Final Push To Achieve MDGs And Create Sustainable Post-2015 Development Agenda 10

The UN 69^th General Assembly opened on 16 September 2014. The Interim Results of the discussions, online engagement and research inputs summarised into a Global Report was to be presented to Member States, as well as the Public, in form of a High Level side event on that day. Spirited effort to find out if the Global Report was presented to Member States or was not released at all is yet to be successful. This is a puzzle if UN Executive Management, UN Security Council and UN General Assembly are really serious about achieving Final Push to achieve MDGs by 2015 and Post 2015 Development Agenda Vision Ambitions.

It is our hope that the Global Report will be released to the Public without further delay and its implementation as well as the monitoring and evaluation of this implementation will better address realities of over 100 Million Poor Nigerians, over 300 Million Poor Africans and over 2 Billion Poor Worldwide.

Meanwhile, the SD2015 Partners including UNDESA and CIVICUS are working with Partners on Developed Countries, Developing Countries, International Institutions and International Foundations sides towards achieving increasing convergence between Final Push to achieve MDGs by 2015 and Post 2015 Development Agenda Vision Intention and Reality. This is Good. However, moving forward, there are 3 Models – New Vision Model, Business as Usual Model and Pessimistic Model. Should SD2015 Partners continue to adopt Business as Usual Model, the Best that can be achieved if the World continues to fumble and wobble and keep avoiding Catastrophe. The Worst is that Economic Recession, Terrorist Attacks, Hunger, Poverty, Natural and Unnatural Disasters and other World Problems will Push the World to Pessimistic Model and catastrophe become inevitable.

Should SD2015 Partners genuinely commit to pursue with determination, collaboration, coordination and cooperation in all arms of all governments on one hand and collaboration, coordination and cooperation in all arms of all governments, non governmental organizations, private sector, financial institutions and community stakeholders on the other hand, at sub-national, national, regional and global levels in each of the over 200 UN Member Countries and Non Member Countries in our World today, World Sustainable Development could be achieved through New Vision Model delivering proportional WIN – WIN for all concerned Stakeholders in our World today.

It will be recalled that the UN IEAG on Data Revolution after Global Consultation released its Data Revolution Report on 6 November, 2014. This Report following the Business as Usual Model focused on answers to Data Revolution What and Why Questions and refused to include answers to Data Revolution How questions provided by at least 2 of the contributors. This is indeed very sad. We are aware that some complain has been made. It is our hope that SD2015 Partners would take up this complain with aim of including practical answers to Data Revolution How Questions in the implementation as well as the monitoring and evaluation of Data Revolution through New Vision Model.

It will be recalled further that Food Security and Nutrition Security issues is now being put on the front burner in the Global Arena within New Agriculture Revolution. Again it is Agriculture Revolution What and Why Questions that are being addressed. As long as Agriculture Revolution How Questions are not addressed, the mistakes of history in the implementation of first Global New Agriculture Revolution in the 1940s’ up to the fourth Global Agriculture Revolution ending 2015 will be repeated as the fifth Global Agriculture Revolution start from 2016. This is avoidable, if the UN Executive Management, UN Security Council and UN General Assembly take corrective action on time.

It is clear that Global New Agriculture Revolution whose Design and Delivery is built upon New Vision Model will effectively bridge gap between Lessons Learning and Lessons Forgetting and so will Treat Crops, Livestock, Fisheries and Forestry: Pre Harvest, Harvest and Post Harvest 30 Issues and 8 Cross Cutting Themes as One – as applicable to each Community in each Local Government in each of the over 200 UN Member Countries and Non UN Member Countries in our World today.

The 30 Issues are: Land, Labour, Fund, Technology, Infrastructure, Market, Water, Health, Security, Education, Environment, Standards, Production, Processing, Storage, Research, Extension, Psychology, Corruption, Disasters, Welfare, Information, Enterprise, Partnership, Innovation, Organization, Orientation, Discipline, Data, Communication.

The 8 Cross Cutting Themes are: Technical, Political, Cooperation, Competencies, Economic, Social, Cultural, Religious.

It is clear that Agriculture Revolution is a Primary Revolution. For Best Results it must be integral part of other Primary Revolutions: Data Revolution, Enterprise Revolution, Government Revolution, Applied Research Revolution, Attitudinal and Behavioural Change Revolution, Cooperation Revolution and Digital Revolution as well as Secondary Revolutions: Education Revolution, Health Revolution, Anti Corruption Revolution, Electricity Revolution, Housing Revolution etc. These Primary and Secondary Revolutions cannot stand on their own but are interlinked, interdependent and interconnected with Reinventing Cities, Reinventing Governance, Reinventing Universities and Tertiary Institutions etc as well as other interventions.

Reinforcing and Reinvigorating Implementation of G20 Summit Declarations

As G20 Leaders end 5^th G20 Summit, the time is now for them to genuinely recognize that the mutual prosperity and mutual security of all UN Member Countries – Rich and Poor; Developed and Developing; Big and Small; is a fact that should be taken more seriously, if full implementation of G20 Summit Declarations are to be taken more seriously by them – in the interest of their own citizens and citizens of other countries, particularly billions of the world’s poor.

It is pertinent to note that Current Global Recession is Linked to World Food, Fuel, Finance and Terrorism Problems; that improved Global Collective Action for tackling these World problems is a major reason for expanding G8 to G20; that from the 1^st G20 Summit hosted November 2008 hosted by US to the 4^th G20 Summit hosted by Canada earlier in the year, many decisions that ought to have been fully implemented by now are either partially implemented or not implemented at all; that as long as Lessons are not ACTUALLY Learnt in the implementation of past G20 Summit declarations; it would be discovered, sadly with possible adverse consequences, that come the 6^th G20 Summit in 2011, some 5^th G20 Summit decisions that ought to have been fully implemented would still be partially implemented or not implemented at all. Given the magnitude and complexity of the issues that G20 Leaders have to address, would it be a good idea to reduce G20 Meetings from twice a year to once a year starting in 2011?

It is clear that sustainable solutions to Global Recession, World Food, Fuel, Finance and Terrorism problems greatly depends on reinvigorating and reinforcing G20 Global Solutions to Global Problems Initiative in ways that include adequately Comprehensive Political Solutions, Economic Solutions and Technical Solutions to these real and complex world problems on the ground and this greatly depends on reinvigorating and reinforcing MDGs’. Paris Declaration, PD; Accra Action Agenda, AAA; One UN Imitative / Delivery as One, DaO; in ways that include adequately comprehensive Political Solutions, Economic Solutions and Technical Solutions to these World Vision real and complex Village to Global problems on the ground.

Yes, G20 has done much since November 2008 to date. However, the increasing pain and misery – largely avoidable, of Citizens in France, UK, US, other Developed Countries and Developing Countries, indicates that much remains to be done and much more could have been achieved at less cost and less pain, had there been full implementation and effective monitoring, evaluation and assessment of the full implementation of G20 Summits 1 – 4 Declarations. This Flaw is a Scar on the Conscience of G20 Leaders; National and International Media Executives and the Boards of Global, Regional and National: Research, Planning, Statistics, Implementation, Monitoring, Evaluation and Assessment Professional Bodies.

The UK Evaluation Society 2010 Conference 22 – 23 November 2010 would be looking at Global Recession, World Food, Fuel, Finance and Terrorism problems as it affects the UK and contributions UK Evaluators could make to help tackle UK National Development and International Development Challenges. There is a session devoted to innovative and creative solutions to these complex problems as it affects UK relations with African and Asian Countries. A set of innovative an creative solutions has been left out that makes the UKES 2010 Conference incomplete, if this Conference is to make optimum contribution towards removing this Scar on the Conscience of these Political Leaders and Professional leaders. It is in UK interest, G20 interest and rest of the World interest, that decision to exclude this set of innovative and creative solutions be reviewed. Also the International Development Evaluation Society, IDEAS, 2011 Global Assembly would looking at the same problems from a Global Perspective and in our view would achieve more should IDEAS Board recognize that the underlying fundamental  issues go beyond Development Evaluation and so take special care to focus the General Assembly on innovative and creative Political Solutions, Economic Solutions and Technical Solutions.

If we can be frank:-

1.    Reinvigorating and Reinforcing the implementation as well as the monitoring, evaluation and assessment of the full implementation of G20 Summit Declarations, MDGs’, PD, AAA, One UN Initiative / Delivery as One, greatly depends on changing the way things work in the Governments and Societies  of G20 Countries, particularly US, UK, France, Germany, India, China, Brazil and Saudi Arabia; Non G20 Countries particularly Nigeria and Egypt; G20 Institutions particularly UN Headquarters, All UN Agencies Headquarters, Regional Offices and Country Offices; World Bank Group – all 5 Institutions; World Bank Group – Independent Evaluation Group – all 3 Institutions; IMF, EC and Non G20 Institutions particularly OECD.

2.    The sustainable success of Transformations and Movements Driving Village to Global Strategies, Policies, Programs and Projects within (1) greatly depends on identifying, empowering, promoting and protecting Professionals in all relevant Disciplines / Specializations, who have the intellectual capacity to grapple effectively with the challenges of National Development Cooperation and International Development Cooperation – Professionals who are genuine Development Change Champions with adequate levels of expertise, experience, exposure and energy to help Political leaders and Professional Leaders to jointly achieve World Visions ambitions.

In view of the above, we wish to make the following calls:-

A. Political Leaders - Countries

1.    We call on Political Leaders and Professional Leaders to quickly agree on a Roadmap to 6^th G20 Summit Consultation Process and Negotiation Process that ensures Lessons Learnt implementing G20 Summits 1 – 4 are actually Learnt in the full implementation and monitoring, evaluation and assessment of the full implementation of 5^th G20 Summit Declarations.

2.    The One Mind from anywhere in the World with the most advance Village to Global Transformational Core Ideas that is sufficiently “All Encompassing, All Embracing and Ambitious” to help them achieve G20 Global Solutions to Global Problems Initiative Ambitions linked to achieving MDGs’; PD; AAA and One UN Initiative / Delivery as One Ambitions, to which all relevant Services / Sectors / Issues within each of the 5 World Visions – Village to Global Transformations Ideas would be anchored; identify the minds with the Services / Sectors / Issues Ideas and go further to empower, promote and protect these innovative and creative minds.

B. Political Leaders – International Institutions

We call on Political Leaders, Heads of Institutions, Senior Administrators and Senior Technocrats of International Institutions particularly UN, World Bank, IMF to recognize that as long as they fail to demand adequate levels of Transformation within National Development Cooperation and International Development Cooperation, they are in reality increasing World Poverty and World Hunger, that is in effect they are working against increasing Development Impact and development Effectiveness Worldwide.

C. Political Leaders – International and National Media

We call on Political Leaders, Heads of Institutions, Senior Administrators and Senior Technocrats of International and National Media to recognize that as long as they fail to articulate, implement and monitor, evaluate and assess New Media Agenda, they would be unable to influence necessary Transformations within National Development Cooperation and International Development Cooperation, thus hurting their own Journalists colleagues as well as citizens of both Developed and Developing Countries.

D. Political Leaders – Global, Regional and National Professional Bodies

We call on Boards, Institution Members and Individual Members of Research, Planning, Statistics, Implementation, Monitoring, Evaluation and Assessment Professional Bodies to recognize that as long as they fail to build adequate levels of knowledge, competencies, capacity, networking, they would be unable to influence necessary Transformations within National Development Cooperation and International Development Cooperation, thus hurting their own Members as well as citizens of both Developed and Developing Countries.

E. Opinion Leaders – Developed Countries

We call on Developed Countries Citizens, particularly the Opinion Leaders in Business Community and the Larger Civil Society to recognize that as long as they fail to Demand adequate levels of Transformations within National Development Cooperation and International Development Cooperation from their own Governments, they are in reality increasing the impact and duration of triple whammy – high inflation, high unemployment and low growth in their own countries; that is in reality hurting themselves and people they love.

F. Opinion Leaders – Developing Countries

We call on Developing Countries Citizens, particularly the Opinion Leaders in Business Community and the Larger Civil Society to recognize that as long as they fail to Demand adequate levels of Transformations within National Development Cooperation and International Development Cooperation from their own Governments, they are in reality increasing the impact of Globalization as Force for Evil; that is in reality hurting themselves and people they love.

MDGs’ at 10: How to Achieve Sustainable Success in the Implementation of Outcome 2010 UN MDGs’ Summit?

The MDGs’, an international agreement entered into by World Leaders in 2000, with aim of achieving set targets / specific deliverables by 2015, is lagging behind. There was mid term review in 2007. the UN MDGs’ Summit 2010 was a 10 year review with aim of reinforcing work towards achieving the set targets / specific deliverables. It is sad that 10 years after, basic issues that ought to have been decided at commencement in 2000, or during 5 year review that coincided with release of Paris Declaration in 2005 or half term review that coincided with release of Accra Action Agenda 2007 are still being discussed at this 10 year review.

It is clear from points made above that the MDGs’ are Political Statements of World Leaders that are yet to be converted into Strategies, Policies, Programs and Projects; yet to have a Single Agenda Implementation Framework with 3 Master Frameworks – Master Assessment Framework, Master Budget Framework and Master Competencies Framework and yet to have Single National and Global Plan with Self Correction Systems based on Realities of Implementation

At this time in World history, when adverse effects of World Food, Fuel, Finance and Terrorism problems are biting harder, hence the need for Reinforcing Work towards improving Development Impact and development Effectiveness; there is urgent need to ensure the achievement of increasing convergence between Rhetoric and reality; Policy and Practice in the work towards implementing outcome of 2010 UN MDGs’ Summit, if this 10 year review recommendations is not to remain largely unimplemented as was the case with earlier MDG review recommendations. If this is not done, the ultimate consequences for Citizens in both Developed and Developing Countries could be catastrophic.

It would be recalled that there are several study reports over the years from start MDGs’ in 2000 to date indicating that should Nigeria fail to meet MDGs Targets by 2015, the Targets would not be met in Africa or indeed Globally.

The Nigeria National MDGs’ Office, with responsibility for ensuring Nigeria achieve MDGs’ Targets on time and Nigeria National SERVICOM Office with responsibility for Institutionalizing Service Delivery / Performance Management in all Government Ministries, departments and Agencies in Nigeria, are both in agreement that given certain conditions, Nigeria can still meet MDGs’ Targets in the 5 years remaining; yet nothing is being done by the National MDGs’ Office and National SERVICOM Office to ensure that all National and International Stakeholders contribute their quota towards ensuring that these necessary conditions are created and sustained. As long as the practical implementation of outcome of UN MDGs’ Summit 2010, does not effectively help to create these necessary conditions, it would be an uphill task attempting to put Nigeria on Track to meeting MDGs’ Targets by 2015.

We recognize the Policy of Non Interference in the internal affairs of Countries. However, as Nigeria is too rich to be poor and too poor to be rich; as the International Community cannot on its own help Nigeria solve her complex National development Problems; as Nigeria on its own cannot solve her National Development Problems and as Nigeria Poverty and Stagnation is not only a threat to Nigeria’s nascent democracy but also holds back Africa and the World from Winning War Against Poverty, the fundamental issues at stake call for complimentary Policy of Non Indifference that help create these necessary conditions for achieving MDGs’ in Nigeria on successful and sustainable basis. Each success achieved could be benchmarked and replicated in other Countries.

The real and complex Nigeria Political, Economic, Social, Cultural and religious problems and recently Terrorism problems are not Impossible to SOLVE but are Especially Difficult to Solve. Therefore any attempt towards achieving MDGs’ Targets in Nigeria by 2015, that is not interlinked, interconnected and interdependent with attempt towards solving on sustainable basis Nigeria’s Political, Economic, Social, Cultural and Religious problems at all 774 Local Governments, 36 States, Federal Capital territory, National and International levels cannot result in Nigeria achieving MDGs’ Targets by 2015.

The increasing terrorist activities – bomb blasts, religious violence – unchecked, could place additional hurdles on the path of Nigeria’s President Jonathan and Nigeria’s Independent National Electoral Commission in the work towards delivering credible, free and fair 2011 elections. Should 2011 elections record flaws similar to 2007 elections, Nigeria’s future could be threatened. In the event of crisis erupting in Nigeria before or after 2011 elections, the ultimate consequences for Nigerian and Non Nigerian Stakeholders in the Nigerian Economy could be catastrophic.

The point has been made that should Nigeria get on Track towards achieving MDGs Targets by 2015, most if not all African Countries will get on Track meeting MDGs Targets by 2015 and all other Countries would also be on Track meeting MDGs Targets by 2015. identifying this point is one thing, institutionalizing in practice the Strategies, Policies, Programs and Projects and accompanying Single Agenda Implementation Framework is a “Big Challenge”. As long as this Big Challenge is not Professionally tackled, achieving successful implementation of recommendations set out in the outcome of 2010 UN MDGs’ Summit in Nigeria, other African Countries, other Developing Countries, Developed Countries and International Institutions, would most probably be a mirage. The implication is that Operationalization in practice all recommendations set out in outcome 2010 UN MDGs’ Summit greatly depends on UN Secretary General. Leaders G20 Countries, Leaders Non G20 Countries and Leaders International Institutions recognizing that all provisions in outcome 2010 UN Summit are:-

1. Interlinked, interconnected and interdependent.
2. Need to be converted into Strategies, Policies, programs and Projects.
3. Underline need to shift focus away from problems and passing blame and shift focus towards solutions and opportunities.
4. Call fro willingness to try new ideas, new thinking and new ways of doing things; willingness to develop new partnerships, new collaboration and new coalitions and readiness to accept past failure, learn lessons from these failures and ensure that lessons learnt are ACTUALLY learnt.

The reality is that much more could have been achieved in the past 50 years of Nigeria’s independence; much more could have been achieved in the past 10 years of implementing MDGs, than was achieved in Nigeria, Africa and Worldwide. If concerned authorities do not know why each country that is Off Track  is Off Track; it will be especially difficult to know what to do to get each of these countries On Track to achieving MDGs’ by 2015 or 2100. to be in the know on both counts, call for identifying, promoting, protecting and empowering Development Change Champions, who have the necessary Hard Competencies – Learning and Skills and Soft Competencies – Character, Courage and Mindset to grapple effectively with One Global MDGs’ Agenda Challenges and in ways that effectively help all concerned National and International Stakeholders, in each Country – Developed and Developing to wrk more effectively together towards achieving MDGs’ Vision in the 5 years remaining.

This Platform is for Genuine Development Change Champions who are serious about participation in the One Global Agenda to interact, exchange ideas and jointly participate in real Projects designed to Achieve Positive Development Change, in the Common Interest, Common Future and Common Humanity of Citizens in each Developed Country and each Developing Country in our world today. Every Monday we would be discussing a Topic, in which I would make a presentation, maximum 2 pages, for comments and reactions of visitors to this Platform. Development Change Champions – Our Global Agenda

Our world is again, at crossroads. The current global recession, is at levels comparable to 1930s’ depressions and has increasing possibility of double dip in US, UK and other Developed Countries. This triple whammy effect of this global recession underlines urgent need to reinforce Global Collective Action for World Political, Economic and Financial Stability. It is pertinent to note that current World Food, Fuel and Finance Crises causing the Global Recession are worsened by World Terrorism problems, thus also reinforcing Call for Global Collective Action for World Peace and Security, interlinked, interconnected and interdependent within initiative to reinforce Global Collective Action for World Political, Economic and Financial Stability, if solutions to Global Recession are to be successful on sustainable basis.

These real and complex world problems on the ground and the initiatives by World Leaders towards tackling them, which appears in many cases to be achieving less than desired results, hence the unrest in UK, US, France etc; underline the fact that in our world today, all economies – rich and poor; developed and developing are interlinked, interconnected and interdependent; that given available resources and technology – there is enough for everybody’s need in both developed and developing countries but not enough for everybody’s greed and that all concerned authorities could consider rethinking, redesigning and rebuilding Strategies, Policies, Programs, Projects within ongoing National Visions and Global Visions in each developed country, developing country and international institution.

The reality is that Poverty is the denominator of each of the Four World Problems of World Food, Fuel, Finance and Terrorism problems on the ground across the Globe; that African Poverty and Stagnation is a Scar on the conscience of the world and that Nigeria with the largest population of Africans and third largest population of World’s poor, is Central to pulling Africa out of Poverty, Africa is key to pulling the World out of Poverty and Pulling the World out of Poverty is Key to solving on sustainable basis, World Food, Fuel, Finance and Terrorism Problems.

Our study findings is that Nigeria, Africa and World Poverty on one hand and World Food, Fuel, Finance and Terrorism problems on the other hand are Product and Cause of Decayed Research, Planning, Statistics, Implementation, Monitoring, Evaluation and Assessment Systems, DVtGRPSIME&AS, on the ground on each Developed Country, each Developing Country and each International Institution’s side and that achieving Sustainable Solutions to Global Recession; World Food, Fuel, Finance and Terrorism problems greatly depends on TRANSFORMING DVtGRPSIME&AS into New Village to Global Research, Planning, Statistics, Implementation, Monitoring, Evaluation and Assessment Systems fit for the 21^st Century, NVtGRPSIME&ASf21C and without delay if UK leaders, US leaders and other concerned World Leaders are genuinely interested in tackling the increasing pain and misery that is the daily experience of increasing millions of their citizens.

It is clear that Transformation from DVtGRPSIME&AS to NVtGRPSIME&ASf21C has Political Dimensions, Economic Dimensions and Technical Dimensions and that Reform Minded Researchers, Planners, Statisticians, Implementers, Monitors, Evaluators and Assessors who have adequate levels of Hard Competencies – Learning and Skills and Soft Competencies – Character, Courage and Mindset and who are empowered to serve as Internal Consultants and External Consultants to Clients and relevant Stakehoders on Developed Countries, developing Countries and International Institutions sides, can help make this Transformation reality and in record time.

It is also clear that this Transformation has Huge and Complex Change Processes that need to be Strategically Managed from Village to Global levels. To achieve this, there is a need for Development Change Champions on Service Providers and Service Users sides, within Developed Countries, developing Countries and International Institutions, helping to DRIVE One Global Agenda using new type of Advocacy – Continuing Constructive Engagement of all relevant Stakeholders to get involved in the Transformation through Joined Up Approach to Changing Disorder to Order; Unfavorable Rules to Favorable Rules; Injustice (partiality, unfairness and disproportional benefits) to Justice (impartiality, fairness and equity) and Globalization as Force for Evil to Globalization as Force for God.

In this One Global Agenda, there will be:-

1.    Policy, Program, Project Cycle Management, 3PCM within Development Evaluation, Development, Diplomacy, Defense / Security, Elections, Monitoring and Evaluation, Service Delivery / Performance Management, Procurement, Trade, Migration, National Orientation, Human Rights in all its Ramifications – Political, Economic, Social and Cultural Rights: HR-PESCR.

2.    Comprehensive Systemic Reform, CSR, within Village to Global Business, Environment, Competencies and Reform Themes

3.    Central Role within 3PCM and CSR Initiatives for Researchers, Planners, Statisticians, Implementers, Monitors, Evaluators and Assessors, who are Service Providers and Service Users on Developed Countries, Developing Countries and International Institutions sides.

4.    Central Role within 3PCM and CSR Initiatives for Public Interest Experts – Publicists, Lawyers, Accountants, Bankers, Journalists, Entrepreneurs, Technocrats, Unionists, Academicians, Fund Raisers, IT Scientists, other Professionals and Students on Developed Countries and Developing Countries sides.

This One Global Agenda urges angry citizens in Developed Countries, particularly UK, US, France to focus their energies on FIGHTING Disease CAUSING their Pain and Misery; Developed Countries Leaders to recognize that Aid is no longer issue of morality and charity but also of Homeland Security and Economic Wellbeing; Developing Countries Leaders to recognize that their Human Resources are their most Valuable Assets and International Institutions Leaders to recognize that without solving their Competencies Challenges, it will be an uphill task persuading Developed and Developing Countries Leaders to tackle their Competencies Challenges.

This Platform is for Genuine Development Change Champions who are serious about participation in the One Global Agenda to interact, exchange ideas and jointly participate in real Projects designed to Achieve Positive Development Change, in the Common Interest, Common Future and Common Humanity of Citizens in each Developed Country and each Developing Country in our world today. Every Monday we would be discussing a Topic, in which I would make a presentation, maximum 2 pages, for comments and reactions of visitors to this Platform. The comments and reactions should focus on what, why and how questions flowing from opeartionalizing in practice the ideas set out in each presentation.
