ISPE EAG Comment on HOW to Fight and WIN War on CONVID 19 in this 2020s’ (4)

SBCC 2020 Outcome: Achieving Delivery on SDGs Pledge in each specific Community, Country, Continent location context, in less than 11 years remaining to end 2030 target date - Call for Development Cooperation Rapid/Fast and Radical/Fundamental Change in all 193 UN Member States Governments – Executive, Legislature, Judiciary in all Tiers as well as in all UN System: UNO, WBG, IMF, WTO (ITO) Entities – Headquarters, Regional Offices, Sub-regional Offices, Country Offices and Sub-Country Offices and their National and International Partners sides – Beyond Slogan.


Introduction

On Tuesday, 7 April 2020, Mauro Ferrari, the EU’s Chief Scientist resigned from his position as Head European Research Council, ERC. In a damning Statement to the Financial Times, he described his frustrations during his 3 months stay on the job, in his spirited effort to design a System for EU Central  Coordination of Scientific Research in all dimensions: new drugs, new vaccines, new diagnostic tools, new behavioral dynamic approaches based on science.

CNN International in a Tweet on Friday, 10 April 2020 broadcast article by one of its correspondents, Luke McGee titled “The EU has Bungled its response to COVID 19 and might never fully recover”. In the article, Luke analyzed Mr. Ferrari’s struggles against the background of “EU is in Crises and EU is the Crisis”. Luke’s assessment is summarized in the title of his article.

In Paper (1), we set out EAG Thoughts on HOW to Fight and Win CONVID 19 in the 2020s by Building Bridge between Lessons Learning and Lessons Forgetting, that is actually Learning Lessons from Past Global Public Health Emergencies to Find Sustainable Solutions to CONVID 19.

In Paper (2), we are elaborated on these New Ideas, as CONVID 19 Devastation keep getting worse and it is in Urgent Global Interest that World Leaders Change Course without Delay.

In Paper (3), we underlining the role of Communication for Change, Development and Environment Fit for the 21st Century in Fighting and Winning War on CONVID 19 in US, Europe and rest of the World Linked to getting DONE the much that remain to be DONE, if all 193 UN Member States are to get back On Track to achieve SDGs Pledge Delivery in the less than 11 years remaining to end 2030 target date.

In this Paper (4), we seek to draw the attention of World Leaders to the reality that it is not just EU that has bungled its response to COVID 19, it is in fact the entire UN System: UNO, WBG, IMF, WTO; all Regional and Sub-Regional Political Groupings of Countries, of which EU is just One; all 193 UN Member States; all Universities in all Countries and all Media in all Countries.
The time is Now to focus on National, Regional and Global Central Coordination of COVID 19 Response that Work linked to achieving SDGs Pledge Delivery by 2030, if our World is to avoid looming Ultimate Catastrophic Consequences of Failure to Fight and win War on COVID 19 linked to achieving SDGs Pledge Delivery by 2030 in US, Europe and rest of the World.

Review of Mr. Ferrari’s Resignation Statement

He believes in science at the service of society, especially when it counts the most. He found that now it does count the most, since it is only through science that Covid-19, and its successor pandemics, will ever be defeated.

He came to ERC, in May 2019 on volunteer basis, upon announcement of his appointment and assumed office on 1 January 2020 motivated by my enthusiasm for the great reputation of this world-leading funding agency, my commitment to the idealistic dream of a United Europe, and my belief in serving the needs of the world, through service to the best of science. He left ERC on 7 April 2020 finding that those idealistic motivations were crushed by a very different reality.

The ERC Governing Body was more interested in Shadow than Substance; Bottom Up than Top Down, Business as Usual than Business Unusual regardless of the devastation COVID 19 was having on Lives, Employment and Income in the EU in particular as US and rest of the World in general through their remaining rigid in maintaining Old Paradigms rather than adopting New Paradigms that help Win War on COVID 19 linked to achieving SDGs Pledge Delivery in EU, US and rest of the World.

He had seen enough of both the governance of science, and the political operations at the European Union. In the three long months at ERC, he indeed met many excellent and committed individuals, at different levels of the organization of the ERC and the EC. However, he lost faith in the system itself.

He believes that now the times require decisive, focused, and committed actions – a call to responsibility for all those that have an aspiration to make a difference against this devastating tragedy.

He believes further that now it is time for him to return to the frontier, to the frontlines of the fight against COVID 19, with real resources and responsibilities, away from offices in Brussels, where his political skills were clearly inadequate, and again at the true service of those who need new medical solutions.

He noted that despite his formal title at ERC, his real role has been to serve as an advisor to the European Commission. Following his departure, he will be honored and happy to continue to provide his most conscientious advice, in a public and transparent manner, for free, and without the need for misleading, high-sounding titles, if Europe or anyone else wishes to ask.

Review of Mr. Ferrari’s Resignation Statement – Comment

Mr. Ferrari’s real experience provides further evidence that:-
1.      Ongoing approach at Fighting War on COVID 19 is not working on US, Europe and rest of the World Governments side; Global, Regional and Sub-Regional Political Grouping of Countries sides including Global - UN System: UNO, WBG, IMF, WTO and Sub-Regional – EU; Universities and Higher Education Institutions including Top 10, Top 100 and Top 1,000 Universities in the World; Philanthropy Organizations and Media including the Most Powerful Global Media sides.
2.      Fighting and Winning War on  COVID 19 linked to achieving SDGs Pledge Delivery by 2030 in US, Europe and rest of the World greatly depends on World Leaders adopting New Paradigms and that Delay or Denial would have Ultimate Catastrophic Consequences for US, Europe and rest of the World.

Highlights

1.    The webinar outcome underlined need for pre webinar day, webinar day ad post webinar day as one, technical and political process discussions that effectively address all  COVID 19 determinants/dimensions – Political, Cultural, Economic, Financial, Social, Communication, Science, Technology, Governance, Reform, Religion, Moral etc as One and as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context using Whole of World, Whole of Government, Whole of Society etc Approach and noting that it is Fail in One Fail in All.       
2.     The webinar essentially set out to answer Fighting and Winning War on COVID 19 linked to achieving SDGs Pledge Delivery by 2030 in US, Europe ad rest of the World HOW Questions but ended up essentially answering What Questions in this regard. What Questions have always been over-answered, as this is easy. HOW Questions have always been avoided or evaded in Universities and UN Evens, as this is especially difficult. Yet it is in finding Correct answers to HOW Questions that US, Europe and rest of the World could Fight and Win War on COVID 19 linked to achieving SDGs Pledge Delivery in the less than 11 years remaining to end 2030 target date.
3. The webinar underlined need for balanced Panel of Resource Persons whose Pooled Expertise, Experience and Exposure – Hard Competencies – Learning and Skills and Soft Competencies - Character, Courage,  Cultural, Communication, Attitude, Behavior, Discipline and Mindset are adequate to effectively address all fundamental issues in (1) and (2).
4.   The webinar indeed generated man good ideas and pertinent suggestions that need to be speedily harvested and processed into webinar outcome report including conclusions and recommendations on the way forward in global interest. Should this report be produced as suggested by Lanre during the webinar as well as in earlier EAG submissions, the webinar would indeed mark turning point in Fighting and Winning War COVID 19 linked to achieving SDGs Pledge Delivery by 2030 in US, Europe and rest of the World.

New Paradigms

Existing mainstream theories are not Fit for 21st Century and this explain why they are inadequate in the design and delivery of National, Regional and Global Integrated Innovative Sustainable Solutions to National, Regional and Global Challenges of Fighting and Winning War on COVID 19 linked to achieving SDGs Pledge Delivery b 2030 in US, Europe and rest of the World.  

It is finding Correct answers to HOW Questions that New Paradigms would replace Old Paradigms to help evolve New World Order, that is Ordered Change within which Domestic and Global Stakeholders in US, Europe and rest of the World Work Together to Succeed Together Fighting and Winning War on COVID 19 linked to achieving SDGs Pledge Delivery by 2030, that is promoting and protecting the Common Interest, Common Future and Common Destiny of US, Europe and rest of the World rather than ongoing Dis-Ordered Change that is Failing to Win War on COVID 19 and Failing to achieve SDGs Pledge Delivery by 2030 thus Guaranteeing Ultimate Catastrophic Consequences for US, Europe and rest of the World, should US, Europe and rest of the World Leaders Fail to Change Course Now and genuinely Commit to Full Implementation of the suggested webinar outcome Report.

Time is of Essence

World Leaders now know that US, Europe and rest of the World are Off Track achieving SDGs Pledge Delivery by 2030; that COVID 19 is making bad situation far worse, as it is Catalyzing Global Depression that promise to make 1930s Global Depression Child’s Play, should irreversibility point be passed and this is Guarantee SDGs Pledge Deliver would not be achieved by 2030 as our World is on Auto Pilot to Ultimate Catastrophic Consequences of Failure to Fight and Win War on COVID 19 and Failure to achieve SDGs Pledge Delivery by 2030 in US, Europe and rest of the World.

As no one know when this irreversibility point could be passes, time is of the essence as One Day Delay implementing the suggested webinar outcome report could be One Day too late for US, Europe and rest of the World to avoid Ultimate Catastrophic Consequences of Failure to DO the Needful and On Time to Fight and Win War on COVID 19 as well as achieve SDGs Pledge Delivery by 2030 in US, Europe and rest of the World.

In Sum,

The webinar has shed light on What Needs to be DONE to Fight and Win War on COVID 19 linked to achieving SDGs Pledge Delivery by 2030 in US, Europe and rest of the World and HOW.

The BIG Challenge is Will Springboard/SBCC/JHU-CCP/JHU pick up the gauntlet and let Change Start from them – Individually and Jointly? Or will it be Business as Usual?

If former, there are Bright Prospects of Success.

If the later, Springboard/SBCC/JHU-CCP/JHU will be demonstrating that in reality they are more part of the problems than part of the sustainable solutions.

It is our hope that Springboard/SBCC/JHU-CCP/JHU will decide to pick up the gauntlet.

UNDESA/UNDSDG Webinar on COVID 19, Thursday 9 April 2020

Highlights

We were somewhat disappointed by the webinar, as it appeared more Abstract and Disconnected than we expected from the webinar promotion by UNDESA/UNDSDG. This is evidenced by many who joined the webinar pulling out almost immediately or after a short while.

It was shocking to find that at a stage, about mid way, over 600 participants on the WEBEX Platform fell to about 400 participants. We had to send text urging UNDESA/UNDSDG to really investigate WHY this HUGE drop in participants is so, to enable them take appropriate remedial action in future webinars on COVID 19. It is pertinent to note that participants kept dropping out before the webinar ended.

In our view the webinar was more of Pontification and Pretending All is Well Fighting War on COVID 19 in US, Europe and rest of the World but need to be Better, thus the webinar is Business as Usual. Is this not the position of EU and ERC that led to Mr. Ferrari’s resignation?

Yet the webinar made some Good Points including:-
1.      Need for Coordinated Global Response that makes our World far better than before the COVID 19 Crisis including solving fundamental issues of inequality that COVID 19 is worsening.
2.      Realign Pandemic Responses in US, Europe and rest of the World to accelerate World Sustainable Development noting that every Crisis present Opportunity to Rethink and Rebuild
3.  Recognize that COVID 19 Crisis in US, Europe and rest of the World highlights Importance of Government Systems and Services that Work for the Poor.

We note that there appeared to be no genuine interest in answering the Good Points How Questions and related follow up questions asked by Lanre and moving from Vision and Words without Action to Vision and Words with Action that effectively tackle Fighting and Winning War on COVID 19 in US, Europe and rest of the World linked to getting DONE the much that remain to be DONE if all 193 UN Member States are to achieve SDGs Pledge Delivery in the less than 11 years remaining to end 2030 target date.

There is a probability that after assessing the webinar outcome, UNDESA/UNDSDG may decide to Change Course and DO the need UNO and entire UN System: UNO, WBG, IMF, WTO are to contribute meaningfully towards helping US, Europe and rest of the World Fight and Win War on COVID 19 in US, Europe and rest of the World linked to achieving SDGs Pledge Delivery in all 193 UN Member States and in the less than 11 years remaining to end 2030 target date.

Big Questions

EAG sent 7 Big Questions to UNDESA/UNDSDG before the webinar and asked follow up questions during the webinar.

As long as these questions are avoided or evaded, UNDESA/UNDSDG and indeed the entire UNO will keep behaving like the EU and ERC, thus Guaranteeing the War on COVID 19 will not be Won and US, Europe and rest of the World will not achieve SDGs Pledge Delivery by 2030 – that is Guaranteeing Ultimate Catastrophic Consequences of Failure to Fight and Win War on COVID 19 in US, Europe and rest of the World and Failure to achieve SDGs Pledge Delivery by 2030.

The 7 Questions are:-
1.   WHO is the Apex UNO Entity with responsibility for World Public Health response to COVID 19. HOW has WHO delivered on this Statutory Responsibility with specific reference to:-
a)   Global Central Coordination of 193 UN Member States Governments; UN System: UNO, WBG, IMF, WTO; 193 UN Member States Universities/Higher Education Institutions and 193 UN Member States Philanthropy Organizations Joint Response to CONVID 19?
b)      UN System: UNO, WBG, IMF, WTO Delivery as One, DaO driving UN System Joint Response to COVID 19?
2. UNDESA and all its Divisions led by UNDSDG is the Apex UNO Entity with responsibility for World Economic and Social response to COVID 19. HOW has UNDESA delivered on this Statutory Responsibility with specific reference to:-
a) Global Central Coordination of 193 UN Member States Governments; UN System: UNO, WBG, IMF, WTO; 193 UN Member States Universities/Higher Education Institutions and 193 UN Member States Philanthropy Organizations Joint Response to COVID 19?
b) UN System: UNO, WBG, IMF, WTO Delivery as One, DaO driving UN System Joint Response to COVID 19?
3.    Can Correct answer to Fighting and Winning War on COVID 19 linked to achieving SDGs Pledge Delivery by 2030 be found without:-
a)      Overhauling all decayed Systems and Services in US, Europe and rest of the World?
b)  Unprecedented levels of Policy Cohesion, Collaboration, Cooperation and Coordination in US, Europe and rest of the World Governments – All Arms of All Tiers; UN Systems: UNO, WBG, IMF, WTO – Headquarters, Regional Offices and Country Offices; 193 UN Member States Universities and 193 UN Member States Philanthropy Organizations and their National and International Partners?
c)   Meaningfully involving Original Ideas Creators whose Ideas have been harvested from Domestic and Global Conferences, Consultations and Studies and processed into the Conferences, Consultations and Studies Reports Conclusions and Recommendations, in the Implementation of the Reports?
4.    HOW can COVID 19 Fear and Panic in US, Europe and rest of the World be harnessed and deployed to Change COVID 19 from Present Force for Evil to Desired Force for Good Driving the Organization, Orientation and Discipline of Citizens in all 193 UN Member States to be the Moving Force Driving TRANSFORMATION of World Society within New World Order to Win War on COVID 19 linked to achieving SDGs Pledge Delivery by 2030 in US, Europe and rest of the World?
5.     Communication for Change, Development and Environment that Work for 5 Billion Poor Children, Youth, Women, Men and Elders in US, Europe and rest of the World, out of the 8.5 Billion People in our World of 2030, is Maker or Breaker of Fighting and Winning War on COVID 19 linked to achieving SDGs Pledge Delivery by 2030 in all 193 UN Member States. HOW can 193 UN Member States Governments and UN System: UNO, WBG, IMF, WTO Create DEMAND as basis for Universities and Consultants Creating SUPPLY for this type of Communication?
6.    Without Government in all 193 UN Member States being More Effective Central Actors in the Great Task of Fighting and Winning War on COVID 19 linked to achieving SDGs Pledge Delivery by 2030 in US, Europe and rest of the World, the War cannot be Won and SDGs Pledge Delivery by 2030 cannot be achieved. HOW can real and complex problems of Public Sector – Civil Service and Public Service; Public Governance: Services – Health, Education; Food, Nutrition and Agriculture; Security etc and Systems: Political, Economic, Financial, Social, Religious etc and Transformational Investments:  Human Capital, Physical Capital; Financial  Capital – Grants, Loans, Equity; Network Capital – Multi Stakeholder Partnerships on the ground in each Community in US, Europe and rest of the World be Solved on Sustainable basis and in ways that help Fight and Win War on COVID 19 linked to achieving SDGs Pledge Delivery by 2030 in US, Europe and rest of the World?
7. Without Inter-Ministerial, Inter-Governmental, Multi-Sectoral, Multi-Disciplinary and Multi-Stakeholder Partnerships wherein all relevant Domestic and Global Major Stakeholder Groups as applicable or appropriate in each specific Community, Sub- Country, Country, Sub-Continent, Continent and Global/Planet location context Work Together to Succeed Together, seeking to Fight and Win War on COVID 19 linked to achieving SDGs Pledge Delivery by 2030 in US, Europe and rest of the World is FLUKE. Can this type of Partnerships be Designed and Delivered without UNDESA re-writing New UN Partnership Strategy (UNDESA promised to release July 2018 but the New UN Partnership Strategy is yet to be released) to meaningfully include all good ideas harvested from this webinar as well as EAG submissions to the New UN Partnership Global Consultation and ensuring that the re-written New UN Partnership Strategy is released on or before 30 April 2020?

WBG/IMF Virtual Spring Meeting 17 – 19 April 2020

This is the 3rd of the 3 Global Events. It is a Virtual Meeting in 2020 due to COVID 19. It is another opportunity to demonstrate shift to New Paradigms that help US, Europe and rest of the World Fight and Win War on COVID 19 linked to achieving SDGs Pledge Delivery by 2030 in all 193 UN Member States.

It must demonstrate and be seen to demonstrate Lessons Learnt from the JHU Springboard webinar and the UNDSESA/UNDSDG webinar. It must demonstrate and be seen to demonstrate support for Researchers like Mr. Ferrari and Consultants like EAG.

Conclusion

The time is now to take National and International Development Cooperation Radical/Fundamental and Rapid/Fast Change beyond Slogan.

The time is now for National and World Leaders to genuinely appreciate that Technical Solutions to COVID 19 without Political Solutions amount to No Issue or is No Issue; that should they provide Political Solutions to National, Regional and Global Integrated Innovative Sustainable Solutions, all remaining Economic, Financial, Social, Security, Communication, Religions etc Solutions as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context would emerge and that they need to Work Together to Succeed Together; that they need to adopt One Worldwide Approach including Whole of Agenda, Whole of Society, Whole of UN, Whole of Government etc.

However, without Technical Advise and Reform Consultancy Services Support from Consultants who have demonstrated answers to Fighting and Winning War on COVID 19 HOW Questions linked to achieving SDGs Pledge Delivery by 2030 in all 193 UN Member States HOW Questions, this One Worldwide Approach cannot be effectively deployed in the Design and Delivery of Interventions that Work for 5 Billon Poor Worldwide.

We urge Presidents/Heads of Government in any Powerful North or South Country genuinely interested to take all necessary measures to Fight and Win War on COVID 19 Linked to achieving SDGs Pledge Delivery by 2030 to take up the Challenge of Hosting the suggested HLPF, to please contact us on email below to discuss action next Steps in their Country and Global Interest.

There are bright prospects of success should World Leaders ensure that the HLPF to find Integrated Innovative Sustainable Solutions hold as suggested. However, there are Ultimate Catastrophic Consequences should it be Business as Usual and the HLPF not be convened and on Time.

It is our hope that opportunity for bright prospects of success would not be lost.
