Final Push To Achieve MDGs And Create Sustainable Post-2015 Development Agenda 4

                                           

The ECOSOC Meetings 30 June – 11 July has ended. In the days ahead we will know whether or not the Final Push series of Posts had Positive Influence on the many that read from the US, UK and across the World. We will also know if it had any Influence on the ongoing World Bank Development, WDR 2014 Massive Open Online Course, MOOC – Participants, Course Staff, WDR 2014 Team and World Bank Group, WBG Executive Management and Governing Council. 

We expected much from the WDR MOOC Google Hangout of 11 July 2014 and got very little – more of same unstructured and unorganized discussions ongoing in all Threads in WDR MOOC Discussion Forum, except the Open and Private Threads authored by Lanre. This is very sad.

Transmission failure underline urgent need for WBG / UN Headquarters to address issues relating to provision of low cost, effective and efficient Video Conference Technology supporting tens of millions of participants from up to 200 countries across the World linking up to specific live Video Interview.

It will be recalled that moments before Video started running, someone asked for the Structure of the Discussion. Had Discussants prepared well for the Interview, all issues raised in Lanre’s Comment on Week 1 Summary Thread, will have been effectively addressed as basis for selecting from Pool of Questions, if necessary reframing the selected Questions, to ensure that in the 1 hour scheduled for the Interview, WDR 2014 MOOC Participants get Value for Time Invested that help to better Organize, Orientate and Discipline them to Gain more Competencies in the work towards helping to achieve increasing convergence between World Bank New Risk Management Vision Intention and Reality in their Family, Community, Institution, Government, Region and our World.

Take the discussion on Corruption that Lanre stumbled into after You Tube crashed due to serial transmission failure (did Interview actually go for over 3 hours? If yes, is this good Time Management? A point he raised before final crash). It was simplistic – Countries not Fighting Corruption Retrogressing. Countries Fighting Corruption Progressing. This is Meaningless. How does this help Fight Corruption in Nigeria?  Yes Nigeria is Top on List of Bribe Takers. Is US and UK not Top on List of Bribe Givers. Can there be Bribe Takers if there are no Bribe Givers? Is Distress in US Local Governments; State Governments and National Government not due to US Political Corruption, Economic Corruption and Social Corruption? Is World Bank Group not Aiding Corruption in Nigeria? We did not see how the discussion help find practical answers to these real and complex Corruption problems on the ground. Did anyone see such answers?

The World Delay or deny Correct Answers to Corruption Root problems at the Risk of Peril of our Fragile Planet. The longer fundamental issues we have consistently raised from Week 1 to date and beyond are ignored by WBG Leaders and World Leaders, the closer our World slide to Catastrophe.

WBG really need to Wake Up and make up its mind to determine if this WDR 2014 MOOC Overarching Aim is to teach the type of New Risk Management Intervention it is interested in or to teach the type of New Risk Management Intervention in the interest of Sustainable Solutions to real and Complex Root problems within current and Post 2015 Development Agenda in all Developed Countries, Developing Countries and International Institutions in our World today.

Should WBG by its Actions and In-Actions Choose the former, by all means let this MOOC continue with Business as Usual. However, should WBG Choose the later, then this MOOC needs to move forward with Business Unusual. To DO this, the Course Staff – Kyla, other Instructors, Technical Staff that have interacted with Participants thus far; Course Staff that are in the Back Room and Engine Room; other WDR 2014 Team Members – particularly those in WBG Executive Management; other WBG Executive Management and Governing Council need to ACCEPT that they – Individually and Collectively NEED Help of Professionals like Lanre and Institutions like International Society for Poverty Elimination / Economic Alliance Group.

As in the WDR MOOC Game, Research / Evidence has shown that Time is Running out to Build Protection and make Connections in the 2 Weeks remaining to the end of the Course, if WBG is to Effectively and Efficiently Pilot its New Risk Management Vision to avoid or survive without Damage from inevitable HIT, this helping to achieve increasing convergence between Current and Post 2015 Development Agenda Goals and Targets Intention and Reality.

As World Leaders ongoing UN ECOSOC (Economic and Social Council) High Level Political Forum, HLPF 30 June – 9 July ; Annual Ministerial Review, AMR 8 July – 9 July and Development Cooperation Forum, DCF – 10 July – 11 July; draw to a close, it is our hope that the World Leaders have accessed the good ideas and pertinent suggestions being generated in ongoing World Development Report, WDR 2014 Massive Open Online Course, MOOC, particularly those on its Discussion Forum New End Hunger and Poverty, NEHAP Pilot Program – Participant Project Thread (Open) and Evidence and Ending World Hunger and Poverty Thread (Private).

The Acid Test of Credibility of WDR 2014 MOOC is How it Delivers Solutions effectively tackle real and complex:-

1.     Risk Management Root problems

2.     End Hunger and Poverty by 2025 and 2030 Root problems

3.     Aid Effectiveness and Post 2015 Development Agenda Root problems

4.     Governance and Globalization Working for the World Poor Root problems

5.     Creating Learning Society Root problems

6.     Creating Development Change Champions Root problems

7.     Building National and Global Collective Action Driving TRANSFORMATION of Society Root problems

on the ground from Neighbourhood to Global levels facing Individuals, Institutions and Governments (all arms and all tiers in all countries – developed and developing) in our World today.

The same 7 Points forms the Acid Test of UN ECOSOC HLPF, AMR and DCF.

National and International Lafia Positive Development Change Movement for Lifting Billions of World Poor in both Developed and Developing Countries above Hunger and Poverty Line by 2025 and 2030 is a necessary condition for achieving increasing convergence between World Bank New Risk Management Vision Intention and Reality in ways that ensure UN ECOSOC Pass this Acid Test of Credibility.

We strongly urge World Leaders at the ongoing ECOSOC Meetings to take Decision in favour of:-

1. Starting the National Lafia Movement Immediately in each Developed and Developing Country in our World today.

2. Starting the International Lafia Movement Immediately in each Sub-Region, Region, Commonwealth and World levels.

3. Nurturing and Sustaining the National and International Lafia Movements in ways that help achieve increasing convergence between Post 2015 Sustainable Development Agenda Vision Intention and Reality.

It is our hope that World Leaders and Leaders of all other relevant Stakeholder Groups – Families, Communities, Enterprises, Banks etc will support the National and International Lafia Movements through Guarding and Guiding them to help Build New National and International Institutional Order – Political, Economic, Social, Security, Cultural and Religious Order that help achieve World Bank New Risk Management Vision and Post 2015 Development Agenda Vision.

However, should opportunity to have the WDR 2014 MOOC ideas and suggestions positively influence outcome of the 3 ECOSOC Meetings be lost, leading to failure to Pass the Acid Test, can ECOSOC afford to fail this Acid Test? Will ECOSOC not be letting down Billions of World Poor they claim to serve, with possible catastrophic consequences for our World should ECOSOC fail this Acid Test?

Should World Leaders and Leaders of all other relevant Stakeholder Groups – Families, Communities, Enterprises, Banks etc willingly accept support that could come from harvesting all good ideas and pertinent suggestions in the ongoing WDR 2014 MOOC; effectively mobilize all relevant Sub-national, National and International Development Cooperation Stakeholders to fully implement these ideas and suggestions as well as effectively Monitor and evaluate this implementation, there is no reason why UN ECOSOC HLPF, AMR and DCF will not Pass the Acid Test.

Final Push To Achieve MDGs And Create Sustainable Post-2015 Development Agenda

World leaders have called for an ambitious long-term Sustainability Agenda to succeed the MDGs. Building on the successes of the MDGs, this post-2015 Development Agenda will address any unfinished business of the MDGs and new challenges and complexities facing the world with sustainable development at its core and poverty eradication as its highest priority. World leaders will meet at a Summit in September 2015 to adopt the post-2015 development agenda, including the sustainable development goals.

We heard that from 30 June to 11 July, the United Nations Economic and Social Council (ECOSOC) will connect the many related efforts to achieving the Millennium Development Goals (MDGs), and consider how to set the stage for success of the global development agenda that will follow the Goals after 2015.

From 30 June to 9 July, the High-Level Political Forum (HLPF) will meet under the auspices of ECOSOC, and provide political leadership and guidance on sustainable development. The forum is an occasion to pause and reflect on how far we have advanced in shaping the post 2015 development agenda and the sustainable development goals (SDGs). It will discuss how to chart the way for an ambitious post-2015 development agenda. In the coming years, the HLPF will guide the implementation of the sustainable development goals after they are likely adopted in September 2015.

Ministers and high-level officials will measure the progress and identify the obstacles remaining in the final year to achieve the MDGs, and deliver policy messages to define a path that sustains development gains into the future at the Annual Ministerial Review (AMR) from 8-9 July.

Following the AMR, the Council - ECOSOC will hold the fourth biennial Development Cooperation Forum (DCF) on 10-11 July to advance global dialogue on the future of development cooperation in the post-2015 era.

In view of the above information, we suggest that a Mechanism be put in palce by the Faculty to harvest good ideas and pertinent suggestions from this course as pass same to the HLPF, ARM and DCF Meetings through the World Bank Representatives participting in the meetings. 

We urge World Leaders at the HLPF, ARM and DCF Meeting to recognize that:-

1  1. MDG is already a Global Brand well understood and accepted by all relevant Sub-national, National and Global Stakeholders, particularly the Billions of World Poor. Just as World Bank has Moved from FADAMA 1 to current FADAMA 3, MDG 1 needs to move to MDG 2. If the Post 2015 Development Agenda shift from MDG to SDG, all Benefits of the MDG Brand is Lost, SDG Brand has to start from Scratch to gain Global Recognition. Valuable Time and Resources will be Lost in the Process that could have been more Productively Deployed if World Leaders Chose to Move from MDG 1 to MDG 2.

2   2. In the work to End World Hunger and Poverty, Africa is holding the World Back and Nigeria is holding Africa back. Evaluation Reports abound with Evidence supporting the fact that should Nigeria fail to meet MDGs’, Africa and indeed the World will fail to meet the MDGs’ by 2015. Given the realities on the Ground in many Developing Countries particularly Nigeria and many Developed Countries particularly UK and US etc, it is incomprehensible that UNDESA has Data suggesting MDG Target of Halving Poverty by 2015 has been met at this time and many more targets will be met by 2015.  The Declaration of G77 and China at their High Level Meeting in June 2014 noted the progress achieved so far on the MDGs but they were concerned about the unevenness and gaps in achievement and about the vast challenges that remain in developing countries, many of which are not on track to achieving them by 2015. Yet the UNDESA Report claim that the World has met target on halving Poverty. Appendix 3. This Data if it exists is NOT CREDIBLE. The Best thing that could be done before MDG 1 end in 2015 is to put in place a Credible Data System in each Country so that in the post 2015 Development Agenda issues of Non Credible Data does not arise. Any Report that CLAIM Nigeria has met MDG Target of Halving Poverty now as the UNDESA Report claim or is on course to meet it by 2015 is a Report written by Authors who are either in Denial or in Deception. This is unhelpful because Nigeria with Human Resources many of whom are World Class Professionals helping to build other Developed and Developing Economies, with Natural and Financial Resources has what it takes to achieve MDG 1 by 2015 but failed to Do the Needful. Unless Lessons are ACTUALLY Learnt and Effective Bridge Built between Lessons Learning and Lessons Forgetting, Nigeria that has already failed to meet MDG 1 Targets by 2015 will also fail to meet MDG 2 Targets with ultimate Catastrophic Consequences for all National and Global Stakeholders in Nigeria Economy. In such scenario it is WISHFUL Thinking to expect Terrorism and Insecurity to Reduce or be Eliminated in Nigeria or indeed the World.

3   3. (1) and (2) present a CHALLENGE Demanding that Stakeholders at the Grassroots, World Leaders at the Top, and all other Stakeholders in between, each DO his / her Part to achieve more within MDG 1 before it ends in 2015 and to fully achieve MDG 2 by set Target Dates.
