Foreword
UNDESA through its Economic Analysis and Policy Division, EAPD on 31 August 2020 released its Policy Brief #84 on “Achieving SDGs in the Wake of COVID-19: Scenarios for Policy Makers.
The Highlights of the Policy Brief are:-
1. Despite the setbacks caused by COVID-19, it is
possible for the world to regain momentum and move ahead towards achieving the
Sustainable Development Goals (SDGs).
2. SDG progress has shown to be linked with countries’
success in dealing with the pandemic.
3. The COVID-19 crisis has revealed some fundamental
development challenges that countries face and could be converted into an
opportunity for recovering better, if much of the resources aimed at recovery
are directed toward promoting the SDGs.
4. Establishment of robust universal healthcare and
social protection systems should be taken as immediate goals, and efforts
should be made to build upon the emergency measures taken during the COVID-19
crisis so as to reach these goals.
5. The opposite effects of COVID-19 on prosperity and planet show that the current ways of achieving prosperity are a threat to the health of the planet. Achieving sustainable development requires sustaining and bolstering current environmental gains and pursuing a green recovery.
It is incomprehensible that UNDESA EAPD still turn blind eye to reality that all 193 UN Member States are Off Track achieving SDGs by 2030 as at end 2019 Year 4 of SDGs Implementation; that at end 2nd Quarter 2020 Year 5 of SDGs Implementation COVID-19 havoc and devastation has quashed any hope of all 193 UN Member States getting back On Track to achieve SDGs by end 2030 target date on one hand and that should Business as Usual continue Full Blown Climate Pandemic would deliver Global Colossal Catastrophe that make COVID-19 Global Catastrophe Child’s Play, at its extreme resulting in People Dying 1st, Businesses Dying 2nd and Planet Dying 3rd on the other hand.
If these imminent Guaranteed Global Colossal Catastrophes are to be avoided, 1 Day Delay in entire UN and All Governments Changing Course may be 1 Day too late.
It is against this background that we share our thoughts on Priorities and Direction Moving Forward in Common Interest, Common Future and Common Destiny of entire UN Membership, All North and South Countries Governments and their Domestic and Global Partners.
UNFCCC Annual Report 2019
UNFCCC Annual Report 2019 underlines many
realities that could be summarized within these 2 paragraphs on page 8:-
“We need to alter our course before it is too late. We need to make drastic changes to the way we produce, consume and source our energy. We need to protect ecosystems so that they stay healthy and resilient against climatic stresses. And we need to accept that while we might not yet understand the full extent of future changes to the climate, there is enough scientific certainty to warrant sweeping action, particularly when faced with the threat of large-scale and irreversible damage.
Fighting climate change is also crucial to sustainable development. The 17 Sustainable Development Goals, which include climate action (Goal 13), are shared by all 193 Member States of the United Nations and reflect humanity’s highest aspirations for development.”
As UNFCCC Celebrate its 25th Anniversary:-
1. There is no
better time than now for UNFCCC to Effectively
Translate these Words into ACTION and in Urgent Global Interest.
2. UNFCCC need to recognize that its Relevance and Credibility in Design and Delivery of Post COVID-19 Era Convention 1995, Kyoto Protocol 1997 and COP21 2015 Initiatives/Interventions that indeed help all 193 Member States Build Back Better, Build Back Greener and Recover Better greatly depends on UNFCCC undertaking a Frank ad Blisteringly TRUTHFUL Self Assessment to correctly identify What UNFCCC did Right in Past 25 years and HOW it could be improved in next 25 years and What UNFCCC did Wrong in Past 25 years and HOW it could be corrected in next 25 years.

Going Back to Basics: Tackling Implementation Challenge – Return to Original UN Charter Vision to Reform UN to be Fit for 21st Century
The UN Charter was signed on 26 June 1945 and came into Force on 24 October 1945. It has had only 5 Amendments in the past 75 years.
Its Provisions are as relevant today as they were 75 years ago and even more so, if National and Global Integrated Innovative Sustainable Solutions are to be found to National and Global Challenges including COVID-19, Climate Change, Food Crisis, Financial Crisis, Fuel Crisis, Terrorism etc as applicable or appropriate in each specific Community, Sub-Country, Country, Sub-Continent, Continent and Global/Planet location context, there is urgent need to take all necessary measures to achieve increasing convergence between Original UN Charter Vision Intention and Reality.
It is True that much has been achieved in the Past 75 years of Implementing the UN Charter. It is equally True that magnitude of divergence between UN Charter Provisions and realities on the ground in all North and South Countries in our World today underline the Magnitude and Complexity of the much more that need to be achieved if Implementation of UN Charter in the next 75 years is to have Better Scorecard.
The Probability
is High that:-
1. Business as Usual Implementing the UN Charter would result in our World continuing to
accelerate on MADning (Mutually Assured Destruction) Road to DOOM until
irreversibility point is passed and Guaranteed Global Colossal Catastrophic Consequences
of Failure to Win War on COVID-19, remaining 4 Wars and Failure to achieve
Global Goals 2030 and 2050 is Certain and at is extreme ending in People Dying
1st, Businesses Dying 2nd and Planet Dying 3rd.
2. Business Unusual Implementing the UN Charter would result in our World Changing Course to start accelerate on MAPing (Mutually Assured Prosperity) Road to BOOM as Domestic and Global Stakeholders Work Together to Succeed Together to Win War on COVID-19, remaining 4 Wars and achieve Global Goals 2030 and 2050 through Build Back Better, Build Back Greener and Recover Better and in ways that Leave No One Behind in all North and South Countries.
If Post COVID-19 Era New Reality is to be firmly grounded in (2) above, there is urgent need to Reinforce and Reinvigorate Ongoing UN Reforms to Deliver UN System Fit for 21st Century Operatonaizing in Practice the FULL Provisions of UN Charter to meaningfully support Domestic and Global Stakeholders Work Together to Succeed Together to Win War on COVID-19, remaining 4 Wars and achieve Global Goals 2030 and 2050 through Build Back Better, Build Back Greener and Recover Better and in ways that Leave No One Behind in all North and South Countries and Press Forward to Deliver UN Fit for 22nd Century by UN150 in next 75 years time.
The Know How to Deliver this type of Post COVID-19 Era New Reality is presently lacking in the UN System. However, relevant UN System Authorities are aware that the Know How exists and is available to them, if they are genuinely interested in Delivering this type of Post COVID-9 Era New Reality.
COVID-19 as Force for Good
World Leaders on UN, Governments,
Business, Academia, other Major Groups and other Stakeholders sides need to recognize that there is Urgent Global Need

Brief #84 noted that “the impact of COVID-19 deepens further the concern over
whether the SDGs can be achieved by 2030. The answer depends to a large extent
on how human societies themselves respond to the COVID-19 crisis and its
aftermath; that:-
Overall, the kind of
post-COVID-19 scenario that takes hold of a country depends on whether it can:
1.
Minimize
the damage caused by COVID-19;
2.
Recover
quickly from the damages;
3. Hold
on and build further on the positive changes introduced to its healthcare,
social protection, and governance systems during the pandemic;
4. Sustain
and bolster positive gains made regarding the planet-related SDGs, while countering

Scenario cannot be effectively utilized if All North and South Countries are
left to on their own figure out the way forward in their respective domestic
and global response.
As long as effective and genuine effort is not made to overcome the paradox
of entire UN Membership and All Governments seeking Comprehensive Solutions to
National and Global International Development Cooperation Challenges on one
hand and refusing to Fully Implement National and Global Integrated Innovative
Sustainable Solutions to National and Global Challenges with effective
Monitoring and Evaluation of this Implementation on the other hand, achieving a
Post COVID-19 Optimistic Scenario is Wishful Thinking.
If entire UN and All Governments agree that the above Wishful Thinking
is DANGER to EVERYONE and DECIDE that Actualizing Post COVID-19 Optimistic
Scenario Deliver SUSTAINABLE BENEFITS to Everyone, then entire UN and All
Governments need to Change Course Now and DEMONSTRATE this by holding the suggested
3 Day HLPF/HLVM this September.
It is our hope that World Leaders on UN and Governments sides will not Squander rapidly closing COVID-19 Short
Window of Opportunity Bright Prospects of Success to RESCUE our Fragile Planet
from PERISHING, that is, World Leaders on UN and Governments sides would Change Course Decide to DO Right Thing and
On Time and Kick Start this from 3 Day HLPF/HLVM holding in September 2020.
It s our further hope that World Leaders on UN System, Governments and
Media sides will not sit back looking on Powerless as UNDESA UNGA 2020 and 22 –
24 September 2020 Event Outcome Again FAIL to Indeed Mark Turning Point in National and Global Development
Cooperation Radical/Fundamental and Raid/Fast Change at levels Needed to
Win War on COVID-19 linked to achieving SDGs by 2030 in all 193 UN Member
States.
