Call for Evidence Report 2019 Part 1
Introduction
The Global Partnership for
Effective Development Cooperation, GPEDC embarked on Global Consultation within
Global Call for Evidence, November 2018 – January 2019. The Global Call for
Evidence Report was expected to have been released March 2019. The Report is
now being released in batches – Part 11 was released 21 June 2019,
Part 2 is expected to be released before the 13 - 14 July 2019 when the Senior
Level Meeting, SLM of GPEDC hold and Part 3 is expected to be released before
the end of 2019.
It appears GPEDC and its Joint
Partnership Support Team, OECD and UNDP are not serious with this Global Call
for Evidence Report Initiative. This is because all 193/306 UN Member States
are Off Track achieving delivery on SDGs Pledge (None of the 17 Goals of the
SDGs will be considered met if it is not achieved by All Peoples in All
Countries) and if all 193/306 UN Member States are to get back On Track to
achieve delivery on SDGs Pledge in the 11 ½ years remaining to end 2030 target
date, Massive Information, Research, Knowledge and Ambition Gaps need to be
urgently filled. The implication is that any meaningful Global Call for
Evidence Report need to identify these Gaps and suggests practical ways and
means of effectively and efficiently filling same.
It is a Puzzle that the released
Global Call for Evidence 2019 Part 1 is not only delayed and the serial release
to end 2019 further prolongs this delay, as the Report is not fully released
until Part 3 has been released, it is a Bigger Puzzle that Good Ideas and
Pertinent Suggestions that could help to fill these Gaps have been edited out
of the Report.
This Paper is a Shout Out to all
relevant Authorities within and beyond GPEDC, OECD and UNDP to correct this
ERROR before it is too late.

Facing Facts
The Global all for Evidence 2019
Part 1 makes many assumptions that are simply wrong:-
1. UN Member States are moving from
Whole of Government Approach to Whole of Society Approach. This is not true as
these are simply buzz words that GPEDC, OECD and UNDP do not know the Origin. Records
show UK Tony Blair Administration first came up with the idea of Whole of
Government in the early part of his Prime Minister-ship. There will be no UK –
EU Brexit Mess if the UK really understood what Whole of Government Approach
means. Our Organization not only came up with what it means2 but as
we keep improving the Concept3, we now state that Whole of
Government Approach cannot Stand Alone but needs to be Integral Part of Whole
of Community Approach, Whole of Bank Approach, Whole of Institution Approach,
Whole of UN System: UNO, WBG, IMF, WTO Approach and Whole of Society Approach
as One, that is a One Worldwide Approach or Universal Approach – Common
Approach, Systemic Approach with clear Principles, Instruments corresponding to
each Principles, Practices and Database. EAG 3PCM4 is the only such Advance
One Worldwide Approach available in our World today. Why was the Report silent
on this Evidence?
2. UN Member States; UN System: UNO,
WBG, IMF, WTO and their National and International Partners are still in MDGs
Mode – Individual Project and Global Charity Mode as at end 2nd
Quarter 2019 Year 4 of Implementation when they should be in SDG Mode -
Systemic Policies, Programs and Projects Interventions, 3PIs and 3PIs Training
as One. Why was the Report silent on this Evidence?
3. The 5 Year Evaluation of Paris
Declaration, PD in 2010 was damning and led to establishment of Busan
Declaration, BD in 2011 including GPEDC. Will 8 Year Evaluation of both BD and
GPEDC in 2019 not be equally damning or even more damning? Why was the Report
silent on the reality that the only Lessons Learnt for PD 2010 Evaluation is
that in 2019 No Lessons have been Learnt?

4. UN Member States; UN System: UNO,
WBG, IMF, WTO and their National and International Partners pretend they are
answering SDGs Pledge Delivery How Questions but always end up answering SDGs
Pledge Delivery What Questions. What Questions are easy to answer and this
explains why they have been over answered. HOW Questions are especially
difficult to answer and demand minimum certain levels of Know HOW that is very
scare and this explains why SDGs Pledge delivery HOW Questions are avoided or
evaded. As long as SDGs Pledge Delivery HOW Questions are avoided or evaded,
getting the Great Task that MUST be DONE in just 11 ½ years remaining to end
2030 target date DONE will be Mirage or FLUKE. Should this be the case our
Fragile Planet will be at Peril given WARNINGS by NASA and UNPCC. Why was the
Report silent on this Evidence?
5. Politics Matters and Leadership
Matters and this is issue on both North and South Countries as UK – EU Brexit
shows. The point is that Economic, Financial, Social, Cultural, Security,
Peace, Climate Change, Religious, Technical etc Innovative Sustainable
Solutions as applicable in each specific Community, Sub-National, National,
Sub-Regional, Regional and Global location context without Political Innovation
Sustainable Solutions as applicable in each specific Community, Sub-National,
National, Sub-Regional, Regional and Global location context is No Issue or
Amount to No Issue. Why was the Report
silent on this Evidence?
6. CSOs/NGOs are largely adversarial
to Governments, Business and Consultants yet the lack the Competencies and
Resources to either on their own or in Collaboration with Government to achieve
delivery on SDGs Pledge. Major CSOs/NGOs operates to deliver on Contract with
their Sponsors and many are Corrupt and this, the UN Knows very well. As long
as CSOs/NGOs do not Change for Good and genuinely commit to contributing their
quota towards achieving delivery on SDGs Pledge within Correct Diagnosis,
Correct Prescription, Correct Surgery and Correct Recovery Management Approach
in National and International Development Cooperation5, they will
continue to underperform. Why was the report Silent on this Evidence?
7. Innovation and Creativity is the
Answer. What is the Question? This was explained in detail. As long as these
Global Consultations keep harvesting good ideas and pertinent suggestions they
are interested in and not in the interest of achieving delivery on SDGs Pledge
in the 11 ½ years remaining to end 2030 target date as well as not meaningfully
involving Original Ideas Creators, 193/306 UN Member States will remain Off
Track achieving delivery on SDGs Pledge by end 2030. Why was the Report silent
on this Evidence?

8. GPEDC was advised to make Draft
Report available for comments, especially by those whose Ideas and suggestions
have been included. This way the Released Report will best represent Workable
Ideas and will be easier to adopt and in way that better promote wider
Utilization by relevant Stakeholders, that is the report will not be another
Vision and Words without Action contributing little or nothing towards helping
to get all 193/306 UN Member States back On Track to achieve delivery on SDGs
Pledge in 11 ½ years to end 2030 target date but will be Vision and Words with
Action contributing little or nothing towards helping to get all 193/306 UN
Member States back On Track to achieve delivery on SDGs Pledge in 11 ½ years to
end 2030 target date. Why did the Report reject this submission? Is the
Probability of the Report as is HELPING all 193/306 UN Member States to get back
On Track to achieve delivery on SDGs Pledge in the 11 ½ Years remaining to end
2030 target date not VERY LOW?

193/306 UN Member States; UN
System: UNO, WBG, IMF, WTO; CSOs/NGOs; Donor Agencies Calling for Change to
achieve delivery on SDGs Pledge by 2030 are themselves blocking Needed Change
required to achieve delivery on SDGs Pledge by 2030. It is a Puzzle that
Evidence provided was ignored.
Achieving Report Utility for Result – Urgent Need to Rewrite Report
The Report turned blind eye to the above facts
and ignored evidence relating to Major Issues such as:-
1.
The Overarching Big Question is
HOW to get all 193/306 UN Member States back On Track to achieve
delivery on SDGs Pledge in 11 ½ years remaining? As well as the Answer
provided to this Big Question.
2.
The One Worldwide Approach that
Work need to be:-
· Whole of Community Approach;
Whole of Bank Approach; Whole of Institution Approach; Whole of UN System: UNO,
WBG, IMF, WTO Approach; Whole of Government Approach; Whole of Country Approach
and Whole of Society Approach as One;
· Deployed within Backbone Global MSP with Global and
National Multi Stakeholder Partnerships/Platforms, MSPs for delivery on
SDGs Pledge in all 193/306 UN Member States as applicable or appropriate in
each specific Community, Sub-Country, Country, Sub-Continent, Continent and
Global location context.
3. Assuming that Whole of Government Approach Worked in the past when
overwhelming evidence showed this was not the case.
4. Assuming that Whole of Society Approach is Working now when overwhelming
evidence showed this is not the case
As long as 193/306 UN Member States
Governments and UN System: UNO, WBG, IMF, WTO Entities do not know why Whole of
Government Approach Failed in the past, they will not know HOW to design and
delivery Whole of Society Approach that will Work to help all 193/306 UN Member
States to get back On Track to achieve delivery on SDGs Pledge in 11 ½ years
remaining to end 2030 target date. It is a Puzzle that Evidence provided in
this regard was ignored.
GPEDC, OECD and UNDP have in this Report trivialized the
Great Task that remain to be DONE, if all 193/306 UN Member States are to get
back On Track to achieve delivery on SDGs Pledge by end 2030 and they are
Individually and Jointly turning blind eye to ultimate catastrophic
consequences of failure to achieve delivery on SDGs Pledge despite warnings by
NASA and UNPCC. It is a Puzzle that Evidence provided in this regard
was ignored.
GPEDC, OECD and UNDP have in this Report turned blind eye
to the reality that Governance
is Systems: Political, Economic,
Social, Cultural and Institutions:
Public Service, Civil Service, Security Service, Police Service, Military and
Para Military, Legislative Service, Judicial Service. The Business of Government
is Governance; that Governance makes a big difference to all of us in both
North and South Countries: it determines if all Countries will get back On
Track to achieve delivery on SDGs Pledge in the 11 ½ years remaining to end
2030 target date.
This is because Governance
determines our security from conflict, disease and destitution; our freedom to
participate in our societies and to have a say in the way we are governed; and
our opportunities to educate ourselves and to be economically productive,
securing a better future for ourselves and our communities. For the poorest
and most vulnerable, the difference that good, or particularly bad, governance
makes to their lives is profound: the inability of government institutions
to prevent conflict, provide basic security, or basic services can have
life-or-death consequences; lack of opportunity can prevent generations of poor
families from lifting themselves out of poverty; and the inability to grow
economically and collect taxes can keep countries trapped in a cycle of
aid-dependency. Understanding governance therefore is central to achieving
development and ending conflict.
In the past 3 decades, records show that attempts to transfer Governance blueprints and ‘good practice’
from North Countries to South Countries met with repeated failure. In many
cases Western models of public sector reform did not work when transplanted,
and the introduction of multi-party elections failed to deliver genuine
democracy. Yet with 11 ½ years to get all 193/306 UN Member States back On
Track to achieve delivery on SDGs Pledge World Leaders still do not know Why
Governance Models failed to achieve delivery on MDG Vision that is exclusive to
Developing Countries and so they do not know HOW to Design and Deliver the much
more robust SDG Vision that includes all 193/306 UN Member States.
If
we are to know why one country may perform well in revenue
collection, while apparently identical revenue-collection institutions
elsewhere may fail to function; or why an electoral process in one country
achieves coalitions for change, but the same process in another leads to
political instability and even conflict, then we need to appreciate Humans as X
Factor and tailor Governance as applicable or appropriate in each specific Community,
Sub-Country, Country, Sub-Continent, Continent and Global location context.
GPEDC,
OECD and UNDP have in this Report turned blind eye to the reality that Multi
Stakeholder Partnerships/Platforms, MSP that Work between Northern and
Southern: Researchers, Theoreticians, Professionals and Practitioners from both
State Actors and Non State Actors sides necessary to better support authorities
in each specific Local, Sub-National, National, Sub-Regional, Regional and
Global location context, if all 193/306 UN Member States are to achieve
delivery on SDGs Pledge in the 11 ½ years remaining to end 2030 target date.
These are just sample of omissions in the
Report that explain why the Report is impotent in the great task of helping all
193/306 UN Member States get back On Track to achieve delivery on SDGs Pledge
by 2030. To significantly boost the Report potency in this regard, there is no
option than to rewrite and in way that does justice to available evidence.
Rewriting the Report – Key Issues
It is a puzzle that GPEDC, OECD and UNDP have no
qualms delaying full release of the Report till end 2019, when available evidence
show Great Task need to be done in limited time – 11 ½ years if all 193/306 UN
Member States are to get back On Track to achieve delivery on SDGs Pledge. If the
Full Report is not released till end 2019, there will be just 11 years
remaining for all 193/306 UN Member States to achieve delivery on SDGs Pledge. As
long as 193/306 UN Member States; UN System: UNO, WBG, IMF, WTO and their
National and International Partners keep working HARDer doing the same old
things in the same old ways, achieving delivery on SDGs Pledge will be FLUKE or
Mirage. One Day Delay in 193/306 UN Member States; UN System: UNO, WBG, IMF,
WTO working SMARTer doing new things in new ways may be One Day too late to
avoid ultimate catastrophic consequences of Failure to achieve delivery on SDGs
Pledge by 2030.
A Rewritten Global Call for Evidence Report 2019 that
will enjoy wide utility for result on the sides of all relevant National and
International Stakeholders in each specific Community, Sub-National, National,
Sub-Regional, Regional and Global location context is One that meaningfully
demonstrate Justice, Dignity and Integrity in processing the evidence – good ideas
and pertinent suggestions generated in the Global Consultation into Outcome Document
– the Report whose Conclusions and Recommendations
highlight Sustainable Solutions to real and complex root cause or primary cause
National and International Development Cooperation problems on the ground in each
specific Community, Sub-National, National, Sub-Regional, Regional and Global location
context.
A Rewritten Global Call for Evidence Report 2019 that
will enjoy wide utility for result will meaningfully address fundamental issues
within the following Themes:-
1. Approach: recognize that the Multiple Approaches
many of which are divergent hinder achieving delivery on SDGs Pledge hence the
need for One Worldwide Approach such as 3PCM. Without this the Whole of Society
Approach the Report is suggestion has no meaning and cannot be operationalized
in practice by relevant National and International Stakeholders in SDGs Pledge
delivery by 2030. As long as this Multiple Approaches continue achieving delivery
on SDGs Pledge by 2030 is FLUKE or Mirage.
2. Planning inclusive
of Research, Data, Statistics: identify Planning Framework – What needs to be
Done to achieve delivery on SDGs Pledge by 2030 in each of the 193/306 UN
Member States and HOW.
3. Implementation:
identify Implementation Framework that deliver increasing convergence between
Plan Projections and Reality in each of the 193/306 UN Member States
4. Evaluation inclusive
of Monitoring, Learning and Results: identify Evaluation Framework that
identify What is Working and How it could be improved; What is not Working and
How it could the corrected and that Build effective Bridge between Lessons
Learning and Lessons Forgetting.
Additional
Issues that would be addressed within Planning, Implementation and Evaluation
Themes using One Worldwide Approach include Transparency, Accountability and Participation;
Science,
Technology and Innovation; Inclusive Education: Education for Sustainable Development; Education for Sustainable
Production; Education for Sustainable Consumption and
Education for Sustainable Citizenship and Inclusive Communication: Communication for Sustainable Development;
Communication for Sustainable
Production; Communication for Sustainable Consumption and Communication for Sustainable Citizenship;
Attitudinal and Behavioral Change Communication; Political and Behavioral Change Communication; Economic
and Behavioral Change Communication; Social and Behavioral Change
Communication; Cultural and Behavioral Change Communication; Climate Change and
Behavioral Change Communication; Environmental and Behavioral Change
Communication; Arts and Behavioral Change Communication; Entertainment,
Education and Behavioral Change Communication; Development Impact and
Behavioral Change Communication; Communication for Behavioral Impact; Changing
Attitude and Behavior at Scale Communication as One that is within Universal /
One Worldwide Approach / Whole of Society Approach is a Master Key for achieving delivery on SDGs Pledge. It is Fail in One Fai in All.
A Draft of this type of Global Call for Evidence Report 2019 can
be produced within 4 weeks, if GPEDC, OECD and UNDP are guided by Technical
Adviser and Reform Consultant who have the required Know How.
This Draft could be circulated for Global Consultation Input to improve
language and text, with input of all whose ideas and suggestions have been processed
into the Draft sought direct and a Final Draft released within 2 months, that
is by August 2019 a Report that achieve
Good Utilization for Result could be released rather than waiting till end 2019
to release Final Report that has little or no utility in the work towards
helping all 193/306 UN Member States to achieve delivery on SDGs Pledge by end
2030 target date.
UNEMG New Model Approach Version 2 expected to be released in March 2019
is yet to be released. Version 1 like this Report has little or no utility.
UNEMG may need to be guided by Technical Adviser and Reform Consultant who have
the required Know How to develop New Model Approach Version 2 that does justice
to available Evidence and deliver Utilization for Result. Again with required
Know How that Version 2 will be released within 2 Months rather than this endless
wait that may end up releasing Version 2 that omit key evidence.
UNDESA and UNDSDG New UN Partnership Strategy is expected to be released
by HLPF July 2019. The New UN Partnership Strategy will be of little or no
utility if it also makes the same mistake by ignoring evidence that deliver
Utility for Result. UNDESA and UNDSDG may need to be guided by Technical
Adviser and Reform Consultant who have the required Know How to develop New UN
Partnership Strategy that does justice to available Evidence and deliver
Utilization for Result. Again with required Know How a New UN Partnership
Strategy will be released within 2 Months.
The 3 Reports that deliver
Utilization for Results - Rewritten GPEDC Call for Evidence Report 2019; UNDESA/UNDSDG New UN Partnership Strategy
2019 (may need to be Rewritten) and UNEMG New Model Approach 2019 (may need to
be Rewritten) are Key Instruments that all 193/306 UN member States; UN System:
UNO, WBG, IMF, WTO and their National and International Partners need urgently
if all 193/306 UN member States are to get back On Track to achieve delivery on
SDGs Pledge in the 11 ½ years remaining to end 2030 target date.
Integrated Frameworks
MDGs 2000 – 2015 was for South
Countries. SDGs 2015 – 2030 is for all 193/306 UN Member States. SDGs is World
Transformation Agenda that is All Inclusive, All Embracing and Ambitious Agenda
or Global Goals without Corresponding All Inclusive, All Embracing and
Ambitious Master Plans as well as All Inclusive, All Embracing and Ambitious
Processes.
GPEDC in processing some of our
contributions came up with 3 in 1 Framework that we further improved upon that
could be briefly described as each of the 193/306 UN Member States speedily
developing:-
New National Vision Policy Document is a 3 in 1 Framework – Goals
Framework: What the Nation want to achieve; Means Framework – HOW the Nation
Will Effectively Mobilize the Resources – Influence, Manpower, Technology,
Financial, Reform etc required to achieve delivery on SDGs Pledge by set 2030
target date and the Effectiveness Framework – HOW the Nation will meaningfully
deploy the Resources to Implement and Evaluate Policies, Programs and Projects
Interventions, 3PIs and 3PIs Training as One to achieve the Goals by set target date.
GPEDC knows that the Evidence
confirm that None of the 193/306 UN Member States has produced this type of
document. Rather than Speak TRUTH to Power GPEDC in this Report decide to be
Politically correct thus putting our Fragile Planet in Jeopardy of Failing to
achieve delivery on SDGs Pledge by 2030 and all 8.5 Billion People, especially
the 5 Billion Poor in our Word of 2030 will face the ultimate catastrophic
consequences of this GPEDC ERROR.
GPEDC SLM 13 – 14 July 2019 is
Decision Hour. Will this GPEDC facade be allowed to continue or will GPEDC be
FAITHFUL to the Evidence as it Adopts New Priorities and Faces New Direction?
SDGs Pledge Delivery by 2030 Investments
EAG
estimate is US$ 700 Trillion is required to Fund SDGs Pledge Delivery by 2030
Investments in all 193/306 UN Member States. The bulk of this Money will come
from Business and Banks with Consultants
Support. However Member States Governments,
UNO, CSOs/NGOs and Donor Agencies do not want
Partnership Strategy that allows Business, Banks and Consultants
to make Profit from their SDGs Pledge Interventions/Investments and they have
No Idea how to raise these Huge Investments from other sources.
Also
the Competencies to Raise and Manage the Huge
Investments reside in Business and Banks with support of Consultants. Member
States Governments, UNO, CSOs/NGOs and Donor Agencies
do not want collaborate with Business, Banks and Consultants.
Member
States Governments, UNO, CSOs/NGOs and Donor Agencies
cannot eat their cake and have it. They must know that SDGs Concepts of Work Together Benefit Together and Leave No One
Behind means they must support Partnership Strategy with Business, Banks and Consultants
that help raise required US$ 700 Trillion Investment for SDGs Pledge Delivery.
GPEDC SLM 13 – 14 July 2019 – Decision Hour?
If GPEDC, OECD and UNDP as well as
the entire UN System: UNO, WBG, IMF, WTO had been delivering on their
responsibilities UK and EU will not have Brexit problems today.
If World Leaders keep looking on
and Brexit as Force for Evil Catalyze UK National Crisis that make worst UK
National Crisis in recent Centuries Child’s Play then UK Woes and EU Woes will
have contagion effect on other North Countries and South Countries Worldwide
with African Countries taking greatest HIT for matter they know nothing about
and our World will fail to achieve delivery on SDGs Pledge by 2030.
Brexit as Force for Good is a Key
Driver of Global Collective Action to achieve delivery on SDGs Pledge in 11 ½ years
remaining to end 2030 target date.
A year after DCF 2018 and HLPF
2018, it is still Business as Usual rather than Business Unusual. This is
likely to remain the reality by DCF 2020 and HLPF 2020 unless urgent remedial action
is taken.
With HLPF 2019 just a few days to
go, the probability is high that its outcome will repeat error of HLPF 2018. If
World Leaders are serious about achieving delivery on SDGs Pledge by 2030, then
they will be serious about implementing National and International Development Cooperation
Radial/Fundamental and Rapid/Fast Change – the overarching outcome of DCF 2018
and without further delay.
GEPDC SLM 2019 is Decision Hour. The
SLM needs to undertake Critical Review of this Paper. Outcome of this SLM will
show if GPEDC is Part of the Problem or Part of the Solution. If GPEDC is Part of the Innovative Sustainable
Solutions to SDGs Pledge Delivery in all 193/306 UN Member States in 11 ½ years
remaining to end 2030 target date, the GPEDC will Face New Direction and Adopt
New Priorities after SLM 2019.
Way Forward
If
the Report is to be relevant and utilized by 193/306 UN Member States, UN
System: UNO, WBG, IMF, WTO Entities and their National and International
Partners in all 193/306 UN Member States then all the serious issues of serious
business demanding serious GPEDC, OECD and UNDP serious
attention6, as well as the serious attention of all 193/306 UN
Member States all remaining UN System: UNO, WBG, IMF and WTO Entities and all
other relevant National and International Stakeholders7 need to be
speedily addressed.
The time of dancing around these issues is over. Now is time to
meaningfully address same if 193/306 UN Member States presently accelerating on
MADning (Mutually Assured Destruction) Road to DOOM are to Change and start
accelerating on MAPing (Mutually Assured Prosperity) Road to BOOM.
No One Individual, Institution or Government has all the answered to all
its SDGs Pledge Delivery How Questions. What EAG has is Framework for aligning
and harmonizing all the Good Answers. As no One Knows when Member States will
race past irreversibility on the MADning Road to DOOM, One Day Delay by 193/306
UN Member States and UN System: UNO, WBG, IMF, WTO and their National and
International partners may be One Day too late.
The Time for
National and International Stakeholders to start working better and jointly towards finding Innovative Sustainable Solutions, fully implementing these
Solutions with effective Monitoring and Evaluation of this Implementation in
the Common Interest, Common Future and
Common Destiny of all Peoples in all Countries is NOW.
Conclusion
GPEDC, OECD and UNDP owe it to
themselves and 8 Billion People, especially the 5 Billion Poor Children, Youth,
