States Governments including Government of Kingdom
of Netherlands) serve.

We have commended H.E. UNSG Antonio Guteress Courage for Publicly
Accepting this Failure. The Public Admission of this International Cooperation Failure
at celebration of SDGs 5th Anniversary this September 2020 against background
of COVID19 wrecking increasing havoc and devastation in all UN Member States and
UK/EU Brexit making Bad Situation Worse for UK, EU and rest of the World
underline urgent need for Government of Netherlands to Revisit its April 2018
Main Question and Subsidiary Questions with a View to converting AIV 2019
Report responding to the Questions from Vision and Words without Action to Vision
and Words with Acton and in Urgent Global Interest.
The Fundamental Issues at Stake are too Important to be left entirely in
the hands of AIV and Government of Kingdom of Netherlands.
All Principal Entities in UN Headquarters – UNSG, EOSG; UNDESA and its
most relevant Divisions – SDGs, EAPD, Central Coordination etc; RCNYO, UNCEB,
UNDG etc; Powerful North Countries Governments including France, Germany,
Russia, Sweden etc; Powerful South Countries Governments including China,
Brazil, Argentina, Turkey, United Arab Emirates, Saudi Arabia, Kenya, South
Africa, Nigeria etc as well as Powerful Platforms and Actors including GIE,
GIE-MLC need to get meaningfully involved in converting AIV Response to the
Questions from Vision and Words without Action to Vision and Words with Acton
and in Urgent Global Interest.
Powerlessness on All UN and All Governments sides Must be Overcome Now
There is no UN Member that is not contributing to
meeting all 17 Goals of the SDGs though some are making more commendable
contributions than others.
However, COVID19 underlines URGENT Need for all UN
Members to DO much more and in urgent Global Interest.

It is pertinent to note that Pandemic Risk is a Key
Component of WBG World Development Report, WDR 2014 on Risk Management; that
had entire UN System: UNO, WBG, IMF, WTO, UNWTO Headquarters, Regional Offices
and Country Offices as well as All Arms of All Tiers of Government in all UN
Member States genuinely committed to Implementing good ideas put forward by EAG
at the WBG Risk Management MOOC 2014, our World would have been better prepared
to grapple effectively with Global COVID19 Crisis Challenge.
It is pertinent to note that entire UN Membership are
in Repeat Past ERRORS as Re-occurring Decimal Default Mode; that without external
PUSH None of the entire UN Members will be able to BREAK out of this Default
Mode to reset at a New Default Mode of achieving increasing convergence between
Original UN Charter Intention and Reality; that without entire UN Membership
making Paradigm Shift to the New Default Mode the entire UN Membership will
remain Powerless delivering on their Statutory Responsibilities to all North
and South Countries within the UN Charter.
The implication is that entire UN Membership will
remain part of UN Not Fit for 21st Century and entire UN Membership
will remain Powerless looking on as our World increase acceleration on MADning
(Mutually Assured Destruction) Road to DOOM – DOOM the UN Membership is/are
established to Prevent Worldwide.
It is pertinent to note further that the International
Cooperation Test was not passed in July 2014 when WDR 2014 was released, is not
being passed in September 2020 after 5 Years of SDG Implementation and unless
it is Passed H.E. UNSG Antonio Guteress Warning that COVID19 is clear Test of
International Cooperation, a Test Our World is FAILING so Far and our World
Need to Build More and Better Multilateralism that Works Effectively and Delivers
for the People entire UN and All Governments in All North and South Countries
serve will not be heeded thus Guaranteeing Global Colossal Catastrophe at its
extreme People Die 1st, Businesses Die 2nd and Planet Die 3rd.

As long as entire UN Membership and All Governments in
all UN Member States keep rejecting the type of Advocacy EAG is DOING and keep ignoring
the type of Multi Stakeholder Partnerships EAG is Suggesting, Wining War on
COVID19; War on Climate Change Mistakes; War on Inequality, Injustice and
Conflicts; War on Corruption, Indiscipline and Impunity will be Mirage
Resulting in Failure to achieve SDGs as soon as possible after 2030 and Failure
to reach Global Goals 2050 y end 2050 target date. These Guarantee Global
Colossal Catastrophic Consequences that no amount of Words, Wishes Slogan
and/or Rhetoric on UN and Governments sides could avoid or evade.
The implication is that Time for Action is NOW must Mean

Facing Facts: World at Turning Point or End Point – The Way Forward

Member States Leadership to genuinely recognize that it is Impossible:-

Fighting and Winning War on COVID19; War on Climate
Change Mistakes; remaining 3 Wars linked to achieving SDGs as soon as possible
after 2030 and reaching Global Goals 2050 by end 2050 target date without
Reforms in all 6 Organs of the UN and in ways that make the entire UN as One
Fit for the 21st Century.
2. Achieving increasing convergence between Original UN Charter Vision Intention and Reality without Reforms in all 6 Organs of the UN and in ways that make the entire UN as One Fit for the 21st Century.
The point we are making is that UNGA75 Global Debate and Global Goals Events have again repeated Past ERRORS, thus contributing little or NOTHING towards Design and Delivery of UN Innovations and Non UN Innovations as One that meaningfully address the 2 Impossibilities above.
The further point we are making is that UNGA75 World Leaders Global Policy Dialogue 29 September 2020 present FRESH Opportunity to Reset UNGA75 to Pass Above Acid Test of Credibility through answering Government of Kingdom of Netherlands April 2018 How Questions and in Urgent Global Interest, if the Valuable Suggestions and Inputs in this EAG Submission and immediate past EAG Submission are adopted as Event Working Papers and if World Leaders at the Event Press Forward to Approve scheduling of 3 Day High Level Political Forum / High Level Virtual Meeting, HLPF Suggestion put forward by NAHMAP/EAG for Mid November 2020 with entire UN Membership Leadership and Leadership of all Governments in All UN Member States genuinely committing themselves at the Event to effectively supporting Pre Summit Days, Summit Days and Post Summit Days as One Technical and Political Process Discussions.
The 3 Day HLPF/HLVM Concept Note Backbone has been set out in earlier EAG Submissions. As soon as GIE and GIE-MLC and or Government of Kingdom of Netherlands and or any other Powerful Actor/Platform with adequate levels of Power as Convener, Catalyst, Collaborator and Cultivator join EAG to Persuade and if necessary PRESSURE UN Headquarters to agree to Implement jointly with other Conveners the 3 Day HLPF/HLVM AMAZING World Transformation will unfold before our very eyes.
GIE and GIE-MLC and or Government of Kingdom of Netherlands and or any other Powerful Actor/Platform with adequate levels of Power as Convener, Catalyst, Collaborator and Cultivator and UN Headquarters need to genuinely appreciate that the 3 Day HLPF/HLVM will indeed Mark Turning Point in National and International Development Radical/Fundamental and Rapid/Fast Change being a Global Re-Orientation Workshop with Full Personal and Official Support of entire UN Membership Leadership and a Greater Majority of Heads of Governments of UN Member States and that the Day HLPF/HLVM is the most Viable Alternative Way Forward in Global Interest if our World is to deliver Original UN Charter in ways that ensure all Domestic and Global Stakeholders Work Together to Succeed Together in Design and Delivery of Unprecedented Global Response to Unprecedented Global COVID19 Crisis that Work Driving Winning War on COVID19, War on Climate Change Mistakes, remaining 3 Wars linked to achieving SDGs as soon as possible after 2030 and reaching Global Goals 2050 by end 2050 target date and in ways that Leave No One Behind.

UN and Governments Innovation Support Service Model
Entire UN and All Arms of All Tiers of Government in All North and South Countries Innovation Support Service Model need to be Re-Organized, Re-Structured and Re-Engineered if each UN Membership Entity and each Government Entity is to significantly improve its Quality, Productivity, Empowerment and Revenue (where applicable) in the Great Task of achieving increasing convergence between Original UN Charter Vision and National Visions linked to Winning War on COVID19, War on Climate Change Mistakes, remaining 3 Wars; achieving World Transformation Agenda 2030 and 2050 Vision and UN Charter Vision.
We are ready to help achieve these Linked
Visions and in ways that effectively convert the AIV 2019 Report 9 Point
Recommendations from Vision and Words without Action to Vision and Words with
Action, if UN, Governments and Partners need our Help towards Design and Delivery
of entire UN and All Governments Innovation Support Service Model that Work and
in ways that effectively answer all How Questions the Government of Kingdom of
Netherlands sought answers to from AIV in April 2018..

The Type of
Partnerships in Interest of Winning War on COVID19, remaining 4 War plus
reaching SDGs and remaining Global Goals 2030 as soon as possible after 2030
and pressing forward to reach Global Goals 2050 be end 2050 target date MUST be
Integral Part of meaningfully addressing all serious issues of serious business
DEMANDING Serious entire UN Membership: Headquarters, Regional Offices and
Country Offices; All Arms of All Tiers of Governments in All 193 UN Member
States and their Domestic and Global Partners set out in this and earlier EAG Submissions.
The answers to How
Questions the Government of Kingdom of Netherlands sought answers to in April
2018 are at the Core of Designing required Multi Stakeholder Partnerships and
adopting required Advocacy.
No Justice, No Dignity
and No Dignity, No Peace. These AIV in its 2019 Report have made clear. We urge
entire UN and All Governments in All UN Member States to genuinely appreciate
that Justice DEMANDS Integrity through Complex Accounting; Justice is having a
Moral Universe; Justice is not only Knowing What is Right but also DOING it; Justice
is Putting things in Right Perspective and Weighing Things Correctly and that
Justice goes far beyond Retribution and is very different from Violence.
The AIV 2019 Report effectively address these linkages in ways that answer What Questions but fell short with regard to answering How Questions .COVID19 and Brexit individually and jointly have exposed the soft underbelly of Decayed Systems and Services on entire UN and all Governments sides. The AIV 2019 Report has shed light on Vision and Words Moving Forward and Notes Rightly that Time is Short. However, it is in answering the How Questions that National and Global Integrated Innovative Sustainable Solutions to National and Global Challenges facing entire UN and all Governments could be found and on time to avoid imminent Guaranteed Global Colossal Catastrophe arising from Failure to Win 5 Wars, Failure to achieve SDGs as soon as possible after 2030 including Failure to Resolve Brexit Challenge and Failure to reach Global Goals 2050 by end 2050.
There are Bright Prospects of Success if entire UN, All Governments and
their National and Global Partners Change Course and START accelerating on
MAPing (Mutually Assured Prosperity Road to BOOM through Kick Starting Mutual Collaboration
Events and Activities from the 3 Day HLPF/HLVM.
Should UN and Governments in North
and South Countries take all necessary measures to ensure this Bright Prospects
of Success become reality; UN and Governments in North and South Countries would
have helped Save our Fragile Planet from Imminent Guaranteed Perishing.
