Final Push To Achieve MDGs And Create Sustainable Post-2015 Development Agenda 7




Today Monday 4 August, President Obama will welcome 51 Heads of State and Government and other senior leaders from across Africa to the U.S.-Africa Leaders Summit. The Summit, which will take place over three days, is the first such event of its kind and the largest event any U.S. President has ever held with African leaders.

It is an unprecedented opportunity to strengthen U.S. ties with Africa and highlight US commitment to addressing issues that affect US and Africa collectively.

The US has two main objectives: 1) US Leaders want African Leaders, and African Citizens, to come away with the clear message that the United States cares about the African Continent and is committed to an enduring, multifaceted and mutually beneficial partnership. 2) US Leaders also want to see the Summit lead to increased American investment on the African Continent and to more direct linkages between U.S. and African companies.

This Important Summit is coming few weeks after the UN Economic and Social Council, ECOSOC Meetings June 30 – July 11 wherein issues relating to Final Push to achieve MDG and Post 2015 Development Agenda were discussed.

International Society for Poverty Elimination, ISPE / Economic Alliance Group, EAG made spirited effort to see that good ideas and pertinent suggestions being made at the recent World Development Report, WDR 2014 Massive Open Online Course, MOOC Discussion Forum had positive influence on the ECOSOC 3 in 1 Meetings.

The Open Working Group, OWG on Sustainable Development Goals, SDG Outcome Document http://sustainabledevelopment.un.org/focussdgs.html set out 17 Goals. Many of the proposed SDGs' coincide with good ideas and pertinent suggestions set out by ISPE / EAG on this Talking Development Change Blog, WDR 2014 MOOC Discussion Forum and on NEHAP Wiki https://wikispaces.com/join/3NNFMJT

This coincidence / adoption of ISPE / EAG good ideas and pertinent suggestions by relevant authorities with responsibility for developing SDG is Step 1. Step 2 will involve Actually Building Bridge between Lessons Learning and Lessons Forgetting and Actually Building Platform for all Community – Global Network Partnerships, Coalition Partnerships and Consortium Partnerships. Step 2 underlines reasons for the US Africa Leaders Summit to come up with Practical ACTION Plan for Ending Hunger and Poverty in Nigeria, Africa, US and World. The US Africa Summit needs to speak to tackling this challenge.

It is pertinent to note that many of the SDG Goals Demand New Approach to Sub-national, National and International Development Cooperation on Developed Countries, Developing Countries, International Institutions, International Foundations, Universities and Tertiary Institutions as well as National and International Media sides. 

For example SDG Goal 2.b. correct and prevent trade restrictions and distortions in world agricultural markets including by the parallel elimination of all forms of agricultural export subsidies and all export measures with equivalent effect, in accordance with the mandate of the Doha Development Round require that US and Africa face New Direction and adopt New Priorities and this call for overhaul of the entire US National Security Strategy and Foreign Aid Apparatus that are best tackled by JOINT Action from identified Sub-national, National and International Stakeholders. The US Africa Summit needs to speak to this challenge.

It is pertinent to note further that changing from MDG to SDG Post 2015 is likely to be seen by African Governments and Africa Poor Citizens as changing to a New Program. The implication is that the MDG Brand is rested and huge funds that could have been put into Sustainable Development, is now put into Building SDG Brand. This huge waste is avoidable, if this US Africa meeting could address this issue now.

It is 110 Days since Boko Haram kidnapped Chibok Girls. When Nigeria Security Force could not free the Girls, World Leaders sent World Security Force to reinforce Nigeria Security Force, but instead of achieving freedom for Chibok Girls in few days, Boko Haram has let lose vicious attacks on multiple locations in Nigeria, killing more people, destroying more property and kidnapping more women and girls.

We are very concerned that Boko Haram appears more powerful than World Security Forces. The World Leaders need to remove this Shame now. It is no longer Nigeria Leaders Shame alone. Each day our young Girls remain in Boko Haram Captivity is One day too long. A comprehensive package of military solutions reinforced by practical implementation of SGD 17 Goals catalyzed by Final Push to achieve MDG in Nigeria, Africa and World is what is needed.

This US Africa meeting need to consider approving such alternative approach. However, this approach cannot succeed if there is no reinvigorated effort towards tackling US Corruption, Nigeria Corruption, Africa Corruption and World Corruption. 

It will be a Mirage seeking to tackle Boko Haram and End World Hunger and Poverty without first Taming Grand Corruption and Petty Corruption in the National and International Security System. The US Africa Summit must speak to this challenge.

The US Africa Summit presents another opportunity to rescue Nigeria from sliding into failed State by 2015. The conditions for violent take over, of government in Nigeria, are getting more favorable by the day, as Boko Haram continues to attack with impunity and Politicians seek to outdo themselves in vice. Should the inevitable occur in reality of Military Take Over, can US and other Powerful Countries in our World today have Moral Courage to chastise and sanction Nigeria for welcoming the Military again? The US Africa Summit must speak to this challenge.

New World Bank Risk Management Vision




The World Bank World Development Report, WDR 2014 Massive Online Open Course, MOOC ended 28 July 2014. I completed Individual Feedback in Closure Survey on 27 July 2014. Upon Deeper reflection, I find that low marks in some questions were due to inadequacy of questions as framed, to respond to Lanre et all unique and specific needs for participating in this course – Need for practical solutions to NRM Vision that are interconnected, interdependent and interlinked – INTEGRAL Parts of practical solutions to Final Push to achieve MDGs’ by 2015 and Post 2015 Development Agenda Vision that are INTEGRAL Parts of practical solutions to New End Hunger and Poverty, NEHAP by 2025 and 2030 in Nigeria, Africa, UK, Europe, Argentina, Latin America, US and World Vision.

The overwhelming EVIDENCE is that despite flaws, shortcomings, drawbacks and hindrances on one hand and negative / insulting comments on the other hand; this course has INDEED taken GIANT Positive Steps in the TRANSFORMATION of Sub-national, National and International Development Cooperation System in our World today on Developed Countries, Developing Countries and International Institutions / Foundations sides.

This course has Discovered Tamarattie, despite her conclusion that she has gained NOTHING from this course, her unwillingness to respond to Lanre’s direct questions on this matter, provide EVIDENCE to the contrary. The World Bank has a DUTY to Cultivate, her FULL support, as a True Development Change Champion. If the World Bank is able to do this, and I believe it is achievable should the World Bank reach out to her, she is worth Far more than Double her WEIGHT in GOLD, once she accept to serve as Change Champion in the work towards achieving NRM Vision and related Sub-national, National and International Development Cooperation Visions of each Developed Country, Developing Country, International Institution / Foundation in our World today.

2.     Should World Bank admit its 20% flaws and failures and tackle these based on Deep Reflection on Words of Wisdom above, its INFLUENCE will Significantly Increase and it will be on FAST Track to achieving its Dream of World without Poverty.

Final Push To Achieve MDGs And Create Sustainable Post-2015 Development Agenda 5




                                                 
The ECOSOC Meetings 30 June – 11 July has ended. In the days ahead we will know whether or not the Final Push series of Posts had Positive Influence on the many that read from the US, UK and across the World. We will also know if it had any Influence on the ongoing World Bank Development, WDR 2014 Massive Open Online Course, MOOC – Participants, Course Staff, WDR 2014 Team and World Bank Group, WBG Executive Management and Governing Council. 

Almost 300 Young Girls were kidnapped by Boko Haram on 15 April 2014. The Nigeria Security Agencies – Army, Air Force, State Security Service, National Intelligence Agency, Police struggled in the first few weeks to free the Girls without success.

Many across Nigeria, Africa, Europe, North America and World – including First Lady Mitchell Obama raised their Bring Back our Girls Voices that touched the Heart of World Leaders to set up a Global Coalition of Security Agencies to strengthen the Nigeria Security Agencies. Many including this writer thought wrongly, given benefit of hindsight, that in less than two weeks from the Global Coalition of Security Agencies being on the ground in Nigeria, our Girls would be Free.

Today, 88 Days after our Girls – Young Girls woken up in their School Dormitory by Night at a period when they were writing O Level Final Exams (their Education – MDG Goal, that has been truncated take the back burner for now) are not only still in captivity but Boko Haram, their Captors has unleashed even more deadly attacks in more parts of Nigeria, killing even more people, destroying even more lives and kidnapping even more women. Whyyyyy????

As in the WDR MOOC Game, it is time for the Global Stakeholders – State Actors and Non State Actors to Review Progress. This calls for Sober Reflection against the background of this Final Push to achieve MDGs’ by 2015 and agree a Post 2015 Development Agenda – Young Girls are out there in the Wilderness in harsh weather conditions, yet a Global Coalition of Security Agencies, after several weeks being on the ground in Nigeria, with access to a range of sophisticated military and security equipment, have FAILED to FREE our Girls. This is No Longer SHAME on the Nigeria Authorities Alone, it is SHAME on World Leaders, whether part of the Global Coalition of Security Agencies working to free our Girls or not. 

If WDR 2014 MOOC Participants are to get Value for Time Invested that help to better Organize, Orientate and Discipline them to Gain more Competencies in the work towards helping to achieve increasing convergence between World Bank New Risk Management Vision Intention and Reality in their Family, Community, Institution, Government, Region and our World, should they not participate in real life Risk Management Solutions for the Release of our Girls, in the shortest time possible, that help remove the Shame of Nigeria Leaders and World Leaders?

Is Corruption – in Nigeria and Worldwide, not one of the MAJOR reasons the Global Coalition of Security Agencies has been unable to Free our Girls since they arrived to strengthen the Nigeria Security Agencies in the work to free Chibok Girls? Should work to Free Chibok Girls not shift Focus to simultaneously help Fight Corruption in Nigeria and World? Yes Nigeria is Top on List of Bribe Takers. Is US and UK not Top on List of Bribe Givers? Can there be Bribe Takers if there are no Bribe Givers? Is Distress in US Local Governments; State Governments and National Government not due to US Political Corruption, Economic Corruption and Social Corruption? Is World Bank Group not Aiding Corruption in Nigeria? 

The World Delay or deny Correct Answers to Corruption Root problems in Nigeria, Africa, UK, Europe, US and World at the Risk of Peril of our Fragile Planet. The longer fundamental issues we have consistently raised from Week 1 to date and beyond are ignored by WBG Leaders and World Leaders, the closer our World slide to Catastrophe, and the more grievous and more costly in lives and property, Boko Haram, Al Qaeda and other Terrorists attacks will be. This is avoidable!!!

The Best thing that can happen Moving Forward, is for the Global and National Movement to Bring Back our Girls to quickly Shift Focus away from EMPTY Shouting and Meaningless Protests whose Result is More Deadly Attacks from Boko Haram and Shift Focus towards helping to find sustainable solutions to Root Problems of World Terrorism and World Corruption, that is Shift Focus towards Overhaul of National and International, Security, Policing, Aid Apparatus and Risk Management Systems in all Developed and Developing Countries in our World today that are clearly in a State of Decay (Difference is in the Degree by Country’s National and International Systems) on one hand and helping to achieve MDG Goals 1 and 8 in the few months remaining to end 2015 – Halfing Hunger and Poverty and Establishing Global Partnerships for True Development on the other hand.

Book Haram has SHAMED US President Obama, UK Prime Minister Cameron, French President Hollanders, Nigeria President Jonathan and other Presidents that have contributed to the Global Coalition of Security Agencies to Free Chibok Girls. The Global and National Movement to Bring Back our Girls need to ask themselves a SIMPLE Question, why is it the Case that World Leaders through Global Coalition of Security Agencies with all the Sophisticated Military and Non Military Resources available to them Have FAILED to Free our Girls up till now? Honest answer to this IMPORTANT Question will shed Light on Urgent Need to Shift Focus of the Global and National Movement to Bring Back our Girls as suggested above.

The ongoing WDR MOOC will be EMPTY Academic Exercise, if it does not come up with practical solutions that the Global and National Movement to Bring Back our Girls and the Global Coalition of Security Agencies could Deploy thorough Adoption / Adaptation within the World Bank New Risk Management Vision and ECOSOC Final Push to achieve MDGs’ by 2015 and the work towards agreeing Post 2015 Development Agenda.

First Lady Mitchell Obama, Former World Bank Vice President for Africa and Former Nigeria Minister Oby Ezekwesili; other Mothers, Fathers, Grandmothers, Grandfathers, Nigerians and Non Nigerians - within and outside Nigeria, who genuinely desire that our Girls be Free and in Record time, need to JOINTLY help the Global and National Movement to Bring Back our Girls and the Global Coalition of Security Agencies, to Face New Direction and Adopt New Priorities, if our Girls are to be Freed Alive, if they are not to Suffer in Vain and if those that have died are not to have died in Vain. 

Our Girls NEED CHAMPIONS that could Move in the Suggested Direction – will First Lady Mitchell Obama, Oby Ezekwesili, others take up the gauntlet and ACCEPT to CHAMPION this Redirection? Can these Champions Speak to the World on Day 90 to announce this Redirection? The Biggest Traffic to the Blog is from US - Do these US Citizens know that it is in the enlightened US Self Interest to support First Lady Mitchell Obama to be one of the Chief Champions of this Redirection?

Also, WBG really need to Wake Up and make up its mind to determine if this WDR 2014 MOOC Overarching Aim is to teach the type of New Risk Management Intervention it is interested in or to teach the type of New Risk Management Intervention in the interest of Sustainable Solutions to real and Complex Root problems within current and Post 2015 Development Agenda in all Developed Countries, Developing Countries and International Institutions in our World today.

Should WBG by its Actions and In-Actions Choose the former, by all means let this MOOC continue with Business as Usual. However, should WBG Choose the later, then this MOOC needs to move forward with Business Unusual. To DO this, the Course Staff – Kyla, other Instructors, Technical Staff that have interacted with Participants thus far; Course Staff that are in the Back Room and Engine Room; other WDR 2014 Team Members – particularly those in WBG Executive Management; other WBG Executive Management and Governing Council need to ACCEPT that they – Individually and Collectively NEED Help of Professionals like Lanre and Institutions like International Society for Poverty Elimination / Economic Alliance Group.

As in the WDR MOOC Game, Research / Evidence has shown that Time is Running out to Build Protection and make Connections in the 2 Weeks remaining to the end of the Course, if WBG is to Effectively and Efficiently Pilot its New Risk Management Vision to avoid or survive without Damage from inevitable HIT, this helping to achieve increasing convergence between Current and Post 2015 Development Agenda Goals and Targets Intention and Reality.

More IMPORTANTLY our Young Girls have SUFFERED Enough. Let the World Arise to TACKLE the Root Problems of World Terrorism and World Corruption as One and let us see if our World will not be a Happy, Healthy and Holy Place to live, work and raise children. Let the World Arise as One to ensure that our Girls do not Suffer in Vain and all who have died in the hands of Boho Haram and other Terrorists in Nigeria and Worldwide do not Die in Vain.
